Small Business Innovation Research Program in the United States: A Political Review and Implications for East Asian Countries

  • The study examines the U.S. Small Business Innovation Research (SBIR) program, with a focus on the recent Reauthorization, and compares, in the political context, the U.S. and East Asian countries-Japan, Korea and Taiwan-that adopted the U.S. SBIR program. For the systematic analysis and cross-country comparison, the study employs Kingdon (2003)'s framework-his political theory and Garbage Can Model-to identify political participants and processes underlying the SBIR Reauthorization and to analyze the differences in problem, policy, and politics streams between the U.S. and East Asian countries. For the cross-country comparison, specifically, the study uses various data sources such as OECD, Global Entrepreneurship Monitor, Hofstede's Cultural Dimensions, and World Value Survey. Based on the analysis outcomes, implications of U.S. practices on East Asian countries are extracted as follows. East Asian countries tend to: Have higher entrepreneurial aspiration while lower entrepreneurial activity and attitude than the U.S.; bear higher long term orientation and uncertainty avoidance while lower individualism than the U.S.; and have greater expectations of technology development and higher confidence in political parties while participating less in political action than the U.S. Drawing on the differences, the following policy recommendations are suggested. East Asian countries should: Improve entrepreneurs' access to resources (in particular, financial resource) in order to link their high entrepreneurial aspiration to actual entrepreneurial activities; cultivate failure-tolerating culture and risk-taking entrepreneurs, for instance, by providing a second chance to SBIR-participating businesses that failed to materialize their innovative ideas; and leverage their high expectations of new technology in order to take bold actions regarding their SBIR programs, and update the programs by drawing out constructive dialogues between SBIR stakeholders.

A Comparison of Opinions between Dietitians and Students' Parents on Sanitation Management in School Foodservice Operations (학교 급식소 위생관리에 대한 영양사와 학부모의 견해 비교 분석)

  • The purpose of this study was to investigate the gap in perceived importance-performance between dietitians and parents regarding school foodservice sanitation practices, to establish a plan for improving the school foodservice monitoring that is conducted by parents. A survey was given using questionnaires and was distributed to 31 school foodservice dietitians and to parents who attended sanitation education in October 2006. All statistical analyses were conducted using the SAS package program(version 8.2 for Windows) for descriptive analysis, t-test, and importance-performance analysis(IPA). The results of the IPA showed the following areas as improvement priorities: (1) contracting with a reliable suppliers, (2) securing proper refrigerator and freezer capacity and checking temperatures, (3) adequate design and construction of foodservice facilities and equipment, and (4) ensuring trays and utensils are clean, dry, and stored in a way that prevents contamination. The results of the IPA illustrated that school foodservice dietitians performed well in 8 out of the 21 sanitation management items. The perceived importance by parents was higher than by dietitians for accurate record keeping and documentation of HACCP worksheets(p<0.01), appropriate cleaning plans and practices(p<0.05), garbage management of inner kitchens (p<0.05), and garbage management of external kitchens(p<0.05). On the other hands, the perceived importance by dietitians was higher than that of parents for contracting with a reliable suppliers(p<0.05) and adequate design and construction of foodservice facilities and equipment(p<0.01). According to the performance analysis there were significant differences between dietitians and parents in six out of the twenty-one items. For these six items, the evaluated degree of performance by parents was higher than that of dietitians. In conclusion, proper education programs should be planned and regularly performed for the student's patents who take part in school foodservice monitoring in order to improve on their monitoring.

Efficiency Investigation of Vanishing Composting Machine Using Exhaust gas Recirculation system (배기가스순환시스템을 적용한 소멸 퇴비화장치의 효율검토)

  • Existing composting system was improved to have a high performance for organic degradation, deodorization and energy reduction. Compared with conventional devices, this developed system uses the heat recovered from platinum catalytic tower by three times heat exchange in which 65% of exhaust gas was recirculated. Evaporation of water was made easy by maintaining negative pressure in entire system. It was possible for reaction to be maintained steadily by microorganism agent. The optimum mixing volume ratio of garbage to sawdust was 15:1 contrary to 20:1 in conventional one. Moreover, aerobic condition was maintained efficiently. Effects obtained by using a inner circulation system were as follows. It was possible to reduce the ammonia causing offensive odor and verified that consumption of electricity cut down to 1/3 with reduction of exhaust gas inflowing. According to this inner circulation, the optimum air flow was $0.44m^3$ to 100kg treatment capacity. The electricity consumption was changed in proportion to inflowing air volume.

A Block Allocation Policy to Enhance Wear-leveling in a Flash File System (플래시 파일시스템에서 wear-leveling 개선을 위한 블록 할당 정책)

  • While disk can be overwritten on updating data, because flash memory can not be overwritten on updating data, new data are updated in new area. If data are frequently updated, garbage collection, which is achieved by erasing blocks, should be performed to reclaim new area. Hence, because the number of erase operations is limited due to characteristics of flash memory, every block should be evenly written and erased. However, if data with access locality are processed by cost benefit algorithm with separation of hot block and cold block, though the performance of processing is high, wear-leveling is not even. In this paper, we propose CB-MB (Cost Benefit between Multi Bank) algorithm in which hot data are allocated in one bank and cold data in another bank, and in which role of hot bank and cold bank is exchanged every period. CB-MB showed that its performance was similar to that of others for uniform workload, however, the method provides much better performance than that of others for workload of access locality.

  • Personal mobile devices equipped with non-volatile storage such as MP3 player, PMP, cellular phone, and USB memory require safety for the stored data on the devices. One of the safety requirements is secure deletion, which is removing stored data completely so that the data can not be restored illegally. In this paper, we study how to design the secure deletion on Flash memory, commonly used as storage media for mobile devices. We consider two possible secure deletion policy, named zero-overwrite and garbage-collection respectively, and analyze how each policy affects the performance of Flash memory file systems. Then, we propose an adaptive file deletion scheme that exploits the merits of the two possible policies. Specifically, the proposed scheme applies the zero-overwrite policy for small files, whereas it employs the garbage-collection policy for large files. Real implementation experiments show that the scheme is not only secure but also efficient.

A method for improving wear-leveling of flash file systems in workload of access locality (접근 지역성을 가지는 작업부하에서 플래시 파일시스템의 wear-leveling 향상 기법)

A Study on the Implementation of a IoT Sensor-based Smart Compression System (센서 기반의 스마트 압축 시스템 구현에 대한 연구)

  • This paper is a study on the implementation of a sensor-based smart compression system for improving home and street environments. Since modernization, the amount of garbage has been increasing every year, and this has seriously adversely affected not only people but also ecosystems such as marine pollution and soil pollution. In particular, in large cities with large floating populations, garbage is dumped on the streets without proper measures to deal with the amount of waste generated. In order to improve this problem, this paper intends to implement a system with automatic compression and opening/closing functions using sensors. This system is designed to activate automatic opening/closing function through an infrared sensor, and automatically opening and closing when the inclination is changed using an impact sensor. In addition, by installing a distance sensor, the amount of internal waste can be easily monitored from the outside, and a manual compression switch and a manual opening/closing switch is separately designed to enable opening and closing and compression as needed to increase the effectiveness.

Study on the Application of RT-DETR to Monitoring of Coastal Debris on Unmanaged Coasts (비관리 해변의 해안 쓰레기 모니터링을 위한 RT-DETR 적용 방안 연구)

  • To improve the monitoring of Coastal Debris in the South Korea, which is difficult to estimate due to limited resources and vertex-based surveys, an approach based on UAV(Unmanned Aerial Vehicle) images and the RT-DETR(Realtime DEtection TRansformer) model was proposed for detecting Coastal Debris. By comparing to field investigation, the study suggested the possibility of quantitatively detecting coastal garbage and estimating the total capacity of garbage deposited on the natural coastline of the South Korea. The RT-DETR model achieved an accuracy of 0.894 for mAP@0.5 and 0.693 for mAP@0.5:0.95 in training. When applied to unmanaged coasts, the accuracy for the total number of coastal debris items was 72.9%. It is anticipated that if guidelines for defining monitoring of unmanaged coasts are established alongside this research, it should be possible to estimate the total capacity of the deposited coastal debris in the South Korea.

  • The purpose of this study is to manufacture and test a thermoelectric generator which converts unused energy from close-at-hand sources, such as garbage incineration heat and industrial exhaust, to electricity. A manufacturing process and the properties of a thermoelectric generator are discussed before simulating the thermal stress and thermal properties of a thermoelectric module located between an aluminum tube and alumina plate. It was shown that the electric voltage of a thermoelectric generator with 128 thermoelectric modules was 4.8 voltage per Kelvin, and the longitudinal stresses of an aluminum tube with a two-point constrained tube could be released more than those with a one-point constrained tube.

  • 다중버전 알고리즘은 다수의 버전에 대한 접근을 통해 검색 연산이 갱신 연산 때문에 대기하거나. 갱신 연산이 검색연산 때문에 대기하는 문제점을 제거하여 트랜잭션의 동시성을 향상시킨다. 이런 다중버전 알고리즘을 바탕으로 공간 데이터베이스 관리 시스템을 위한 버전 기반의 공간 레코드 관리기법이 제안되었다. 버전 기반의 공간 레코드 관리기법은 공간 레코드의 속성 데이터 버전과 공간 데이터 버전을 따로 생성 및 관리하는 기법이다 하지만 하나의 공간레코드를 위하여 털러 개의 속성 데이터 버전과 공간 데이터 버전을 계속 유지하기 때문에 저장 공간의 부하가 존재한다. 본 논문에서는 버전 기반의 공간 레코드 관리 기법에서 저장 공간의 부하를 최소화하기 위해서 검색 트랜잭션이 더 이상 사용하지 않는 공간 레코드 버전을 찾아 제거하는 기법을 제안한다. 본 기법은 트랜잭션 완료 시 제거될 버전의 후보를 선정한 후, 진행중인 트랜잭션의 타임스탬프와 제거될 버전의 타임스탬프를 비교하여 향후 검색 트랜잭션이 사용하지 않는 대전을 제거하여 저장 공간의 부하를 최소화하는 기법이다.
