This paper explores a rational investment decision model in sequential capital allocation process under capital rationing. A method is proposed for measuring the new investment decision factor which is the flexibility that describes the future availability of invested funds. This flexibility is important in sequential decision process. Also presented is a multiobjective (MO) decision model into which flexibility is incorporated with the profit and risk factors. The effectiveness of this criterion is compared with the expected present value and the mean-semivariance criteria through a simulation model.

Studies on visual fatigues were activated after VDTs were rapidly introduced into the office works in 1980s. Various measurement methods and its measures were developed from those studies. Early studies frequently used simple measures such as near point of accommodation, near point of vergence, and CFF. Current researches focus on dark focus, dark vergence, and VEP which have a good relevance to the visual fatigues. In spite of the merit they also have some limits and disagreements. This survey summarizes the measures, measurement methods and relevant researches. Finally several topics are proposed for the future researches in Korea.

Dispatcher's Training simulation function are network analysis, power system modeling, supervisory control, and system security assessment. This function provides hand-on training for power dispatchers for operation of the nation control center in the future, it needs interface between simulator and expert system. This paper introduces DTS function which is adopted in the Central Load Dispatching Office.

This paper describes the role of TQC and its present issues as a management tool, especially in regard of Korean firm's environment. The author, participating in TQC activity for himself, stresses that the introduction and driving programs of TQC activity must include such plans as policy control, reorganization, training, standardization, quality assurance, QC circle activity, office management and auditing. The keypoints and problems in performing these plans are reviewed. And as the future hopeful direction of TQC activity, he remarks that a true recognition of quality control as a management tool in "total" concept and the adoption of industry - wide quality control policy.

The article expounds that the speed competition is the motive force of each transportation means. It also analyzes the current condition of the speed of Chinese railways. The developing strategy for Chinese railway is to raise the speed of the existing lines as a primary step and to construct the high-speed railway in selected sections concurrently, which proved that constructing high-speed railway in Beijing-Shanghai area is the best choice.

- COVID -19 taught us a lot about how to protect our tall buildings from infectious diseases. This paper captures the lessons learned about airflow in indoor spaces when considering furniture and its placement. By applying them we move towards future proofing our buildings both in normal and pandemic times.

이 연구의 목표는 강원도 교육청 소속 22개 교육문화관(도서관)이 지역사회 내 교육, 지식과 문화공간으로서 공공도서관 입지를 더욱 확고히 하고, 지역 발전에 기여하는 데 필요한 중·장기 발전계획을 수립하고, 미래를 향한 정책적 지향점을 제시하는 것이다. 문헌 및 웹사이트 조사, 각종 공공도서관 통계 분석, 2019년 11월부터 12월 사이 도서관 이용자 설문조사와 전문가 심층인터뷰를 통해 강원도 교육문화관(도서관)의 현황 및 요구를 분석하였다. 본 연구는 분석 결과를 기반으로 사명을 도출하고, 비전, 목표, 전략, 핵심과제를 체계화하여 교육문화관(도서관) 정책 기반 강화, 교육 중심 특화장서 개발 및 구성, 이용자 친화적인 공간 재구성 및 지자체 도서관과 차별화된 서비스 제공이라는 4개 전략목표 및 16개 핵심 추진사업을 제안하였다. 강원도 교육문화관(도서관)의 운영 활성화에는 도서관 건물과 시설, 장서와 서비스, 사서 전문인력을 핵심으로 하는 하드웨어(HW), 소프트웨어(SW), 및 휴먼웨어(HW)의 3개 요소 전반의 개선 및 강화가 필요하였다. 본 연구는 이를 위해 미래에 지속 가능한 발전방안을 제시하였다.

본 연구는 오피스 매매가격에 영향을 주는 결정요인에 대한 연구를 진행하였다. 그 중에서도 특히 부분매매가 미치는 영향에 대해 초점을 맞춰서 헤도닉 가격모형을 활용하여 실증분석을 실시하였다. 본 연구에는 2000년부터 2017년까지 서울에서 거래된 오피스 사례 1,171건이 분석에 이용되었다. 오피스 매매가격에 영향을 주는 요인을 분석하기 위해 거시경제변수, 입지특성변수, 자산특성변수, 거래특성변수, 거래시점변수로 독립변수를 구성하였다. 본 연구에 있어서 주요 관심사항인 부분매매에 대해서 분석결과를 살펴보면, 부분매매는 전체매매보다 약 156만원 정도 평당 매매가격이 할인 효과가 있는 것으로 나타났다. 할인율 측면에서는 전체매매에 비해 부분매매가 12.6% 할인되는 것으로 나타나 부분매매가 오피스 매매가격에 적지 않은 영향을 미치고 있는 것으로 밝혀졌다. 이는 집합건물의 경우 소유자가 재산권에 대한 행사와 유지관리에 따른 비용 배분 등 측면에서 단독소유보다 어려움을 겪고 있기 때문이라고 볼 수 있다. 본 연구 결과를 통해 향후 오피스 거래 특히 부분매매의 경우 거래 투명성 확보 및 리스크 관리 측면에서 일정부분 기여를 할 수 있을 것으로 기대된다.

4차산업혁명에 따라 새로운 교육 환경이 도래하는 상황 속에서 충청남도 교육청 소속 19개 공공도서관의 활성화를 위한 새로운 방향을 모색하기 위해 현황분석과 사서, 사서교사, 전문가 대상 포커스그룹인터뷰를 실시하였다. 연구방법을 통해 충청남도 교육청 소속 공공도서관의 비전으로 도서관 커뮤니티 스쿨을 통한 지식체험 에듀라이브러리를 설정하였다. 에듀라이브러리로서 공공도서관 서비스의 방향을 교육기능 특화 서비스, 생애주기 맞춤 서비스, 지식체험중심서비스, 4차산업혁명 지능정보사회 서비스로 나누어 살펴보았다. 도서관의 전통적 기능을 바탕으로 미래 공공도서관이 갖추어야 할 공간을 체험학습 공간으로 제시하였다. 본 연구에서 충남교육청 소속 도서관의 교육기능을 강화한 특화된 방향을 제시하였는데 이는 학교 및 학교도서관과 협력 방안 모색에 기여할 수 있을 것이며, 타 지역 교육청 소속 도서관의 방향성 마련에 기반을 제공할 수 있을 것이다.

Limited quantity and non-uniform distribution of fossil fuel over the world, along with the environmental concerns of increasing $CO_2$ emissions, indicate that gradual and planned switchover to the sustainable energy sources is the need of the day. Ocean energy is well-distributed over the coasts, abundant, renewable and available in the form of wave energy, tidal energy and thermal energy. India has gathered precious experience from the pilot plants utilizing these methods over the last few years. One of the main constraints is deemed to be the grid connectivity. Time has come to transform this limitation into opportunity. Ocean power can be a very suitable option for the coastal belts and the islands. Implementation of this concept would require large-scale industry participation along with favourable government policies in the coming years. This article attempts a review of the ocean energy initiatives in India and proposes a roadmap for the future.
