Upbringing System for the Future Farmers and the Roles of 4-H Center in the U.S.A. (미국의 후계농업인력 육성체계와 4-H센터의 역할)

  • The objectives of this study were to explore to upbringing system for the future farmers of the 4-H Clubs, future farmers organization and the Center for 4-H in the USA to suggest some implications to 4-H programs in Korea. To train future leaders in agricultural and agri-business areas leaders in the United States felt the need to create various organizations such as 4-H Club, Future Farmers of America (FFA), Young Farmer Association (YFA), and cooperate each other. The members in future farmer's groups benefit from opportunities and involvement of farming and agri-related activities and contribute to improve their communities. One of them, the 4-H Club remains strong in the country covering young people as members and adult as volunteer leaders. Youth in 4-H learn by doing, and members find opportunities for leadership. 4-H members contribute to their family, community, and country in meaningful ways to make a difference. The Center for 4-H has provided a range of challenging opportunities around the arts, sciences, environment, technology, business, animals, foods, and health while always stressing leadership and citizenship for 4-H members. The Center has been supporting research, teaching, and outreach in community based non-formal youth development education. The Center is particularly interested in youth development opportunities including foster resiliency, promote safe and healthy behaviors, and support youth in communities in various ways.

Importance-Satisfaction Analysis for Improvement of Young Farmers Fostering Support Policy (청년 농업인 육성지원제도 개선을 위한 중요도-만족도 분석)

  • The purpose of this study is to understand the importance-satisfaction level for the improvement of the young farmers fostering support policy. According to the analysis result, the respondents answered that the current policy to foster young farmers is important. However, the actual satisfaction level of the project was found to be lower than the importance level. In the 'Keep up the Good Work' area, which is the first quadrant, 'a project to support young succession farmers and settling in farming' and 'a project to select and support succeeding agricultural managers'. It was found that the respondents highly evaluated the importance and satisfaction of the 'Young Succession Farmers Selection and Farm Settlement Support Project' and the 'Succession Farmers Selection and Support Project'. Therefore, it is necessary to gradually expand the project in the future.

A study on direct-to-consumer and intermediated marketing for the 6th industrialization in the U. S. agricultural sector

  • The Korean government introduced the $6^{th}$ industrialization in the agricultural sector to increase farmers' income and value-added agricultural products. The U.S. government has also supported farmers' efforts to increase their income and value-added products in a similar way even though the $6^{th}$ industrialization is not the usual concept in the U.S. Especially, direct-to-consumer and intermediated marketing is one of the main methods to increase farmers' income and value-added agricultural products in the U.S. The purpose of this paper was to analyze direct-to-consumer and intermediated marketing in the U.S., through a survey and frequency analysis. The results of this study are as follows: First, U.S. farmers have shifted their concern and efforts from direct-to-consumer marketing to intermediated marketing because intermediated marketing may offer higher value-added agricultural products. However, consumers' perception and interest are higher for direct-to-consumer marketing than for intermediated marketing of agricultural products and related services. Consumers also will increase the portion of consumption of agricultural products and related services through direct-to-consumer marketing. This difference between farmers and consumers may cause difficulties in increasing farmers' income and value-added agricultural products in the U.S. Korean farmers may have same problem in the future, even though they have not encountered it yet. Especially, the Korean government needs to develop the capabilities of farmers so that they can solve this problem.

A Study on Policies for Systematically Fostering Eligible Farmers based on Their Developing Stages (농업인력의 발전단계별 체계적인 육성방안 연구)

  • This study was carried to devise comprehensive policies for systematically fostering the eligible farmers in Korea based on their vocational developing stages such as potential stage in juvenile days, preparing stage in agricultural schools and colleges, farm worker stage under farm manager, ownership farming stage and professional farm manager stage. Of course all of these developing stages are not necessary but desirable processing to be a good farmer. At least more than two stages are necessary to be a professional farm manager. In order to systematically foster the eligible farmers as many as demanded in Korea, appropriate policies in the every stage should be devised. As the result of this study, several programs were sugested as the appropriate policies such as development of school 4-H program in potential stage, scholarship program in preparing stage, supporting programs for the farmhouse-hold having a family's farm management agreement, development of the instalment savings program for the young farm workers and farmer's certificate program, etc.

Future Business Direction of Korean Native Chicken: Farmer and Processor Perspectives (토종닭 농장주 및 가공업자가 바라본 토종닭 산업의 미래 방향)

  • The aim of this study was to investigate the difficulties that Korean farmers and processors currently experience with respect to the market for Korean native chicken (KNC). This study also provides suggestions by which they can overcome these difficulties. In all, sixty-nine farmers and sixty-two processors participated in our investigation, which addressed 1) the current difficulties that KNC farmers face, 2) the current importance-satisfaction measures among KNC farmers and processors, and 3) the future direction of the KNC market: farmer and processor opinions. The respondents stated that the limited number of sales stores was the most difficult market condition they faced in raising KNC, followed by feed cost, animal disease, and poor production environment. Regarding issues of importance and satisfaction, origin in raising step and slaughtering in the processing and distribution step were considered the areas most in urgent need of improvement, given farmers' and processors' high levels of dissatisfaction with these. Both the free-range farming system and the concept of animal welfare are growing in importance, given consumers' interests in these areas. As to opinions on the direction of KNC development, menu development was cited as most important, followed by public advertisement, accessibilities, business aid, and breed development. Consequently, the results show that well-organized support from both the government and related industries is needed, as chicken farmers and processors cannot resolve certain limitations inherent in the KNC industry on their own.

Training Strategics for Future Farmers in Japan (농업인력증대를 위한 영농후계자 육성전략-일본의 사례를 중심으로-)

  • As Japanese economy has been well developed, the manpower problem of farmland has also become one of the largest and the most crucial issues in the overall agricultural policy of the Japanese Government. Particularly, the energetic younger generation and a core of agricultural labor force, has drastically decreased, while the weak older generation has increased. The severity of manpower shortage in agricultural sector led to create a farmer training programs which had been vigorously begun by the Yamagata Prefecture, and a center for promoting local autonomy. The major purpose of education for enhancement of status of future farmers as well as the welfare of core farmhousehold is to provide them with technical of vocational education to give training to those who want to become agricultural technicians, rural leaders of practical farmers Educational program for future and young farmers put emphasis on practical trainings which are directly applied to proper farm management. As a supporting policy for promoting future farmers' activities, Prefecture-level supports were strengthened to develop technical capability, managerial and supervisory ability, and the ability to lead organized activity so that the farm youth may operate modern farms with higher efficiency and greater specialization. Political consideration was also made to develop a rich sense of farm management as well as the adaptability necessary to introduce technical and managerial innovations. Methological measurements on how the Korean government has to do for solving the problem of agricultural manpower facing in farmland in Korea were noted.

Present Status of Upbringing Young Farmers and Directions for Improvement (청년농업인 육성현황과 개선방안 연구:농촌지도공무원들의 의식조사 내용을 중심으로)

  • The objectives of this study were to analyze the present status of upbringing young farmers and to suggest directions for the future improvement for upbringing the young farmers' workforce in rural Korea. This study was conducted through review of literature related to agricultural workforce and young farmers. Opinions were collected from agricultural workforce staff of city and county extension center about role, development strategy of young farmers' workers. The total of 145 extension educators in charge of workforce section at Agricultural Extension Centers at city and county level participated in the study and 137 data were used for final analysis. The major findings from this study were as follows: 1) The strategy for the upbringing young farmers should be established by national and local governments. 2) The status for the young farmers' policy must be placed high er than present situation. 3) The systems and rules should be deregulated for the secure agricultural production base. 4) Agricultural income sources should be developed extensively by national and local governments.

  • This study analyzed the executive characteristics of farmers in the achievement contents of prize winners who can be called advanced farmers. According to the analysis, advanced farmers were responsible for developing new agricultural technologies and extending into farmers in the 1990s to increase productivity. In the 2000s, individual farmers were organized to contribute to regional agricultural development by the advanced farmers. In the future, advanced farmers should play a role in the sustainable agriculture through the multi functional value oriented agriculture.
