Forecasting future drought events in a region plays a major role in water management and risk assessment of drought occurrences. The creeping characteristics of drought make it possible to mitigate drought's effects with accurate forecasting models. Drought forecasts are inevitably plagued by uncertainties, making it necessary to derive forecasts in a probabilistic framework. In this study, a new probabilistic scheme is proposed to forecast droughts, in which a discrete-time finite state-space hidden Markov model (HMM) is used aggregated with the Representative Concentration Pathway 8.5 (RCP) precipitation projection (HMM-RCP). The 3-month standardized precipitation index (SPI) is employed to assess the drought severity over the selected five stations in South Kore. A reversible jump Markov chain Monte Carlo algorithm is used for inference on the model parameters which includes several hidden states and the state specific parameters. We perform an RCP precipitation projection transformed SPI (RCP-SPI) weight-corrected post-processing for the HMM-based drought forecasting to derive a probabilistic forecast that considers uncertainties. Results showed that the HMM-RCP forecast mean values, as measured by forecasting skill scores, are much more accurate than those from conventional models and a climatology reference model at various lead times over the study sites. In addition, the probabilistic forecast verification technique, which includes the ranked probability skill score and the relative operating characteristic, is performed on the proposed model to check the performance. It is found that the HMM-RCP provides a probabilistic forecast with satisfactory evaluation for different drought severity categories, even with a long lead time. The overall results indicate that the proposed HMM-RCP shows a powerful skill for probabilistic drought forecasting.

The regional-scale transient groundwater-river interaction model is developed to gain a better understanding of the regional-scale relationships and interactions between groundwater and river system and quantify the residual river flow after groundwater abstraction from the aquifers with climate variability in the Waimea Plains, New Zealand. The effect of groundwater abstraction and climate variability on river flows is evaluated by calculating river flows at the downstream area for three different drought years (a 1 in 10 drought year, 1 in 20 drought year, and 1 in 24 drought year) and an average year with metered water abstraction data. The effect of future water demand (50 year projection) on river flows is also evaluated. A significant increase in the occurrence of zero flow, or very low flow of 100 L/sec at the downstream area is predicted due to large groundwater abstraction increase with climate variability. Modeling results shows the necessity of establishing dynamic cutback scenarios of water usage to users over the period of drought conditions considering different climate variability from current allocation limit to reduce the occurrence of low flow conditions at the downstream area.
This study implemented the prediction of drought properties (number of drought events, intensity, duration) using the user-oriented systematical procedures of downscaling climate change scenarios based the multiple global climate models (GCMs), AIMS (APCC Integrated Modeling Solution) program. The drought properties were defined and estimated with Effective Drought Index (EDI). The optimal 10 models among 29 GCMs were selected, by the estimation of the spatial and temporal reproducibility about the five climate change indices related with precipitation. In addition, Simple Quantile Mapping (SQM) as the downscaling technique is much better in describing the observed precipitation events than Spatial Disaggregation Quantile Delta Mapping (SDQDM). Even though the procedure was systematically applied, there are still limitations in describing the observed spatial precipitation properties well due to the offset of spatial variability in multi-model ensemble (MME) analysis. As a result, the farther into the future, the duration and the number of drought generation will be decreased, while the intensity of drought will be increased. Regionally, the drought at the central regions of the Korean Peninsula is expected to be mitigated, while that at the southern regions are expected to be severe.

In this study, spatio-temporal distribution of future drought in South Korea was predicted by using the meteorological data generated from GCMs on which a variety of climate changing scenarios are applied. Drought phenomena was quantitatively analyzed using SPI(Standardized Precipitation Index). In addition, potential drought hazard maps for different drought duration and return period were made for the South Koreaby drought frequency analysis after deriving SDF(Severity-Duration-Frequency) curves using the 54 weather stations throughout the country. From the potential drought hazard maps, drought is expected to be severer in Nakdong River basin and Seomjin River basin under A2 scenario. It was also predicted that drought would be severe in the Han River basin by RCP8.5 scenario. In the future, potential drought hazard area would be expanded until the Eastern part of Nakdong River basin as compared with that of past under A2 scenario condition. Research results indicated that future drought would be extensively occurred all areas of South Korea not limiting in the southern part of country.

In recent years, climate change has been responsible for unusual weather patterns on a global scale. Droughts, natural disasters triggered by insufficient rainfall, can inflict significant social and economic consequences on the entire agricultural sector due to their widespread occurrence and the challenge in accurately predicting their onset. The frequency of drought occurrences in South Korea has been rapidly increasing since 2000, with notably severe droughts hitting regions such as Incheon, Gyeonggi, Gangwon, Chungbuk, and Gyeongbuk in 2015, resulting in significant agricultural and social damage. To prepare for future drought occurrences resulting from climate change, it is essential to develop long-term drought predictions and implement corresponding measures for areas prone to drought. The Intergovernmental Panel on Climate Change (IPCC) Sixth Assessment Report outlines a climate change scenario under the Shared Socioeconomic Pathways (SSPs), which integrates projected future socio-economic changes and climate change mitigation efforts derived from the Coupled Model Intercomparison Project 6 (CMIP6). SSPs encompass a range of factors including demographics, economic development, ecosystems, institutions, technological advancements, and policy frameworks. In this study, various drought indices were calculated using SSP scenarios derived from 18 CMIP6 global climate models. The SSP5-8.5 scenario was employed as the climate change scenario, and meteorological drought indices such as the Standardized Precipitation Index (SPI), Self-Calibrating Effective Drought Index (scEDI), and Standardized Precipitation Evapotranspiration Index (SPEI) were utilized to analyze the prediction and variability of future drought occurrences in South Korea.
The objective of this study is to project and analyze drought conditions using future climate and hydrology information over South Korea. This study used three Global Climate Models (GCMs) and three hydrological models considering the uncertainty of future scenario. Standardized Precipitation Index (SPI), Standardized Runoff Index (SRI) and Standardized Soil moisture Index (SSI) classified as meteorological, hydrological and agricultural droughts were estimated from the precipitation, runoff and soil moisture. The Mann-Kendall test showed high increase in future drought trend during spring and winter seasons, and the drought frequency of SRI and SSI is expected higher than that of SPI. These results show the high impact of climate change on hydrological and agriculture drought compared to meteorological drought.

Recent droughts in South Korea have had large economic and environmental impacts across the country. Changes in rainfall and hydrologic patterns due to climate change can potentially increase the occurrence of extreme droughts and affect the future availability of water resources. Therefore, it is necessary to evaluate drought vulnerability for water resources planning and management, and identify the appropriate mitigation actions to conduct a drought risk analysis in the context of climate change. The objective of this study is changes in the temporal trends of drought characteristics in South Korea to examine drought impacts under climate change. First, the changes of drought occurrence were analyzed by applying the Standardized Precipitation Evapotranspiration Index (SPEI) for meteorological data on 54 meteorological stations, and were analyzed for the past 30 years (1981-2010), and Representative Concentration Pathways (RCP) climate change scenarios (2011-2100). Second, the changes on the temporal trends of drought characteristics were performed using run theory, which was used to compare drought duration, severity, and magnitude to allow for quantitative evaluations under past and future climate conditions. These results show the high influence of climate change on drought phenomenon, and will contribute to water resources management and drought countermeasures to climate change.
This study implemented a comparison of SPI characteristics in terms of quantitative and spatial analysis depending on four RCP scenarios. For this purpose, we compared quantitative characteristics of drought using standard precipitation index resulted from daily precipitation data reflecting future green gas concentration scenarios, and spatial distribution field of seasonal drought occurrence frequency and its duration, was analyzed to compare drought trends depending on the RCP scenarios. As a result, we found that SPI time series was quite different from each other and correlation coefficients were lower than 0.08. Depending on the RCP scenarios, spatial distribution results showed different trends in drought severity, frequency, and duration. The biggest reason of the difference is daily precipitation data based on the different greenhouse gas concentrations, but we could not find the effect of the concentration extent on drought occurrence projection. In addition, according to the results from this study, drought analysis results using single RCP scenario may have considerable uncertainty.

The knowledge about drought propagation is very important in accurate estimation of hydrological drought characteristics and efficient development of early warning system. This study investigated a probabilistic relationship of drought propagation based on Bayesian network model for historic period and for future projection under climate change scenario RCP 8.5 over the Han River basin. The results revealed that the propagation rate and lag time have increasing and decreasing trends from the historic period of 1967-2013 to the future periods of 2014-2053 and 2054-2100 under climate change, respectively. The probabilistic results of Bayesian model revealed that the probability of occurrence of lag time varied spatially and decreased when the intensity of meteorological drought changed from moderate to severe and extreme condition during 1967-2013. The values of probability increased in the first future period of 2014-2053 in several sub-basins and slight decreased in the second period of 2054-2100. The proposed probabilistic results will be useful for the decision makers to develop related policies with an appropriate insight toward the future drought status.
It is uncertain how global climate change will influence future drought characteristics over the Korean peninsula. This study aims to project the future droughts using climate change and land use change scenarios over the Korean peninsula with the land surface modeling system, i.e., Weather Research and Forecasting Model Hydrological modeling system (WRF-Hydro). The Representative Concentration Pathways (RCPs) 2.6 and 8.5 are used as future climate scenarios and the Shared Socio-economic Pathways (SSPs), specifically SSP2, is adopted for the land use scenario. The using Threshold Level Method (TLM), we identify future hydrological and ecological drought events with runoff and Net Primary Productivity (NPP), respectively, and assess drought characteristics of durations and intensities in different scenarios. Results show that the duration of drought is longer over RCP2.6-SSP2 for near future (2031-2050) and RCP8.5-SSP2 (2080-2099) for the far future for hydrological drought. On the other hand, RCP2.6-SSP2 for the far future and RCP8.5-SSP2 for the near future show longer duration for ecological drought. In addition, the drought intensities in both hydrological and ecological drought show different characteristics with the drought duration. The intensity of the hydrological droughts was greatly affected by threshold level methods and RCP2.6-SSP2 for far future shows the severest intensity. However, for ecological drought, the difference of the intensity among the threshold level is not significant and RCP2.6-SSP2 for near future and RCP2.6-SSP2 for near future show the severest intensity. This study suggests a possible future drought characteristics is in the Korea peninsula using combined climate and land use changes, which will help the community to understand and manage the future drought risks.
