We consider the problem of designing independently operating local quantizers at nodes in distributed estimation systems, where many spatially distributed sensor nodes measure a parameter of interest, quantize these measurements, and send the quantized data to a fusion node, which conducts the parameter estimation. Motivated by the discussion that the estimation accuracy can be improved by using the quantized data with a high probability of occurrence, we propose an iterative algorithm with a simple design rule that produces quantizers by searching boundary values with an increased likelihood. We prove that this design rule generates a considerably reduced interval for finding the next boundary values, yielding a low design complexity. We demonstrate through extensive simulations that the proposed algorithm achieves a significant performance gain with respect to traditional quantizer designs. A comparison with the recently published novel algorithms further illustrates the benefit of the proposed technique in terms of performance and design complexity.

It is difficult to determine the feeding rate of coagulant in the water treatment plant, due to nonlinearity, multivariables and slow response characteristics, etc. To deal with this difficulty, the neuro-fuzzy system and the genetic-fuzzy system were used in determining the feeding rate of the coagulant. The fuzzy system is excellently robust in multi-variables and nonlinear problems. In this paper, we analyze the spectrum-sensing performance of a cooperative cognitive radio (CR) network consisting of a number of CR nodes and a fusion center (FC). We introduce the "log-average-SNR ratio" that relates the average SNR of the CR-node-FC link and that of the primary-user-CR-node link. Assuming that the FC utilizes the K-out-of-N rule as its decision rule, we derive exact expressions for the sensing gain and the coding gain - parameters used to characterize the CR network performance at the high SNR region. Based on these results, we determine ways to optimize the performance of the CR network.

In this paper we propose a fuzzy-neural network(FNN) which includes both advantages of the fuzzy logic and the neural network. The basic idea of the FNN is to realize the fuzzy rule-base and the process of reasoning by neural network and to make the corresponding parameters be expressed by the connection weights of neural network. After constructing the FNN, a novel controller consisting of a conventional P-controller and a FNN is explained. In this control scheme, the rule-base of a FNN are automatically generated by error back-propagation algorithm. Also the parallel connection of the P-controller and the FNN can guarantee the stability of a plant at initial stage before the rules are completely created. Finally the effectiveness of the proposed strategy will be verified by computer simulations using a 2 degree of freedom robot manipulator.

Several fine particle-related policies in Northeast United States were investigated in support of the execution of special measures to improve air quality of Seoul Metropolitan Area (SMA). The definition of particulate matter (PM) in the Clean Air Act (CAA), components and procedures of Regional Haze Rule (RHR), and Air Quality Management (AQM) were reviewed. Several State Implementation Plans (SIPs) were also reviewed as the way to attain required air quality under the Clean Air Act. $PM_{2.5}$ attainment SIP of Maryland, 8-hr Ozone attainment SIP of New Jersey, and Regional Haze Rule attainment SIP of MANE-VU were analyzed in detail as case studies. We realized that "Special Measures for Air Quality Improvement in the Seoul Metropolitan Area" has many similarities with its US counterparts in terms of purpose, components, procedures, and implementation methods. US policies, however, have more advanced features, such as standardized procedures and methods, transparent guidelines, and stable relationship among federal/state/local governments and stakeholders, which would be helpful to improve air quality in SMA.

Spectrum sensing plays an important role in spectrum sharing. Energy detection is generally used because it does not require a priori knowledge of primary user (PU) signals; however, it is sensitive to noise uncertainty. An order statistics (OS) detector provides inherent protection against nonhomogeneous background signals. However, no analysis has been conducted yet to apply OS detection to spectrum sensing in a wireless channel to solve noise uncertainty. In this paper, we propose a robust spectrum sensing scheme based on generalized order statistics (GOS) and analyze the exact false alarm and detection probabilities under noise uncertainty. From the equation of the exact false alarm probability, the threshold value is calculated to maintain a constant false alarm rate. The detection probability is obtained from the calculated threshold under noise uncertainty. As a fusion rule for cooperative spectrum sensing, we adopt an OR rule, that is, a 1-out-of-N rule, and we call the proposed scheme GOS-OR. The analytical results show that the GOS-OR scheme can achieve optimum performance and maintain the desired false alarm rates if the coefficients of the GOS-OR detector can be correctly selected.

Face classification has wide applications in intelligent video surveillance, content retrieval, robot vision, and human-machine interface. Pose and expression changes, and arbitrary illumination are typical problems for face recognition. When the face is captured at a distance, the image quality is often degraded by blurring and noise corruption. This paper investigates the efficacy of multi-classifier decision level fusion for face classification based on the photon-counting linear discriminant analysis with two different cost functions: Euclidean distance and negative normalized correlation. Decision level fusion comprises three stages: cost normalization, cost validation, and fusion rules. First, the costs are normalized into the uniform range and then, candidate costs are selected during validation. Three fusion rules are employed: minimum, average, and majority-voting rules. In the experiments, unfocusing and motion blurs are rendered to simulate the effects of the long distance environments. It will be shown that the decision-level fusion scheme provides better results than the single classifier.

Adsorption of 4,4'-bis(mercaptomethyl)biphenyl (44BMBP) on silver nanoparticles has been investigated by surface-enhanced Raman scattering (SERS) spectroscopy. In addition, the Raman spectra of 44BMBP in solid state and in basic condition have been obtained for comparative study to elicit the characteristics of adsorption. The observed Raman and SERS spectra were analyzed comparing with the normal modes and vibrational frequencies from density functional theory (DFT) calculations performed for the feasible structures of 44BMBP molecule. On the basis of excellent agreement between the calculated and the experimental results, the molecule is found to have both the cis- and trans-forms for the mercaptomethyl groups in the solid state as well as in the basic condition. In contrast, the molecule is found to be chemisorbed on the silver surface by forming two Ag-S linkages only in the cis-form but not in the trans-form due to the steric interruption, which indicates the parallel orientation of molecules on the surface. Particularly, the spectral features in the SERS spectra such as the absence of the C-H stretching band and enhancement for the out-of-plane skeletal modes are confirmatory for the parallel geometry through ${\pi}$ interaction between the phenyl rings and the metal surface, based on the electromagnetic surface selection rule.

In recent years there has been considerable interest in the construction of super high-rise buildings. From the prior art, various procedures and devices for surveys during and after the phase of erection of a high-rise building are known. High-rise buildings are subject to strong external tilt effects caused, for instance, by wind pressures, unilateral thermal effects by exposure to sunlight, and unilateral loads. Such effects are a particular challenge in the phase of construction of a high-rise building, in as much as the high-rise building under construction is also subject to tilt effects, and will at least temporarily lose its - as a rule exactly vertical - alignment. Yet construction should progress in such a way that the building is aligned as planned, and particularly so in the vertical, when returning into an un-tilted basic state.It is essential that a straight element be constructed that theoretically, even when moving around its design centre point due to varying loads, would have an exactly vertical alignment when all biasing conditions are neutralised. Because of differential raft settlement, differential concrete shortening, and construction tolerances, this ideal situation will rarely be achieved. This paper describes a procedure developed by the authors using GPS observations combined with a network of precision inclination sensor to provide reliable coordinated points at the top of the worldwide highest-rise building under construction in Dubai.

In this paper, to improve performance of spectrum sensing, we propose the method which can find optimal threshold based on power of PU(Primary User) signal. To find optimal threshold value, we will use mathematical method, and find threshold which can has lowest error probability. Each SU(Secondary User) use this threshold and All Su makes local decision. All Su Send local decision to FC(Fusion Center). In this paper we consider K-out-of-n rule to combining local decision. To make global decision value, FC find optimal n. In the FC. FC received local decision which has lowest error probability and using optimal n and these vaule. FC make global decision value. In this paper, to analysis performance proposed scheme, we simulate proposed scheme using matlab and compare with traditional OR Rule. As a result of simulation, we can know that preposed scheme can get a better performance than traditional OR rule.
