A Study on Design Flood Analysis Using Moving Storms (설계홍수량 산정을 위한 이동강우 적용에 관한 연구)

  • One of the most difficult problems in estimating design floods is how to determine design storms. More specifically, the design storm problems turn into how to determine temporal and spatial distribution of the storm. In this study, Thiessen-Weighted BlocKing-type(TWBK) moving storms are suggested to resolve the design storm problems and their applicability is investigated. These moving storms are applied for 100-year 48-hour design flood estimation in Han river basin using a physics-based distributed rainfall-runoff model. Simulated floods from moving storms are compared with frequency-based ones estimated from observed floods.

A Case Study on the Slope Revegetation Technology of Biological Engineering Using the Ligustrum obtusifolium (쥐똥나무를 이용한 생물공학적 비탈면 녹화공법의 사례연구)

  • This study was carried out to suggest the slope revegetation technology of biological engineering using the Ligustrum obtusifolium, which is one of the pioneer plant species. Ahead of the experimental construction, we evaluated the L. obtusifolium's value of biological engineering for the slope stabilization by testing the growth rate after the cuttings were buried for 8 weeks('98. 7. ~ '98. 9.). In this test, it was found that the L. obtusifolium, one of the species deep rooted with developed underground parts, is very effective for the slope stabilization and that the rooting powder(Hormex Powder) gave the better effects on root germination. In April of 1999, the experimental construction of biological engineering technology using recycled L. obtusifolium live cuttings(applied growth-stimulating compound) and green bags was conducted at sandy cut-slope in GLEN ROSS G.C.(Yongin). The slope was tolerant of soil erosion despite of heavy rainfall in the rainy season and many plant species invading for five months('99. 4. ~ '99. 9.). The vegetation research was performed through examining the frequency of each block using the transect method. 21 kinds of plant speices appeared in total area($25.5m^2$) and the dominant species are Digitaria sanguinalis, Setaria viridis, Cyperus amuricus, Persicaria blumei, Artemisia princeps var. orientalis. With regard to life forms, therophytes were shown with a dominant distribution of 66.7% of total species and neophytes relatively with a low distribution of 19.0%. Furthermore, it can be estimated that there is no ecological stabilization of this slope with the result of the ruderal species' occupation of 71.4%. It is too early to argue about ecological mechanical advantages and disadvantages of this technology, but, from the result of this study, it is expected that the slope revegetation technology of biological engineering using L. obtusifolium can be effectively applied to sandy slope(not rock or weathered rock slope) and that the early rapid stabilization and favorable succession could be done with the improvement of soil condition.

Comparison of Two-Dimensional Model for Inundation Analysis in Flood Plain Area (홍수시 둔치구간의 수리해석을 위한 2차원 모형 비교)

  • In the flood plain, river facilities such as sports facilities and ecological park are builded up since the late 2000s. The recent increase of rainfall intensity and flood frequency results in the immersions of parks and river facilities located in the flood plain. Therefore it is necessary to perform the numerical analysis for the extreme rain storm in the flood plain. In this study, to analyze the hydraulic impact by lowering and rising of the water level at flood plain, Both the FaSTMECH, which is a quasi-unsteady flow analysis model to be used for simulating the wet and dry, and the Nays2D, which is unsteady flow analysis model, are used in this study. Also, the flow velocity distribution and the inundation are compared over a period of the typhoon. As a result, the flow velocity distribution at flood plain showed very low values compared to the flow rate in the main channel. This means that the problem of sedimentation is more important than that of erosion in the flood plain.

  • Recently, due to the climate change, the frequency and intensity of extreme rainfall events have been continuously increased in regions of South Korea. As a consequence, safety issues have been raised especially in the hydrologic safety of old dams designed and constructed by the old standards. In general, for improving hydrologic safety of existing dams, two options are considered: 1) raising dam crest; and 2) constructing or expanding an emergency spillway. In this process, the main criteria of alternative selection are overtopping possibility and cost efficiency of each alternative. This approach is easy to implement but it is subject to major limitation for the proper evaluation of alternatives, overlooking downstream flood damages by any controlled flow of water that is intentionally released from dams to eliminate the possibility of overtopping. Therefore, this study suggests a framework for evaluating the dam safety strengthening alternatives in terms of a comprehensive flood control by applying the concept of resilience. The case study shows that the resilience-based evaluation framework which considering downstream flood damages is effective in the selection of dam safety strengthening alternatives.

Characteristics of Norovirus Food Poisoning Outbreaks in Korea over the Past Ten Years and the Relation with Climate Factors (우리나라에서 지난 10년간 노로바이러스 식중독 발생의 특징과 기후요소와의 관련성)

  • Objectives: The occurrence of norovirus food poisoning in South Korea has been reported since 2003. This study was performed to investigate the characteristics of norovirus food poisoning outbreaks in Korea from 2006 to 2015 and to analyze the relationship between these outbreaks and climate factors. Methods: Data on norovirus food poisoning outbreaks were obtained from the Korea Ministry of Food and Drug Safety. Data on climate factors were obtained from the Korea Meteorological Administration. Frequency analysis and Pearson's correlation analysis were adopted for this study. Results: During the study period, norovirus was the greatest contributing factor of food poisoning outbreaks. Approximately half of the outbreaks of norovirus food poisoning occurred in winter. Average temperature, highest and lowest temperatures, precipitation, number of days with rainfall, and humidity all had a significant negative correlation with monthly number of outbreaks of norovirus food poisoning (p<0.05). Among these, the lowest and average temperature showed higher correlation coefficients. However, the sum of the outbreaks in spring and autumn was similar to that of winter, and more than one-third occurred in group meal-service settings, including school lunches. This was strongly assumed as the use of norovirus-contaminated groundwater for preparation of meals in some settings. Conclusion: The cold and dry of the winter season in Korea may assist the transmission of norovirus. Also, the use of groundwater in group meal service is suspected of inducing a larger scale of norovirus food poisoning. Both health authorities and community-based prevention and control measures are required to respond to these complex etiological outbreaks.

Recommendation of I-D Criterion for Steep-Slope Failure Estimation Considering Rainfall Infiltration Mechanism (강우침투 메커니즘을 이용한 급경사지 붕괴예측 I-D 기준식 제안)

  • The natural disaster occurrences and the loss of lives caused by the steep-slope failures in Korea were investigated in this study. The investigation includes the frequency rate of the steep-slope failures with respect to the characteristics of precipitation, underlying bedrock, and weathered soils. Analysis on the problems in the existing estimation methods of steep-slope failure was also undertaken, and a new model using unsaturated infinite slope stability was developed for the better slope failure estimation. The slope analyses by the newly developed model were performed considering unsaturated infinite slope, the gradient of slope, and hydro/mechanical properties of soils. Steep-slope failure estimation criterion is proposed based on the analysis results. In addition, the precipitation amount corresponding to warning stages against steep-slope failure is provided as an equation of Intensity-Duration criterion.

Case Study for Efficiency of Counter-Debrisflow Structures in Baekyang Mt. (토석류 방재구조물 성능 검토 수치해석 - Case study: 부산 백양산)

  • The number of landslides has increased since the 2000s due to the increased frequency of heavy rainfall caused by abnormal weather. A variety of debris flow prevention facilities have been installed as a countermeasure against this problem. However, it is not easy to evaluate the efficiency of debris flow prevention structures except for the structures with constant volume such as the erosion dam, because the other structures are limited to be reproduced in simulation program for debris flow. Therefore, the methods by which the debris flow prevention structures were modeled were proposed, and the efficiency of four prevention structures installed in Baekyang Mt. in Busan was evaluated with UDS, which accuracy had been verified, using these methods. The initial amount of debris flow was determined based on landslide which occurred in 2014, and specifications of the complex retaining walls around the settlements were measured and applied modeling for terrain. The numerical results showed that the efficiency of debris flow prevention structures could be quantitatively presented. Among the debris flow prevention structures installed in Baekyang Mt., prevention structure of barrier type for debris flow was the most efficiency and debris flow prevention device was the lowest efficiency when the only depth of debris was evaluated. It seems that this study is meaningful to propose the methods which were used to model the debris flow prevention structures that could not be reproduced in most 2D debris flow numerical analysis programs. If precise verification of the presented methods is carried out, it will be possible to provide clear criteria for the efficiency evaluation method of disaster prevention structures.

Analysis of Phase Noise Effects in a Short Range Weather Radar (단거리 기상 레이다에서의 위상 잡음 영향 분석)

  • Many short range weather radars with the low elevation search capability are needed for analysis and prediction of unusual weather changes or rainfall phenomena which occurs regionally. However, due to the characteristics of low elevation electromagnetic wave beam, it is highly probable that the received weather signals of these radars are seriously contaminated by the ground clutter. Therefore, the filter removing low Doppler frequency band is generally used to mitigate this problem. However, the phase noise in a radar system may limit the removal of the strong clutter and this may cause serious problems in estimating weather parameters because of the remaining clutter. Therefore, in this paper, the characteristics of phase noise in a radar system are investigated and the effects of the system phase noise are analyzed in the improvement of signal to clutter ratio for the strong clutter environment such as a short and low-elevated weather radar.

Concept of Seasonality Analysis of Hydrologic Extreme Variables and Effective Design Rainfall Estimation Using Nonstationary Frequency Analysis (극치수문자료의 계절성 분석 개념 및 비정상성 빈도해석을 이용한 유효확률강수량 해석)

  • 수문자료의 계절성은 수자원관리의 관점에서 매우 중요한 요소로서 계절성의 변동은 댐의 운영, 홍수조절, 관계용수 관리 등 다양한 분야와 밀접한 관계를 가지고 있다. 그러나 지금까지의 수문 자료의 계절성 평가는 주로 이수과점에서 이루어지고 있으며 치수관점에서 극치수문량의 계절성을 평가하는 연구는 미진한 실정이다. 이는 극치수문량을 해석하는 방법론으로서 연최대치계열(annual maxima) 즉, Block Maxima가 이용됨에 따라 나타나는 문제점이다. 그러나 부분기간치계열(partial duration series)을 활용하게 되면 자료의 확충뿐만 아니라 자연적으로 극치수문량의 계절성에 대한 평가 또한 가능하다. 이러한 분석과정을 POT(peak over threshold)분석이라 하며 일정 기준값(threshold) 이상의 자료를 모두 취하여 빈도해석에 이용하는 방법으로서 기존 방법의 경우 연최대값이 일반적으로 7월과 8월에만 존재하게 되지만 POT 분석의 경우 여러 달에 걸쳐 빈도해석을 위한 자료가 구성되게 된다. 이를 빈도해석으로 연계시키기 위해서는 계절성을 비정상성으로 고려하여 모형화 할 수 있는 방법론의 개발이 필요하다. 본 연구에서는 이러한 목적을 위해서 계절성을 고려할 수 있는 비정상성빈도해석 기법의 개념을 제시하고 모형으로 개발하고자 한다. GEV 또는 Gumbel 분포의 매개변수와 계절성을 연계시키기 위해서 Fourier 급수가 활용되며 매개변수는 Bayesian 기법을 통해 최적화 된다. 이를 통하여 설계강수량의 계절적 분포를 정량적으로 해석할 수 있으며 미래의 극치강수량에 대한 분포특성 또한 확률적으로 해석이 가능하다. 본 연구에서 제안된 방법은 국내외 시간강수량자료에 적용되어 적합성과 적용성이 평가된다.

Estimation of Hydraulic Characteristics and Prediction of Groundwater Level in the Eastern Coastal Aquifer of Jeju Island (제주도 동부 해안대수층의 수리특성 산정과 지하수위 예측)

  • Due to tidal force, it is very difficult to estimate the hydraulic parameters of high permeable aquifer near coastal area in Jeju Island. Therefore, to eliminate the impact of tidal force from groundwater level and estimate the hydraulic properties, tidal response technique has been mainly studied. In this study we have extracted 38 tidal constituents from groundwater level and harmonic constants including frequency, amplitude, and phase of each constituent using T_TIDE subroutine which is used to estimate oceanic tidal constituents, and then we have estimated hydraulic diffusivity associated with amplitude attenuation factor(that is the ratio of groundwater level amplitude to sea level amplitude for each tidal constituent) and phase lag(that is phase difference between groundwater level and sea level for each constituent). Also using harmonic constants for each constituent, we made the sinusoidal wave and then we constructed the synthesized wave which linearly combined sinusoidal wave. Finally, we could get residuals(net groundwater level) which was excluded most of tidal influences by eliminating synthesized wave from raw groundwater level. As a result of comparing statistics for synthesized level and net groundwater level, we found that the statistics for net groundwater level was more insignificant than those of synthesized wave. Moreover, in case of coastal aquifer which the impact of tidal force is even more than those of other environmental factors such as rainfall and groundwater yield, it is possible to predict groundwater level using synthesized wave and regression analysis of residuals.
