대형복합재난의 효율적 관리를 위한 제도개선방안 연구 (A Study on the System Improvement for Efficient Management of Large-scale Complex Disaster)

  • 기후변화, 급속한 도시화, 인구집중 및 SOC 시설물 구축 등으로 우리나라를 비롯한 전 세계 재난 재해 발생빈도와 피해규모는 점차 대형화, 복잡화 되는 추세이다. 특히 최근에는 자연재난, 인위재난 및 사회적 재난 등이 복합적으로 연계되어 발생하는 대형복합재난 발생이 국내외적으로 증가하고 있으며 인명피해 및 재산피해도 급속도로 늘어나고 있는 상황이다. 국내에서는 국가 R&D 및 정보화 사업을 통해 지진, 풍수해, 태풍, 대설, 가뭄 등 개별 자연재난에 대한 피해예측 및 대응기술개발에 많은 진전이 있었으나, 대형복합재난의 효율적 대응 및 관리를 위한 제도적 기반은 크게 미흡한 실정이다. 이에 본 연구에서는 기존 자연 및 사회재난의 대표적 사례와 관련 재난별 국내 재난대응관리시스템 사례를 조사 분석하여 시사점을 제시하고, 복합재난 관리정책을 위한 법제도 개선 및 대응매뉴얼 보완방안을 제안하며, 효율적 대응을 위한 통합지휘체계로 의 전환추진 및 부처/부서간 협력체계 구축과 재난대응역량 향상을 위한 교육 및 훈련체계 강화방안을 제시한다.

  • 최근의 중.소규모의 연이은 지진활동은 한반도도 지진에 대하여 안전지대는 아닌 것으로 생각되고 있으며, 1995년 일본의 Kobe 지진 대 참사는 국내에도 지진에 관한 많은 관심을 고조시키고 있다. 그러나, 국내의 구조물의 내진설계를 위한 사용되는 지진파에 대한 연구는 매우 미흡하며, 최근까지도 국내에서는 외국의 설계용 지진파를 그대로 사용하거나 설계응답스펙트럼을 이용하고 있는 실정이다. 본 논문에서는 국내지진파의 물리적 특성, 즉, 주기-빈도 분포, 확률밀도분포, Fourier Spectrum 및 응답스펙트럼을 구하여 비교.분석하였다. 또한 이상화된 인공지진파를 산출하여 이를 현재 교통량의 폭발적인 증가와 도로의 선형성을 이유로 사각을 가진 교량구조물이 많이 건설되고 있는바, 70$^{\circ}$사각슬래브교에 대한 지진해석을 수행하여 인공지진의 합리적 해석 횟수를 규명하였다.

종관기상장에 따른 서울 지역 미세먼지 농도 변화 (Variation of PM10 Concentration in Seoul in Association with Synoptic Meteorological Conditions)

  • To evaluate dominant synoptic classes which affect on $PM_{10}$ concentration in Seoul, 64 synoptic classes are classified from four seasons, 850hPa geopotential wind and lower level stability Index. In this study, we used air monitoring and meteorological data in Seoul for five years from 2001 to 2005. The results indicate that the highest occurrence frequency of synoptic class is under a strong westerly geopotential wind and stable lower atmosphere in spring. The highest $PM_{10}$ concentration of synoptic class is associated with a weak geopotential wind speed and high lower level stability. In that class, not only $PM_{10}$ but $SO_2$, $NO_2$ and CO concentrations are also higher than other classes. The analysis of spacial distribution of $PM_{10}$ concentration in each class are indicate that the influence of synoptic class are similar in the Metropolitan area in Korea. But $PM_{10}$ concentration in some areas in Kyoung-Gi are more higher than in Seoul. The relationship between $PM_{10}$ concentration and Meteorological indicator (relative humidity, temperature, surface wind speed) under same synoptic class is more correlative in Winter than other season.

$^{192}Ir$를 사용한 자궁경부암 치료시 주변 장기 및 근접한 사람의 선량 평가 (Assessment of Radiation Dose for Surrounding Organs and Persons Approaching Patients upon Brachytherapy of Cervical Cancer with $^{192}Ir$)

  • 한국인의 신체 특성에 맞는 방사선치료 선량 평가를 위해 한국표준여성에 기초하여 수학적 모의피폭체를 제작하였다. 이후 자궁을 선원장기로 하여 자궁경부암 근접치료 시 발생할 것으로 예상되는 자궁 및 주변장기의 흡수선량과 치료환자에 근접한 사람의 선량을 평가하였다. 시뮬레이션을 위하여 방사성핵종은 자궁경부 근접치료에 유용하게 사용되는 $^{192}Ir$을 선정하였고, 초기 방사능 1 Ci를 투여하는 것으로 가정하였다. 그 결과 선원장기인 자궁에 4.92E-14 Gy/Ci를 나타냈으며, 치료 환자로부터 거리에 따른 사람의 선량은 전방 30 cm 거리에서 1.24E-07 Sv를 나타났다.

Structural Response of Offshore Plants to Risk-Based Blast Load

  • Offshore oil and gas process plants are exposed to hazardous accidents such as explosion and fire, so that the structural components should resist such accidental loads. Given the possibilities of thousands of different scenarios for the occurrence of an accidental hazard, the best way to predict a reasonable size of a specific accidental load would be the employment of a probabilistic approach. Having the fact that a specific procedure for probabilistic accidental hazard analysis has not yet been established especially for explosion and fire hazards, it is widely accepted that engineers usually take simple and conservative figures in assuming uncertainties inherent in the procedure, resulting either in underestimation or more likely in overestimation in the topside structural design for offshore plants. The variation in the results of a probabilistic approach is determined by the assumptions accepted in the procedures of explosion probability computation, explosion analysis, and structural analysis. A design overpressure load for a sample offshore plant is determined according to the proposed probabilistic approach in this study. CFD analysis results using a Flame Acceleration Simulator, FLACS_v9.1, are utilized to create an overpressure hazard curve. Moreover, the negative impulse and frequency contents of a blast wave are considerably influencing structural responses, but those are completely ignored in a widely used triangular form of blast wave. An idealistic blast wave profile deploying both negative and positive pulses is proposed in this study. A topside process module and piperack with blast wall are 3D FE modeled for structural analysis using LS-DYNA. Three different types of blast wave profiles are applied, two of typical triangular forms having different impulse and the proposed load profile. In conclusion, it is found that a typical triangular blast load leads to overestimation in structural design.

Morin이 benzo(k)fluoranthene에 의한 유방암 세포 MCF-7의 CYP1A1 유전자 발현 조절에 미치는 영향 (Effects of Morin on benzo(k)fluoranthene Regulated CYP1A1 Gene Expression in MCF-7 Human Breast Cancer Cells)

  • We investigated the effect of dietaty flavonoid, such as CYP1A1 promoter activity, 7-ethoxyresorufin-O-deethylase(EROD) activity and CYP1A1 mRNA expression induced by benzo(k)fluoranthene(B(k)F) in MCF-7 cells. Based on the three criteria of frequency of occurrence in the environment, toxicity and potential exposure to humans, B(k)F is one of the top-listed PAHs. We found that B(k)F significantly up-regulates the level of CYP1A1 promoter activity, EROD and CYP1A1 mRNA. When cells were treated with morin alonem, it was not changed that EROD and CYP1A1 mRNA, compared to that of control. However, morin inhibited the B(k)-induced CYP1A1 prompter activity and mRNA level at high concentration. But morin exhibited stimulatory effects B(k)F-induced CYP1A1 promoter activity and mRNA level at low concentration. Overall, results from these studies demonstrate morin might interfere the action of B(k) with AhR system to stimulate CYP1A1 gene expression. CYP1A1 is known to be inducible by xenobiotic compouds such as polyciclic aromatic hydrocarbons(PAHs) and 2,3,7,8-tetrachloro-dibenzo-p-dioxin(TCDD). These chemicals have been identified worldwide and can have a significant impact on the human health and well being of human and wildlife. Given these issues, the detection and quantification of these chemicals in biological, environmental and food samples is important.

Defect Diagnosis of Cable Insulating Materials by Partial Discharge Statistical Analysis

  • Polymer insulating materials such as cross linked polyethylene (XLPE) are employed in electric cables used for extra high voltage. These materials can degrade due to chemical, mechanical and electric stress, possibly caused by voids, the presence of extrinsic materials and protrusions. Therefore, this study measured discharge patterns, discharge phase angle, quantity and occurrence frequency as well as changes in XLPE under different temperatures and applied voltages. To quantitatively analyze the irregular partial discharge patterns measured, the discharge patterns were examined using a statistical program. A three layer sample was fabricated, wherein the upper and lower layers were composed of non-void XLPE, while the middle layer was composed of an air void and copper particles. After heating to room temperature and $50^{\circ}C$ and $80^{\circ}C$ in silicone oil, partial discharge characteristics were studied by increasing the voltage from the inception voltage to the breakdown voltage. Partial discharge statistical analysis showed that when the K-means clustering was carried out at 9 kV to determine the void discharge characteristics, the amount discharged at low temperatures was small but when the temperature was increased to $80^{\circ}C$, the discharge amount increased to be 5.7 times more than that at room temperature because electric charge injection became easier. An analysis of the kurtosis and the skewness confirmed that positive and negative polarity had counterclockwise and clockwise clustering distribution, respectively. When 5 kV was applied to copper particles, the K-means was conducted as the temperature changed from $50^{\circ}C$ to $80^{\circ}C$. The amount of charge at a positive polarity increased 20.3% and the amount of charge at a negative polarity increased 54.9%. The clustering distribution of a positive polarity and negative polarity showed a straight line in the kurtosis and skewness analyses.

Senning씨 술식에 의해 교정한 완전 대혈관전위증에서의 심전도 변화에 관한 연구 (A Study on the Electrocardiographic Change after the Senning Operation for Transposition of the Great Arteries)

  • One of the most widely recognized problems in patients with TGA [transposition of the great arteries] after the Senning operation is the occurrence of arrhythmias. From June 1982 through October 1984, 22 patients, 11 with "simple" and 11 with "complex" TGA, underwent correction of TGA by a modification of the Senning operation designed to avoid dysrhythmias. 16 were males and 6 females, with ages ranging from 3 months to 27 months. [mean age 10.8 months] 7 patients [31.8%], 1 with simple TCA and 6 with complex TGA, died in the early post-operative period. The operative mortality was 9.1% in "simple" TGA, and 54.9% in "complex" TGA. There were 4 late deaths but only one of these patients died of a dysrhythmia as a possible factor. The standard ECG [Electrocardiography] checked preoperatively showed sinus rhythm in 17 [77.3%], 1 AV block in 5 [22.7%]. In 22 patients studied postoperative 1st day, the incidence of arrhythmias was 63.6%, with significant incidence compared with preoperative study. [P<0.05]. But, in 15 patients studied postoperatively at intervals from 1 month to 26 months, the incidence of arrhythmias was 26.7%, with no significant incidence compared with preoperative study [P>0.1]. Our results indicate that a modified Senning operation may reduce the frequency of surgically induced arrhythmias. The mean frontal plane P-wave axis also revealed significant deviation to the right side [P<0.05], compared with preoperative study. These findings raise the possibility that what has been called sinus rhythm postoperatively may have a different origin and conduction sequence from normal. 유방암환자의 통증과 우울의 관계

  • Purpose : The purpose of this study were to identify the relationship of depression and pain in patients with breast cancer. Method : The data was collected from 117 breast cancer patients who were admitted at K University hospital in Busan, from January 4, to January 31, 2003 using questionnaire method. Their depression was measured using depression scale developed by Zung(1965) and translated by Song(1977) and pain was measured using the Revised Melzack Pain Scale developed by Melzack(1975). The data were analysed by the SPSS WIN 11.0 PC program using frequency and percentage, t-test, ANOVA, Pearson Correlation Coefficient. Result : The results of this study were as follows: The mean and standard deviation of the total depression score were 48±7.89 in 20(lowest)-to-80(highest) scoring system. The analysis of the depression according to general characteristics of the breast cancer patients showed correlation at Age(F=5.81, p=.000), Education level (F=7.48, p=.000), Insurance for cancer(t=6.94, p=.010), Period after Dx(F=6.85, p=.001), Duration of pain experience(F=9.74, p=.000), Surgical method(F=3.87, p=.005), Stage(F=10.31, p=.000), and Lesion site(F=20.63, p=.000). The mean and standard deviation of the total pain score were .48± .40 in 0(lowest)-to-4(highest) scoring system. The analysis of the pain according to general characteristics of the breast cancer patients showed differentiation at Education level(F=3.75, p=.007), Income per mouth(F=3.77, p=.010), Period after Dx(F=3.77, p=.002), Duration of pain experience(F=5.48, p=.000), Stage(F=10.39, p=.000), and Lesion site(F=8.10, p=.000). There was a significant positive correlation between depression and pain(r=.37, p=.000) and between depression and discomfort(r=.37, p=.000). Conclusion : Patients with breast cancer experiencing depression and pain. Increase in depression was associated with increase in pain and discomfort. Nurses must provide patients with nursing care about the occurrence of depression and interventions to deal with pain control and prevent discomfort.

Measurement of rivulet movement and thickness on inclined cable using videogrammetry

  • Stay cables in some cable-stayed bridges suffer large amplitude vibrations under the simultaneous occurrence of rain and wind. This phenomenon is called rain-wind-induced vibration (RWIV). The upper rivulet oscillating circumferentially on the inclined cable surface plays an important role in this phenomenon. However, its small size and high sensitivity to wind flow make measuring rivulet size and its movement challenging. Moreover, the distribution of the rivulet along the entire cable has not been measured. This paper applies the videogrammetric technique to measure the movement and geometry dimension of the upper rivulet along the entire cable during RWIV. A cable model is tested in an open-jet wind tunnel with artificial rain. RWIV is successfully reproduced. Only one digital video camera is employed and installed on the cable during the experiment. The camera records video clips of the upper rivulet and cable movements. The video clips are then transferred into a series of images, from which the positions of the cable and the upper rivulet at each time instant are identified by image processing. The thickness of the upper rivulet is also estimated. The oscillation amplitude, equilibrium position, and dominant frequency of the rivulet are presented. The relationship between cable and rivulet variations is also investigated. Results demonstrate that this non-contact, non-intrusive measurement method has good resolution and is cost effective.
