  • A Service Area plays an important role in preventing accidents in advance by creating a space for long distance drivers or drowsy drivers to rest. Therefore, proper positioning of the expressway service area is essential, and it is important to analyze accurate demand forecasting and user travel behavior. Thus, this study analysis travel behavior and developed odel of the probability of using the service area by using the DSRC data collected by the RSE on the highway. According to the analysis, the usage behavior of highway service areas was most frequently when travel time was 90 minutes or more on weekdays and 70 minutes or more on weekends. The utilization rate of the service area estimated from the probability model of use of the rest area in this study was 1 % to 2 % error. The results of this study are meaningful in analyzing the behavior of the use of rest areas using the structured data and can be used as a differentiated strategy for selecting the location of rest areas and enhancing the service level of users.

  • FTMS, TCS, ITS equipment such as high-pass highway are just a situation that does not lack traceability and passive surveillance is related to fault DB has so far consisted of an integrated operations management to maximize utilization of the facility. In addition, there is no replacement parts are replaced when a failure occurs, increasing the number of parts and repair time I have trouble growing, and becoming a service interruption whenever you replace each time. In this study, proactively manage the failure history of a highway facility ITS tries to preventive maintenance. Therefore, the error history is based on the reliability of the high-pass facilities theory to calculate the reliability of the system through a systematic statistical analysis Operational Availability. The fault number and the time the replacement period through the estimate decreases and can reduce the budget expenses by securing the spare parts quantity, establish a management plan in part by improving the quality of the system through constant preventive maintenance, quality of service at all times It may direct the non-stop operation state of the available state.

  • Two variations of toll roads exist: mainline toll plazas and entry/exit tolls. On a mainline toll system(open toll scheme), all vehicles stop at various locations along the highway to pay a toll. While this may save money from the lack of need to construct tolls at every exit, it can cause lots of traffic congestion, and drivers could evade tolls by going around them. With entry/exit tolls, vehicles collect a ticket when entering the highway, which displays the fares it will pay when it exits, increasing in cost for distance travelled. Upon exit, the driver will pay the amount listed for the given exit. The pressures on the Seoul ring roadway network have been changing over time. In the past, the emphasis was on mobility and maintenance of the road network to provide an efficient transportation network, but recently, road use has outstripped the network's ability to extend and expand the road network and hence the policy emphasis has moved towards reducing free riders rather than mitigating its effects. In addition to this pressure is an incidental pressure, which argues that provision of free ride segments generates further traffic in isolation of other factors. This paper is examining policies to reduce the burden of traffic congestion in Seoul ring roadway which is used open toll scheme for decades. One key mechanism to achieve this policy aim is automatic charging mechanism on freeway, but if a nation-wide electronic toll collection is to be implemented successfully, there are a number of prerequisites which must be place.

  • In general, an influenced area of merging section is defined as 500 m including 100 m upstream and 400 m downstream. However, from an observation of the actual traffic flow, it is found that merging effect influences more on downstream than upstream. In this study, an influenced area of merging section on freeway is analyzed by using turbulence which is defined as conflicts between vehicles. In order to overcome the limits of existing traffic flow detection system established with intervals of about 500 m, this study uses raw data collected from the detectors which are established in entrance ramps with similar road conditions. To divide data of each point into similar road conditions, the data of total 72 hours is sorted by Level of Service. An influenced area analyzed by standard deviation of speed is 700 m section of highway, including 300 m upstream and 400 m downstream, for both right and left ramps. It is the result including upstream 200 m more than previous studies.

  • The current paper presents a system dynamics model which can generate the land use anq transportation system performance simultaneously is proposed. The model system consists of 7 submodels (population, migration of population, household, job growth-employment-land availability, housing development, travel demand, and traffic congestion level), and each of them is designed based on the causality functions and feedback loop structure between a large number of physical, socio-economic, and policy variables. The important advantages of the system dynamics model are as follows. First, the model can address the complex interactions between land use and transportation system performance dynamically. Therefore, it can be an effective tool for evaluating the time-by-time effect of a policy over time horizons. Secondly, the system dynamics model is not relied on the assumption of equilibrium state of urban systems as in conventional models since it determines the state of model components directly through dynamic system simulation. Thirdly, the system dynamics model is very flexible in reflecting new features, such as a policy, a new phenomenon which has not existed in the past, a special event, or a useful concept from other methodology, since it consists of a lots of separated equations. In Chapter I, II, and III, overall approach and structure of the model system are discussed with causal-loop diagrams and major equations. In Chapter V _, the performance of the developed model is applied to the analysis of the impact of highway capacity expansion on land use for the area of Montgomery County, MD. The year-by-year impacts of highway capacity expansion on congestion level and land use are analyzed with some possible scenarios for the highway capacity expansion. This is a first comprehensive attempt to use dynamic system simulation modeling in simultaneous treatment of land use and transportation system interactions. The model structure is not very elaborate mainly due to the problem of the availability of behavioral data, but the model performance results indicate that the proposed approach can be a promising one in dealing comprehensively with complicated urban land use/transportation system.

  • PURPOSES : The density in uninterrupted traffic flow facilities plays an important role in representing the current status of traffic flow. For example, the density is used for the primary measures of effectiveness in the capacity analysis for freeway facilities. Therefore, the estimation of density has been a long and tough task for traffic engineers for a long time. This study was initiated to evaluate the performance of density values that were estimated using VDS data and two traditional methods, including a method using traffic flow theory and another method using occupancy by comparing the density values estimated using vehicular trajectory data generated from a radar detector. METHODS : In this study, a radar detector which can generate very accurate vehicular trajectory within the range of 250 m on the Joongbu expressway near to Dongseoul tollgate, where two VDS were already installed. The first task was to estimate densities using different data and methods. Thus, the density values were estimated using two traditional methods and the VDS data on the Joongbu expressway. The density values were compared with those estimated using the vehicular trajectory data in order to evaluate the quality of density estimation. Then, the relationship between the space mean speed and density were drawn using two sets of densities and speeds based on the VDS data and one set of those using the radar detector data. CONCLUSIONS : As a result, the three sets of density showed minor differences when the density values were under 20 vehicles per km per lane. However, as the density values become greater than 20 vehicles per km per lane, the three methods showed a significant difference among on another. The density using the vehicular trajectory data showed the lowest values in general. Based on the in-depth study, it was found out that the space mean speed plays a critical role in the calculation of density. The speed estimated from the VDS data was higher than that from the radar detector. In order to validate the difference in the speed data, the traffic flow models using the relationships between the space mean speed and the density were carefully examined in this study. Conclusively, the traffic flow models generated using the radar data seems to be more realistic.

  • Performances of retroreflectivity vary place to place, according to traffic volumes and time lengths after striping, depending on pavement marking materials and colors. The present paper uses the nation wide data of retroreflectivity, which has been collected from freeways and then tries to develop the regression curve setting traffic volume and service life as independent variables and retroreflectivities as dependent variables. The DB system includes two year's measurement in $2005{\sim}2006$ over Korean freeway pavement marking at an interval of three months for the period. The mobile measurement system, a laserlux, was employed for the purpose. The DB has provided a lot of information about materials and performance of the specific pavement marking such as geometric features, traffic volumes, material characteristics and the installation date. This study provides the comparison of pavement marking performances under diversified conditions. Based on accumulated pavement marking performances, this study provides performance curves based on the diversified factors. The goal of the retroreflectivity modeling is to develop equations that can be used to estimate an average retroreflectivity of pavement markings as a function time since application and traffic volume. After representing the variation of retroreflectivities and estimating regression curves by linear, exponential, logarithmic and power function, the regression curve which had the highest coefficient of determination and the value similar to the last field measurement was regarded as the retroreflectivity decay model. As a result of verification, the decay model showed the signification within the 90% confidence level and especially showed the clear relation with field data according to increase of cumulative vehicle exposure. Accordingly, these models can be used to determine service lives, retroreflectivity degradation rates, and retroreflectivity of new markings.

  • As static traffic assignment has reached its limitation with ITS policy applications and due to the increase of interest in studies of ITS policies since the late 1980's, dynamic traffic assignment has been considered a tool to overcome such limitations. This study used the Dynameq program, which simulates route choice behavior by macroscopic modeling and dynamic network loading and traffic flow by microscopic modeling in consideration of the feasibility of the analysis of practical traffic policy. The essence of this study is to evaluate the feasibility for analysis in practical transportation policy of using the dynamic traffic assignment technique. The study involves the verification of the values estimated from the dynamic traffic assignment with South Korea's expressway network and dynamic O/D data by comparing results with observed link traffic volumes. This study used dynamic O/D data between each toll booth, which can be accurately obtained from the highway Toll Collection System. Then, as an example of its application, exclusive bus-lane policies were analyzed with the dynamic traffic assignment model while considering hourly variations.

  • Providing weather information on roads today means that the road weather conditions near weather observation points are presented to road managers and road users. These weather observation points are managed by the Korea Meteorological Administration. However, it is difficult to provide accurate weather information due to physical limitations such as the presence of precipitation collection points, distance to weather information provision roads, and the presence of mountains. Therefore, this study intends to perform a comparative analysis by time zone and administrative dong provided by the Meteorological Administration using the wiper information among the information contained in the PVD(Probe Vehicle Data) collected from the highway C-ITS project. As a result of the analysis it was possible to detect rainfall even in the event of local rainfall and rainfall over a long period of time and the higher the cumulative precipitation per hour, the higher the probability of coincidence. This study is meaningful because it used PVD to solve the limitations of the existing road weather information provision method and suggested utilization plan for PVD.

  • In recent, the number of real-time traffic information sources and providers has increased as increasing smartphone users and intelligent transportation system facilities installed at roadways including vehicle detection system (VDS), dedicated short-ranged communications (DSRC), and global positioning system (GPS) probe vehicle. The accuracy of such traffic information would vary with these heterogeneous information sources or spatiotemporal traffic conditions. Therefore, the purpose of this study is to propose an empirical strategy of heterogeneous information fusion to improve the accuracy of real-time traffic information. To carry out this purpose, travel speed data collection based on the floating car technique was conducted on 227 freeway links (or 892.2 km long) and 2,074 national highway links (or 937.0 km long). The average travel speed for 5 probe vehicles on a specific time period and a link was used as a ground truth measure to evaluate the accuracy of real-time heterogeneous traffic information for that time period and that link. From the statistical tests, it was found that the proposed fusion strategy improves the accuracy of real-time traffic information.
