Joint Crediting Mechanism under the Paris Agreement and Its Implication to the Climate Policy in Korea

  • Before the Conference of Parties (COP) 21 of the United Nations Framework Convention on Climate Change (UNFCCC) in 2015, most parties of UNFCCC had submitted their intended nationally determined contributions (INDCs) and to achieve their voluntary targets, some parties consider using international market mechanisms. As one of such mechanisms, Japan promoted its own bilateral mechanism called Joint Crediting Mechanism (JCM). In this study, feasibility studies and projects under JCM have been analyzed by project type, sector, country and region, which could provide some implications in designing Korea's future climate policy to achieve Korea's targets of 11.7% using international market mechanism in INDC. Since 2010, JCM has promoted 542 projects and feasibility studies in 44 countries according to the Institute for Global Environmental Strategies (IGES) database. Among 542 projects, about 80% were feasibility studies implying that JCM was more focused on project identification. However, current trends of JCM show that more projects will be soon implemented based on these feasibility studies. For sectoral categorization, projects were categorized into seven sectors-energy technology, energy efficiency, renewable energy, waste management, city, strategic planning and projects related to the country's efforts to reduce emissions from deforestation and forest degradation (REDD+). JCM projects were mitigation focused with more than 70% of projects were related to energy efficiency, renewable energy and energy technology. At the regional and country level, JCM is highly focused on Asia and especially, more than 100 projects were developed in Indonesia. Based on the analysis of JCM, in order to develop bilateral international mechanism for Korea, it is worthwhile to emphasize that Korea considers Asian countries as her partner. In addition, Korea may consider the collaboration with Multilateral Development Banks (MDBs) to implement projects identified by Korea and Asian partner countries. Furthermore, strategically, it is recommendable to develop jointly with Japan who has already capacity and networks with other Asian countries to mitigate GHG emissions. Such financial resources from MDBs and Japan may contribute to meet the 11.3% of GHG reduction target from abroad according to INDC of Korea.

Classifying Severity of Senior Driver Accidents In Capital Regions Based on Machine Learning Algorithms (머신러닝 기반의 수도권 지역 고령운전자 차대사람 사고심각도 분류 연구)

  • Moving toward an aged society, traffic accidents involving elderly drivers have also attracted broader public attention. A rapid increase of senior involvement in crashes calls for developing appropriate crash-severity prediction models specific to senior drivers. In that regard, this study leverages machine learning (ML) algorithms so as to predict the severity of vehicle-pedestrian collisions induced by elderly drivers. Specifically, four ML algorithms (i.e., Logistic model, K-nearest Neighbor (KNN), Random Forest (RF), and Support Vector Machine (SVM)) have been developed and compared. Our results show that Logistic model and SVM have outperformed their rivals in terms of the overall prediction accuracy, while precision measure exhibits in favor of RF. We also clarify that driver education and technology development would be effective countermeasures against severity risks of senior driver-induced collisions. These allow us to support informed decision making for policymakers to enhance public safety.

Study on Forestland Conversion Demand Prediction based on System Dynamics Model (System Dynamics 기반의 산지전용 수요 모델 개발에 관한 연구)

  • This study was performed to predict change of forestland area in future to 2050 based on System Dynamics Model which is based on feedback loop by causal relationship. As forestland area change in the future depends on potential forestland conversion demands, each demand type of forestland conversion such as agricultural, industrial, public and residential/commercial use was modeled using annual GDP, population, number of household, household construction permission area (1981~2019). In results, all of conversion demands would have continuously decreased to 2050 while residential and commercial land would be reduced from 2034. Due to such shortage, eventually, total of forestland in South Korea would have decreased to 6.18 million ha when compared to current 6.29 million ha. Moreover, the forestland conversion to other use types must be occurred continuously in future because most of forestland is owned privately in South Korea. Such steady decrement of forestland area in future can contribute to the shortage of carbon sink and encumber achievement of national carbon-neutral goal to 2050. If forestland conversion would be occurred inevitably in future according to such change trends of all types, improved laws and polices related to forestland should be prepared for planned use and rational conservation in terms of whole territory management. Therefore, it is needed to offer sufficient incentive, such as tax reduction and payment of ecosystem service on excellent forestland protection and maintenance, to private owners for minimizing forestland conversion. Moreover, active afforestation policy and practice have to be implemented on idle land for reaching national goal 'Carbon Neutral to 2050' in South Korea.

Ecological Network for Landscape Conservation and Restoration: from an International Perspective (경관의 보전과 복원을 위한 생태네트워크의 국제적 동향)

  • Integration system of conservation ecology, ecosystem management and land planing in landscape scale is major principle strategy for national management system of environmental resource and biodiversity. Current conservation strategy is concerned with not only population and habitat level but also ecosystem and landscape level. In especially, ecological networking to link core areas or major habitat patches is most eminent and emerging issue in European Union (EU) and North America. Moreover, the promotion of national ecological network system in EU is focused on national cooperation to construct ecological corridor for key habitat that distributed in many countries. Integrating landscape ecology into conservation ecology and restoration have important role to stimulate the network system in regional and national level. In this review paper, comprehensive and necessary considerations arisen from the view of landscape ecology were discussed for the present situations of wildlife conservation and management in Korea compared with other countries. Especially, the conservation strategy and policy of biodiversity were addressed in broad sense including habitat protection, legal approaches, and ecological network programs. Finally, a national ecological network system was suggested for environmental policy in Korea in global consideration after the Korean Unification.

Analysis and Utilization Strategies of Ventilation Corridor Characteristics in Jeon-ju Area (전주지역의 바람길 특성 분석 및 활용 방안)

  • This study aims to analyze the characteristics of ventilation corridor and propose its utilization strategies in Jeonju city in order to discuss how to utilize urban ventilation corridors as a planning factor for reducing heat wave impact and fine particle pollution. For these purposes, cold air characteristics such as cold air flow and height of cold air in Jeonju area located in the Honam Jeongmaek were analyzed and major ventilation corridors were specified. Based on them, we proposed mountain management strategies for securing and utilizing ventilation corridors. We used KALM (Kaltluftabflussmodell), a cold air simulation model developed in Germany and identified both the cold air flow and the height of cold air layer generated during 6 hours at night. As a result, the cold air flow generated in the forests located in the northeast and east sides of the Jeonju city became clear and the height of cold air layer increased in the valley terrain and farmland areas with time. In particular, Jeonju City has an ideal structure of urban ventilation corridor. Based on the results, the area where the cold air generation is active was designated as the 'cold air conservation area', and the area requiring the management for the good cold air flow was as the 'cold air management area'. This study is expected to be used as basic data of policy making and research for reducing heat wave impact and fine particle pollution such as climate change adaptation policy and urban forest plans for ventilation corridor composition.

Analysis of Research Trends of Ecosystem Service Related to Climate Change Using Big-data (빅데이터를 활용한 기후변화와 연계된 생태계서비스 연구 동향분석)

  • This study was performed to investigate the ecosystem service patterns in relation to climate change acceleration utilizing big data analysis. This study aimed to use big data analysis as one of the network of views to identify convergent thinking in two fields: climate change and ecosystem service. The keywords were analysed to ascertain if there were any differences in the perceiving problems, policy direction, climate change implications, and regional differences. In addition, we examined the research keywords of each continent, the centre of ecosystem service research, and the topics to be referred to in domestic research. The results of the analysis are as follows: First, the keyword centrality of climate change is similar to the detailed indicators of The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) regulations, content, and non-material ecosystem services. Second, the cross-analysis of terms in two journals showed a difference in value-oriented point; the Ecosystem Service Journal identified green infrastructure as having economic value, whereas the Climate Change Journal perceives water, forest, carbon, and biodiversity as management topics. The Climate Change Journal, but not the former, focuses on future predictions. Third, the analysis of the research topics according to continents showed that water and soil are closely related to the economy, and thus, play an important role in policy formulation. This disparity is due to differences in each continent's environmental characteristics, as well as economic and policy issues. This fact can be used to refer to the direction of research on ecosystem services in Korea. Consistent with the recent trend of expanding research regarding the impacts of climate change, it is necessary to study strategies to scientifically predict and respond to the negative effects of climate change.

Quantifying the Spatial Heterogeneity of the Land Surface Parameters at the Two Contrasting KoFlux Sites by Semivariogram (세미베리오그램을 이용한 KoFlux 광릉(산림) 및 해남(농경지) 관측지 지면모수의 공간 비균질성 정량화)

  • The remote sensing observations of land surface properties are inevitably influenced by the landscape heterogeneity. In this paper, we introduce a geostatistical technique to provide a quantitative interpretation of landscape heterogeneity in terms of key land surface parameters. The study areas consist of the two KoFlux sites: (1) the Gwangneung site, covered with temperate mixed forests on a complex terrain, and (2) the Haenam site with mixed croplands on a relatively flat terrain. The semivariogram and fractal analyses were performed for both sites to characterize the spatial heterogeneity of two radiation parameters, i.e., land surface temperature (LST) and albedo. These parameters are the main factors affecting the reflected longwave and shortwave radiation components from the two study sites. We derived them from the high-resolution Landsat ETM+ satellite images collected on 23 Sep. 2001 and 14 Feb. 2002. The results of our analysis show that the characteristic scales of albedo was >1 km at the Gwangneung site and approximately 0.3 km at the Haenam site. For LST, the scale of heterogeneity was also >1 km at the Gwangneung site and >0.6 to 1.0 km at the Haenam site. At both sites, there was little change in the characteristic scales of the two parameters between the two different seasons.

Bike Insurance Fraud Detection Model Using Balanced Randomforest Algorithm (균형 랜덤 포레스트를 이용한 이륜차 보험사기 적발 모형 개발)

  • Due to the COVID-19 pandemic, with increased 'untact' services and with unstable household economy, the bike insurance fraud is expected to surge. Moreover, the fraud methodology gets complicated. However, the fraud detection model for bike insurance is absent. we deal with the issue of skewed class distribution and reflect the criterion of fraud detection expert. We utilize a balanced random-forest algorithm to develop an efficient bike insurance fraud detection model. As a result, while the predictive performance of balanced random-forest model is superior than it of non-balanced model. There is no significant difference between the variables used by the experts and the confirmatory models. The important variables to detect frauds are turned out to be age and gender of driver, correspondence between insured and driver, the amount of self-repairing claim, and the amount of bodily injury liability.

A Study on Estimation of Environmental Value of Tentatively Named 'East-West Trail' Using CVM (CVM기법을 이용한 가칭 '동서트레일'의 환경가치 추정)

  • Due to the effects of rapid changes in the living environment since 2000 and the recent unforeseen pandemic, people are refraining from domestic and international traveling and movement, and outdoor activities for health and the public value of forest trails, called Dullegil Trail in Korea, have become more important. This study estimated the environmental value of the tentatively named "East-West Trail," which connects the forest trails crossing Chungcheong and Gyeongsang Provinces using CVM (Contingent Valuation Method). It surveyed visitors to the East-West Trail, and 725 questionnaires were used for analysis. The average characteristics of respondents were those who exercised 2-3 times per week, visited a forest trail not far from their residence with friends or family, and showed a tendency to spend 50 thousand Korean won or more per visit. Visitors to the Dullegil Trail felt that there was a shortage of information boards on the forest trail, and they preferred a shelter in appropriate locations. We used a double-bounded dichotomous choice (BDDC) logit model proposed by Hanemann to measure the conservation value of the East-West Trail. It was estimated that the environmental value that a visitor to the East-West Trail could obtain was 30,087 won per trip. The estimated environmental value of the East-West Trail can be converted to about 94 billion won total visitors annually based on the population belonging to the direct-use zone near the East-West Trail. As there has been no study on the environmental value of forest trails using CVM, the results of this study will be able to suggest the feasibility of the government policies on forest trails.

The Status and Characteristics of Wetlands Created from within Abandoned Rice Paddy Fields in South Korea (유휴농경지에서 발생되는 습지의 현황 및 특성에 관한 연구)

  • As the imports of foreign agricultural products are liberalized and the consumption of agricultural products declines, abandoned rice paddy fields continues to rise. However, such abandoned rice paddy fields has not been precisely surveyed yet. In this backdrop, a necessity to develop technology to utilize such abandoned rice paddy fields has emerged. Utilization of abandoned rice paddy fields as wetlands may be a good example. This study aimed to survey the current status and characteristics of wetlands created within abandoned rice paddy fields by selecting abandoned rice paddy fields throughout the nation and conducting field surveys on the sites that had transformed into wetlands. The abandoned rice paddy fields almost transformed into wetland and the types of wetlands transformed from abandoned rice paddy fields were mainly Inland/Moutain/Depression/Abandoned rice paddy fields/Marsh/Phragmites communis community and Inland/Moutain/Depression/Abandoned rice paddy fields/Swamp/Salix koreensis community. Abandoned rice paddy fields that had transformed into wetlands was depending heavily on waterways for water supply than other reservoirs and lakes do. Abandoned rice paddy fields transformed into wetlands was most observed in mountainous area. Abandoned rice paddy fields are because agricultural land is no longer profitable due to international and social changes and is not cultivated as government policy. Wetland period and dimension originated from abandoned rice paddy fields are very various and its surrounding land its mostly forest and the next largest follow roads and rural community. The abandoned rice paddy fields transformed into wetlands is mostly deserted currently. Despite their value as wetlands, no restoration and utilization efforts are made in Korea today. Therefore, it is imperative to conduct a precise current status survey on these areas and introduce management and restoration plans at the government level in the case of important habitats.
