Earnings Variability and Capital Market Opening (자본시장 개방과 소득 변동성)

  • This paper documents the increase in earnings variability (or earnings risk) during the 1990s in Korea, and investigates whether it can be accounted for by capital market opening. The variances of transitory and permanent innovations in earnings are estimated from repeated cross-section data using a simple econometric framework. The increasing time-series pattern of earnings risk among men follows the increased foreign capital presence reasonably well, but the supporting cross-sectional evidence for a causal relationship between the two is weak. However, foreign direct investment (FDI) is found to have had some non-neutral effects on workers of varying skills in such a way that transitory earnings risk of less-skilled workers relatively increased with FDI. To the extent that transitory innovations are not fully insured, this widening effect of FDI on earnings risk gap may have contributed to widening welfare gap between skilled and unskilled workers in Korea, at least in terms of "risks."

  • There are various types of foreign object debris (FOD) in the aviation industry. Tools lost by workers can act as a risk factor throughout aircraft operation, manufacturing, and maintenance fields. Accidents caused by tools lost due to workers' carelessness continue to occur throughout the aviation industry. Aviation-related institutions such as FAA and EASA have established tool control regulations and systems to prevent FOD occurrence. However, in Korea, related regulations and procedures are insufficient. A systematic and effective tool control system is required for reliable manufacturing, airworthiness, operation, and maintenance of aircraft. In this paper, tool control regulations and procedures of domestic and foreign air traffic authorities and aviation industry-related organizations were studied. A wireless communication-based tool control system was proposed based on the NAS 412's tool control regulations certified by the National Standards Association.

Determinants of Foreign Direct Investment: Evidence from Vietnam

  • The paper investigates the determinants of foreign direct investment (FDI) in Vietnam in 2000-2019 period. This study uses difference Generalized Methods of Moments (GMM) and Pooled Mean Group (PMG) to analyse panel data officially provided by General Statistical Office of Vietnam. The results show that market size impacts positively significant on FDI attraction: 1% -1.45% (PMG) and 1% -1.25% (GMM). Besides, some other factors have positive influences as labor force, macroeconomic policy, macroeconomic stability and skilled labor. Meantime, the trade openness negatively affects FDI inflows in the short-term, while not being statistically significant in the long-term. Moreover, economic shocks often have a negative impact on FDI inflows. The findings of this study lead to the following recommendations. First, authorities should pay special attention to encourage economic growth rate in Vietnam to expand market size because this is the first priority of foreign investors. Second, authorities need to continue increasing the rate of skilled labor, especially highly qualified management force, engineers and well-skilled workers. Third, the authorities should adjust trade openness to boost the role of its determinant in attracting FDI inflows. Fourth, macroeconomic stability needs to be governed by international standards in order to secure the belief of foreign investors in the long-term.

A Study on Social Distance of Nursing Students toward Minority Groups in a Metropolitan City (일 도시 간호대학생의 소수집단에 대한 사회적 거리감)

  • Purpose: To survey the social distance of nursing students toward minority groups (immigrants, foreign workers, Saeteomins, and foreign students) and compare them according to general and multicultural characteristics. Methods: The subjects were 409 students from two nursing schools at G metropolitan city. Data were collected with self-reported questionnaires from April 2012 to June 2012, and analyzed by descriptive statistics (t-test, analysis of variance (ANOVA) and Scheffe test) using the SPSS/WIN 17.0 program. Results: The mean scores of social distance were $1.90{\pm}0.57$ (out of 4 points) and scores significantly differed according to religion (t=3.095, p=.002), tourist experiences in foreign countries (t=-2.651, p=.008), and for Asian background of minority groups. There were also differences according to the number of foreign friends(F=4.924, p=.008) and duration of friendships(F=3.913, p=.021). Conclusion: The level of social distance of nursing students was lower than average but needs to be reduced. We suggest further studies on the social distance toward each minority group and the development of valid scales for social distance and its related variables.

The Relationship between Foreign Direct Investment and Local Economic Growth: A Case Study of Binh Dinh Province, Vietnam

  • This study aims to investigate the relationship between foreign direct investment (FDI) and economic growth at the provincial level by using time-series data in Binh Dinh from 1997 to 2019. We applied the quantitative approaches Vector Autoregression (VAR) and Autoregressive Distributed Lags (ARDL) in the model, which includes economic growth, real foreign direct investment capital, ratio of trained workers, and infrastructure. The results show that all these variables are stationary at the first difference. In ARDL analysis, we found that the economic growth positively affects FDI attraction. However, there is no evidence of the effect of FDI on economic growth in the condition of low capital implemented. Moreover, findings also show that the impact of FDI on economic growth is influenced by two factors: infrastructure and human capital. The lack of human capital, which is trained personnel and infrastructure, is the main barrier hindering and inhibiting FDI's contribution to local economic growth. In order to improve the efficiency of FDI on economic growth in the future, it is suggested that the Binh Dinh government should have proper policies in terms of the infrastructure, the human capital investment. They would allow Binh Dinh to enhance the capital absorptive capacity and capital efficiency.

Situational Causal Model Between LMX, Empowerment and Innovation Behavior (LMX, 임파워먼트 그리고 혁신행동 간의 상황적 인과모형: 내국인과 외국인 근로자의 비교분석을 중심으로)

  • The composition of human resources in industrial sites is becoming global. In Korea, too, the proportion of foreign members in all industrial fields and production sites is increasing. This is the reason why an approach that reflects this reality is needed in the basic unit of competitive sources. Competitiveness starts with value creation, and this progresses through field innovation. Through empirical analysis of this study, it was analyzed that South Korea members showed active actions and attitudes in developing, promoting, and realizing ideas when they strongly recognized the real meaning of empowerment given by leaders. On the other hand, it was found that foreign members do not know the meaning of empowerment itself, so they are often unable to play an active role in the development, promotion, and realization of ideas. In fact, it was analyzed that foreign members generally did not experience positive interactions with LMX and were exposed to simple tasks and controls. In other words, they are being discriminated against in terms of communication problems, compensation system, and work environment. In particular, this phenomenon is exacerbated in the case of small and medium-sized enterprises (SMEs). Situational response to foreign workers through improvement of LMX and empowerment should be evaluated as a key management task in a situation where productivity improvement and job unit innovation are urgently needed.

Review of the Literature on Level of Biological Exposure and Trends in Possible and Probable Occupational Disease among Chromium Workers (크롬 직업병 유소견자와 요관찰자 추이 및 취급 근로자의 생물학적 노출수준 고찰)

  • Objectives: This study identifies the trends in possible and probable occupational disease among chromium workers and reviews the literature on domestic and foreign chromium workers to review the industries, biological exposure levels, and major results. Methods: The results of the Ministry of Employment and Labor's special health-screening program for hazard agents among workers from 2009 to 2019 were used. Also, the industries, biological exposure levels, and major results on chromium workers were reviewed using PubMed and RISS. Results: The average annual proportion of both possible and probable occupational disease for chromium workers has recently increased. The average annual proportion of possible and probable occupational disease that can occur was high for both men and women in their 60s or older by age and 10 to 14 years by work duration. By industry, possible occupational disease showed high in manufacturing. In the literature review, many electroplating-related chromium-workers reported high levels of exposure to blood and urine chromium, as did dental technicians; tannery, tile factory or glass mill workers; cement workers; and sodium bichromate workers. Furthermore, a number of main findings in recent studies have reported that chromium exposure is related to genetic toxicity among workers. Conclusions: In this study, the average annual rate of both possible and probable occupational disease in domestic chromium workers is increasing, and a body of literature shows that chromium exposure is related to genetic toxicity and associated indicators among workers, which requires more systematic study.

Restricted Use of Contingent Workers and the Factors of Shift from Contingent to Standard Workers in Brazil (브라질 비정규노동의 제한적 활용과 정규직화 요인)

  • This study pays attention to the restricted use and the possibility of standard position of contingent workers in Brazil. The labor market of Brazil has been developed by formal and informal labor sector, and informal sector includes various precarious workers as well as contingent workers. According to Brazilian Statistics Department, not contingent workers but informal labor focused in this paper have been slowly decreased since year 2000. In this context, this study investigated on the reasons of decreasing contingent employment in Brazil. The results demonstrate that decreased informal employment and instead increased standard workers could not be interpreted by recent the Braizil's economic boom. Along with literature review, the author conducted the case study regarding employment of contingent workers at six large foreign companies in Sao Paulo. The results of this show that the use of contingent employment was prohibited in regular daily works by the labor law and thus firms employed contingent workers in only temporary positions. Further, firms often promise standard positions for contingent workers when temporary employment contract was terminated since there is little or no exist of the differences of wage between standard and contingent worker in terms of 'same work same wage' and 'minimum wage'. In here, labor unions play a key role in employment change from contingent position to standard job. Consequently, decreasing of contingent workers and stepping stone to regular jobs seems to be triggered by both legal regulation on contingent employment and strong unions. This institutional perspective may extend the theoretical view on the use of contingent workers, and the author discuss that Brazil's case could provide practical implications to Korean labor policy.

Related factors to dental care utilization and oral health status in immigrant workers in Korea (외국인 이주노동자의 구강건강수준과 치과 의료이용 관련요인)

  • Objectives: The purpose of the study is to investigate the related factors to dental care utilization, oral health behaviors, and oral health status in immigrant workers in Korea. Methods: The subjects were 504 foreign immigrant male workers over 20 years old who visited Daegu labor consultation center for oral health survey and oral examination. The questionnaire included 5 questions of socioeconomic characteristics, 8 questions of oral health practice behavior, 6 questions of dental clinic visit, 8 questions of social relations and Korean language proficiency. The question for health behavior was measure by body mass index(BMI). Social relations and Korean language proficiency instrument was modified by Seol from "Family welfare survey in Korean international marriage" and scored by Liker 5 scale. Results: The oral health examination of the immigrant workers was as follows: decayed teeth - 76.6%, filling teeth - 27.4%, missing teeth - 69.8%, dental caries experience above five or more - 60.2%, periodontal pocket tissues - 58.9%. Simplified Oral Hygiene Index was very poor and accounted for 49.0%. Dental care utilization experience was closely associated with social relation indexes including attendance in family events, household stuff help, financial help and counseling for hard work(p<0.01). Dental care utilization experience proportionally increased with proficiency in Korean literacy including speaking, listening, and writing abilities of Korean language(p<0.01). Conclusions: In order to improve the oral health condition of the immigrant workers, it is important to provide social network, Korean language proficiency support, and health insurance coverage through economic burden reduction by the Korean government.

Determinants of Employment of Regular Workers by Industrial Type: Focused on Outsourcing (산업유형별 상용직 고용 결정요인 - 외주(Outsourcing)를 중심으로)

  • This study analyzed the determinants of employment for the regular workers in the industrial type, and the results are as follows. First, 73.2% of companies use outsourcing as of 2015, and manufacturing (83.7%) is 20% p higher than non-manufacturing (63.7%). Over the past 10 years, the rate of outsourcing increased by 88.7% in manufacturing and 44.2% in non-manufacturing. Second, as a result of estimating the determinants of employment for regular workers, the variables of labor income distribution, operating profit, sales, R & D expenditure, foreign capital ratio significantly increase the employment of regular workers, while outsourcing, capital intensity, Were estimated to significantly reduce employment. Third, as a result of subdivision of industrial type and estimation of the effect of outsourcing on employment, it decreased employment of regular workers in all types. The size of influence was the biggest decrease in 'basic material type' in manufacturing industry and 'distribution service type' in non - manufacturing industry.
