Recently, flood damage is rapidly increasing because of warming of globe, urbanization and industrialization. As a countermeasure to prevent these flood damages, it is quite required to extend the flood control ability by improving the objective rivers in the watershed and building more medium to large scale reserviors. Simultaneously repairing and rehabilitation of facilities through the safety diagnosis for reinforcement of the facilities should be continuously proceeded. Also extensive implementation of drainage improvement, establishment of prevention and refairing system against flood damage and raise of accuracy of weather forecasting should be proceeded.
With heavy rainfall due to extreme weather causing increasing damage, the importance of urban flood forecasting continues to grow. To forecast urban flooding accurately and promptly, a sewer network and surface grid with appropriate detail are necessary. However, for urban areas with complex storm sewer networks and terrain structures, high-resolution grids and detailed networks can significantly prolong the analysis. Therefore, determining an appropriate level of network simplification and a suitable surface grid resolution is essential to secure the golden time for urban flood forecasting. In this study, InfoWorks ICM, a software program capable of 1D-2D coupled simulation, was used to examine urban flood forecasting performance for storm sewer networks with various levels of simplification and different surface grid resolutions. The inundation depth, inundation area, and simulation time were analyzed for each simplification level. Based on the analysis, the simulation time was reduced by up to 65% upon simplifying the storm sewer networks and by up to 96% depending on the surface grid resolution; further, the inundation area was overestimated as the grid resolution increased. This study provides insights into optimizing the simplification level and surface grid resolution for storm sewer networks to ensure efficient and accurate urban flood forecasting.

The riverine wetlands located in the riverside bring about social conflicts through confrontation between flood control value through flood control project and ecological preservation value of riverine wetland. In this study, we identified the importance of both values through analysis of economic feasibility of flood control and ecological values of riverine wetland, and tried to suggest management plans for riverine wetland considering both of flood control safety and ecological preservation through these results. For this, we calculated the expected annual flood damage of Imjin River using the multi-dimensional flood damage analysis(MD-FDA), and calculated the total value of riverine wetland using the contingent valuation method(CVM) to estimate preservation value of riverine wetland. The result of the analysis shows that the Imjin River needs flood control project and the ecological preservation of riverine wetland is also important. Therefore, the establishment of the management plan for protecting riverine wetland is also needed. As a result, the Imjin riverine wetland was classified as the area where sedimentation continues to take place, and the flood water level to rise. On the basis of the analyzed results, it is judged that the Imjin River needs flood control for public safety and ecological consideration for ecosystem preservation in the river improvement project. So, the stepwise river improvement is desirable to protect riverine wetland and minimize ecosystem disturbance. The results is expected to be made good use as the basic study for establishment of institutional river management plans considering flood control project and riverine wetland preservation in the future.

Inundation of substation and underground power equipment(pad-mounted transformers & switches) breaks out every summer season in low-lying downtown and low-lying shore by localized heavy rain, typhoon and tidal wave. In case inundation of substation and underground power equipment, it occurs a great economic loss owing to recovery time and events of electric shock occur by inundation electrical facility. So we search the damage situation and installation situations. Therefore we propose the necessity of protection of flood at low-lying downtown and low-tying shore. This paper will be used to present a reform proposal of electrical related law about flood protection of existing power equipment.
This study aimed to suggest the way to support flood disaster older survivors with analysing how relief services and their human resources are used. For this study, the data was collected from 184 elderly aged over 65 years from Inje and Pyungchang in Gangwon province where lots of flood damages were done. The results of the study was elderly used human resources of public servant/military soldiers, volunteers as public or official services than as private resources. These results provide the evidence that public or official human resources are very helpful to control their emergency situations because there is hardly any use of their private human resources except for assistance from their family. And it shows that older people are willing to use services of life rescue and information services of their family members safety rather than basic supplies, medical care or medicine providing. With this findings we suggest informing the news of family safety including basic necessaries are highly signigicant. Thus, it is useful for disaster planners to understand building immediate life rescue and accurate information delivery systems. These are relevant to older adults' psychological well-being, thus, providing news of family safety including offering material resources are highly needed for older disaster survivors.

Agricultural reservoirs play a crucial role in rural areas, providing essential water resources for agriculture. However, collapses or overfilling of reservoirs can lead to significant damages to both property and lives. Unfortunately, the safety of agricultural reservoirs is often uncertain due to aging infrastructure and lack of comprehensive safety management systems. Additionally, the escalating severity of climate change exacerbates these risks, because of extreme weather events. This study proposes a business model for a flood damage management platform tailored to rural areas to predict downstream flooding caused by agricultural reservoirs and to integrate comprehensive reservoir safety management. It aims to predict more accurate downstream flood damage using improved methods based on previous studies. The proposed business model presents strategies for providing improved downstream flood damage prediction services, and identifies potential customers and service supply strategies for the flood damage management platform. Finally, it presents an economic analysis of the proposed business model and strategies for further revenue generation.
The objective of this study was to investigate the applicability of new vegetation revetment techniques. The applicability of revetments was confirmed with respect to flood safety as well as environmental consideration. The safety against flood was examined through an in situ experiment at Dong-moon Stream located in Paju and a laboratory experiment. The environment-friendly characteristics of revetments were analyzed by using the results of a 2-year in situ monitoring. It was found that the revetments investigated in this study had a safety capability against floods and high vegetating capability. Application ranges of design factors were suggested for each revetment developed in this study.

The efforts to improve river levee maintenance technologies have accelerated globally in a bid to deal with the flood damage resulting from the changes to the climate and flood events. This paper, in line with such tendency, proposes an evaluation system of a river levee safety map to maintain the river levee in an efficient manner. The concept of a river levee safety map is aimed at maximizing the maintenance efficiency for a manager to indicate the safety index, including the current river levee sliding, piping, and visual inspection on a GIS map. To develop such an evaluation system, a safety index covering the sliding, piping, and visual inspection are designated through the data and document examination and the rational guideline to classify each index into three grades, A, B, and C, is proposed. Based on the guideline proposed, the sliding and piping characteristics in terms of safety depending on the change to the flood water level duration time at the test section (Nam river) were evaluated by numerical analysis. As a result, both the protected landside and riverside satisfied the requirements for Grade A in terms of sliding, and when it comes to piping, the grade declined to C because the flood water level duration time increased at R2. As a planning study to propose a river levee safety map evaluation system, a further advanced study, standardization of the river levee data, and improvement of the existing system and laws are required.
In this study for the development of area due to the increasing of industry, population and spreading of urbanization is rapidly increasing but about seventy percent of our nation's areas consists of the mountainous districts. In such case, when those areas have the heavy rains break, they are washed away by a fast-flowing stream of a valley and overflowed. Thus it could result on human life and property damage and also the widespread of flood damage in the downstream area. To decrease those damage, the construction of flood control reservoir is necessary. This research was aim to construct the flood runoff models of a mountainous small district and to determine the probability rainfall by analyzing precipitation. The study also examined the effects of location and size of flood control reservoir on flood reduction. The result showed that the construction of detention basin was an effective way to ensure the safety of flood control and multiple detention basin had superior result for reducing amount of runoff in the down stream area than the single detention basin.

This study has analyzed city plans and disaster prevention plans from the perspective of resilience and established a direction of the development of city safety standards. The analysis made use of the 5 functions of resilience (5Rs) and foreign cases. As a result of the analysis, the direction of the development of city safety standards was drawn from 4 perspectives at large. First, this study proposed a method of the systematization of the safety standards involved in components within city plans. Second, it suggested a method to strengthening urban resilience abilities in terms of the association between disaster prevention and city plans. Third, it found out components requiring safety standards considering foreign and other standards, and proposed a direction of complementary measures for safety standards. Lastly, it came up with a direction of the development of city safety standards, the necessity of which are required though existing plan criteria did not contain them. This study is significant in that it has defined the ultimate goal of safety a city should pursue as resilience and proposed a direction of the development of related standards.
