  • The FAO reports that IUU fishing activities have widespread economic, social, and management consequences, including depriving legitimate fishers of harvest opportunities. It affects all fisheries from small scale to industrial. It also affects the ability of governments to support sustainable livelihoods for fishers and, more broadly, to achieve food security. The complexity of IUU requires various measures to combat IUU fishing such as adoption of IUU vessel lists; stronger port State controls; improved monitoring, control and surveillance (MCS); implementation of market-related measures to help ensure compliance; and capacity-building assistance. Trade and market measures reduce opportunities for IUU fishing activities by precluding or impeding access to markets for IUU product in a manner consistent with international law. ICCAT, CCAMLR, and IATTC, have put in place trade tracking programs or catch documentation schemes, and WCPFC is considering such a program. Vessel lists assist enforcement authorities in determining which vessels are or are not authorized to be fishing or conducting fishing support activities in specified areas. A number of RFMOs maintain records of IUU vessels: CCAMLR, IATTC, ICCAT, NAFO, NASCO, NPAFC, WCPFC. Section 608 of the US MSRA calling on the Secretary of Commerce, in consultation with the Secretary of State, and in cooperation with relevant regional fishery management councils and any relevant advisory committees, to take actions to improve the effectiveness of international fishery management organizations in conserving and managing stocks under their jurisdiction. EU IUU Regulation entered into force on 1 January 2010, was intended to regulate the highly complex multi-channel fisheries supply system of the European Community (EC) in an effort to improve global fisheries sustainability.

외력에 의한 채낚기 어선의 표류 추정 (Estimation of leeway of jigging fishing vessels by external factors)

  • Among the fishing vessels operating in the coastal waters, jigging fishing vessels were considered representative vessels engaged only by wind, sea, tide, and external force. Then, a fishing vessel with a length of shorter than 10 m from July 1, 2018 to August 5, 2019 was studied to obtain a drift prediction model by multiple regression analysis. In the correlation analysis between variables for leeway of speed and direction, the speed and direction of tidal seem to be the most affected in coastal waters. Therefore, it should be considered an explanatory variable when conducting drift tests. As a result of multiple regression analysis on the predicted equations of leeway speed and direction due to the external force on the drift of the fishing vessel, p < 0.000 was considered significant in the F-test, but the coefficient of determination was 55.2% and 37.8%. The effect on the predicted leeway speed was in the order of the tidal speed and current speed.   • From the 1978 Seasat synthetic aperture radar(SAR) to present systems, spaceborne SAR has demonstrated the capability to image the Earth's ocean and land features over broad areas, day and night, and under most weather conditions. The application of SAR for surveillance of commercial fishing grounds can did in the detection of illegal fishing activities and provides more efficient use cf limited aircraft or patron craft resources. In the area of vessel traffic monitoring for commercial vessels, Vessel Traffic Service (VTS) which uses the ground-based radar system has some difficulties in detecting moving ships due to the limited detection range cf about 10 miles. This paper introduces the field testing results of ship detection by RADARSAT SAR imagery, and proposes a new approach for a Vessel Monitoring System(VMS), including VTS, and SAR combination service.

  • In the last 5 years, collisions of fishing vessels have recorded about 54.6% of the total marine accidents. Specially about 64.0% of these collisions were caused by navigator's negligence of watch keeping during works. The purpose of this paper is to develop vessel detecting system that is able to receive the whistle blast of other vessel and make a warning sound and light when the fishermen can not confirm the approaching another vessel on account of fishing works. It is designed to receive the whistle signal blast by a weather tight microphone. The signal is processed by analog active filter in order to enhance the SNR(Signal to noise ratio). And this microprocessor-based system is programmed to do ADC(Analog to digital converting), FFT analysis, controls of warning sound and light.

제주도 애월항 선적 조업어선의 기초생산성 분석 (Analysis of basic productivity of fishing vessels registered on Aewol port in the Jeju island)

  • In order to propose basic references for the policy making of fishing vessel fishery by Jeju Special Self-Governing Province, we have obtained the basic productivity through analyzing operating days and catches of 16 sample fishing vessels registered in Aewol port, the north of Jeju island in the year of 2011. In addition, to compare with the basic productivity of southern sea area in the Jeju island, that of 7 sample fishing vessels registered in Kangjung port was used. Around Aewol port, average operating days during the main catch period from July to October were over 15 days a month. A average daily catch of fishing vessels was minimum 21.0 kg in May and reached to maximum 54.5 kg in December, showing U-shaped catch pattern through the year. The trend formula of the average daily productivity (y) depending on a tonnage (x) of fishing vessels around Aewol port was described by the equation, y = 18.867 ln(x) + 11.001, and that around Kangjung port in the year of 2009 was understood to be y = 23.271 ln(x) + 25.715. As a result, it seemed that the productivity of fishing vessels around Kangjung port, operating in the southern sea area of Jeju Island, was much greater than that of fishing vessels around Aewol port in the northern sea area of Jeju Island. Especially, that of fishing vessels less than 10 tons was 35-40% more.

근해오징어채낚기어업에서 어로기술발달에 따른 어획성능지수 변동 (Change of fishing power index by technological development in the offshore squid jigging fishery)

  • Squid is one of the important fisheries resources in Korea. Therefore, squid has been designated and managed as a target species of total allowable catch (TAC) since 2007, but the catch amount is gradually decreasing. The analysis was conducted to identify the change of relative fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the offshore squid jigging fishery from 1960s to 2010s. Gross tonnage per fishing vessel increased with the increase in size until 1990, but then gradually decreased to 41.0 tons in 2000 and 37.1 tons in 2010. The illuminating power (energy consumption) by fishing lamps increased to 180 kW in 2005 and stabilized to 120 kW in 2015. Jigging machine started to be supplied to fishing vessels from the early 1970s, and fish finders began to be supplied in the early 1980s and gradually increased. Therefore, the relative fishing power index in the offshore squid jigging fishery increased from 1.0 in 1980 to 1.1 in 1990, to 3.5 in 2000 and to 2.5 in 2010, but the increment rate slowed down gradually. The results are expected to contribute to reasonable fisheries stock management.

Interannual Variability of Common Squid Fishing Ground in the East Sea derived from Satellite and In-situ Data

  • In this study, we estimate the interannual spatial and temporal distributions of fishing grounds at night in the East Sea based on satellite and in-situ data. We observe that the $15^{\circ}C$ thermal front moves in the north-south direction according to the movement of the warm water (above $18^{\circ}C$) in the Tsushima Warm Current (TWC) area, forcing the cold water area (below $10^{\circ}C$) to either expand or shrink. The interannual variations of sea surface temperature (SST) in winter represented by the indicator SST of $6^{\circ}C$ are consistent with the east-west zonal areas in the central East Sea which represented over $1^{\circ}C$ standard deviation of SST in February during 1990-2000. Annual SST in the fishing grounds of common squid fishing vessels, observed both by fishing vessels and satellites range from 9-$22^{\circ}C$, with the satellite-observed data having a larger range than the fishing vessel-based ones. The interannual distributions of the common squid fishing grounds in the East Sea are mostly concentrated in the TWC area in the southwestern part of the East Sea and in the coast of southern Honshu and Hokkaido in Japan. The interannual distributions of the nighttime fishing vessels are consistent with the catches investigated from the fishing vessel.

남동태평양의 전갱이트롤어업 현황 (Fishing status of jack mackerel fishery in the southeastern Pacific Ocean)

  • To investigate the catches of jack mackerel fishery, a series of fishing experiments was conducted in the high seas of the southeastern Pacific Ocean ($30^{\circ}S-38^{\circ}S,\;82^{\circ}W-95^{\circ}W$) during the period of 9 August to 18 December, 2003 by commercial fishing vessel and research vessel. The number of 205 tows fishing was carried out in the southeastern Pacific Ocean. The total catch was 1,988 ton and CPUE was 2.4 ton/hour. CPUE showed high values in the frontal zone during the survey. Main target species caught from the experimental fishing were the jack mackerel, Trachurus murphyi (98.1%) and chub mackerel, Scomber japonicus (1.9%) as bycatch. Body length of the jack mackerel was different between female and male. The high mean catch per unit effort of jack mackerel was showed when the fishing ground of jack mackerel fishery was over the $110^{\circ}W$ in the southeastern Pacific Ocean. But the fluctuation of the catch per unit effort in the western part of fishing ground was not matched with those year. Reliable physical and oceanographical information will be useful for the efficiency of fishing activity. According to the result of monthly movement of center of fishing ground, the fishing activity of jack mackerel fishery was performed northward in the southeastern Pacific Ocean as time passes.
