어선전복경보시스템 알고리즘 검증을 위한 어선 횡동요 시험 및 시간영역 횡동요 시뮬레이션 (Rolling Motion Simulation in the Time Domain and Ship Motion Experiment for Algorithm Verification for Fishing Vessel Capsizing Alarm Systems)

  • 본 연구는 어선전복경보시스템 개발을 위해 어선의 횡동요 특성을 파악하고 시간영역 횡동요 운동 시뮬레이션을 수행한다. 어선전복경보시스템의 검증을 위해서는 전복 상황을 가정하여 시험을 수행하고 실제 어선 계측을 수행해야 하지만, 상황의 위험성으로 인해 현실적으로 불가능하다. 또한 많은 전복사고의 경우 횡동요와 밀접한 연관이 있는 것으로 조사되었다. 이에 따라 어선전복경보시스템의 핵심인 어선의 횡동요특성을 정확히 파악하여 시간영역 기반 횡동요 시뮬레이션을 수행하고 해당 정보를 통해 시스템에 탑재된 경보시스템의 알고리즘을 검증한다. 주요내용으로 첫째, 횡동요 운동 특성을 운동 시험을 통해 계측하고 파악한다. 특히 어선과 같은 소형선박의 경우 CFD 및 포텐셜 코드를 포함한 해석적인 방법으로 점성과 관련된 횡동요 해석이 어렵다. 이에 따라 횡동요 운동 모드에 초점을 맞추어 운동 시험을 수행하고 횡동요 RAO를 도출한다. 둘째, 횡동요 RAO를 이용하여 Wave Spectrum과의 조합으로 시간영역 운동 시뮬레이션을 수행하고 전복 경보 알고리즘을 검증한다.

한·일 외국인선원 고용제도 비교 연구 (An Comparative Study on the Foreign Worker's Employment System of Fishing Vessels in Korea and Japan)

  • The aim of this study is to reduce the foreign fishermen's rate of deserting from coastal and offshore fishing vessel in Korea and to suggest the future direction of foreign fishermen's employment policy. There are several employment systems for foreign fishermen who work on a coastal and offshore fishing vessels in Korea and Japan. Foreign fishermen's employment systems can be divided by the following forms : 1) Employment permit system for foreigners in Korea 2) Foreign seamen system in Korea 3) Skill training system for foreigners in Japan Foreign fishermen's rate of deserting from Korean fishing vessel is very high compared to that of Japan. The recent rate is 29.6% in employment permit system, and 21.5% in foreign seamen system in Korea. However, 2.2% in skill training system for foreigners in Japan. In this paper, the author investigated and compared the employment status of foreign seamen's in 2 country's fishing vessels and suggest to reduce the rate of deserting from workplace in Korean fishing vessels.

소형선박용 기름회수장비 개발을 위한 대상선박 선정에 관한 연구 (A Study on the Selection of Subject Vessel for Development of Oil Recovery Equipment for Small Vessel)

  • 우리나라는 대규모 유류오염사고가 발생한 경우 방제자원이 충분하지 않아 방제에 어려움을 겪었으며, 또한 방제에 동원된 어선이 효과적인 방제를 수행하지 못해 작업비용이 거부되는 사례도 이전 사고에서 경험하였다. 이에 대규모 유류오염사고 등을 대비하여 방제자원을 사전에 확보하고 또한 유류오염으로 인하여 많은 피해를 입게 되는 오염지역의 어선을 효율적으로 활용할 수 있는 방안의 일환으로 소형 선박에 장착하여 기름을 회수할 수 있는 효율적 장비를 개발하고 이를 정책화하는 것이 중요한 대안이 될 수 있다. 이를 위해, 본 연구에서 국내 실정에 맞는 소형선박 장착용 기름회수장비 개발을 위한 예비 단계로서 이러한 장비의 장착에 적합한 대상 선박의 선정을 위한 연구를 수행하였다.

낚시어선 어획량 추정에 관한 연구 (Analysis of estimating fisheries resource catch amount in recreation fishing vessel)

  • Since South Korea did not adopt the recreation fishing using right (coupon) system, there were no recreation fishing statistics. This study selected 480 fishing vessels (10.4%) of a total of 4,611 fishing vessels (as of December 2019) as a survey sample using stratified sampling. Unlike other research institutes that conducted surveys related to the amount of tide on a one-time, this survey was conducted for five months (from May to October 2020, except the month of August). The captain investigated about types of fish, size, weight, etc. to anglers. A difference from previous studies was that about 7.0 million angler population (fishing more than three times a week) had 19.4 kg of catch per person for a year while other studies showed about 25.5-52.0 kg, respectively. The total fisheries resource catch amount was analyzed to be about 95,000 tons in this study and 116,000-166,000 tons in other studies. So there was a difference of about 1.2 to 1.8 times. This study aims to lay the foundation for the development of the fishing industry by preparing accurate statistical data and securing reliable basic statistics related to the fishing industry. Also, it could be usefully used as basic policy data such as introduction of a fishing using right (coupon) system.

  • To improve SAR capabilities in Korea, marine casualties during 5 years(1995-1999) were analyzed and drifting experiment of G/T 50 ton class vessel was carried out off Pusan harbor. As a result, it was found that the occurrence of casualty by fishing boat ranked highest and a considerable numbers of casualties took place more than 20 miles off the shore, and leeway was computed by two drifting experiments as 0.045U - 010 $^{\circ}$, 0.037U+ 021 $^{\circ}$ respectively.

국제 지역 수산 관리 기구와 주요 국가의 IUU 통제제도 연구 (A Study on the IUU Governance System of Regional Fishery Management Organization and Major State)

  • The FAO reports that IUU fishing activities have widespread economic, social, and management consequences, including depriving legitimate fishers of harvest opportunities. It affects all fisheries from small scale to industrial. It also affects the ability of governments to support sustainable livelihoods for fishers and, more broadly, to achieve food security. The complexity of IUU requires various measures to combat IUU fishing such as adoption of IUU vessel lists; stronger port State controls; improved monitoring, control and surveillance (MCS); implementation of market-related measures to help ensure compliance; and capacity-building assistance. Trade and market measures reduce opportunities for IUU fishing activities by precluding or impeding access to markets for IUU product in a manner consistent with international law. ICCAT, CCAMLR, and IATTC, have put in place trade tracking programs or catch documentation schemes, and WCPFC is considering such a program. Vessel lists assist enforcement authorities in determining which vessels are or are not authorized to be fishing or conducting fishing support activities in specified areas. A number of RFMOs maintain records of IUU vessels: CCAMLR, IATTC, ICCAT, NAFO, NASCO, NPAFC, WCPFC. Section 608 of the US MSRA calling on the Secretary of Commerce, in consultation with the Secretary of State, and in cooperation with relevant regional fishery management councils and any relevant advisory committees, to take actions to improve the effectiveness of international fishery management organizations in conserving and managing stocks under their jurisdiction. EU IUU Regulation entered into force on 1 January 2010, was intended to regulate the highly complex multi-channel fisheries supply system of the European Community (EC) in an effort to improve global fisheries sustainability.
