Trend of Occupational Injuries/Diseases in Pakistan: Index Value Analysis of Injured Employed Persons from 2001-02 to 2012-13

  • Background: The present study aimed to analyze the index value trends of injured employed persons (IEPs) covered in Pakistan Labour Force Surveys from 2001-02 to 2012-13. Methods: The index value method based on reference years and reference groups was used to analyze the IEP trends in terms of different criteria such as gender, area, employment status, industry types, occupational groups, types of injury, injured body parts, and treatment received. The Pearson correlation coefficient analysis was also performed to investigate the inter-relationship of different occupational variables. Results: The values of IEP increased at the end of the studied year in industry divisions such as agriculture, forestry, hunting, and fishing, followed by in manufacturing and construction industry divisions. People associated with major occupations (such as skilled agricultural and fishery workers) and elementary (unskilled) occupations were found to be at an increasing risk of occupational injuries/diseases with an increasing IEP trend. Types of occupational injuries such as sprain or strain, superficial injury, and dislocation increased during the studied years. Major injured parts of body such as upper limb and lower limb found with increasing trend. Types of treatment received, including hospitalization and no treatment, were found to decrease. Increased IEP can be justified due to inadequate health care facilities, especially in rural areas by increased IEP in terms of gender, areas, received treatment, occupational groups and employment status as results found after Pearson correlation coefficient analysis. Conclusion: The increasing trend in the IEP% of the total employed persons due to agrarian activities shows that there is a need to improve health care setups in rural areas of Pakistan.

Marine Environmental Characteristics in the Coastal Area Surrounding Tongyeong Cage-Fish Farms (통영 가두리 양식장 인근 해역에서의 해양환경 특성)

  • To assess environmental characteristics of the aquaculture area in Tongyeong, pH, dissolved oxygen (DO), dissolved inorganic nitrogen (DIN), dissolved inorganic phosphorous (DIP) and chemical oxygen demand (COD), and acid volatile sulfur (AVS) were measured in seawater and sediment samples collected from 10 locations of Tongyeong coastal area from July to December in 2013. The quality of the seawater may be affected by seasonal variation rather than the distance from fish farm. However, sediment was contrary to seawater; the distance from fish farm may be a main factor to affect COD and AVS in sediment than season and other parameters. It is expected that contaminated organic sediments of fishery located in semi-closed bay are rapidly dispersed into surrounding waters due to fast current.

Performance Comparison of Flooded Seawater Cooling System with respect to Heat Sink Temperature (열원수 온도에 따른 만액식 해수냉각시스템의 성능 비교)

  • A fleet consists of a main vessel, light vessels and carrying vessels for purse seine fishery. Carrying vessels contains fish storages to maintain freshness of catches. Currently most carrying vessels applies the cooling system using plain ice though accompanied various shortcomings. Seawater cooling system directly chilling seawater are now in use on carrying vessels in some developed countries to make up for these shortcomings and maximize advantages. This research deals with necessity of seawater cooling systems and establishes system criteria using Aspentech HYSYS program, prior to an experiment of compact-scale seawater cooling system which now in progress of manufacture. Performance comparison on condensation capacity, mass flow rate of working fluid, compressor power input, pump power input and others of the seawater cooling system applying a flooded evaporator is conducted with respect to the temperature of surface seawater varying according to seasons. The result presents that mass flow rate circulating the system is increased about 16.7% as the temperature of surface seawater increases. At the same condition, condensation capacity and compressor input work also increase about 9.8% and 91.2%, respectively.

Pattern Analysis of Clinical Signs in Cultured Olive Flounder, Paralichthys Olivaceus, with Edwardsielosis using the Decision Tree Technique (의사결정 나무 기법을 이용한 양식넙치의 에드워드병 증상 패턴 분석)

  • Edwardsiellosis is difficult to treat in cultured olive flounder, Paralichthys olivaceus. It is present in the fish for a long period during all growth stages, and it often leads to mass mortalites. In this paper, the clinical patterns of Edwardsiellosis were analyzed by dividing the data into the whole-water temperature, low-water temperature, low-high water temperature, high-water temperature, and high-low water temperature groups based on various clinical signs of diseased cultured olive flounder using a decision tree technique. In the clinical sign patterns in the decision trees analyzed in the experiment, clinical signs in the liver, such as liver nodules, liver hemorrhages, and liver degeneration, were selected as the criteria for determining Edwardsiellosis. The selected clinical signs were known as the major clinical signs of Edwardsiellosis, and through consultation with fishery disease experts, the analysis confirmed that the clinical signs of Edwardsiellosis were successfully found in this study.

Comparative Study on Load Criteria by Class Based on Structural Analysis of 38ft HDPE Power Boat (38ft급 HDPE 파워보트 구조해석을 통한 선급별 하중 기준에 대한 비교 고찰)

  • According to the government policy of environmental regulations, interest of ship, which made with High-Density Polyethylene (HDPE) as a low-carbon and eco-friendly material, is growing as a substitute for the existing fishery boat hull materials such as FRP, aluminum, steel etc. However, regulations related to the production of HDPE ship are still quite incomplete. Even there are no regulations related to structural analysis. Therefore, in this study, structural analysis is carried out by applying different design loads for each international classification for 38ft class HDPE power boats, and the results are compared and analyzed. According to this study, although there is a correlation between the based pressure value and the analysis result value of each class regulation, it is not necessarily proportional. Also, This analysis result shows a difference not only depending on the size of design load, but also application range of the load, the pressure adjustment factor and section shape. However, the occurrence point and trend of the maximum stress values were quite consistent. It is hoped that the results of this study will be used when establishing HDPE ship structure analysis procedures and standards in the future.

Studies on the setting a fishing restricted area of Jeju special self-governing province (제주특별자치도의 낚시 통제구역 설정에 관한 연구)

  • As a series of research plan, this study is to provide basic data necessary for the development of fishing industry which will contribute in establishing sound fishing culture in Jeju island through systematic management of fishing, protection of fishery resources and establishment of safety measures for fishermen in accordance with 'Fishing Management and Support Act'. To attain the proposed objective, this study conducted literature review and surveys on restriction standards of harmful substances generated from fishing equipment and baits, examined the current status of fishing management in popular fishing sites of other cities, and then reviewed and analyzed the fishing management and fishing-restriction zones in Jeju island. The survey on the opinions on the restriction criteria of fishing methods, tools and period, including the acceptable standards for harmful substances showed that general fishermen preferred 'alleviating the measure (44.8%)' to 'aggravating the measure (23.0%)'. Meanwhile, maritime police showed dominant opinion toward 'aggravating the restriction (52.2%)' over 'alleviating the measure (4.3%)'. Furthermore, fishing-related enterprise is favored 'aggravating the restriction (32.6%)' over 'alleviating the measure (27.9%)'. In the survey on the tolerance of fishing baits including criterion for content of certain substance in different types of bait, it showed 57.5% of general fishermen preferred alleviating restriction criteria while 20.7% of them favored tougher restriction. Whereas, 33.3% of maritime police group insisted such fishing baits should be more restricted while 16.7% answered it should be alleviated. 35.9% of fishing-related enterprise was in favor of alleviation while 14.3% preferred aggravation. Upon investigation on the status of fishing management in other cities and towns, it turned out that most of them had safety and convenience facilities, installed warning and guide signs in fishing sites, and set no fishing zones. The review of fishing management and restricted area showed that 10 sites required access restriction and 2 of 10 sites were considered to be partially restricted for weather and season. 82 fishing sites were regarded as unnecessary to be restricted and installation of safety facility and guide signs is necessary for the safety of fishermen.

Location Suitability Assessment on Marine Afforestation Using Habitat Evaluation Procedure(HEP) and 3D kriging: A Case Study on Jeju, Korea (서식지 평가법(HEP)과 3D 공간보간법(Kriging)을 이용한 제주도 바다숲 입지적합성 평가)

  • As marine desertification and chlorosis in Korean coast have been intensified over time, Korean government is promoting marine afforestation projects. However, marine afforestation location is mainly decided by administrative convenience. Also, there is limited literature on location suitability about the marine afforestation. This study aims to assess location suitability of marine afforestation considering 3 significant criteria: ecological, submarine topographical, and human-social environment. Jeju, the study area of this study, first observed chlorosis in Korean coast at the small fishery town in Seogwipo. Jeju is currently suffering from chlorosis all around the island. Habitat Evaluation Procedure (HEP), 3D kriging, Analytic Hierarchy Process (AHP) is applied as analysis methods. Especially, 3D kriging is utilized for modeling 3D ocean space reflecting ocean environment appropriately. The result shows that Jocheon coast has better location suitability than Seogwipo Pyoseon coast. Jocheon coast has the maximum 61% suitability as the habitat of Ecklonia cava Kjellman, and is highly evaluated in other criteria. The results of this study are expected to find optimal marine afforestation location, and to contribute to the restoration of the Jeju coastal ecosystem and the revitalization of Jeju fishing village societies.

Development of a Model of a Day Care Center for Rural Elderly People (농촌형 노인 주간보호시설 모형개발)

  • Purpose: The purpose of this study is to develop a day care center model focused on public health institutions for the elderly residing in their homes. Method: Research design for this study was a mult-level research, which consisted of a related literature review, an Internet search for knowledge of the current situation at home and abroad, on-site interviews, questionnaires collected from a sample of residents in a rural area, and a key-informants approach. Results: 1) The subjects of service - Generalized service should be provided to the elderly, 65 years and older, regardless of their assets. 2) The contents of service - Providing pre-health oriented and post-social welfare service that can integrate and satisfy a wide variety of public health and welfare needs of the elderly would strengthen the health care service of a day care center for the elderly. 3) Delivery system - Basic-level local self-governments should become a central operating body, and establishing a properly adjusted delivery system to a rural area after considering the efficiency and the access of vulnerable rural areas is needed based on modification of 'a Special Law for Agricultural and Fishery Areas' (rural public health center>rural health sub-center ${\rightarrow}$ unified health sub-center ${\rightarrow}$ public health hospital (public health center) ${\rightarrow}$ public welfare office). 4) Facility - Public health facilities such as public health centers and sub-centers should be located in areas that can easily access the facilities. 5) Funding - For day care center for the elderly in local self-government, the central government should modify a relevant implementation of subsidy in and provide some facilities and service regardless of the degree of self reliance of local self-government. 6) Human resources - It is needed to guarantee the period of workers of a day care center for the elderly, at least 3 to 5 years, with considering their specialty on aged care and avoiding circulation based positions. Furthermore, appropriate specially trained personnel such as medical workers and social workers should be placed to take care of both health service and welfare through strengthening of 'rules of law of elderly welfare,' Conclusion: future research is needed to test the model through a demonstration study using a model which may be developed in the future and to standardize the appraisal criteria of people hoping to enter a day care center for the elderly.

Public welfare services and the needs of the Haenyeo and a comparative analysis (해녀의 공공복지서비스 실태와 욕구 비교 분석)

  • The purpose of this study is to suggest the criteria to public welfare service support for improving life quality of the haenyeo (female divers) through analyzing public welfare services and desires of the haenyeo in Jeju, Busan, and Tongyeong. Accordingly, research period was set from May 11 to June 21, 2010. The haenyeo in each region of Jeju, Yeongdo-gu (Busan), Tongyeong-si were selected as subjects. Recording of interviewing methods was used to recognize current status of public welfare. We analyzed by comparing desires of the haenyeo to public welfare services by dividing them economically, medically, educationally, and culturally. As a result of researching public welfare services to the haenyeo in each region, supports for protection of diving, growing area, public welfare service for aged diving haenyeo, and medical service were conducted. Tewak protecting net, Seonjinji visiting, and welfare facilities are supported in Busan-si but there is no support in Tongyeong-si. Therefore, desires of the haenyeo to such public welfare services are as followings: First, the desires of the haenyeo in Jeju to economic supports are indicated as supports for haenyeo experience spot, diving suit, and overseas visiting. To educational supports, it is indicated as supports for identity education, diving disease prevention education, and foreign language education. To cultural supports, it is indicated as supports for installation of welfare hall and exchange visit to foreign haenyeo culture. Second, in Busan, there were desires to establish changing room and fishery sales lot and to support diving suit as for economic supports, desires to support diving disease and medical benefits as for medical supports, desires to education of diving skill as for educational supports, and desires to establish welfare hall and haenyeo museum as for cultural supports. Third, in Tongyeong where public welfare services to the haenyeo are very poor, there were desires to support diving suit and to support changing room as for economic supports, as same as in Busan, desires to support diving disease and medical benefits as for medical supports.
