A Study on the Cooperative Schemes of the fishery manpower in the North East Asian region (동북아지역 어업인력의 협력방안에 관한 연구)

  • This study analyzed and mutually compared the fishery manpower problems in Northeast Asia region including Korea, China, Japan by fishery industry structure, fishery education, fishery manpower and presented fishery cooperative schemes of Northeast Asia. In case of fishery manpower problems, China is still in a better situation whereas Korea and Japan have a hard time of a labor shortage. Korean companies have employed foreign crews to find a way out of the difficulties and the foreign crew rate is growing but the problem is that the reduction of Korean crew could deteriorate the safety of vessel-sailing, efficient operations, and fishery efficiency. Therefore crew management should be placed focus on improvement of working conditions and guarantee positions to foreign crew as assistants in fishery surroundings and systems. Fishery manpower problems are complementary to each nation in Northeast Asia. In consideration of this fact, fishery manpower management needs the mutual fishery manpower and information exchange and for the sake of it, the most urgent task is to build up the international fishery cooperative network through establishing fishery-related information systems of Northeast Asia.

Key Success Factors of the Internet Shopping Mall of Marine Products : Linkages Between Traceability Information and Perceived Quality (수산물 전문 쇼핑몰 핵심성공요인 : 생산이력추적정보와 지각된 품질의 연계)

  • This study developed the traceability information for tracing fishery products from the production step to the consumption step in the distribution channel of fishery products. Based on it, we further presented the theoretical linkage between traceability information and perceived qualities of internet shopping malls, and then investigated how traceability information affected trust and perceived usefulness in the internet shopping mall to find the key success factors of internet shopping malls of fishery products. We collected 194 responses from internet consumers who had prior experience on purchasing fishery products. This survey data was used to empirically test the ten research model hypotheses by using PLS. The PLS results indicated that traceability information had significant impact on trust and perceived usefulness. Finally, trust, perceived usefulness and perceived ease of use were found to be related to online consumers' intention to purchase fishery products.

  • It is required a lot of strength in aquaculture, such as dragging up or moving heavy loads. So, a helper system like excavator at construction is need for fishermen. As most of HFMSC(Hydraulic Fishery Managing Small Crane)s are operated based on ON/OFF control, it can make sway the contents in the crane. In worse case, it could threaten workers. In this paper, we development the MICOM based controller which can reduce the swing sway. This paper describes the hydraulic characteristics, the design method of controller and the control algorithms. And, the proposed controller show the efficiency to carry out the experimental validation.

Analysis of the basic items and safety accidents occurring during the fishing operation in coastal improved stow net fishery by the questionnaire survey (설문조사를 통한 연안개량안강망어업의 기본 사항 및 어로 작업 중 발생하는 안전사고 분석)

  • In order to collect basic data for the improvement of fishing systems in coastal improved stow net fishery, a questionnaire survey and on-site hearing were conducted from May 10 to June 11, 2019 on the basic items of coastal improved stow net fishery and safety accidents that occurred during fishing operation. The questionnaire for the survey on the actual conditions of coastal improved stow net fishery consisted of a survey on basic matters (six questions) and a questionnaire (six questions) on safety accidents occurring during fishing operation. The results of the survey on basic items were analyzed by region (Incheon, Seocheon, Gunsan and Mokpo), by the captain's age (less than 50 years of age, 50 to 60 years and more than 60 years of age), by the captain's career (less than 20 years, 20 to 30 years, 30 to 40 years and more than 40 years) and by the age of fishing vessel (less than 10 years, 10 to 20 years and more than 20 years). According to the survey on basic items of coastal improved stow net fishery such as the captain's age, the captain's career, the age of fishing vessel, the fishing nets in use, the crews on board and the operation days per voyage by region, the average captain's age was 55.7 years, the average captain's career was 20.5 years, the average age of fishing vessels was 9.0 years, the average numbers of nets used by fishing boats was 14.0 sets, the average numbers of crew on board a fishing boat was 4.4 persons and the average numbers of operation days per voyage was 4.9 days (p < 0.05). As a result of the survey on safety factors during fishing operations, such as experience of ship accidents, major causes of ship accidents experienced, causes of ship accidents (first priority), experience of human accidents, major causes of human accidents, and causes of human accidents (first priority), more than 96% of the respondents experienced ship accidents including collisions with other vessels or fishing gear during fishing operations. The most significant cause of the accident was the other's fishing gear installed in the fishing grounds. The first possible causes of ship accidents during fishing operations were found to be other fishing gear installed in fishing grounds, steering or engine failure, and inability to avoid accidents during casting and hauling nets. The survey of the experience of human accidents, such as injuries or sea falls, showed that more than 90% of the respondents experienced human accidents during fishing operations. The most important cause of accidents experienced during fishing operations was stucked in a fishing gear during casting and hauling nets. The first important causes of accidents during fishing operations were movement of the fishing gear during casting and hauling nets, damage of the fishing gear such as rope cutting. The results are expected to be provided as a basic data to prevent safety accidents occurring during fishing operation and improve the fishing system in the coastal improved stow net fishery.

A Comparative Analysis of Fishery and Marine Environment-related Policies on Estimated Amount of Fishery Debris Caused by Fishing (조업기인 어업쓰레기 발생추정량에 대한 어업 및 해양환경 관련 정책 비교분석)

  • This study aimed to compare differences according to categories of fishery and marine environmental policies for the (estimated) amount of fishery waste generated by fishing, and to analyze the correlation between associated independent and dependent variables. The independent variables were divided into three dif erent sectors. The first sector included precautionary policies that observed eco-friendly fishing support program, institutional prevention activities, and physical barriers installation. The second sector with the current management policies included the relevant vessel operations, establishment of fishery order, fishery restructuring, and fishery ground clean-up. Thirdly, post-response policies comprised the litter purification from river to shoreline, the collection and removal of marine, sedimentary, and floating debris, purchasing salvaged debris generated while fishing, fishery waste disposal, and repairing damage caused by marine litter. The indicator used was the settlement amount by each program. The dependent variable was the estimated amount of fishery waste and the indicator was the sum of the loss of traps and gill nets and the loss of their appendages. According to the results of Kruskal-Wallis Test, the estimated amount of fishery waste was highest in the East Sea in terms of sea area and the highest in the Si(city) according to basic local municipality. The settlement amount related to the marine environment services was largest in the Gun(county). Further, there were significant differences between Gun(county) and the other regions(Si(city) and Gu(autonomous district)) with respect to most variables. The variables related to the estimated amount of fishery debris were the project purchasing salvaged debris generated while fishing and fishery waste disposal program in the post-response policies.

Trend of Reduction and Direction of Management Response in the Large Purse Seine Fishery (대형선망어업의 축소 동향과 경영대응 방향)

  • This paper examines the trend of restructuring and direction of management response in the Large Purse Seine Fishery. The large-scale fishing industry is one of the most popular fishing areas in the coastal area, and it has been developed by providing exclusive supplies of many types of catchy fish, such as mackerel and horse mackerel through physical productivity in fleet operations. However, the Large Purse Seine Fishery has been declining in profitability due to the deterioration of the business environment since 2000. It is at a crossroads whether it will disappear or regenerate as it is. The Large Purse Seine Fishery's current problems are: firstly, the continued deterioration of the fishery business balance and worsening labor problems, secondly, insufficient freshness management and quality control after landing, and thirdly, import competition. The fourth is the intensification of the market competition, which is the evolution of fishing variability and the increase in the proportion of small fish. The fifth is the reduction of the operating fishing ground due to the suspension of mutual fishing in Korea and Japan. To address these problems and suggest management response directions for the survival of large-scale fishing businesses is as follows. First, a sustainable production system should be established through strengthening resource management and promoting international fisheries cooperation. Second, the profitability of fishing management should be improved by introducing a low-cost supplier system and securing a stable labor force. Third, we should improve the leading and quality control of catch, improve the high value-added value of catch through brand development, and secure competitive advantage with imported produce. Finally, the government should establish a cooperative system among private sector, government, and research institutes to push ahead with these tasks and strengthen the competitiveness of the front and rear industries.

Characteristics on bycatch in Korean tuna purse seine fishery associated with FAD in the Indian Ocean by scientific observer programs (과학옵서버 조사에 의한 인도양 수역 한국 다랑어 선망선 FAD 조업의 부수어획실태)

  • In order to understand characteristics on bycatch of Korean tuna purse seine fishery, especially operations associated with Fish Aggregating Device (FAD) in the Indian Ocean, we conducted analyses related to bycatch by school association type (unassociated school, FAD associated school and log associated school) using the data collected by scientific observers from 2016 to 2018. The FAD used by Korean tuna purse seine fishery in the Indian Ocean was a drifting FAD, which belongs to non-entangling FADs according to the category proposed by the International Seafood Sustainability Foundation (ISSF). The target species of Korean tuna purse seine fishery are skipjack, yellowfin and bigeye tunas, accounting for 99% of the total catch. The ratio of bycatch was 0.97% in total catch and the discard accounted for less than 1%, indicating that most catch was retained on board. In terms of bycatch ratio by school association type, it accounted for 0.12% for unassociated school, 1.09% for FAD associated school and 1.25% for log associated school. As for the catch proportion of shark species by school association type, it accounted for 0.01% for unassociated school, 0.11% for FAD associated school and 0.10% for log associated school, which showed that unassociated school type was the lowest to affect bycatch of non-target and shark species. Given the proportion of bycatch compositions, however, it is considered that FAD associated school of Korean tuna purse seine fishery has less caught bycatch species of non-target and shark, compared to other fleets operating in the Indian Ocean.

An Analysis of the Effects of Large-scale Retailer Operation Regulations on Agriculture and Fisheries (대형 유통업체 영업 규제가 농수산업에 미치는 영향 분석)

  • Purpose - The Korean government has revised the distribution industry development law to regulate large-scale retailer operations to protecting medium- and small-scale retailers and traditional markets. According to the revised law, large-scale retailers must follow regulations on operating hours and compulsory store closures two days per month. Based on the revised distribution industry development law, most local governments regulate operation hours and they have adopted compulsory closure programs for large-scale retail stores. However, it is argued that fresh food producers suffer from a decrease in sales based on the compulsory closure of stores operated by large-scale retailers. Large-scale retailers reduce their fresh food orders from agricultural and fishery producers because of the compulsory store closures. Fresh food producers also suffer from a decrease in prices because reduced orders lead to a decrease in auction prices based on the availability of excess goods in wholesale markets. This paper investigates the effects of operation regulations for large-scale retailers on agricultural producers by surveying agricultural and fishery producer organizations. Research design, data, methodology - A survey was conducted on 117 producer organizations of fruits and vegetables, cereals, fisheries, and livestock products from September 10 to October 4, 2012. Survey items are annual sales, shares of sales accounted for by large-scale retailers, reduction of orders and prices from large-scale retailers, methods to deal with the sales reduction, unfair trade practices of large-scale retailers, opinion of the large-scale retailer regulations, and so on. The average sales of the sampled producer organizations are 13.7 billion won and the average share of sales accounted for by large-scale retailers is 35.4%. Results - Survey results show that the sample producer organizations' sales decreased 10.1% because of the compulsory closures of stores operated by large-scale retailers. It is estimated that the total sales of producer organizations decreased 371.2 billion won because of the regulations on the operation of large-scale retailers. In addition to the direct effect of a sales decrease due to order reduction, agricultural and fishery producer organizations suffered from the secondary effect of price reduction in wholesale markets. When orders from large-scale retailers decreased, most agricultural and fishery producer organizations shipped redundant products to wholesale markets, decreasing auction prices. It was estimated that the price received decreased 21.9% when sold in other marketing channels. As producer organization sales decreased, it was reported that the labor force employed by producer organizations also decreased by 15.1%. Therefore, we can conclude that the regulations for large-scale retailer operations resulted in negative impacts on agricultural producers. Conclusions - Although the sales reduction due to the regulations for large-scale retailer operations are not great, the cumulative effects due to the continued compulsory closure of stores operated by large-scale retailers could be great. This paper suggests governmental programs that could help agricultural producer organizations to find new and effective marketing channels such as direct marketing, farmers' markets, exports, Internet shopping, and so on.

Fishing gear and method and improvement of regulation of the middle sized trawl fishery in the East Sea of Korea (동해구중형트롤어업의 어구어법 및 제도 개선에 관한 연구)

  • This study attempted to help determine Korean fishery policies by proposing improvement plans after examining the current regulations, fishing vessels, fishing gear and fishing methods of the middle sized trawl fishery in the East Sea for targeting only squid. In general, the size, engine horse power, and net length of the middle sized trawlers are between 50 and 60 GT, 1,200 and 1,600 PS, and approximately 165 m with four seamed trawl nets, respectively. While a jigging vessel attracted squids using lights, the trawler approached a jigging vessel. The trawler let the jigging vessel know its decision for fishing, and then jigging vessel rolled up jigs. The net of the trawler was casted at 45 degrees between the bow and the stern of the jigging vessel. Once the trawler towed close to the stern of the jigging vessel upon its passing of the jigging vessel, the bow of the trawler turned 45 degrees left again. Then, squid aggregations were entered into the net. When the cod end was passed a light vessel, the trawler hoisted the net up to the otter board. Then the trawler turned 180 degrees. It repeated three to five times of fishing operations as the previous method. We recommend that the regulations allow nineteen side trawlers to catch like stern trawler, as well as the cooperative trawler and jigging vessel operations.

Comparison of catch rate by operation time of Korean tuna purse seine fishery in the Western and Central Pacific Ocean (중서부태평양 수역 우리나라 다랑어 선망어업의 시간대별 어획률 비교)

  • Korean tuna purse seine fishery in the Western and Central Pacific Ocean (WCPO) began to operate in earnest in the early 1980s. Since then, the total catch has shown an increasing trend and the target species are skipjack tuna (Katsuwonus pelamis), yellowfin tuna (Thunnus albacare) and bigeye tuna (Thunnus obesus). Based on the operational data of Korean tuna purse seine fishery from 2016 to 2020, the catch rates of target species (skipjack and yellowfin tunas) were analyzed by operation time for set types (free school and FAD sets). In the case of the free school sets, they were usually made from sunrise to sunset, and the catch rate was high before and after sunrise for skipjack tuna and before sunset for yellowfin tuna. On the other hand, for the FAD sets, more than 90% of them were made just before sunrise, and there were few operations during the daytime. The purpose of this study is to examine whether there are differences in the catch rate of skipjack and yellowfin tunas by operation time and by school type for Korean tuna purse seine fishery in the WCPO, which could be helpful in understanding its fishing characteristics and providing useful information for developing the stock indices of the target species.
