This study aims to analyze the features and problems of the Korea's national records archiving system established in 1999, as well as to suggest the countermeasures. First, in Korea, permanent records are archived by the administration, legislature and judicature separately. However, around the world there are very few cases where a national archives controls the records of the administration alone, whereupon there is the need to set up an integrated archiving system regarding the records of the administration, legislature and judicature. Second, in Korea, the records archiving system leans too much towards the centrally-controlled system, which is urgent to be solved. 'Record Management Act' stipulates that all the public records, including nonpermanent ones, shall be managed by National Archives, wherewith National Archives is overburdened. Hereat, it may be desirable for National Archives to manage very important records that deserve to be archived permanently and for Record Center to archive other records, which needs to be made into law.

This study investigates and analyzes the 16th Presidential records (record management secretary's office) from a record-recognition perspective and, based on the results, suggests the Presidential record management plan. To this end, the function of the records management secretary's office was first analyzed, and the 16th Presidential records transferred to the Presidential Archives were reviewed from a general perspective. Next, the nature of the records was investigated in a deductive, top-down manner by quantitatively analyzing the "production system type," "preservation period," "reason for determining the retention period," "management department," "electronic record type," "production year," etc., focusing on the "records file/item," "unit task," and "function." Finally, the characteristics and problems revealed during the record analysis were summarized. Based on the analysis results, a plan was proposed to redesign Presidential record management for the "reorganization" and "service" parts of the records.

The Donggungilgi (東宮日記) is the daily records of the Siganwon (侍講院), which was a royal office in the Joseon dynasty that took charge of the education for the crown prince who dwelled in the Donggung (East Palace). This literature contains records of meteorological and astronomical observations as well as educational matters. The Sohyeon-Donggungilgi (昭顯東宮日記) includes records from 1625 to 1645, when Prince Sohyeon, the first son of King Injo (仁祖), was the crown prince. We investigate the records of solar halo observations in the Sohyeon-Donggungilgi. For consistency, we restrict our investigation to the period before the second Manchu invasion of Korea (i.e., 1625 to 1635). We extract 2,684 records and classify them into ten events according to the terms in their descriptions. The largest and smallest number of observation records are for the Hun (暈) and Geuk (戟) events (1,794 and 7 records, respectively). To verify what each event represents in modern atmospheric terms, we refer to historical documents of the Seoungwanji (書雲觀志, Treaties on the Bureau of Astronomy) and Cheonmundaeseong (天文大成, Great Achievements in Astronomy). We also calculate the solar altitude based on the observation hour and compare the descriptions to compute simulations provided by Arbeitskreis Meteore e.V.. We find that the descriptions of the Hun, Junghun (重暈), Yi (珥), and Baekhonggwanil (白虹貫日) events indicate a 22˚ halo, 22˚ and 46˚ halos, a parhelion, and a parhelic circle, respectively, Alternatively, we estimate that the Gwan (冠), Dae (戴), Bae (背), Li (履), and Gyohun (交暈) events describe arcs tangent to a 22˚ or 46˚ halo such as a upper or lower tangent arc, a circumzenithal arc, or a parry arc. We suggest that further studies are required for the Geuk event because the descriptions of this event differ from both documents referred to this study. In the sense that the number of observation records of the Geuk event is the smallest, however, this event may describe a rare phenomenon. We believe that this work will contribute to the study of historical records of solar or lunar halos.

Managing and preserving parliamentary archives are significant national tasks. However, in South Korea significance of these tasks have not been recognized. The first exclusive organization for parliamentary archives management was established in 2000, It took about 50 years after the first South Korean government was established in 1948. The first legislation which regulated parliamentary archives management was enacted in 2001. There were no significant improvement on the regulation for the last decade. In April 2011 it was newly revised according to the amendment of the Act on Public Records Management. In this context this study critically analyzes the regulation and discusses various issues concerning the parliamentary archives management system. It divides the history of parliamentary archives management into four periods. It also explores four contentious issues ranging from parliamentary archive designation to archivists assignment. As a result, the study presents four different aspects for developing parliamentary archives management Each aspect proposes three different phased problems respectively. Objective: The objective of this study was to determine the best approach for handling missing records of first to successful insemination (FS) in Japanese Black heifers. Methods: Of a total of 2,367 records of heifers born between 2003 and 2015 used, 206 (8.7%) of open heifers were missing. Four penalty methods based on the number of inseminations were set as follows: C1, FS average according to the number of inseminations; C2, constant number of days, 359; C3, maximum number of FS days to each insemination; and C4, average of FS at the last insemination and FS of C2. C5 was generated by adding a constant number (21 d) to the highest number of FS days in each contemporary group. The bootstrap method was used to compare among the 5 methods in terms of bias, mean squared error (MSE) and coefficient of correlation between estimated breeding value (EBV) of non-censored data and censored data. Three percentages (5%, 10%, and 15%) were investigated using the random censoring scheme. The univariate animal model was used to conduct genetic analysis. Results: Heritability of FS in non-censored data was $0.012{\pm}0.016$, slightly lower than the average estimate from the five penalty methods. C1, C2, and C3 showed lower standard errors of estimated heritability but demonstrated inconsistent results for different percentages of missing records. C4 showed moderate standard errors but more stable ones for all percentages of the missing records, whereas C5 showed the highest standard errors compared with noncensored data. The MSE in C4 heritability was $0.633{\times}10^{-4}$, $0.879{\times}10^{-4}$, $0.876{\times}10^{-4}$ and $0.866{\times}10^{-4}$ for 5%, 8.7%, 10%, and 15%, respectively, of the missing records. Thus, C4 showed the lowest and the most stable MSE of heritability; the coefficient of correlation for EBV was 0.88; 0.93 and 0.90 for heifer, sire and dam, respectively. Conclusion: C4 demonstrated the highest positive correlation with the non-censored data set and was consistent within different percentages of the missing records. We concluded that C4 was the best penalty method for missing records due to the stable value of estimated parameters and the highest coefficient of correlation.
Research records are a type of record with a range of controversies over the core elements of management, such as the definition and scope of research records, and who manages research records, despite the critical need for their management. Research records have been neglected in blind spots because it is difficult to manage them, but if well managed, they are evaluated as records with a highly potential value that can be used infinitely later. In particular, government-funded research institutes, as both research institutes and public institutions, take responsibility for systematic management of these research records. Therefore, as this study noted the necessity of research records appraisal for the systematic management of research records in government-funded research institutes, and conducted interviews with 11 records managers working at government-funded research institutes in Korea, the current status of research records management and appraisal of government-funded research institutes was identified. As a result, improvement measures for research records appraisal was suggested as follows. First of all, in the light of the current public records appraisal system, there is a problem of effectiveness in applying it to the research record appraisal system as it is. Therefore, this study suggested that an appraisal system appropriate for research records was needed, and proposed plans for improving the research records appraisal system in terms of purposes, authority, methods, time point, tools and criteria for appraisal.
The Public Records and Archives Management Law was enacted on June 24, 2009 and was in effect in April 1, 2011. This Act is different from existing Public Archives Law and National Archives Law. Before enacting Public Records and Archives Management Law, Public Archives Law and Information Disclosure Law was the backbone of Japanese Public Records management system. Public Archives Law is composed of management and access for non-active records in Public Archives. Information Disclosure Law is prescribed management of active-records in administrative agency. Public Records and Archives Management Law is the first comprehensive law of managing administrative records including historical records (nonactive-records). The law is prescribed that the public records and archives are intellectual resources shared by citizens and allows people to have more access to them. The law states that public records is basis of democracy and accountability for current and future generation. This article analyzed the relationship of law and its implementing ordinance and Guideline of administrative public records management, and analyzed the law and record-schedule. Furthermore, this article examined significance of the law and democracy, administration's transparency. In accordance with enacting the law, Japanese Public Records Management System will develop. and we must pay close attention to that situation.
This study reviewed how the appraisal process of the research records of the cases of Australia and the United States can be planed and managed. As the records schedule includes the list of core records and the appropriate disposal instructions, as well as the fact that it is a critical records management tool, the records schedule was considered for the basis of the research records appraisal system. The results of this study are as follows. First, the research records have to be appraised by research project because research is carried out into project units, and records management is effective when combined with the business practice and basic structure of the operating system. Second, the research institutions have to plan and manage one general disposal schedule and plural disposal schedules in the different research divisions. Finally, the characteristics of research style and the research record of each research institution should be recognized. Moreover, there is a need to link the research appraisal process of each research institution and the national records management system because the research records of public research institutions are public goods. Although various cases were not analyzed, this study is significant that the meaning and role of the research records schedule was reorganized. Also, a discriminatory records schedule according to the characteristics of research records was suggested.

The Studies related to the Gwangju Student Movement which occurred in 1929 have been diversified on research topics since 2018. A number of studies have been conducted on the process of spreading the Gwangju Student Movement abroad. However, those studies show limitations in terms of difficulty in discovering new historical materials and the absence of research methods. Therefore, the researchers have analyzed the process of spreading Gwangju Student Movement abroad as the process of spreading information based on library and information science. The researchers have newly discovered Chinese newspaper records at that times and conducted 2-mode network analysis. The results are as follows: first, 125 Chinese newspaper records were discovered from 16 kinds of newspapers and 104 articles of them were newly discovered; second, the researcher found that there were earlier articles than the first claimed by previous researchers in their studies; third, Newspapers in Beijing, Sacheon, Shanghai, Tianjin, and Honam regions in China mainly reported the first and second joint demonstrations in Seoul and Gwangju. The significance of this study is to expand and diversify the research on the Gwangju Student Movement through network analysis.

This study was conducted to evaluate the quality in medical records by analyzing its completeness through setting up the level of record on the patient's past history and through examining the actual medial records. Targeting the information on the patient's past history in interns' records, residents' records and nurses' records toward 403 inpatients who were admitted first in 2004 at an university hospital due to stomach cancer. We analyzed whether the charts were recorded or not, recording level, the satisfaction with the expectant level of the records in the hospital targeted for a research and the level of agreement. The results were as follows; first, as for the rate of recording those each items, they were high in the chief complaint & present illness and the past illness history. Depending on the group of recorders, the recording rate showed big difference by items. Second, as a result of measuring the level after dividing the recording level of items for the patient's past history from Level 1 to Level 4 by each item, the admission history, the past illness history, and the family history were about Level 3, and the smoking history, the medication history, the chief complaint & present illness, the drinking history and allergy were about Level 2. In the admission department, it was excellent in the interns' records for the medical department. Third, as a result of its satisfactory level by comparing the expect level of a record and the actual record by item in information on the patient's past history, which was expected by the medical-record committee members of the hospital targeted for a study. And forth, we analyzed the level of agreement with Kappa score in the level of 'Yes' or 'None' related to the corresponding matter in Level 1, in terms of information on the past history in the intern's record, the resident's record, and the nurse's record. The level of agreement in the resident's record & the nurse's record, and in the intern's record & the resident's record was from "excellent" to "a little good". There were differences in the level of completeness and in reliability for the information on the past history by the recorder group or by the admission department. The encounter process that was performed by the admission department or the recorder group, indicated the result that was directly reflected on the quality of medical records, thus it was required further study about the medical record documentation process and quality of care. The items that showed the high recording rate quantitatively were rather low, consequently we'd should develop the tool for the qualitative inspection and evaluate the medical records further. And the items were needed to be detailed in the record level were rather low, and hence there needed to be a documentation guideline and education by the clinical departments.
