A Review on Fire Safety Engineering: Key Issues for High-Rise Buildings

  • This paper presents a state-of-the-art review on the design, research and education aspects of fire safety engineering (FSE) with a particular concern on high-rise buildings. FSE finds its root after Great Fire of Rome in 64 AD, followed by Great London Fire in 1666. The development of modern FSE is continuously driven by industry revolution, insurance community and government regulations. Now FSE has become a unique engineering discipline and is moving towards performance-based design since 1990s. The performance-based fire safety design (PBFSD) involves identification of fire safety goals, design objectives, establishment of performance criteria, and selection of proper solutions for fire safety. The determination of fire scenarios and design fires have now become major contents for PBFSD. To experience a rapid and positive evolution in design and research consistent with other engineering disciplines, it is important for fire safety engineering as a profession to set up a special educational system to deliver the next-generation fire safety engineers. High-rise buildings have their unique fire safety issues such as rapid fire and smoke spread, extended evacuation time, longer fire duration, mixed occupancies, etc., bringing more difficulties in ensuring life safety and protection of property and environment. A list of recommendations is proposed to improve the fire safety of high-rise buildings. In addition, some source information for specific knowledge and information on FSE is provided in Appendix.

  • Current fire safety in the construction sites has developed piecemeal over a considerable period of time. However, the law and regulation of fire safety is insufficient to protect fro in the construction sites. The frequency of fire in the construction sites is very rare but it brings longterm deterioration durability of building structure and large scale industrial calamity. There are many process of works and each work deals with many kind of flammable material, so it is very difficult to find a proper safety fire prevention. This study executed the questionnaire and fire experiment of the welding work to provide effective fire prevention counterplan.

  • The number of high-rise buildings already constructed and/or being constructed is getting increased both domestically and internationally, for example, Lotte World 2 in Seoul and Taipei 101 in Taiwan, respectively. Maintenances of those skyscrapers, especially in fire-fighting safety, would be different from those of conventional buildings and are one of keen issues. In this study, the features of risks in aspects of fire-fighting safety for the buildings are investigated and the corresponding fire safety measures are proposed to prevent the disasters and to minimize the personal and property damages from it. The proposals include the specialization in self fire-fighting managements, the realization of self fire-fighting maintenance, the establishment of the integrated fire-fighting system, and the correction of inconsistencies in related laws on fire-fighting safety.

  • The purpose of this paper is to present refernce data to be considered in designing for the fire safety of high-rise office buildings. This paper deals with the characteristics of high-rise office buildings in the fire safety aspects, the basic principles for the fire safety of high-rise office building design, and this study is focused particularly on the location of the escape route of core plan for fire safety in high-rise office buildings.

  • As for the performance related to a fire safety like fire resistance efficiency and evacuation safety etc. It is the ain of this study to investigate the comparative survey of expression methods for fire safety performance in Korea and Japan. The results of this study that there are so difference between Japan and Korea and suggests that the necessity for converting the fire risk calculated by an advanced technique into a simple expression.

BIM and Fire Safety Engineering - Overview of State of The Art

  • Fire safety engineering is a critical specialization to include in the design of a tall building yet is often excluded from the Building Information Model (BIM) and integrated design process. The design of fire safety systems is interdependent with building/structural geometry, HVAC, mechanical, and electrical systems. A BIM is a 3D visual representation that stores data on these kinds of systems. The compatibility between BIM and fire safety design seems obvious yet has received a dearth of attention in structural (fire) engineering literature. The authors herein have reviewed over 40 recent papers on utilizing BIM for fire safety engineering, focusing on contemporary literature to obtain a more up-to-date review of the state-of-the-art. The resulting trends, technologies, research gaps, and methodologies are presented in this paper. Adoption of BIM in fire safety engineering is slow and behind other disciplines which may be improved if research involved more industry partners. For BIM technology to reach its potential, industry manufacturers need to provide high LOD fire BIM objects, fire engineers and researchers need to collaborate on future advancements, and building owners/management need to be educated on how to use the benefits provided.

  • In any subject area related to the provision of safety, failure is typically the most effective mechanism for evoking rapid reform and an introspective assessment of the accepted operating methods and standards within a professional body. In the realm of tall buildings the most notable failures in history, those of the WTC towers, widely accepted as fire induced failures, have not to any significant extent affected the way they are designed with respect to fire safety. This is clearly reflected in the surge in numbers of Tall Buildings being constructed since 2001. The combination of the magnitude and time-scale of the WTC investigation coupled with the absence of meaningful guidance resulting from it strongly hints at the outdatedness of current fire engineering practice as a discipline in the context of such advanced infrastructure. This is further reflected in the continual shift from prescriptive to performance based design in many parts of the world demonstrating an ever growing acceptance that these buildings are beyond the realm of applicability of prescriptive guidance. In order for true performance based engineering to occur however, specific performance goals need to be established for these structures. This work seeks to highlight the critical elements of a fire safety strategy for tall buildings and thus attempt to highlight some specific global performance objectives. A survey of tall building fire investigations is conducted in order to assess the effectiveness of current designs in meeting these objectives, and the current state-of-the-art of fire safety design guidance for tall structures is also analysed on these terms. The correct definition of the design fire for open plan compartments is identified as the critical knowledge gap that must be addressed in order to achieve tall building performance objectives and to provide truly innovative, robust fire safety for these unique structures.

공공기관 소방안전관리 실태조사를 통한 개선방안에 관한 연구 : 초·중등학교를 중심으로 (An Improvement Plan on Fire Safety Management of Public Institutions: Focusing on the Case of Elementary and Secondary Schools)

  • 본 연구는 공공기관의 소방안전관리실태를 파악, 분석하여 위험요소에 대한 철저한 예방과 화재상황에 대한 신속한 대응 체제가 구축될 수 있는 초·중등학교 소방안전관리 개선방안을 모색, 강구하는 것이 목적이다. 현재 강원도 내 초·중등학교에 소방안전관리자로 선임된 인원을 대상으로 소방안전관리자의 전문성, 예방능력, 대비능력, 운영형태 등을 설문을 통해 조사하여 분석하였다. 실태조사 문항은 26개 항목으로 구성하였다. 그 결과, 소방안전관리에 대한 인식은 상당히 높은 반면에 사고를 대비, 대응할 수 있는 소방안전관리자의 능력은 제도적, 기술적 측면에서 개선되어야 하는 것으로 파악되었다.

주거용 컨테이너 화재 특성에 관한 실험적 고찰 (An Experimental Study on Characteristics of the Residential Container Building Fire)

  • The recent fire incident in an elementary school of Chonan city causes the media focus on the fire safety of residential container buildings. In this study, real fire tests were conducted in this kind of buildings. Fire temperature and radiant heat flux were measured, in order to investigate the hazard-reduction effects during the fire emergency of residential container buildings. According to the test results, flash over occur in 10 minutes, peak fire temperature was $935.5^{\circ}C$, peak radiant heat flux was $24.99kW/m^2$ at 8minutes after residential container building fire.

국내 제조업 화재사고 데이터 분석을 통한 복합 유해·위험요인 확인 (Identifying Hazard of Fire Accidents in Domestic Manufacturing Industry Using Data Analytics)

  • Revising the Occupational Safety and Health Act led to enacting and revising related laws and systems, such as placing fire observers in hot workplaces. However, the operating standards in such cases are still ambiguous. Although fire accidents occur through multiple and multi-step factors, the hazards of fire accidents have been identified in this study as individual rather than interrelated factors. The aim has been to identify multiple factors of accidents, outlining fire and explosion accidents that recently occurred in the domestic manufacturing industry. First, major keywords were extracted through text mining. Then representative accident types were derived by combining the main keywords through the co-word network analysis to identify the hazards and their relationships. The representative fire accidents were identified as six types, and their major hazards were then addressed for improving safety measures using the identification of hazards in the "Risk Assessment" tool. It is found that various safety measures, such as professional fire observers' training and clear placement standards, are needed. This study will provide useful basic data for revising practical laws and guidelines for fire accident prevention, system supplementation, safety policy establishment, and future related research.
