  • It is very important to protect life, property at sea from any fire. Recommendation on improved fire test procedures for surface flammability of bulkhead ceiling and deck finish materials specifies a procedure for measuring fire characterizing their flammability and thus their suitability for use in marine construction. In this paper we investigated the positive expected by fire test procedures for flammability of bulkhead ceiling and deck finish materials. Also, unusual materials were analyzed. Finally, we suggest methods to solve several problems related to unusual materials.

  • The pipes and cables buried below ground, which may have helped to improve city landscape, is becoming direct and indirect causes for various kinds of disaster in Korea. Every advantage from the use of utility tunnel can not be converted in a dollar since there is associated huge contribution to safe urban environment. The Korean government has a certain role to play in helping promote utility tunnels for the past years. Most recently, many utility tunnels have been being checked to find out safety level, especially fire safety level, and main problems and shortcomings are checked out as a result of this survey. Because the fire safety level of existing tunnel is low, possible approaches and solutions are presented according to the analysis of fire safety level. In order for these approaches to be effective, existing tunnel should be supplemented appropriately and extra equipment must be installed according to the solutions. Hopefully, by performing both improvement of existing utility tunnel that provide a fire/disaster proof and introducing new types of tunnel which influence utility management and maintenance, the recent disaster rate in Korea can be diminished up to a desirable rate in a near future.

  • This paper presents a smart firefighting appliances monitoring system based on big data analytics platform using GS1 for Smart City. Typical firefighting appliances are fire hydrant, fire extinguisher, fire alarm, sprinkler, fire engine, etc. for the fire of classes A/B/C/D/E. Among them, the dry chemical fire extinguisher have been widely supplied and 6 millions ones were replaced for the aging ones over 10 years in the past year. However, only 5% of them have been collected for recycling of chemical materials included the heavy metals of environment pollution. Therefore, we considered the trace of firefighting appliances from production to disposal for the public open service. In the paper, we suggest 1) a smart firefighting appliances system using GS1, 2) a big data analytics platform and 3) a public open service and visualization with the analyzed information, for fire extinguishers from production to disposal. It can give the information and the visualized diagrams with the analyzed data through the public open service and the free Apps.

  • A new methodology to detect forest fire burnt scars at near real time using MODIS (Moderate-resolution Imaging Spectroradiometer) data is presented here with a goal of introducing a new and improved capability to detect forest fire burnt scars in Thailand. This new technology is expected to increase the efficiency and effectiveness of the forest fire tackling resources distribution and management of the country. Using MODIS data in burnt scars detection has two major advantages - high availability of data and high resolution per performance ratio. Results prove the near real time algorithm suitable and working well in order to monitor the forest fire dynamic movement. The algorithm is based on the threshold separated linear equation of burnt and un-burnt. A ground truth experiment confirms the burnt and un-burnt? areas characteristics (temperature and NDVI). A threshold line on a scatter plot of Band I and Band 2 is determined to separate the burnt from un-burnt pixels. The different threshold values of NDVI and temperature use to identify pixels' anomaly, abnormal low NDVI and high temperature. The overlay (superimpose) method is used to verify burnt pixels. Since forest fire is a dynamic phenomenon, MODIS burnt scars information is suiting well to fill in the missing temporal information of LANDSAT for the forest fire control managing strategy in Thailand.   • Forest fires occur the world over, with large-scale fires constantly breaking out. A suppressant a type of forest fire chemical is widely used to respond to fires rapidly and effectively. In general, suppressants used for fires have been divided into dry powder, liquid, foam, and gel type, according to physical form and use. This study has conducted toxicity tests relating to phytotoxicity(Pinus densiflora seed germination rate and mortality of containerized seedling), and soil organism toxicity(earthworm acute toxicity tests), of these suppressants, with the loaded stream suppressant for direct forest fire extinguishing a Loaded Stream and foam concentrates generally being used in Korea. From the results of the tests, the loaded stream and the foam concentrate had an effect on the toxicity levels. In the case of the loaded stream type, it was observed that toxicity indicating a 100% lethality rate was found among all toxicity test methods. Therefore, it is determined that forest ecology environmental toxicity impact assessments related to the suppressant used to extinguish forest fires are necessary in the near future.

Estimation of Biomass of Pinus densiflora Stands Burnt Out by the 2005 Yangyang Forest Fire (2005년 양양산불 피해 소나무림의 연소량 추정)

  • The biomass of Pinus densiflora stands burnt out by the 2005 Yangyang forest fire was estimated based on the grades of fire severity; light, moderate and heavy. In order to measure the post-fire ground biomass in kg/ha, the ground fuels including shrub layer were collected and weighted and the crown biomass was estimated using allometric regressions and leaf area index for dry weight of P. densiflora. The pre-fire biomass was assumed to be equal to that of non-damaged P. densiflora stands having the same characteristics. The results indicated that the forest fire burnt out fuels of stands; 3,693 kg/ha in the light-damaged, 8,724 kg/ha in the moderately-damaged, and 17,451 kg/ha in the heavily-damaged forest stands.

  • This study explores fire prevention measures for single-person households on the phenomenon of an increase in single-person households due to changes in the family structure due to low birthrate and aging population, full marriage, non-marriage, separation, bereavement, and returning to farming villages, and increased flexibility in the labor market. The factor that affects the fire of single-person households is the residential environment problem at the structural level. In terms of behavior, there is an increase in fire occurrence due to the rearing of companion animals. In order to prevent fires in single-person households, safety regulations without exceptions are needed to improve the residential environment at the structural level. At the behavioral level, it is necessary to expand the prevention and safety guidance of related organizations. In addition, as a measure to prevent fire caused by companion animals, manufacturers of electric ranges should develop safety devices to prevent fires caused by companion animals, such as an automatic power-off device or power supply using a timer. It can also be an important means to create and distribute promotional videos of measures necessary to safely raise companion animals, or to develop and distribute disaster preparedness programs implemented in virtual reality.

  • This study was performed to propose measures to improve and secure safety in the scene activities of firefighters. First, the majority of firefighters thought that working environment and equipment in fire station were inadequate for perforeming work tasks safely. Second, influential factors threatening safe scene activities mainly arose externally such as insecure working conditions of firefighting or emergency scene. Third, improvement in working environments was pointed out as the most urgent issue to secure safety. Firefighters recognized the expansion of field workforce in system, personnel management and the foundation of hospitals for firefighters hospital in working environment, and the development and distribution of safe equipment and change and inspection of air respirator facepiece on regular basis in equipment as urgent issues to be improved.

  • This study aims to provide fundamental information required to establish an efficient maintenance and management system for fire fighting clothing which takes into account the domestic fire protection environment and situation. There aren't any detailed regulations and appropriate pre-inspection systems which would be required for proper maintenance of fire fighting clothing, as well as any test methods to determine the life spans of fire fighting clothing properly. Thus, this study tries to analyze the problems in use of fire fighting clothing and its maintenance situation and summarize overseas maintenance situation for fire fighting clothing. As a result, it is found that domestic fire fighting clothing is washed, repaired, and stored without any systematic management regulations. It is also found that the life spans of fire fighting clothing are determined, based on part of overseas management regulations on fire fighting clothing. Therefore, it is imperative to set up efficient management regulations and test methods for fire fighting clothing which would be required for efficient use of the fire fighting budgets and the life safety of fire fighters.

  • The purpose of this study to find the factors influencing the fire alarms using IoT firefighting facility management system data of Seoul Fire & Disaster Headquarters, and to present academic implications for establishing an effective prevention system of fire situation. As the number of high and complex buildings increases and former bulidings are advanced, the fire detection facilities that can quickly respond to emergency situations are also increasing. However, if the accuracy of the fire situation is incorrectly detected and the accuracy is lowered, the inconvenience of the residents increases and the reliability decreases. Therefore, it is necessary to improve accuracy of the system through efficient inspection and the internal environment investigation of buildings. The purpose of this study is to find out that false detection may occur due to building characteristics such as usage or time, and to aim of emphasizing the need for efficient system inspection and controlling the internal environment. As a result, it is found that the size(total area) of the building had the greatest effect on the fire alarms, and the fire alarms increased as private buildings, R-type receivers, and a large number of failure or shutoff days. In addition, factors that influencing fire alarms were different depending on the main usage of the building. In terms of time, it was found to follow people's daily patterns during weekdays(9 am to 6 pm), and each peaked around 10 am and 2 pm. This study was claimed that it is necessary to investigate the building environment that caused the fire alarms, along with the system internal inspection. Also, it propose additional recording of building environment data in real-time for follow-up research and system enhancement.
