The Effects of Drought on Forest and Forecast of Drought by Climate Change in Gangwon Region

  • A Gangwon region consisting of over 80% of forest area has industries that have been developed by utilizing its clean region image. However, the recent climate change has increased the forest disease & insect pest as well as the forest fire and the major cause is known to be the increase in the frequency of a drought occurrence. From the aspect of climate change, it can be said that drought and forest are important in every aspect of the adaptation and mitigation of climate change measure as they increase forest disease & insect pest that leads to desolation of usable forest resource. In addition, the increase of forest fire reduces resources that can absorb greenhouse gas, which leads to increase in green house emission. The purpose of this study is to provide a motive for concentrating administrative power for protecting forest in a Gangwon region by selecting a drought management needed local government through a drought forecast according to the climate change scenario of a Gangwon region.

A Study on the Effects of Flame Retardants in Unsaturated Isophthalic Acid Polyester Resin (불포화 이소프탈산 폴리에스터 수지의 난연제 첨가 효과 연구)

  • In this study, the thermal improvement of an isophthalic acid polyester resin by the incorporation of flame retardants has been investigated. Aluminium hydroxide, antimony oxide and alumina powder were used to formulate the flame retardant systems. The improvement of an isophthalic resin by incorporating aluminium hydroxide is dramatic(burning rate and smoke emission are reduced), although the mechanical property is decreased significantly. The addition of small amount(2.5 phr) of antimony oxide produces high char yield(31%) which acts as a protective layer on the surface of the resin.

  • Warfare information system is a core factor of future combat operation under NCW(Network centric Warfare) environment. In this paper, we proposed a new MOE(Measure of Effectiveness) that can assess the combat power synergistic effect of warfare information system in the theater-level joint fire operation. This new MOE uses the rule of Newton's second law($F=(m{\Delta}{\upsilon})/{\Delta}t{\Rightarrow}(M{\upsilon}I)/T$). Four factors considered in combat power evaluation are network power(M), movement velocity(v), information superiority(I), command and control time(T). We applied this new MOE to the JFOS-K(Joint Fire Operating System-Korea) to assess its combat power effect and compared with other's effects obtained from different MOE.

  • Today, necessity of high building is increasing for security and information intensive type city development of urban space. At the same time, interest of high building disaster among human made - disaster is rising because importance of high building safety is embossed more. Therefore, the purpose of this study will present what main factors will affect high building disaster administration system that can be prevented or prepared.

Effect of Forest Therapy Program on Stress and Physical Health Promotion of Forest Fire Victims (산림치유프로그램이 산불피해지역주민의 스트레스와 신체적 건강증진에 미치는 영향)

  • The purpose of this study was to conduct a forest healing program for victims affected by the large forest fires of 2017 in Gangneung and to investigate its effects on the stress and physical health promotion of the victims. From January to March 2019, three forest therapy programs were conducted on 49 residents of four villages that suffered forest fires in the National Center for Forest Therapy, Daegwallyeong. The results showed that the degree of stress of forest fire victims decreased significantly by means of these programs. Furthermore, autonomic nerve activity, stress resistance, stress index, and fatigue decreased significantly and average heart rate and heart stability also improved.

Correlation between the Apartment Resident Community and Housing Satisfaction (아파트 거주자의 커뮤니티와 주거만족도 간의 인과관계)

  • This study aims to determine the correlation between the apartment resident community and housing satisfaction and suggest which factors can contribute to improving the local community's housing environment and satisfaction by means of the local inhabitants and apartment residents participating in co-managing the community. The study results are as follows. Firstly, the apartment resident community had a positive effect on housing satisfaction but the effects were insignificant. This revealed that residents' interest in communicating with the resident community was low due to various organizations such as the women's association, election committee, and autonomous society being used as means to pursue personal gain rather than the development of the entire apartment. Secondly, the vitalization of the apartment resident community had a positive effect on housing satisfaction. The analysis results showed that the higher the level of unity and volunteering activities of residents, the more improved the resident vitalization programs are being managed, and the higher the level of resident participation, the higher the housing satisfaction. Lastly, this study suggests the supplementation and upgrading of apartment community facilities into complex community facilities as a means to unify the residents and vitalize the resident community. To vitalize the resident community and strengthen the community spirit, the residents will need to voluntarily create a community hub by forming community-tailored associations and programs through connections with local governments and businesses.

Structure and Suppression of Nonpremixed Counterflow Flames (비예혼합 대향류화염의 구조와 소화)

  • Measurements with filaments and thermocouples and computations with Oppdif and FDS were carried out to investigate the impact of flame strain, agent addition, and buoyancy on the structure and extinction of nonpremixed counterflow flames. Measurements through 2.2 s drop tests in microgravity conditions and experiments in normal gravity conditions were compared with the results of computations. For the global strain rates 7 s$^{-1}$ through 100 s$^{-1}$ , the turning point behavior in the critical nitrogen concentration at O-g was confirmed. The effects of buoyancy, that is, changes in the flame curvature and thickness were also confirmed by the computations with FDS. There was agreement in the peak flame temperature and its position between the computations and the measurements in the near extinction methane/air diffusion flames in microgravity.

Effects of Empowerment and Family Function on the Depression of Firefighters (소방공무원의 임파워먼트와 가족기능이 우울에 미치는 영향)

  • This study aimed to provide help to seeking a preventive method of intervention in firefighter's depression by investigating empowerment and family function level of firefighter's on their depression. For this, the study conducted purposive sampling survey among 351 firefighters at Gyeonggi area. As a result of the research, all of empowerment and family function had a significant effect on depression of firefighters. Based on these findings, the study demonstrated the potential for applying each individual's empowerment as an internal resource for their prevention of mental health. The study suggested that diverse counter measures are needed to boost family bond and family functionality of firefighters, and also proposed positive adoption and assistance for preventive and effective implementation of 'work and life balance' policy to derive the recovery of healthiness of families.

  • Disaster management in Korea so far was centered on recovery efforts rather than prior mitigations. Besides, there were no systematic attempts to assemble appropriate information for even for the past disasters. In this reason, the nation has been repeatedly suffered from similar disasters. To prevent and minimize damages from disasters, it is necessary to build an information system that can gather and organize proper information and that can analyze and visualize spatial patterns of past disasters. This research aims at proposing policy measures to foster a GIS based urban disaster management system. To do so, the paper firstly takes a close look at the FGIS in the City of Taegu as an example. Then it examines the effects of GIS based urban disaster management system and suggests future directions to promote it.

Effect of Watching War Documentary on Audience's Security Consciousness - Focusing on 'KBS Special, 100 Days of Invasion of Ukraine, Into the Fire' - (전쟁 다큐멘터리 시청이 수용자의 안보 의식에 미치는영향 - 'KBS 특집, 우크라이나 침공 100일, 포화속으로'를 중심으로-)

  • Through previous studies, it was found that news from legacy media, including television, has an agenda-setting effect and priming effect on the perceptions and attitudes of audiences about politics and war, and that film media also has an agenda-setting effect and political priming effect on war issues. However, it is difficult to find studies on the effects of war-related TV documentaries on media audiences. Therefore, in this study, An experimental study was conducted to investigate whether there is a change in 'recognition of the importance of security', 'will for South-North Unification' and 'will to participate in war in case of emergency' for the audience who watched the KBS special <100 Days of Invasion of Ukraine, Part 1 into the Fire>. As a result of the analysis, it was found that watching a war-related TV documentary reinforced the audience's 'recognition of the importance of security' and 'will for South-North Unification'. However, it was confirmed that watching a war-related TV documentary did not strengthen the audience's will to participate in war in case of emergency.
