The Impact of Financial Technology on Facilitating E-Government Services in Egypt

  • Purpose - Nowadays financial technology is crucial for each organization to facilitate business transactions and make them easier. This paper was conducted with the purpose of determining the effect of fintech including services e-payment, bills e-payment, ways of payment and bank accounts with e-government on facilitating e-government services in terms of availability, accessibility, efficiency and responsiveness. Research design, data, and methodology - The problem of this paper is summarized in the lack of studies in this subject. So, a survey was applied on 400 respondents in Egypt to investigate the impact of fintech on facilitating e-government services, in order to determine which fintech item can affect any of facilitating services dimensions. Results - The results revealed that bank accounts with e-government doesn't affect any of facilitating services dimension, while each of the remain items has an effect on some dimensions and does not has effect on others. Conclusions - Data analysis revealed that the most obstacles that face respondents resulted in the weakness of internet networks, lack of efficient employees in e-government portal and lack of system effectiveness. In general, it clears that fintech implementation affect the dimensions of facilitating e-government services, however not all fintech implementation components have the same effect on the dimensions.

Effects of Emoticons on Intention to Use in Online Financial Counseling Service: Moderating Roles of Agent Type and Subjective Financial Knowledge (온라인 금융 상담 서비스에서 이모티콘 사용이 서비스 사용의도에 미치는 영향: 상담원 유형과 주관적 금융지식의 조절 효과)

  • Online financial counseling services are increasingly expanding with the rise of artificial intelligence-based chatbots. It is very important to examine the effects of emoticons noted as alternatives for communicating emotions in online communication between consumers and companies. In this paper, we examine how the use of emoticons affects the consumer's response and investigate the moderating roles of type of counseling agents (human vs. chatbot) and the consumer's subjective financial knowledge. The results show that the use of emoticon in the conversation brings a positive effect on the consumer's intention to use of online chat counseling service. When participants had relatively low subjective financial knowledge, they had higher intention to use online chat counseling services with emoticons only when the agent type was chatbot. When the type of counseling agent was human, this positive effect of the emoticon did not occur. On the other hand, when participants had relatively high subjective financial knowledge, they had higher intention to use online chat counseling service with emoticons only when the agent type was human. This study contributes to providing practical implications to build online chat counseling service using chatbot in the financial industry by studying users' intention depending on the type of agents and the level of their subjective knowledge.

An Analysis of Economic Effects of The Fintech Industry (핀테크 산업의 경제적 파급효과 분석)

  • In this study, we define Fintech services as review previous literatures and identify the traditional Fintech service market for analysing the economic effects of the Fintech Industry by using the 2014 Input-Output Table. We can identify the current market of Fintech industry which consists of VAN, PG, financial SW, mobile banking and Fintech R&D and we conduct Input-Output analysis by using non-competitive import model. The Input-Output analysis results show that production inducement effect and front/rear chain effect of the Fintech Industry are below average of other industries. This is because the Fintech technology and industry were emerging in Korea at that time (2014), and thus the ripple effects are not significant. Especially, due to the existing white risk financial regulation, new business opportunities have not been open to adapt new ICT-financial technologies. Therefore, when the business ecosystem is build through deregulation and platforms of the financial sector, it is expected that the Fintech Industry will have a high ripple effect. In this study, we identify the current market of Fintech industry from ICT indusries and conduct Input-Output analysis. The economic effects of the Fintech industry are not remarkable, but it is significant to identify the emerging market and present the basic analysis of issued research field.

Development of Framework for Trusted Financial Service in N-Screen Environment (N-스크린 환경 내 신뢰할 수 있는 금융프레임워크 개발)

  • With the spread of the new technologies like a smart phone, a smart pad, N-Screen service for financial transaction quickly became commonplace through the Internet. Although it has been developed related technologies and policies since the N-Screen has been provided in Korea, infrastructure for financial services is still lacking. It also has many potential problems including phishing or malware attacks, privacy information exposure & breaches, etc. This work suggests the financial security framework in the side of information protection through threat vulnerability analysis. Further, we examine the possibility of effective application methods based on political technical design.

Methods and Applications to estimate the Conversion Factor of Resource-based Relative Value Scale for Nurse-Midwife's Delivery Service in the National Health Insurance (조산원(助産院)의 분만간호서비스에 대한 건강보험수가 산출방법과 적용방안)

  • Purpose: This paper analyzed alternative methods of calculating the conversion factor for nurse-midwife's delivery services in the national health insurance and estimated the optimal reimbursement level for the services. Methods: A cost accounting model and Sustainable Growth Rate (SGR) model were developed to estimate the conversion factor of Resource-Based Relative Value Scale (RBRVS) for nurse-midwife's services, depending on the scope of revenue considered in financial analysis. The data and sources from the government and the financial statements from nurse-midwife clinics were used in analysis. Results: The cost accounting model and SGR model showed a 17.6-37.9% increase and 19.0-23.6% increase, respectively, in nurse-midwife fee for delivery services in the national health insurance. The SGR model measured an overall trend of medical expenditures rather than an individual financial status of nurse-midwife clinics, and the cost analysis properly estimated the level of reimbursement for nurse-midwife's services. Conclusion: Normal vaginal delivery in nurse-midwife clinics is considered cost-effective in terms of insurance financing. Upon a declining share of health expenditures on midwife clinics, designing a reimbursement strategy for midwife's services could be an opportunity as well as a challenge when it comes to efficient resource allocation.

  • The financial industry recently introduces several issues for utilizing the blockchain technology as the core infrastructure of future finance. Blockchain, first introduced as the underlying technology of Crypto-currencies, Bitcoin is a technology that can ensure the integrity and reliability of data by verifying, recording, and storing data jointly in the network without a central administration organization or a manager. This blockchain has its potential power as a technology for issuing digital currencies, providing transparency, and securing record management, that is expected to be useful in the financial sector. At the same time, considering the characteristics of financial transactions which emphasize privacy, questions are raised about whether a blockchain structure in which information is distributed and shared among participants can be successful. How will we support to implement the potential of the blockchain in order to change the paradigm of the financial industry? How can we manage the side effects of blockchain effectively? Such a policy discussion is necessary. This study introduces the meaning of the blockchain technology, various utilization attempts, and possible problems facing technology from the viewpoint of financial industry, and suggests a policy direction for utilizing this technology as a catalyst to the progress of the financial industry or as a new technology power.

Rationalization of Network Segregation for Continuity of Financial Services Following COVID-19

  • As measures for protecting users and ensuring security of electronic financial transactions, such as online banking, financial institutions in South Korea have implemented network segregation policies. However, a revision of such domain-centered standardized network segregation policies has been increasingly requested because of: 1) increased demand for remote work due to changes resulting from COVID-19 pandemic; and 2) the difficulty of applying new technologies of fintech companies based on information and communications technologies (ICTs) such as cloud services. Therefore, in this study, problems of the remote work environment arising from the network segregation policy currently applied to the financial sector in South Korea and those from the application of new ICTs such as fintech technology have been investigated. In addition, internal network protection policies of foreign financial sectors, such as those of the United States, United Kingdom, European Union, and Russia, and internal network protection policies of non-financial sectors, such as control systems, have been analyzed. As measures for the effective improvement of the current network segregation policy, we propose a policy change from domain-based to data-centric network segregation. Furthermore, to resolve threats of hacking at remote work, recently emerging as a global problem due to COVID-19 pandemic, a standard model for remote work system development applicable to financial companies and a reinforced terminal security model are presented, and an alternative control method applicable when network segregation is not applied is proposed.

  • Recently, security softwares are the program that is to protect the users from hackers in using electronic financial services. However heackers commit financial crimes to extort asserts using known hacking skills. In our paper, we analyse vulnerability that can be used to hook financial information in user application area and explain end-to-end encryption which is able to be provided by interacting keyboard security program and PKI application program.

Impact of R&D Expenditure Size on financial Performance Focused on the IT Service Industry (IT서비스 기업의 연구개발 투자규모와 재무성과와의 관계 분석)

  • Due to economic turbulence and fierce competition in the IT service industry, companies have been seeking breakthrough of offerings by investing in research and development (R&D). This paper aims to examine the impact of R&D expenditure size on financial performance focusing on Korean IT service companies. The expected growth rate of revenue and net profit in the upcoming two years were analyzed based on three groups according to different R&D expenditure rates using collected data from 100 of IT service companies. Unlike our presumptions, our finding presents a non-significant relationship between the R&D expenditure size and companies' financial performance. An interesting result among others is that all companies invested in R&D strongly believe there will be an increase of their financial performance in the future.

  • The IT services industry is considered as the leading industry of the ubiquitous age that raises a nation's overall productivity and efficiency. Therefore, it is receiving increasing attention as the industry that can bring about economic takeoff and successful overseas market entrance for the next generation. In order to achieve successful development, the industry should be competitive and armed with strategies that well demonstrate the characteristics of IT services. Therefore, it is important to explore the competitive factors of the industry for its qualitative development from the perspectives of IT services industry policies and as well as IT services companies. This study categorized IT services into three types-system integration, IT consulting, and IT outsourcing- and then examined the competitive factors of each service type and their relationships with financial and non-financial performances. In conclusion, the current competitiveness of domestic IT services industry is attributed to institutions environment rather than its competitive advantages in technology, quality, know-how, and highly qualified human resources. In order to facilitate the sound growth of the IT industry and seek reasonable market competition, the environment that puts its priority on the improvement of institutions environment and the ability to carry out a project needs to be established. In all, this study can be utilized as an important knowledge for the establishment of polices to foster IT services industry and of strategies that raise competitiveness to maximize the performances of companies.
