The purpose of this study is to analyze the current condition of green building education, which is a necessary condition to activate green architecture, with the need to reduce greenhouse gas emissions in the building sector. The main results are as follows. First, the level of education and the level of domestic green architecture were generally underestimated. Second, in order to increase the satisfaction of participants in green building education, it is necessary to increase the number of courses and to increase the number of lecturers who have excellent practical skills. Third, there is a need to strengthen green building programs related to BEMS and green remodeling. Fourth, it is necessary to expand the education on green architecture for the people in the architectural planning and design field and the related field officials. Fifth, green building education needs to be implemented in conjunction with curriculum of elementary, middle and high school. Sixth, it is necessary to diversify the PR(public relations) channels of the green building education program and to provide a way to give the employment increase point when the curriculum is completed. Seventh, there is a need to expand administrative and financial incentives for green architecture in order to revitalize green architecture education.

This paper aims to evaluate the Industrial Complex Campus Program and to provide policy recommendations for promoting effectiveness of industrial complex campuses through the in-depth case study on the Changwon Industrial Complex Campus Program. The survey shows that the program contributes to not only strengthening the R&D capacities of SMEs within the cluster, but also promoting the interactions between local companies and local universities. But it claims that the industrial complex campus program reveals some limitations to supporting effectively local enterprises. First, It is necessary to maintain regional balance in terms of the sites of the implementation of the program. Second, the policy management plan and the monitoring system of the program should be established for the purpose of the self-reliance of industrial complex campuses, regardless of the government financial support.

The Korean government is currently expanding the business startup incubator support program and funds for new ventures with innovative technology in order to spread the second venture boom. However, despite the fact that entrepreneurial education and mentoring that entrepreneurs should have are important parts for the sustainable growth of the startup, some companies selected for government support programs are reluctant to participate in programs such as entrepreneurship education and mentoring for the sole purpose of funding commercialization. This research addressed the effects of entrepreneurial alertness with opportunity awareness as its medium and the small business mentoring service along with the number of times the mentoring has taken place, on the corporate performances. The results of empirical research are as follow: the first one is that scanning-search and evaluation-judgment can influence a company's performance (financial, non-financial) through opportunity recognition, with the exception of association-connection, which is a sub-factor of entrepreneurial alertness. Secondly, it was found to affect a company's financial and non-financial performance through opportunity recognition for financing mentoring, technical support mentoring, and management support mentoring. Thirdly, it was found that the number of mentoring also affects the financial and non-financial performance of a company through opportunity recognition. The implications of this study are that it should be revisited that program managers consider rooms that do not violate the startup founder's strategic decision-making opportunities when designing and operating the program as entrepreneurial alertness sub-factor association-connection does not affect corporate performance through opportunity recognition. This study also emphasizes the need for customized mentoring to meet the outcome goals of each startup, as it has been empirically clarified that the mentoring provided to the startup by the government's support is important. The contribution of this research is that entrepreneurial alertness and opportunity recognition that are treated as important components in research for entrepreneurship, and the factors of mentoring and mentoring frequency that are recognized as important elements in the practical aspect of startup business are clarified theoretically and empirically as an influential factor in corporate performance. And this study also provide a rationale for the startup business support agency supplying mentoring.

The major purpose of this study was to investigate chief's perception of institution management according to the types of the institution for the child care and education. The subjects for the analysis were 220 chiefs who actually run the institutions for the child care and education, including kindergarten, private nursery, group day care home, and private educational institute. The data were analyzed by the five different methods, which were frequency, percentage, chi-square test, one-way ANOVA and Scheffe test, using the 7.5 version of SPSSWIN program. The major research results were that (1) the chiefs of the institutions for the child care and education have suffered many difficulties in the administrative and financial respects ; (2) the main area in need of the government's assistance is either that of personnel expenses for teachers or that of expenditures necessary for improving their status ; and (3) on the whole chief's perception of institution management differed by the types of the institution for the child care and education.
Ecological restoration aims to reverse the degradation of ecosystems that occurred as humans have affected landscapes. This study was conducted in part of a larger project to develop participatory ecological restoration procedures for disturbed areas in Baigdoodaegahn which is a major mountain range in the Korean Peninsula. The case of alpine farmland at Kangwon-do was selected to apply the theoretical framework of participatory restoration since the nutrient contents in alpine solid under vegetable cultivation degrade water quality in the watershed while farmers in the region are economically struggling due to imports of vegetables from China. The reciprocal model of restoration was applied to cope with interactions between human and ecosystem needs in ecological restoration. A series of environmental education and eco-tourism programs were developed and incorporated into the participatory restoration project to rebuild social-cultural aspects of the community as well as to restore the biophysically disturbed area while meeting both ecological needs and human needs. This study suggests that participatory projects will be more successful when experts support the local residents and citizens in restoration process, when leadership are developed through social learning, and when ecological, financial and social factors of restoration are integratedly considered.
Purpose: The purpose of this study is to develop the curriculum model for occupational health nurse specialist in Korea. Method: Internet searching was conducted to analyze the type of master program for occupational health nurses in the U. S. To identify the importance of occupational health nurse specialist (OHNS)'s role, self-administrative questionnaire survey was done to335 occupational health nurses through postal mail and continuing education in 2003. SPSSWIN 10.0 was used for data analysis. Results: In the U. S., two main types of nurse practitioner program and nurse manager program are separately operated for occupational health nurses as master level. Under the governmental support, geographical and financial barrier can be decreased through the distance learning and the appointment of regional ERC. Most occupational health nurses recognized importantly the role of OHNS as direct care provider, educator, consultant, and manager. Conclusion: It is recommended that the job standard for OHNS needs to be developed, and regulation has to be changed for the diverse curriculum based on the need of occupational health nurses, and governmental support must be strengthened for occupational health nurses to apply more easily to the program.
Objective: The purpose of this study was to suggest institutional improvements and support measures for the opening process of new entrusted public daycare centers by exploring the experiences of the directors of daycare centers. Methods: In-depth interviews were held with nine directors of daycare centers in Sejong City. The recordings of the interviews were databased, and then the data were analyzed by categorizing the content. Results: First, the participants of this study were interested in the national/public daycare service consignment program and were eager to be selected for the program. They also had high expectations for operating daycare centers. Second, while preparing for the opening of the daycare center, the participants encountered problems after being selected for the program in terms of finance, facilities, equipment, and personnel management. Third, after opening the center, the participants went through the "survival period" as they had to overcome many issues while operating the center on their own. Conclusion/Implications: This study suggested financial and administrative improvements and support measures required for the consignment program so that daycare center directors can successfully and sustainably open and operate daycare centers.
This study is an effort to make policy suggestions by analysing the current health examination program as a benefit service provided by the national health insurance system, including health screening for the insured, screening of cancer and chronic diseases for their dependents. Analyses found some issues being gave attention to; 1) The insured under the community health insurance system do not get the health examination benefit. A program for them should be set to have equity in benefit services. 2) Low rates of using screen services compromise purpose and the efficiency the services have first intended to. An immediate attention should be made to increase low rate of use of screen test to detect chronic diseases in particular. 3) Selection of diseases and test items covered by health examination program does not reflect the need of the insured, but to reflect financial resources of the national health insurance system. 4) Lack of health screening facilities and their geographical maldistribution is observed, which with preference of a general hospital as a screening post by the insured may lead to unreliable test. 5) A follow-up system should have been developed for the suspected classified by test results of carrying chronic diseases. They should be cared for within the health examination program. Public health care systems incorporate such a system, along with caring for those who are in need of having a health counselling on preventive care. In conclusion, the national health insurance system should be a medical insurance of giving a higher priority on preventive care benefits, health examination program in particular. That could be done by making rearrangements of test items, screening methods and system, rationalizing current reimbursement system of service fee, increasing accessibility to and utilization of the services, and making an establishment of follow-up system.
Since the Gifted and Talented Education Promotion Law was enacted 15 years ago, in Korea, gifted education in Korea has continued rapid and quantitative growth. The number of gifted classes or institutes for the gifted have increased, as well as the number of gifted education teachers increasing their participation in professional development training and educational activities. However after 2014, gifted education is somewhat shrinking. Due to the controversy of private education and expansion of social welfare in Korea, administrative and financial support for gifted education is being reduced. This study reviewed the gifted education policies promoted by successive governments and analyzed the relationship between politics and support for gifted education efforts by the government. In addition, the phenomenon of the recently shrinking gifted education in Korean society was analyzed in various aspects. These aspects include: decreasing quantitative growth due to the weakening of administrative and financial support from central and local governments on gifted education, regulations on suppressing private education, social inequality to gifted education access, and lack of solidarity in the gifted education scholastic community. Based on this analysis of gifted phenomenon, ways of developing the ideological and practical aspects of future-oriented gifted education were suggested. In the ideological dimension, it was emphasized that gifted education must move away from insularity and the adhesive perspective of Korean society on the concept of giftedness, the concept of intelligence and the recognition of the legitimacy of gifted education. On the other hand, in the practical dimension, the following points were identified: the collection of empirical data on the economic impact of gifted education, gifted education amendment of the statutes, adaptation of the gifted education program with gifted identification, diversification of gifted education service system, and actively promoting new research topics in relation to the Gifted and Talented Education.

This study is to observe and activate a groping of education based on the perceptual responses from the teachers and the students in fisheries schools. The conclusions of this study are as follows : First, lower level of the perceptual response was estimated in the curriculum and experimental courses, the financial and administrative supports from the Government, the contribution of a fisheries high school to the local society the wages of seamen and the co-works between the industries and the academies. Second, a careful consideration is needed for the fisheries school to have a different shape. As one way for co-works of the industries and the academies, two year program in school and one year internship in a related company should be formed for the curriculum in a fisheries high school. A localized support for sea area, a fisheries high school's role as a re-eaducation for the seamaen and opening a educational graduate school for teachers in the fisheries university are pursued. Third, the perceptual response from the teachers and the students are globally weighted in the acquisition of the license with a graduation of the school and then the credit for the military services, the entering into the same area of the higher education, the expansion of the experimental materials in the courses, developing the curriculum, the Governmental supports and the awareness for the local society, in order. The issues indicated here should be researched continuously for activating the education in the fisheries high schools.
