It has three main functions: educational for children, ecological for nature, and cultural for residents. In spite of its diverse functions and roles, the actual conditions and achievements of school forests have not been correctly evaluated, resulting in institutional inertia. To improve these problems, this study was synthetically conducted by the post occupancy evaluation of users(residents, teachers and students) at school forests. This study can be summarized as follows: 1. The cognition and satisfaction level of school forests supported by private organizations was higher than those by local governments. Therefore, the establishment of a post management system of private organizations is more effective than the simple financial support of local governments. 2. The frequency of use of school forests by residents was higher than that of teachers. Their purposes were mainly to rest or walk However, teachers used school forests for nature observation and education. 3. In a survey of teachers about a reform measure and problems of school forests, the necessity of a post management system and financial security were significant requests. In addition, steady publicity and education, participant program, and incentives for teachers should be considered. This study is meaningful to systematically develop and activate the school forest movement. The integrated approach to the school forest movement reflects opinions of related users and is expected to become a useful foundation in studying about the improvement of city environments.

  • The purpose of this study is to conceptualize some issues around university restructuring in Korea, and explore rational-practical solutions ensuring the survival of higher education institutes confronting many challenges like rapid decreasing rate of birth, global open market of higher education system, and the phenomena of concentration on capital city area etc.. In order to achieve study goals, higher education policies and provisions of past governments from DaeJung Kim's to current MeongBak Lee's were analyzed, and also characteristics and directions of university restructuring of each government were identified. Through this analysis, it was evident that the main concern of university restucturing discourse was primarily focused on how to make public universities have high level of competitiveness. On the other hand, private universities had been totally alienated from university restructuring discourse since 1990's, despite their historical and great contributions to national development of our country. Based on some criticisms of educational policies of national government and partial revision proposal of the higher education act initiated by a few assemblymen, this study suggested eight solutions for developmental restructuring of private universities; constructing comprehensive framework of university restructuring, keeping market-friendly restructuring principle to allow universities take an autonomous position, revising methods, criteria and indexes of university evaluation, reducing the number of enrolling students, not the number of universities and colleges, a new policy to develop local universities allying with universities located at capital city area, differentiating private universities into two types of semi- or quasi-national university and complete autonomous university, legislating financial supports to private universities, and lastly, equal treatment of public and private universities in pursuit of half price tuition.

  • This paper has studied the monetary policy in Korea with a time varying VAR model using four key macroeconomic variables. First, inclusion of the exchange rate was a crucial factor in evaluating Korean monetary policy since the monetary policy demonstrated sensitivity to exchange rate movements during the crisis periods of both the Asian financial crisis of 1997 and the global financial crisis of 2008. Second, a specification of the stochastic volatilities in TVP-VAR model is important in explaining excessive movements of all variables in the sample. The overall moderation of variables in 2000s was more or less due to a reduction of the stochastic volatilities but also somewhat due to the macroeconomic fundamental structures captured by impulse response functons. Third, the degree of the monetary policy effectiveness of inflation was mitigated in recent periods but with increased persistence. Lastly, the monetary policy stance towards inflation stabilization has advanced ever since the inflation targeting scheme was adopted. However, there still seems to be a room for improvement in this aspect since the degree of the monetary policy stance towards inflation stabilization was relatively weaker than to output stabilization.

On the basis of the realities mentioned above, this study was intended to pave the way to work out the improvement programs as follows: First, it is critical that the financial support from the government should be increased. Second, it is necessary to improve the training of personnel concerned with the handling of domestic violence cases.
