  • Digital photogrammetry is one of the powerful tools for surveying in more perceptual ways and exploiting the continuously developing computer technology. Nowadays, digital photogrammetry is being used for a number of industrial measurements and inspections but the automation aspect of this technique is not fully developed yet. Photogrammetric work, which is obtained through usual workflow, delays for a big amount of CGP surveying, interpretation and cadastral information. Therefore through studying ways of reducing the volume of photogrammetric works, financial opportunities for digital photogrammetry can be found. This research is focused on the development of the new workflow and study algorithm in digital photogrammetry. Using this result we can reduce financial expenses and improve technologies of topographic and cadastral plans creation.

  • The purpose of this study is to figure out the impacts of technological innovation and cost management on productivity in small shipping industries to come up with developmental implications. To achieve this, a survey was carried out to 150 workers in small shipbuilding industries through April 2 to April 20, 2012. As for findings stated above, technological innovation and cost management in the Korean small shipbuilding industries were key factors that elevate financial and non-financial productivity. In the light of low technological prowess and cost structure of small shipbuilding industries, their productivity can be improved when intensive cost management with production factor technology as know-how is realized through quality management, which product development technology is the top priority as an independent niche strategy. Consequently, the combination of infrastructures in small shipbuilding industries with continuous efforts for cost reduction by the link to the systematized structure can't only secure their independent competitiveness, but raise their productivity.

  • Since the financial turmoil in 1997, both the national and local governments have initiated a variety of policy measures to support small and medium-size firms to strengthen the national and regional economies. It is no doubt that such policies contributed to establish better business environment for them. However, many analytical reports and academic studies in recent years diagnose that the economy conditions for the small and medium-size firms are in crisis because many policy measures are made based on the supply-side approach rather than demand-side consideration. In order for the governments' efforts to be more realistic and effective, it is necessary to see what the policy target groups(that is. the small and medium-size entrepreneurs) want. This study surveyed entrepreneurs in Hwaseung city, Kyonggi-do, which has more than three-thousands of small and medium-size firms. It finds that in spite of locational advantages and a variety of policy supports from the provincial and local governments, they need more financial supports, more effective mass transportation system for commuting workers. less bureaucratic barriers, and so on.

  • As smart phones have become widely adopted, they have brought about changes in individual lifestyles, as well as significant changes in the industry. As the mobile technology of smart phones has become associated with all areas of industry, it is not only accelerating innovation in other industries such as shopping, healthcare service, education, and finance, but is also creating new markets and business opportunities. The preparation of thorough security measures for smart phones is increasing in demand. While offering excellent mobility and convenience, smart phones can be exposed to a range of violation threats. In particular, it is necessary to make efforts to develop a security system that can preemptively cope with potential security threats in the banking service area, which requires a high level of reliability. This paper suggests a security reference model that is considered for the smart phone-based joint mobile banking development project being undertaken by the Bank of Korea in 2010. The purpose of this study is to make a security reference model for a reliable smart phone-based mobile financial service, by recognizing the specific security threats directed toward smart phones, and providing countermeasures to these security threats. The proposed mobile banking security reference model is useful in improving system security by systematically analyzing information security threats to the mobile financial service, and by presenting the guideline for the preparation of countermeasures.

  • In recent years, reductions in infant mortality have mainly been accomplished by improving the survival of premature and low birth weight infants, however premature infants still remain at great risk. The purpose of this study was to review the maternal child health service related to premature infants and to provide a future direction for improving maternal child health (MCH) in Korea. We reviewed two MCH services which are directly related to premature infants: 1) a registry and financial support program for families with a premature infant, and 2) financial support to build neonatal intensive care units in rural public hospitals. Suggestions are made for the development of a national vital signs record system to identify high risk infants and to monitor the trends in infant mortality due to prematurity. Prevention efforts and preconception care for childbearing women is also an important strategy to reduce the rate of preterm births. Finally, we need consider long-term follow-up plans for premature infants for a successful transit to the special education system. Developing MCH policy related to premature infants that decreases the occurrence of premature may decrease infant mortality, and also improve maternal and child health services.

  • Following rapid industrial development and urbanization in Korea, there is a need for the Government to implement effective control of pollution and to undertake specific schemes in areas where pollution of the environment is severe. In response to this need, Government of Korea prepare Han River Basin Environmental Master Plan Project for water, air, solid waste to cover environmental protection of the Han River Basin. The Project area is approximately 27,000 sq. Km extending over Seoul, Kyunggi, Kwangwon, Chungbuk Province. The total population of Master Plan Project area is approximately 11.6 million, or one-third of the total population of Korea. There are about 8,000 industries, including those located in 16 industrial complexes, in the project area. The scope of work and terms of reference are the following: (1) A Summary of existing land use and forecasts for changes in land use by the year 2,000. (2) Emission inventories for air, waste water, and solid wastes. (3) Forecasts of future population growth patterns and pollution loadings. (4) Identification of specific projects needs to reduce pollution levels and satisfy the environmental quality standards. (5) A Program of enforcement to include (i) self monitoring, and (ii) governmental inspections and surveillance. (6) A program for quality improvement and quality assurance of environmental measurements. (7) Reports summarizing all data collected analyzed during the study. • Some problems with the definition, collection, organization, management and use of classics and some solutions for these aspects are presented in this study, in terms of the activation of classics department management. While trying to put these solutions together and to make some basic remedies, we lead to the following facts. First, the understanding on classics should be changed. The ideas that classics are very valuable, so they are only for preservation should be turned to that of making them actively used by the users. And policies as a result of positive interests should be established. Secondly, a written collection development policy statement should be maintained. All the regulations and policies on collection, organization, management and use of classics have to be expressed clearly in this document, in order for the positive and consistent activation of classics department. Thirdly, professional librarians who deal with classics are needed. In order for providing classics service efficiently, first of all, professional librarians who have professional knowledges on classics and are able to provide satisfactory services to their users are needed. And, Financial su n.0, pport for the classics department should be improved. At present, there are few financial su n.0, pports for the classics department in the common libraries. In this situation, it is very hard to activate the use of classics.

  • This paper analyzes the profitability of the Private Finance Initiative(PFI) ports and proposes the application plans of the R-project(Rehabilitate project) for old ports to attract and activate private investment in the port industry. The R-project of old ports can reduce the government's financial budget and provide improved facilities for users more quickly than the public sector comparator. Before suggesting the R-project for old ports, the profitability of the currently operating 11 companies of the PFI ports are analyzed using the four ratios of profitability, and the results show that all the companies indicate low profitability, except for the top three companies. To apply the R-project, the three types of R-project ports are categorized as maintaining the function of the port, changing the function of the port, and mixing the function of the port. Additionally, three obstacles and improvement measures are suggested; attracting private business, legal issues, and administrative procedures. This study is conducive to the policy making for the port renewal and the activating PFI for the port industry.
