Integration of Logistics Systems of Developing Countries into International Logistics Channels

  • Modern logistics significantly influences the globalization and internationalization processes. Logistics systems are becoming increasingly important in today's rapidly changing environment. On the other hand, the development of global economic integration, business globalization contributes to the creation and development of international logistics systems and global supply chains towards the international market. The aim of the article was to investigate the national logistics systems of developing countries in the context of their integration capabilities. The main methods used in this study are statistical analysis, index, graphical and analytical methods, methods for estimating structural dynamic shifts, comparisons. Commonly used methods of economic research, as well as statistical analysis and interstate comparisons, economic modelling (trend analysis to determine the forecast level of LPI for Ukraine), etc. were also involved. It is noted that the problem of development of logistics systems in developing countries was insufficiently covered in scientific research. The study suggests that the integration capabilities of national logistics systems are determined by the logistics performance of each country and the favourable logistics environment for integration transformations. This allowed analysing the state of the logistics systems of Poland, Bulgaria, India and Ukraine, and identifying the factors that determine it. The logistics environment of Poland, Bulgaria, India and Ukraine, as well as the factors of its formation are evaluated. The components of the logistic portrait of the country in the context of integration capabilities of the logistic system are offered. Trend analysis of LPI was carried out on the example of Ukraine, which showed positive trends in the logistics system and allowed drawing conclusions about increasing integration into international logistics channels based on its geopolitical location, improving the characteristics of the logistics environment, including customs regulation, and improving the efficiency of the national logistics system. Prospects for further research involve studies of the impact of pandemics, globalization, digitalization on logistics systems, including that of developing countries.

  • The purpose of this study is to develop a model for renewing old public buildings by incorporating mobility technology into them for the convenience of citizens' transportation and the enhancement of public services, and to propose support measures to improve the direction of implementation. The main contents and results of this study are as follows. First, the renewal target site was selected based on the technical considerations and evaluation criteria required for the renewal of public buildings incorporating mobility technology, and the construction was planned by analyzing the necessary mobility technology based on the size, area, and district unit plan of the selected target site. Second, the expected cost was calculated based on the construction plan and the financial support plan necessary for reflecting mobility technology was proposed. Third, the improvement plan of the building code system required for the development of public building renewal incorporating mobility technology was proposed. This study had limitations in that it could not reflect detailed construction costs due to the lack of design standards and experience, and it was difficult to identify specific problems due to the lack of specific operation methods and implementation cases.

Corporate Governance and Managerial Performance in Public Enterprises: Focusing on CEOs and Internal Auditors (공기업의 지배구조와 경영성과: CEO와 내부감사인을 중심으로)

  • Considering the expenditure size of public institutions centering on public enterprises, about 28% of Korea's GDP in 2007, public institutions have significant influence on the Korean economy. However, still in the new government, there are voices of criticism about the need of constant reform on public enterprises due to their irresponsible management impeding national competitiveness. Especially, political controversy over appointment of executives such as CEOs of public enterprises has caused the distrust of the people. As one of various reform measures for public enterprises, this study analyzes the effect of internal governance structure of public enterprises on their managerial performance, since, regardless of privatization of public enterprises, improving the governance structure of public enterprises is a matter of great importance. There are only a few prior researches focusing on the governance structure and managerial performance of public enterprises compared to those of private enterprises. Most of prior researches studied the relationship between parachuting employment of CEO and managerial performance, and concluded that parachuting produces negative effect on managerial performance. However, different from the results of such researches, recent studies suggest that there is no relationship between employment type of CEOs and managerial performance in public enterprises. This study is distinguished from prior researches in view of following. First, prior researches focused on the relationship between employment type of public enterprises' CEOs and managerial performance. However, in addition to this, this study analyzes the relationship of internal auditors and managerial performance. Second, unlike prior researches studying the relationship between employment type of public corporations' CEOs and managerial performance with an emphasis on parachuting employment, this study researches impact of employment type as well as expertise of CEOs and internal auditors on managerial performance. Third, prior researchers mainly used non-financial indicators from various samples. However, this study eliminated subjectivity of researchers by analyzing public enterprises designated by the government and their financial statements, which were externally audited and inspected. In this study, regression analysis is applied in analyzing the relationship of independence and expertise of public enterprises' CEOs and internal auditors and managerial performance in the same year. Financial information from 2003 to 2007 of 24 public enterprises, which are designated by the government, and their personnel information from the board of directors are used as samples. Independence of CEOs is identified by dividing CEOs into persons from the same public enterprise and persons from other organization, and independence of internal auditors is determined by classifying them into two groups, people from academic field, economic world, and civic groups, and people from political community, government ministries, and military. Also, expertise of CEOs and internal auditors is divided into business expertise and financial expertise. As control variables, this study applied foundation year, asset size, government subsidies as a proportion to corporate earnings, and dummy variables by year. Analysis showed that there is significantly positive relationship between independence and financial expertise of internal auditors and managerial performance. In addition, although business expertise and financial expertise of CEOs were not statistically significant, they have positive relationship with managerial performance. However, unlike a general idea, independence of CEOs is not statistically significant, but it is negatively related to managerial performance. Contrary to general concerns, it seems that the impact of independence of public enterprises' CEOs on managerial performance has slightly decreased. Instead, it explains that expertise of public enterprises' CEOs and internal auditors plays more important role in managerial performance rather than their independence. Meanwhile, there are limitations in this study as follows. First, in contrast to private enterprises, public enterprises simultaneously pursue publicness and entrepreneurship. However, this study focuses on entrepreneurship, excluding considerations on publicness of public enterprises. Second, public enterprises in this study are limited to those in the central government. Accordingly, it should be carefully considered when the result of this study is applied to public enterprises in local governments. Finally, this study excludes factors related to transparency and democracy issues which are raised in appointment process of executives of public enterprises, as it may cause the issue of subjectivity of researchers.

A Study on Policy Directions for Regional Development of North Korea (북한 지역개발 방향에 대한 연구)

  • In order to minimize regional disparities between the North and the South, it is very important to reduce shortages of food and energy in North Korea in the short and mid-term. In the long term, it is important to reduce not only regional disparities between two Koreas but also regional disparities in North Korea. It is important to consider national policies of the North, the South and other countries in Northeast Asia in the process of building regional development policies for North Korea because the future of regional development in North Korea depends on policies of stakeholder in Northeast Asia. This study suggest some policy directions for regional development in North Korea. At first, building new industries, such as hi-tech industries and MICE, is important for regional development potentials in North Korea. Also, we should take some special development strategies according to regional potentials in North Korea. For example, Nampo region should be specialized through hi-tech industries. Wonsan region should be specialized through MICE. Finally, this study suggests some policy issues to the South Korean government. Financial support from South Korean government about inter-Korean economic cooperation should have priorities on the regions where have potentials of hi-tech industries and MICE. Also, we should implement inter-Korean economic cooperation policies under consideration about spatial aspects.

Performance and the Current Reform Process of Regional Development Agencies in England (영국 지역발전기구의 활동 성과와 구조재편 동향)

  • Since their establishment in 1999, Regional Development Agencies in England have been a critical catalyst for sustaining regional development, by linking the central government and the region. Nevertheless, the new Coalition Government formed in May 2010 is to abolish RDAs and is to be replaced by Local Enterprise Partnerships(LEP). This article looks at the performance and the present reform process of the English Regional Development Agencies(RDA). It argues that RDAs have been a sort of laboratory to expose the possibility of realizing the new regionalist approach away from the government-centered approach. Nevertheless, the case of RDAs in England shows that the RDA model is less likely to be effective without substantial devolution. It shows that the extent to which RDAs contribute to the regional economy tends to be much higher in soft infra-centered projects, such as business supports and skills development, than physical infrastructure projects. It argues that the LEP model, which is to replace RDAs, is controversial, especially in terms of spatial boundary and financial structure.

  • The main aim of this paper is to explore the Korean development strategy in the context of trajectories of the economic development from 1961 to 2010. The fast and high growth in the period of 1961 and 2010 resulted from the 'export-oriented industrialization' through a combination of 'mass production-mass exports' and '(relatively) high productivity-low wages' up to the late 1980s, a mixture of 'mass production-mass exports' and '(relatively) high productivity-high wages' to the late 1990s, and a combination of the reformation of public and private sectors for overcoming the Korean financial crisis and the gradual improvement of the marketization and social safety net since 2000. With respect to this model of development, the global and national modes of regulation were established. Along with the formation of endogenous forces (as the national mode of regulation), that of exogenous forces (as the global mode of regulation) are the important rules of the game at the global level, which lead and stabilize the process of accumulation by the export-led industrialization in Korea. In this respect, the establishment of global modes of regulation is led by exogenous forces such as trade regulations, exchange rates, global-Korean industrial relations, and global regulations of loans to developing countries. On the other hand, the national modes of regulation are formed by endogenous forces such as the triangular relationship of the state, capital and labor.

  • In this research, we analyzed the research and development process of small and medium enterprises, and diagnosed the problem of the research and development process of domestic small and medium enterprises, and evaluated the influence of innovative ability on the speed of research and development and corporate performance. In evaluating these effects, it is possible to grasp the direction of power generation according to the type of analysis, taking into account the meltdown factor of factors related to innovative capabilities. The main purpose of this research is to confirm the influence on the speed of research and development according to the innovative capacity and business environment and to verify the reliability and validity of the research by Klumbach alpha Was used. In this research, we analyzed how the speed of R & D affects R & D activities, it is a research aimed at the necessity of a resource-based approach to the internal capacity of a company, Have a valuable value. Based on the influence on the company, each factor is a research that analyzed the influence on R & D and financial indicators through maintaining company's development level, Research that has practical value that can base on the development of R & D capacity on corporate strategy formulation.

Analyses of Perceptions to Hindering Factors and Development Factors for Water Leisure Activation (수상레저 활성화의 제약요인 및 발전방안에 대한 인식도 조사)

  • The purpose of this study was to analyze perceptions to hindering factors and development factors for water leisure activation. In order to accomplish the study purpose, this study employed a survey method with water leisure participants and employees from 6 regions(participants=205, employees=117). The data were analyzed using independent t-tests at a=.05 and following findings were derived from current study. First, among 20 hindering factors, water leisure participants had higher levels of perceptions than employees in licence system, limited activation regulation, departure report regulation, absence of exclusive organization, lack of providing information, lack of participative events and support systems. Second, relatively highly perceived hindering factors included departure report regulation, limited activation regulation, licence system, lack of government support, lack of mooring facility and lack of exclusive charged organization, in order. Third, the important development factors perceived by participants included support for licence and education and diversified water leisure programs but those perceived by employees included placement of educated experts and related event host and publicity. Finally, relatively highly perceived development factors included activation of free experience, promotion of marina development, support for licence and education, diversified programs and support for water leisure business. Accordingly, the findings provided fundamental information that both central and regional government can utilize for further activating water leisure. In addition, several development strategies were discussed on financial support, facility support, human resource support, education support and event support perspectives.

Enactment of the Fundamental Act on Cooperatives and Its Implications for Rural Development Policy (협동조합기본법 제정 및 시행의 시사점과 농촌 정책의 과제)

  • The Cooperatives Act was enacted. This enabled people to establish easily cooperatives at various fields. A cooperative is an important vehicle for rural community development. Therefore, the enactment of the Cooperatives Act can be a significant chance for rural policy. The Cooperatives Act have made three significant changes. First, cooperatives can start businesses at all the fields except for financial and insurance business. Second, requisites for people to establish cooperatives have been alleviated exceptionaly. Third, the Cooperatives Act introduced a new cooperative organization, social cooperative which aims to serve the socially excluded class. The self-help approach places rural community members at the core of a development process with two goals: to improve the quality of life within the community and to facilitate the community's capacity building. Community cooperatives contribute to accomplish those goals. One of the roles for cooperatives is to provide products and services at competitive prices. Providing a good or service at a competitive price bcomes increasingly important in some rural communities declines. Cooperative development processes have bic impacts on the ablility of community members to increase human asset and social capital. We conducted a survey targeting rural community businesses to grasp inclinations toward establishing cooperatives. The Cooperatives Act has gained low level of recognition. But so many community businesses wanted to establish cooperatives. This means there is a possibility for many community businesses to establish cooperatives without sufficient understanding. We suggested some policy issues for coping with this situation, as followings. First, the governments should provides rural community residents with opportunities to learn about cooperatives. Second, the current legal systems and regulations about business and social service should be reviewed to do away with the possible discrimination between the new cooperatives and the other forms of incoporation. Third, the cooperation of cooperatives should be encouraged and facilitated in rural communities.

An Extended Benefit-Cost Analysis of Land Consolidation and On-farm Development Project -With Respect to Jigok Land Consolidation and On-farm Development Project in Seosan, Chungnam Province, Korea- (경지정리사업의 확장편익-비용분석 - 충남서산시 지곡지구를 중심으로 -)

  • The economic feasibility analysis including benefit-cost ratio and internal rate of return of a land consolidation and on-farm development project was mainly depended upon the direct benefits and costs arising during project life. Therefore the projects were neglected in allocating the government's financial funds and loans on account of the low economic rate of return of the project. Accordingly the extended benefit-cost analysis method should be introduced and adapted to cover not only the benefit s such as non-market values of environmental and food security fun ct ions of the project but also market values of the project outputs. The main purposes of this study are (1) to prepare a guide line for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits from productivity increase, labor saving, savings of O&M cost of farm mechanization and project facilities, savings of farmer's burden for their public health, increasing environmental and public functional value of paddy fields, improving food security condition and formation of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible to be included the values of non-market goods such as the food security and the environmental public function of paddy fields. To carry out this study, the existing publications on the guidelines for economic agricultural projects were reviewed and consultation was made with a For the post evaluation study of the land consolidation and on-farm development project, field survey in Jigok and other comparative area were made to get available information. According to the project completion report, Jigok land consolidation and on-farm development project has 55ha of benefit area out of 69ha of gross area. The project was started in November 11th, 2000 and completed october 30th, 2001. The total project costs were amounted to 2,548 million won and the annual project benefits were estimated at 335million won evaluated by domestic market prices. The ERR(Economic Rate of Return) and SRR(Social Rate of Return) of the project based on the shadow pricing system were estimated at 4.4% and 16% respectively. On the other hand, the ERR and SRR based on the domestic market value system were amounted to 6.37% and 14.62%. In conclusion, Korean land consolidation and on-farm development projects have not carried out from the view point of economic rate of return under shadow pricing system but from the view point of domestic pricing system. For the future feasibility studies on land consolidation projects have to be carried out including the non-market values as environmental and food security function of the projects.
