Problems and Countermeasures in the Construction Industry Application of the Serious Accident Punishment Act (중대재해처벌법의 건설업 적용 문제점 및 대응방안)

  • The Act on the Punishment of Serious Accidents to Prevent Large-scale Disasters, including Ferry Sewol and Taean Thermal Power Plant, passed the National Assembly on January 8, 2021, and has been in effect since January 27, 2022. However, the law, in which the representative of the headquarters is unlimitedly responsible for each worker's accident, is somewhat unreasonable at a time when a company owns dozens to hundreds of construction sites due to the nature of the construction industry. I agree with the purpose of enacting the law to reduce chronic serious accidents at construction sites, but it is necessary to carefully reconsider the implementation of the law in that punishment alone cannot achieve industrial safety. Previous studies focused on revising the Occupational Safety and Health Act, but there are few studies on the impact on the construction industry after the implementation of the Serious Accident Act. Therefore, this study attempts to derive problems related to the application of the Serious Accident Act and present improvement measures. To this end, after analyzing previous studies, SWOT analysis was performed by applying the Delphi method to derive strengths, weaknesses, opportunities, and threats. In addition, the results of two surveys of safety experts such as public institutions, academia, and companies were reflected, and its countermeasures were presented as follows. S/O strategy: establishing on-site execution capabilities of health and safety management system; W/O strategy: expanding legal and system execution checks; S/T strategy: establishing a risk response system; W/T strategy: expanding consulting by external specialized institutions

Critical Review of the Former Korean Regulations for Consumer Chemicals and the Humidifier Disinfectant Disaster (가습기 살균제 참사와 관련된 당시 생활화학물질 관리 법령에 대한 비판적 고찰)

  • Background: No study has examined the regulatory factors associated with fatal health problems due to the use of humidified disinfectants (HD) in South Korea. Objectives: This study aimed to identify and discuss the deficiencies and limitations found in the Toxic Chemical Control Acts (TCCA) that failed to prevent the health risk of chemicals in HD products. Methods: The South Korean TCCA was reviewed focusing on acts in operation from 1994 through the end of 2011, the period when HD was allowed in manufacturing and marketing. Results: The TCCA was the act intended to regulate the toxicity of chemicals in HD products. We found the TCCA to lack three key legal clauses which would have been essential to controlling the health risk of HD. First, there was the exemption of toxic and hazard testing for existing chemicals, including chloromethylisothiazolinone (CMIT), methylisothiazolinone (MIT), and benzalkonium chloride (BKC). Secondly, there were no articles requiring industry to provide animal inhalation test result for polymers such as polyhexamethylene guanidine (PHMG) and Oligo(2-)ethoxyethoxyethyl guanidine chloride (PGH). Finally, there was a lack of articles on examining the risk of products as well as on addressing changes in the usage of products. These articles were found to be generally provided in the US Toxic Substance Chemical Act (TSCA) and the EU Registration, Evaluation and Authorization of Chemicals (REACH). Conclusions: In conclusion, the Ministry of Environment of South Korea had not updated key articles for regulating hazardous chemicals, causing large-scale health problems due to HD which had been fundamentally addressed in chemical-related acts in other countries.

The Excavation and Making Storytelling of Cultural Landforms around Shincheon (stream), Guemho River in Daegu (대구 신천과 금호강 일대의 문화지형 발굴과 스토리텔링 구성)

  • This paper aims to excavate and make storytelling of cultural landforms around Shincheon, Geumho river in Daegu and then to build the strategy for making its application. The main results are as follows. 1) There are main cultural landforms such as Yongdubawi(龍頭岩, river cliff), river cliff, rock shelter(岩蔭), sheeting joint landform, river cave, tor, etc. around Shincheon. 2) there are main cultural landforms such as riverine wetland, ferry, point bar, river cliff, Hwadam(畵潭, pool), Donghwacheon(stream), Mutae(無怠), Chimsan(hill), Yeonamsan(hill), Sanghwadae(river cliff), etc. around Geumho river. 3) It is necessary to excavate and restore cultural landforms around Shincheon and Geumho river for protection, Also the valuable cultural landforms should be designated as cultural assets in order to prevent damage. 4) Considering from application of cultural landforms around Shincheon, natural observation site need to be designed for experiencing culture, history and ecological environment. However, in viewpoint of application of cultural landforms around Geumho river, it is much better to plan a few of Geumho river cultural landform trails for self-guided tour.

A study on the improvement of the basic safety education system for fishing seafarers (어선원 기초안전교육제도 개선방안에 관한 연구)

  • This study attempted to solve the problem that the current safety education contents of Korean fishing vessels are not consistent with the STCW-F Convention and do not properly reflect the actual operating environment of the fishing vessels. Despite the reinforced duty of safety education for fishing vessels after the Ferry Sewol accident, the problem has been pointed out that the effectiveness is still low due to merchant-oriented education contents and uniform education methods. Therefore, this study compared and analyzed laws related to safety education for fishing vessels and the STCW-F Convention, and derived improvement measures by collecting voices from the field through a survey of fishing vessels. As a result of the study, it was confirmed that the current fishing vessel safety education does not take into account the reality of fishing such as fishing vessel type, navigation distance, and ship output, and that the core curriculum required by STCW-F Convention is omitted. In addition, it was found that education content on major accident types that frequently occur along the coast was also insufficient. In order to improve this, this study proposes to re-establish the target of safety education for fishing vessels based on STCW-F Convention related to fishing vessels, and to prepare a segmented education system by reorganizing the training contents to suit reality. In addition, the need to clearly distinguish the education of merchant and fishing vessels through the revision of the Seafarers Act and the Ship Employees Act was suggested, and to establish a safety education system for fishing vessels that meets STCW-F Convention and domestic conditions.

  • Nowadays, based on the 4th Industrial Revolution, by using the CHATGPT function and 3D virtual reality technology, anyone can easily open a virtual environment WEB-based, smart tourism OPEN source and travel destination without having to directly visit the travel location in the real world. Using the API function, it provides the convenience of virtual tourism. However, this function does not work if the travel transportation system is suddenly changed due to sudden bad weather, travel operation information cannot be checked in real time, and due to a lack of flight cancellation information and passenger ship operation information, it cannot be used until the plane or ferry departs normally. A very inconvenient problem arises where you have to wait a long time in the waiting room. Therefore, in this paper, in order to solve this problem, automatic duty-free product information and automatic product payment functions were added even when passenger ship cancellations and operation information suddenly occur due to bad weather and multiple products are purchased during the trip. In addition, the computer simulation experiment was conducted on a WEB basis so that anyone can conveniently travel smartly.

A Study on Crowd Evacuation Simulation Validation Method using The Safeguard Validation Data Set (SGVDS) 1 and 2 (The Safeguard Validation Data Set (SGVDS) 1과 2를 활용한 군중 대피 시뮬레이션 검증 방안에 관한 연구)

  • In recent years, building architecture has become increasingly complex and larger in scale to accommodate many people. In densely populated facilities, the interiors are becoming more intricate and high-rise, with narrow corridors, hallways, and stairs. This poses challenges for evacuating occupants in case of emergencies such as fires, making it crucial to assess the evacuation safety in advance. In evacuation safety research, there are significant limitations to theoretical studies owing to their association with crowd behavior and human evacuation characteristics, as well as the risks associated with experiments involving human participants. Consequently, evacuation experiments conducted using simulation-based methodologies are gaining recognition worldwide. However, crowd simulations face validation difficulties because of variations in crowd movement and evacuation characteristics across different cases and scenarios, as well as the challenge of accurately reflecting human characteristics during evacuations. In this study, we investigated validation methods for evacuation simulations using the SAFEGUARD validation data set (SGVDS) provided by the University of Greenwich, UK. The SGVDS collects data on crowd evacuations through actual evacuation tests conducted on ColorLine's large RO-PAX ferry and Royal Caribbean International's cruise ships. The accuracy of the crowd simulations can be validated by comparing SGVDS and crowd simulation results. This study will contribute to the development of highly accurate crowd simulations by verifying various crowd simulations.

Heterologous prime-boost with the mRNA-1273 vaccine among CoronaVac-vaccinated healthcare workers in Indonesia

  • Purpose: This study was performed to investigate humoral immune response and adverse events upon the heterologous prime-boost with a single dose of the mRNA-1273 vaccine among fully CoronaVac-vaccinated, infection-naïve healthcare workers in Indonesia. Materials and Methods: One hundred twenty-five eligible healthcare workers were recruited from one hospital for this prospective cohort study. Blood collection was conducted twice, i.e., on 7 days before and 28 days after the booster vaccination. The titer of anti-SARS-CoV-2 receptor-binding domain (RBD) antibodies was quantified accordingly. The post-vaccination adverse event was recorded for both CoronaVac and mRNA-1273 vaccinations. Any breakthrough infection was monitored during the follow-up period. Wilcoxon matched-pairs signed rank test was used to test differences between groups. Results: A significant increase was observed in the titer of anti-SARS-CoV-2 RBD antibodies upon receiving the mRNA-1273 booster (geometric mean titers of 65.57 and 47,445 U/mL in pre-and post-booster, respectively), supporting the argument to use heterologous prime-boost vaccination to improve the protection against COVID-19 in a high-risk population. The mRNA1273 vaccine, however, caused a higher frequency of adverse events than the CoronaVac vaccine. Nonetheless, the adverse events were considered minor medical events and temporary as all subjects were not hospitalized and fully recovered. Of note, no breakthrough infection was observed during the follow-up to 12 weeks post-booster. Conclusion: The heterologous prime-boost vaccination of healthcare workers with a single dose of the mRNA-1273 vaccine generated a significant elevation in humoral immune response towards RBD of SARS-CoV-2 and was associated with a higher frequency, but minor and transient, adverse events.

The Development of a Ship Firefighting Drill Simulator (선박소화훈련 시뮬레이터 개발에 관한 연구)

  • After the Sewol Ferry accident, the importance of maritime safety has been emphasized in Korea. In particular, educational and experience training are not only being conducted for maritime personnel but also in schools and at maritime-related organizations in order to broadly instill maritime safety awareness. Based on SOLAS regulations, safety education for sailors conducted every 10 days passenger boats, and fire-fighting drills and abandon-ship training should be conducted once a month on merchant ships. After the Sewol Ferry accident, the maximum number of trainees was reduced from 40 to 20 in order to improve the effectiveness of these training sessions by requiring all trainees to participate in the actual training. The current training process consists of two steps: textbook-based theoretical training and actual practice. Current training environment provides limited capability from human and facility recourses which limit the numbers of trainee participated and system operation time. By introducing the simulation training, it will improve the trainee skill and performance prior to the on-site training and allow the more effective and rapid progress on actual practice. Therefore, it will be proposed the three-step training method in order to improve the effectiveness on fire-fighting drill in Maritime Safety Education on this study. This study suggests a three step training method that would increase the efficiency of maritime safety education. An image-training step to enhance individual task awareness and equipment usage via simulation techniques after theoretical training has been added. To implement this simulation, a virtual training session will be conducted before actual training, based on knowledge obtained from theoretical training, which is expected to increase the speed with which trainees can adapt during the practical training session. In addition, due to the characteristics of the simulation, repeated training is possible for reaction drills in emergency circumstances and other various scenarios that are difficult to replicate in actual training. The efficiency of training is expected to improve because trainees will have practiced before practical training takes place, which will decrease the time needed for practical training and increase the number of training sessions that can be executed, increasing the efficiency of training overall. This study considers development methods for fire-fighting drill simulations using virtual reality techniques.

Jirye area: 3,017 persons of the Eumrihwajeong unit(音里火停) and 3,017 persons of the Ehwahyejeong unit(伊火兮停) were deployed. These units moved from Jirye(지례) to Juchiryeong(走峙嶺), Mupung (무풍), Muju-eup(무주읍), and Bunam-myeon(부남면) in Muju-gun. Goryeong area: 3,017 persons of the Samryanghwajeong unit(三良火停) and 3,017 persons of the Sosamjeong unit(召參停) were deployed. These units moved from Goryeong(고령) to Geochang(거창), Hamyang(함양), Namwon(남원), Sunchang(순창), and Jeongeup(정읍). 3. Movement of the Tang army Dangjin area(당진 방면) : 1,000 persons were deployed. Studies on the Sugars and Total Nitrogen Contents of Ginseng Extracts with Different Ethanol Concentrations (Alcohol 농도별(濃度別)로 추출(抽出)한 인삼(人蔘)엑기스의 당질(糖質)과 총질소(總窒素)에 관(關)한 연구(硏究))

  • Sugars and nitrogen contents and physico-chemical properties of ethanol extracts of fresh, dried, and tail ginsengs with different concentrations of the solvent were investigated. The transmittance at 550nm of fresh, dried and tail ginseng extracts (1% D.Wsoln) respectively, and all the extracts were slightly viscous-sticky, brown and pH of 4.8-6.2 Total sugars, sucrose and starch contents of the extracts were decreased with increasing of enthanol concentration as a solvent. Total sugar content of the extracts were decreased in the order of dried, tail and fresh ginseng and sucrose content were decreased in the order of fresh, driedcand tail ginsengs and starch content were decreased in the order of tail, dried and fresh ginsengs. The reducing sugar contents of the extracts were 4.9-3.8 %, 8.6-12.8 % and 7.6-9.1% in fresh, dried and tail ginsengs, respectively. Total nitrogen contents of the extracts were 2.3-4.6% in average and decreased in the order of dried, fresh and tail ginsengs.
