With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.

The objective of this study is to propose a direction for creating a memorial park for the 250 students victims of the Sewol ferry disaster. To this end, this study first attempted to understand the matters discussed at various levels to create a memorial park and find a way that the park can be built by gathering opinions from the bereaved families and the victims themselves, as well as local residents, and experts. Workshops, competitions, special lectures, and websites, etc, were analyzed. A social discourse analysis methodology was used for systematic analysis, and the analyzed discourse was categorized into 4 types for assessment, and the functions and roles were subdivided into 15 types. To assess the priorities and the adequacy of the discourse, an analytic hierarchy process (AHP) was used among 30 activists, public servants, and experts. Then, a survey was conducted to analyze the perception of the residents (467 participants including the bereaved families) about the memorial park. Based on the results of the analysis, two directions were set for the memorial park. First, is a memorial park to remember the victims in everyday life. It must be a park with various cultural contents instead of a conventional memorial park that is solemn and grave sharing anguish and sorrow. The memorial park for the Sewol ferry disaster must become a space where visitors can naturally encounter and remember the victims. Second, is a park that serves as a catalyst that brings change and innovation to the community. It must be able to bring change to the community with direct and indirect influence. It must serve as an impetus to bring change and innovation to the community in the mid-to-long-term. Having many visitors may also lead to an economic effect. These visitors may not just stay in the park, but even contribute to revitalizing the local businesses. The purpose of this study is to apply the research findings to guide the International Design Competition scheduled for 2020 and serve to establish guidelines for a continuous park management system.
Northeast Asia is one of the regions which have been developing so rapidly. Yellow sea, located between Korea and China, became a very important logistical zone because of its huge volume of cargo and big passenger traffic. These two countries continuously are enlarging their port facilities such as berths, container yards, storage capacity and their information system in this the Pan Yellow sea area. Two countries also introduce many new liner routes and car-ferry shipping services. Therefore there must be a severe competitions and conflicts among the countries and their companies and ports as well. Some experts worry about the over capacity of port and logistics facilities. This paper investigated the current conditions of Korea-China shipping route, container and car-ferry route, and found out the problems and tasks, with the support of many experts. There are so many alternatives and strategies to solve and rationalize the shipping route and the problems of ports of two countries. This paper suggest many strategies connecting with marketing 4Ps. As port service is also a kind of service product, we can categorize the strategies into 4Ps suggested by McCarthy. And this paper classify all these alternatives into 3 dimensions. There are competitive strategies, cooperative strategies and coopetition strategies. This paper propose some directions and ideas for adopting the strategy in the port and logistical topics between Korea and China, suggesting 3 dimensions of strategies. After this paper, many diagnoses and practical investigations should be executed to introduce optimal solutions and minimize the additional cost.

In recent years, cargo lashing has received much importance, to help prevent the sinking of passenger ships due to the failure of vehicle and cargo lashing during the transshipment of cargo. Consequently, the standards for lashing equipment and the structure of car ferries have been revised. According to the current standards, all vehicles loaded on a car ferry sailing in smooth sea areas must be secured if the wind speed and wave height exceed 7 m/s and 1.5 m, respectively. In this study, we measured the roll and pitch of a passenger ship sailing in smooth sea areas, and compared the measurements with the results of the New Strip Method (NSM). The vessel had a maximum pitch of 1.41° and a maximum roll of 1.37° at a wind speed of 6-8 m/s and a wave height of 0.5-1.0 m, and a maximum pitch of 1.49° and a maximum roll of 2.43° at a wind speed of 10-12 m/s and a wave height of 1.0-1.5 m. A comparison of the external forces due to the motion of the hull and the bearing capacity without lashing indicated that the bearing capacity was stronger. This suggests that vehicles without lashing will not slip or fall due to weather conditions. In future, the existing vehicle lashing standards can be revised after measuring the hull motions of various ships, and comparing the external force and bearing capacity, to establish more reasonable requirements.

Recently, disaster caused by social factors is frequently occurring in Korea. Prediction about what crisis could happen is difficult, raising the citizen's concern. In this study, we developed a program to acquire tweet data by applying Python language based Tweepy plug-in, regarding social disasters such as 'Nonspecific motive crimes' and 'Oxy' products. These data were used to evaluate psychological trauma and anxiety of citizens through the text clustering analysis and the opinion mining analysis of the R Studio program after natural language processing. In the analysis of the 'Oxy' case, the accident of Sewol ferry, the continual sale of Oxy products of the Oxy had the highest similarity and 'Nonspecific motive crimes', the coping measures of the government against unexpected incidents such as the 'incident' of the screen door, the accident of Sewol ferry and 'Nonspecific motive crime' due to misogyny in Busan, had the highest similarity. In addition, the average index of the Citizens sentiment score in Nonspecific motive crimes was more negative than that in the Oxy case by 11.61%p. Therefore, it is expected that the findings will be utilized to predict the mental health of citizens to prevent future accidents.
The purpose of this paper is to analyze the competitiveness of the logistics industry of three countries - Korea, China and Japan - by looking into their logistics industry structure and the related regulations. For this aim, the paper examined the modal distribution of transportation, transport infrastructure, freight cost structure and regulation in transport sector in these countries. Furthermore, this study suggests some proposals for the further cooperation to bring sustainable progress in the logistics sector across Northeast Asia. The main suggestions of this paper are as follows: First, Korean government needs to strategize its options in the logistics industry, the most competitive in the country’s service sector, in upcoming FTA negotiations with China and Japan. Second, Korea needs to foster Busan into a strategic point for the Rail Ferry System and Road Feeder System. Third, Korea should participate in establishing shuttle flight service in Northeast Asia amid exploding flight demand from active economic interchange and tourism industry development.

As passenger ship accidents so frequently have occurred, crisis consciousness is highly aroused in Korean society. Although bombastic policy guidlines were suggested in accordance with every passenger ship accident, there remains a still high possibility of such an accident reoccurring because passenger ship accidents occur from the perspective of non-compliance. The research objective of this study is to government's safety regulatory policies. Data for the analysis was collected from literature review. A Case study related to passenger ship accident is adopted for the analysis. The research methods utilized in this study consist of extensive quantitative analysis of 138 passenger ship accidents which had happened over last 10 years from 1984 to 1993 in Korea and a qualitative analysis of the passenger ship accident of the Seohae Ferry in October 1993. The results of the quantitive analysis on the 138 passenger ship accidents are as follows; Seeing the accidents yearly, the accidents which occurred by policy non-compliance are still exist, only somewhat reduced as years gone by. Seeing the accidents from the perspective of types of accident, fire accidents and death and injury accidents had more non-compliance factors than contact accidents and one-side collision accidents, etc. had. Seeing the accidents from the perspectives of types of passenger ship, large ships like car ferries and general passenger ship accidents had more non-compliance factors than any other kinds of ships had. Seeing the accidents from the perspectives of tons of passenger ships, large ships weighing more than 1, 000 tons and small ships weighing less than 50tons contained a lots of non-compliance factors. The results of the qualitative analysis of the passenger ship accident of the Seohae Ferry in Octovber 1993 are as follows; From the viewpoint of the human factor, there were non-compliance to the recruiting of required number of qualified crew members and non-compliance to the rule which prohibited them from leaving port in bad weather and high wave conditions. From the viewpoint of the ship factor, there were defects in the ship. So we might say that there was non-compliance which was aroused from the lacks of technical skills. From the viewpoint of the administrative factor, there were many non-compliance factors such as sailor education, shipping management, rescue, safety equipment. From the viewpoint of the passenger factor, there were passengers' threats which compelled the crews to leave the port under bad weather conditions. In conclusion, the principal non-compliances factors are passenger ship company did not follow safety rules such as shipping the permitted number of passengers, loading permitted tons of freight and fastening freights properly and recruiting required number of qualified crew. In order to reduce accidents, firstly we should find out the causes which play key roles in passenger ship companies' non-compliance to the government's safety regulations. Secondly we should tackle the causes.

The International Maritime Organization (IMO) adopted the International Convention on the Control of Ships' Air Pollutants and Discharge as it became interested in environmental issues such as global warming and air pollution. In addition, a special bill on the improvement of air quality, including in port areas, has recently been enacted in Korea to reduce the amount of fine dust generated. As part of such fine dust reduction measures, feasibility studies have been underway on converting diesel engines into battery electric propulsion systems that do not cause fine dust and emissions. Since the battery electric propulsion system can easily utilize renewable energy sources, and does not generate exhaust gas due to combustion of fuel, small coastal ferries with battery electric propulsion systems that use renewable energy have been operating in Europe and the U.S. for several years. However, they have not been introduced in Korea. Therefore, in this study, we selected small coastal ferries in Korea as target ferries, and performed simulations to study the applicability of electric propulsion with batteries linked to solar power systems. Based on the results, we want to confirm the applicability of battery electric propulsion.
This study examined business acts related to leisure boats, so as to investigate the differences of regulations and things to be supplemented, as well as to suggest improvement measures. In order to achieve this purpose, the authors analyzed the respective legislations. The Acts on businesses using leisure boats(or power-driven water leisure crafts) are the Marine Transportation Act, Excursion Ship and Ferry Business Act, Water-Related Leisure Activities Safety Act, and Act on the Development, Management, etc. of Marinas. These Acts have differences in regulations, in terms of gross tonnage, the age of vessels, crewman, and the liquor traffic. These differences can cause problems such as adjusting the gross tonnage of the vessel by modifying the structures of the facilities, assigning old vessels, sailing without crewmen required for safety, and going against fairness in the liquor traffic in similar businesses. Such differences appeared to be caused by the lack of understanding of leisure boats and the series of new legislation which have been added one by one. It is required to raise the understanding on the characteristics of leisure boats and reflect them in the legislation.

The aim of this study is to investigate the geological features distributed in the northwest coast, Goheung Gun as a geological field course of all levels. The study area is about 1.6km coast in direction of northwest from Sumundong ferry to Jangsun beach. The learning contents of the geology units in science textbooks from elementary school to high school was analyzed and, geomorphology and geology of study area was investigated for this study. In this study area, lots of geomorphology and geology elements related to the learning contents of the geology units in science textbooks were founded such as gravel beach, sea cliff, granite, rhyolite, andesite, gneiss, sedimentary rocks, fault, unconformity, stratification, cross bedding, graded bedding, intrusion structure, vein, dyke, plant fossil and spheroidal weathering. Characteristically, strata, stratification, granite, sedimentary rocks(conglomerate, sandstone, mudstone and shale), fault, plant fossil and weathering phenomenon were commonly involved with the learning contents of the geology units in elementary school science, middle school science and high school earth science I, II. This area is to be recommended as a site of geological field course for all students from elementary school to high school, as various field work materials for geological learning were distributed and, geological observation trail of about 400m in length for observation of strata and so on was installed along the coast in direction of the northwest from Sumundong ferry.
