Economic Feasibility Analysis of the Metropolitan Area Green Heat Project (수도권 그린히트 프로젝트의 경제적 타당성 분석)

  • The Metropolitan Area Green Heat Project (MAGHP), which collects unused heat gathered from power plants, steel works, landfills in western Metropolitan area and distribute it to integrated energy business (IEB) companies, is proposed for the purpose of enhancing energy efficiency and providing low-price heat for IEB companies. Therefore, in order to decide on whether to initiate the MAGHP, the economic feasibility analysis of the project is widely demanded. This paper attempts to consider and measure four economic benefits: heat supply benefit, production cost reduction benefit, greenhouse gas mitigation benefit, and air quality improvement benefit. In addition, the paper tries to conduct the economic feasibility analysis. The project requires three-year investment and thirty-year operation. Three important findings emerge from the analysis. First, its net present value is computed to be 1,269 billion won and more than zero. Second, its benefit/cost ratio is calculated to be 1.72 and bigger than 1.0. Third, its internal rate of return is estimated to be 24.26% and larger than the social rate of return, 5.5%. In conclusion, the MAGHP is socially profitable and should be conducted immediately.

Inconsistent Parenting Attitude Research Trends and Reliability and Feasibility Analysis of Measurement Tool (부모양육태도 불일치 연구동향과 측정도구 신뢰도 및 타당성 분석)

  • The purpose of this study is to review existing research trends to find highly reliable tools for measuring inconsistencies in parenting attitudes for adolescent children. We reveal factors that heavily affect reliability and feasibility of these tools and compose stable measurement items. We found a total of 37 items with high reliability and feasibility comprising six questions on affection, three questions on childcare, nine questions on interest, seven questions on demands, five questions on neglect, and seven questions on abuse. We surveyed first to third-year high school students in public and private schools nationwide and carried out statistical analysis for the 1,020 respondents. Upon analysis, questions were removed if they showed low factor loading (less than 0.6) for the father and mother in each of the 37 measurement items. Only questions that could be used for both the father and mother were extracted to carry out exploratory factor analysis. Eight questions were were deleted: five on interest, one on demands, one on neglect, and one on abuse. The final 29 questions were selected for the measurement tool. Cronbach's Alpha coefficient was used to analyze reliability, which showed high reliability values ranging from .857 to .931 for the father and mother. Therefore, these inspection tools for inconsistent parenting attitude were both reliable and feasible.

A Feasibility Study for the Multi-Utility Tunnel by City Scale (Area) (기존시가지의 규모(면적)에 따른 공동구 설치 타당성에 관한 연구)

  • The multi-utility tunnel is one of the essential social infrastructures, but it is difficult to establish the multi-utility tunnel due to the scale of the National Land Planning and Utilization Act (2 million square meters). In this paper, we analyze the feasibility of establishing the multi-utility tunnel in the existing city in order to activate the multi-utility tunnel installation. For the feasibility analysis, the scale was classified into four categories based on related laws, and related indicators were selected and evaluated using feasibility and economic analysis. Three kinds/four kinds of suitable multi-utility tunnel for the scale of the existing city were shown, and five kinds of multi-utility tunnel were considered suitable for the new city over 2 million square meters. The results of the overall score evaluation of the tunnel type of the existing city and the open type of the new city of 2 million square meters or more, which is the obligation to install the multi-utility tunnel, do not show much difference and suggest the validity of the installation of the multi-utility tunnel in various scale of the existing city.

Technical Feasibility and Field Applicability Analysis of an All-in-one Attachment-based PHC Pile Head Cutting Robot (PHC 파일 원커팅 두부정리 자동화 로봇의 기술적 타당성 및 현장 적용성 분석)

  • Conventional method of PHC pile head cutting work has several challenges with regard to safety, convenience, productivity, and quality. To address such problems, a prototype of the all-in-one attachment-based PHC pile cutting robot is developed(Yeom, 2018). The Primary objective of this study are to develop a final prototype of all-in-one attachment-based PHC pile cutting robot and to analyze technical feasibility and field applicability of final prototype. According to the technical feasibility and field applicability analysis result, at least 74.2% of the respondents are selected positive answer about technical feasibility of the final prototype, at least 66.6% of the respondents are selected positive answer about field applicability of the final prototype. It is expected that when deployed onsite, the final prototype can not only increase the practical use but also improvement the work safety and productivity of work at the PHC pile head cutting job site.

The Feasibility Analysis of Urban Public Rental Housing in Korea (도심형 공공임대주택의 사업타당성 분석)

  • Korean government has launched a new public rental housing policy for younger generation suffering from instable housing conditions in CBD area. This paper is to analyze the financial feasibility of urban public rental housing projects, based on its cash flows. Urban rental housing projects should find out the way to reduce costs and to secure cheap land, because of the high land price in CBD area and complex relationship of legal rights. Project types are categorized by the land acquisition method and district characteristics. For 10 sample projects, financial feasibility was analyzed. Cash flows were calculated on the design plan and 16 scenarios were made by combining 4 important variables. The variables are increase rate of land price, increase rate of monthly rents, ratio of public and market rents, and the interest rate of National Housing Fund. The findings are as follows. Government land rent-type can reduce initial costs because it is not necessary to buy land. However, total NPV is lowered at the time of liquidation due to the land return. Private land acquisition-type require more initial costs. But the NPV at liquidation time increases with land disposal. To improve financial feasibility, acquisition-type should be preferred in high land-price area and rent-type should be preferred in low land-price area. Among influencing variables, the rate of increase in land price and the ratio of public and market rents turned out to be the most important. Although the ratio of public and market rents can be controllable, high ratio will cause the burden of tenants. Therefore, interest rate adjustment of National Housing Fund is more desirable.

  • The urban center of a large city has a high concentration ratio of population, commerce, and traffic. Therefore, the expected effect is high from the introduction of the urban utility tunnel and it also has sufficient economic feasibility considering life cycle cost. Moreover, the construction cost can be greatly reduced if it is included in a large underground development such as a subway or a complex transfer center construction. However, it is not reflected in actual underground development plan. When planning a urban utility tunnel in Korea, it is expected to have difficulties such as the cost of relocation of the existing Life-Line, conflicts among the individual facility institutions, procurement of construction resources and sharing. Furthermore, it is possible to promote the project only if a consensus is drawn up by a collective council composed of all facilities and project developers. Therefore, an optimal alternative should be proposed using economic analysis and feasibility assessment system. In this study, the analytic hierarchy process (AHP) is performed considering the characteristics of urban areas and the importance of each indicator is quantified. As a result, we can support reasonable design capacity optimization using the feasibility assessment system.

Feasibility Model Development by Applying System Dynamics Method in Residential Officetel (시스템다이내믹스를 활용한 오피스텔 사업타당성 분석 모델 개발)

  • Due to the low interest rates of banks according to the breakdown economy after the global financial crisis in 2008 As a substitute for financial products, the investment demand has been increased for rentable investment funds such as commercial building and officetel. However, the problems such as oversupply, decrease of a rental profit and negative perception of development projects have been occurred. One of the primary problems is the existing deterministic method of project feasibility analysis. Therefore, the objective of this study is to develop feasibility model by applying system dynamics method in residential officetel. To achieve the objective, first, the previous studies are investigated. Second, the causal loop diagram is structured based on the collected data. Third, the feasibility model is developed through the causal loop diagram. Fourth, the effectiveness is validated and compared to collected actual data. The proposed model can be helpful whether or not conduct execution of an officetel development project to the decision makers.

Economical Feasibility of the Treatment Methods of the Dredged Sediments from Contaminated Agricultural Reservoirs (농업용 저수지 준설토의 처리 공법에 따른 경제성 분석)

  • The economical feasibility was conducted to find the adequate method to treat the dredged sediments from agricultural reservoirs in a pilot project that had been operated to improve the quality of water and benthic environments by dredging of contaminated sediments. For benefit/cost (B/C) analysis, the net expenses were considered as the costs of project, and the benefits were calculated from the saving of waste-treatment cost through reuse of dredged sediment, the saving of construction cost of settling pond, and the values of retained water by dredging. Although the economic feasibility depended on the sites of operation, the average B/C value of the pilot project was estimated as 1.32, indicating this project is economically feasible. Depending on the treatment methods, the B/C values were in the order of the methods of coagulating sedimentation, machinery dewatering, stabilization through exothermic reaction, and soil improvement and stabilization. The machinery dewatering method is estimated as the most adequate one to treat the dredged sediments because of the minimum riskiness of secondary pollution, the recyclability, and its economic feasibility.

Development and Validation of a Questionnaire on the Feasibility of a Mobile Dietary Self-Monitoring Application (식습관 관리 애플리케이션의 적용 가능성에 대한 설문지 개발 및 타당성 연구)

  • Objectives: This study aimed to develop and assess the content validity and internal consistency of a questionnaire on the feasibility of mobile dietary self-monitoring applications. Methods: We developed a feasibility questionnaire to assess the overall usage, convenience, usefulness, and satisfaction of mobile dietary applications. The initial draft of the questionnaire contained 17 items with yes/no, multiple-choice, and open-ended questions and 52 items on 5-point Likert scales. To validate the content, ten experts evaluated the relevance of the items for each subscale using a 5-point scale. We calculated the item-level content validity index (I-CVI) and scale-level content validity index (S-CVI). A total of 102 adults answered the questionnaires which reflected the experts' reviews. We conducted an exploratory factor analysis to determine the underlying structure of responses and categorized convenience, usefulness, and satisfaction. We also calculated Cronbach's alpha coefficient to examine the internal consistency of items in each subscale. Results: The S-CVI score of the items was 0.86, and we removed items with an I-CVI score of < 0.80. We combined, revised, or separated some remaining items and added one item as per the experts' comments. As a result, we included 16 items about overall usage and 42 sub-questions. Based on the responses of the 102 adults, we performed exploratory factor analysis using the principal axis method. We retained items with a factor loading of > 0.40, resulting in a final set of 35 questions (convenience: 15, usefulness: 12, satisfaction: 8 items). The Cronbach's alpha values of the three scales were 0.93, 0.91, and 0.91 for 1) usefulness, 2) convenience, and 3) satisfaction, respectively. Conclusions: We developed a feasibility questionnaire for mobile dietary self-monitoring applications and examined its content validity and internal consistency. Our questionnaire has the potential to measure the feasibility of mobile dietary self-monitoring applications.

A Study on Construction of Metro Rapid Transit Network in Daegu Area (철도와 지역발전 - 대구권 광역전철망 구상과 지역발전 효과)

  • Construction of metro transportation infra is a large-scale project requiring tremendous financial resources. This study suggests operation method to use for rapid transit line existing infra such as Gyeongbu line and spare line capacity following second phase KTX construction. Reviewing various constraints of metro rapid transit operation, we found that the conditions for metro rapid transit operation are already satisfied in Daegu area, just like the case of Gyeongbu line in Seoul Metro area. Also, the evaluation of the economic feasibility of metro rapid transit operation in Daegu area shows that B/C is about 2.4, which implies that there is sufficient economic feasibility. According to the result of sensitivity analysis, the project is economically feasible unless the passenger demand decreases 15% and construction costs increases more than 70%. B/C is evaluated large because the utilization of already exiting infra lowers the initial cost. As one of mass transportation system of large capacity, metro rapid transit can generate significant spillover effect: It will strengthen competitiveness of metro area by connecting cities within the area and by extending one-day life zone of the area, to say nothing of the benefit of improving traffic condition. The construction of metro rapid transit network is necessary for the mass transportation system of Yeongnam area as well as Daegu area, and it may work as a starting point for uniting Daegu and Gyeongbuk and strengthening regional competitiveness.
