  • The Russian Far East Region covers an area of 6 Million and 216 thousands km2 and it is as vast as 36% of the Russan Federation on one hand. And this region also exists in a very severe climate condition as 90% of the region is covered with permanently frozen land on the other. This vast region has many of the world's richest natural resources : woods, fish, non-metals, energy resources, and other. The Russian Far East Region is prompts to participate in the world economy, specifically Asian and other Parcific Natiops along with the recent changes in the national structure of Russia. Although the transition to market economy and foreign investment in Russia is not sufficient, the time has come for us to actively promote technological exchanges with Korean and Russian Far East Region which are of our prosopective neighboring countries and seek for mutural relationships with us.

러시아 연해변강주(沿海邊疆州)에서의 기록관리업무의 성립과 발전 (The Formation and Development of the Archival System in the Primorskii Krai of the Russian Federation)

  • This paper aims to research the historical development of the archival systems in the Primorskii Krai of the Russian Federation. The history of the archives in this region might be divided into the three periods. The first period extended from the territorial acquisition of the Far East to 1938, when the international situation reached the crisis. From then to the end of the Second World War the history of the archives of the Primorskii Krai underwent the second period. The third period has ranged from 1945 to the present day. As the imperialistic countries, including England, Germany and Russia, claimed and conquered the lands in China in the last decade of the nineteenth century, the Russian government was forced to produce a lot of records, which resulted in the establishment of the several archival institutions in the Far East region. Although the Soviet government issued "Decree On the Reorganization and Centralization of Archival Affairs in the Russian Socialist Federated Soviet Republic" in 1918, the political turmoils prevented the Primorskii region from constructing the archival system. However, A. P. Georgievskii and his colleagues made desperate efforts to arrange the archival administration. Thanks to their struggles, the Far Eastern Republic, a buffer state, which existed from April 6, 1920 to November 14, 1922, passed the autonomous regulation, which defined the organization of the committee for the archival administration in the Primorskii region. The Primorskii Krai Archive originated from the committee. As the international situation became aggravated in the East Asia, the Soviet government made a decision to evacuate the records from the Far East region to the western Siberian cities like Tomsk, Omsk and Minusinsk. It was on August 1943 that the Central National Archive of the Far East of RSFSR was established in Tomsk. After the end of the Second World War, the main archival institutions of the Primorskii Krai, that is, the Central National Archive of the Far East of RSFSR and the Primoskii Krai Archive have played an important role in the archival administration in this region. The archivists have not only prepared the catalogues, but also proceeded the descriptions of the archival collections. Furthermore, the archival institutions of the Primorskii Krai have published a series of archives and contributed to the development of the archival system in the Far East of the Russian Federation. It might be concluded that the archives of the Primorskii Krai, reaching were the products of the desperate efforts which the archivists of this region made from the 19th century to the present day, regardless of the political changes.

The STCW Manila Amendments and its Challenges to the Far East

  • The comprehensive review of the STCW 1978, as amended in 1995 and associated Code was carried out from 2006 to 2010. These amendments will have a certain degree of impact on Maritime Education and Training(MET) institutes in terms of education and training of seafarer worldwide. Particularly, the Far East region countries are effected more than other regions since they covered about 30% of officers and 37% ratings in the world. In view of these facts this dissertation conceived to analyze the problems in the Far East main seafarer supply countries faced the implementation of "STCW Manila Amendments" To analyze these problems, this dissertation carried out questionnaire research to 7 targeted main MET of major Far East seafarer supply countries. After research this dissertation suggests the possible solutions such as, Joint On-Board Training Center; Joint Asia Maritime E-learning Systems; methods to reducing work-load, ship inspection burden and determine mandatory minimum safety manning standards in a safe way; technical cooperation fund to installation of training equipment; and clarify vague terminology of STCW Manila Amendments, to solve problems identified through the questionnaires.

Trench Gate 하단 P-영역을 갖는 IGBT의 전기적 특성에 관한 연구 (Study on Electric Characteristics of IGBT Having P Region Under Trench Gate)

  • Although there is no strict definition of a power semiconductor device, a general description is a semiconductor that has capability to control more than 1 W of electricity. Integrated gate bipolar transistors (IGBTs), which are power semiconductors, are widely used in voltage ranges above 300 V and are especially popular in high-efficiency, high-speed power systems. In this paper, the size of the gate was adjusted to test the variation in the yield voltage characteristics by measuring the electric field concentration under the trench gate. After the experiment Synopsys' TCAD was used to analyze the efficiency of threshold voltage, on-state voltage drop, and breakdown voltage by measuring the P- region and its size under the gate.

극동러시아 남연해주의 냉온대 침활혼합림의 군락분류 및 분포적 특성 (Syntaxonomical and Synchorological Characteristics of the Cool-temperate Mixed Forest in the Southern Sikhote Alin, Russian Far East)

  • The northernmost type of the monogolian oak forests in the Russian Far East was studied in terma of syntaxonomy and synchorology. Hand-sorting method, computer program TWIN-SPAN, CANOCO and SYN-TAX III were engaged for the classification and data analysis. Correlation between plant communitie and environmental factors was analyzed by DCA (Detrended Correspondence Analysis) using NeCD (Net Contribution Degree) of species. Three plant communities were recognized: the Abieti holophyllae-Quercetum mongolicae, the Lespedezo-quercetum mongolicas and the Rosa ussuriensis-Quercus mongolica communit. They were included into the alliance Jeffersonio-Quercion monogolicae which is representative to the cool-Temperate forests mixed by conierous and broadleaved trees in southern Sikhote Alin. Human impact was signified as the most important factor to interpret the disjunction of plant communities of which DCA ordination yielded sharp contrasting objects (i.e. stands and species). In the amhi-Tonghae region, alaogous vegetation types such as the Jeffersonio-Quercion monogolicae of Russian Far East, the Quercion grosseserratae of Japanese Hokkaido and the Pino koraiensis-Quercion monogolicae of Koream peninusula were reviewed in terms of similarity of species composition and stratum structure. It is signified that the Jeffersonio-Quercion monogolicae was one of the continental types more similar to Korean alliance that to Japanese one.

한반도 지진의 메카니즘 특성 (Earthquake Mechanism of Korean Peninsula)

  • In and around the Korean Peninsula 22 intraplate earthquake mechanisms since 1936 were analyzed to understand the regional stress orientation and tectonics. These 22 earthquakes are largest ones in this century and may represent the characteristics of earthquake in the region. Focal mechanism of earthquakes in the region show predominant strike-slip faulting with small amount of thrust components. The average P-axis is almost horizontal ENE- WSW. Studied data are compared with neighboring intraplate region in order to understand the tectonic regime in far est Asia. In northeastern China strike-slip faulting is dominant and nearly horizontal average P-axis in ENE- WSW is very similar with the Korean Peninsula. On the other hand in the eastern part of East Sea thrust faulting is dominant and average P-axis is horizontal with ESE- WSW This indicate that not only the subducting Pacific Plate in east but also the indenting Indian Plate controls earthquake mechanism in the far east of the Eurasian Plate.

중국 지린성 대상의 자루비노항 경유물동량 전망 (Forecasting Cargo Traffic of Zarubino Port with O/Ds of Jilin Sheng in China)

  • 최근 중국 동북 3성과 극동 러시아지역의 개발전략은 현 정부의 유라시아 이니셔티브 국가전략과 맞물려 그 중요성이 배가되고 있는 실정이다. 자루비노항 등을 유라시아 물류네트워크의 허브로 적극 활용해야 한다. 본 연구는 현실적 변화가 뚜렷할 중국 동북 3성을 포함하여 우리나라의 투자가 병행되고 있는 러시아 극동지역, 기타 몽골지역을 대상 존으로 삼고 자루비노항을 경유 가능한 물동량 수요 여부와 예상 품목 등을 전망하였다. 현지의 관련정보 등의 부재를 극복하기 위하여 우리나라의 기존 정보와 원단위를 활용하였다. 이는 파일롯 연구로써 동북 3성 전역을 대신하여 지린성의 산업단지시설에 국한하여 이를 도출하였다. 전통적인 교통 4단계 수요추정방법을 근간으로 운송 분야에 적합하게 수정, 보완한 방법론을 제시하였다. 본 연구는 유라시아 동북지역 물류에 대한 인식제고와 함께 정부가 의지를 가지고 추진하고 있는 해당지역 물류정책에 시사점을 제시하는데 기여한 측면이 있다고 판단된다.

  • Anisotropic diffusion is a selective smoothing technique that promotes smoothing within a region instead of smoothing across boundaries. In anisotropic diffusion, the rate of smoothing is controlled by the local value of the diffusion coefficient chosen to be a function of the local image gradient magnitude. El-Fallah and Gary E. Ford represented the image as a surface and proved that setting the inhomogeneous diffusion coefficient equal to the inverse of the magnitude of the surface normal results in surface evolving speed that is proportional to the mean curvature of the image surface. This model has the advantage of having the mean curvature diffusion (MCD) render invariant magnitude, thereby preserving structure and locality. In this paper, the proposed MCD model efficiently reduces diffusion coefficient at the thin edges using the smoothness of the surface.

Simplified Numerical Model of the Wind-driven Circulation with Emphasis on Distribution of the Tuman River Solid Run-off

  • Supposed construction of a large port in the mouth of Tuman River requires careful examination of possible unfavorable ecological consequences for the Far Eastern Federal Marine Reserve. Since the Tuman River is the largest source of suspended material and possible contaminants flowing into the sea, and in order to understand how this material is allocated in the coastal zone, analyses are needed to check possible pathways of water transport and circulation system in the region. Linearized shallow water equations were used for numerical simulation of the wind-driven circulation to the north off the Tuman River mouth. The model results satisfactorily agreed with in situ data. The model circulation patterns are largely dependent on the wind direction and are conformed by the distribution of bottom sediments, and by the location of organic carbon and some pollutants accumulation zones. The most unfavorable situation for the Marine Reserve is the case of the southwesterly wind; even with quite moderate wind, the waters polluted by the run-off from the Tuman River can attain the south section of the Marine Reserve during the diurnal period.

  • This study suggests that Korea - Russia economic cooperation, which has been sluggish in the meantime, should be revitalized as a small, medium sized business that can be practiced at the local level of both countries. Some large scales of national projects were difficult to realize due to some internal and external factors. Therefore, if Russia's Far East region of the complementary economic structure with the Korea's Gyeonggi Province of Korea could form the basis of cooperation by centering on SMEs, it further can be positive for promoting cooperation among South Korea, North Korea and Russia. The trilateral cooperation among two Koreas and Russia is necessary for the balance of political and economic powers in the East Asia. China's retaliation case regarding THAAD (Terminal High Altitude Area Defense) clearly showed that the greater the economic dependence on a particular country, the more threatening it could be. Therefore, it is important for the political and economic security to keep the balance by diversifying economic cooperation counterparts. As China's influence in the global economy grows, building value chains for mutual prosperity with various neighboring countries is gaining great importance. To this end, this paper examined Russia's Eurasian Strategy, New East Policy, and Far East Development Policy which were designed to seek the way to establish Russia's independent economic zone not absorbed by Europe and China.
