  • This study investigated the effects of three factors-mothers' parenting beliefs; child care-home involvement; and the home learning environment - on the school readiness of 3- to 5-year-olds. The subjects were 366 children who were enrolled in child care centers located in Seoul and the Kyoungki area, and their mothers. The Structural Equation Modeling (SEM) technique was employed to test the pathways to children's school readiness as indicated by the child's abilities in vocabulary, math and reading. The results showed that mothers' stronger beliefs in their responsibilities in their children's academic and behavioral development predicted greater involvement in child care and better quality in the home learning environment. Likewise, the quality of the learning environment predicted the extent of the child's readiness for school. No direct relation was found between child care involvement and the child's school readiness. The results imply that multiple factors - parental, child-care-related, and home environmental- explain the extent to which the child is prepared to adjust to scholastic life.

  • Objective: The purpose of this study was to examine how job stress, coping style, and social support were associated with quality of life among child care teachers. Methods: The participants were comprised of 281 child care teachers in the metropolitan area of Seoul. Job stress, problem-focused coping style, social support, and quality of life were assessed by a teacher-reported questionnaire. Results: Correlation and regression analyses revealed that while job stress predicted lower quality of life, having problem-focused coping style and family support enhanced quality of life among child care teachers. Furthermore, results showed significant moderation effects of support from directors at child care centers on the relationship between job stress and quality of life among child care teachers. Conclusion/Implications: The findings suggest the important role of problem-focused coping styles and family support in enhancing quality of life. Moreover, support from directors at child care centers appeared to buffer the effects of job stress on quality of life among child care teachers. Results were discussed in terms of their implications for educational and counseling programs for child care teachers.

  • The purpose of this study was to explore the typology of child care, investigate the characteristics of child care types, and analyze the differences in time deficit as well as time satisfaction by the types of child care for dual-earner couples with preschool children. The data source for this research was the 2009 Time Use Survey conducted by the Korea National Statistical Office. Dual-earners aged 20 to 59 years completed 1,568 time diaries, which were analyzed using chi-square, cluster analysis, and ANOVA analysis. Child care time was classified into three types in the three categories of child care, household work sharing and leisure sharing for both males and females respectively. Three types for husbands were named "vulnerable", "household work child care predominant" and "leisure predominant". The three types for wives were named "vulnerable", "household work child care oriented" and "household work child care". The characteristics of each type depended on age, education, weekly working hours, gender role of husbands and age, weekly working hours of wives. The vulnerable type of wives showed the highest level of time deficit. Based on the results, implications for Public policy on child care and various types of education as well as programs were suggested.

Method : The literature review method was used for the study. Results : First, care is limitedly conceptualized as a concept of physical care and care for children and the elderly. Second, child care is perceived only as a burden, and it is avoided to express care needs in the youth period, and the care of the elderly is putting off responsibility between the public and the private sector. • This study analyzes the amendment history of Educare Law of Infants and Children, the Equal Employment Opportunity Law, and Employment Insurance Law, and also examines the present status of the employer-supported child care service through secondary analysis of other policy studies. The three laws concerning employer-supported child care can be said to hold in itself two main concepts: employers' obligations to provide child care, and government's financial support and administrative management. In terms of the first concept, laws have been amended to enlarge the number of enterprises legally-responsible for child care service and to relieve the financial burden from them. In terms of the second, laws have been amended to gradually extend the magnitude of government's financial support and to establish the systematic administrative management. Approximately a half of the policy target enterprises, however, is not complying the laws. In addition, employer-supported child care centers are only occupying less than 1% of the whole child care market. Thus, this study evaluates the current employer-supported child care service system and suggests several principles for its improvement.

  • In this study, two controversial Child Care Policies will be discussed based on the perspective of Economics: Accreditation of Child Care Centers and Liberation of Child Care Service Tuition. Liberation of Child Care Service Tuition is to provide parents and children with exact quality which they want at a differentiated price. Accreditation of Child Care Center is to enhance the quality of child care service by evaluating the quality of centers and grading centers into three classes. This study concludes that success or failure of the policies mostly depend on the investment capability of the government to increase the supply of child care centers. Employing these two policies requires the child care rate more than certain level and more financial investment from the government since the responsibility of providing child care services relies mostly on the government in Korea.
