In this paper, I propose an adaptive cryptographic protocol which is basic protocol for fair exchange of secrets. For this, I investigate the verifiable oblivious transfer protocol based on discrete logarithm problem proposed by Lein Harn etc. And I propose a new adaptive cryptographic protocol that has the additional funtions on the existing method. This proposed method has the additional functions that enable to authenticate sender and to protect denial of what he/she has sent message to the other. To do this, I make use of bit commitment scheme using pseudo-random sequence generator.

A dramatic development in the new technology of copying materials has presented us with massive problems on reconciling the conflicts between copyright owners and potential users of copyrighted materials. The adaptation to this changing condition led some countries to revise their copyright laws such as in the U. S. in 1976 and in Korea in 1984 for merging with the international or universal copyright conventions in the future. Copyright defined as exclusive rights given to copyright owners aims to secure a fair return for an author's creative labor and to stimulate artistic creativity for the general public good. The exclusive rights on copyrightable matters, generally for reproduction, preparation of derivative works, public distribution, public performance, and public display, are limited by fair use for scholarship and criticism and by library reproduction for its preservation and interlibrary loan. These limitations on the exclusive rights are concerned with all aspects of library services and cause a great burden on librarian's daily duty to provide balance between the rights of creators and the needs of library patrons. The fair use as one of the limitations on it has been coupled with enormous growth of a new technology and extended from xerography to online database systems. The implementation of the fair use and library reprography in Korean law to the local practices is examined on the basis of the new American copyright act of 1976. Under the draft revision of Korean law, librarians will face many potential problems as summarized below. 1. Because the new provision of 'life time plus 50 years' will tie up substantial bodies of material longer than the old law, until that date librarians would need permissions from the owners and should pay attention to the author's death date. 2. Because the copyright can be sold, distributed, given to the heirs, donated, as a whole or a part, librarians should chase down the heirs and other second owners. In case of a derivative work, this is a real problem. 3. Since a work has its protection from the moment of its creation, the coverage of copyrightable matter would be extended to the published or the unpublished works and librarian's work load would be heavier. Without copyright registration, no one can be certain that a work is in the public domain. Therefore, librarians will need to check with an authority. 4. For implementation of limitations on exclusive rights, fair use and library reproduction for interlibrary loan, there can be no substantial aggregate use and there can be no systematic distribution of multicopies. Therefore, librarians should not substitute reproductions for subscriptions or purchases. 5. For the interlibrary loan by photocopying, librarians should understand the procedure of royalty payment. 6. Compulsory licenses should be understood by librarians. 7. Because the draft revision of Korean law is a reciprocal treaty, librarians should take care of other countries' copyright law to protect foreign authors from Korean law. In order to solve the above problems, some suggestions are presented below. 1. That copyright clearinghouse or central agency as a centralized royalty payment mechanism be established. 2. That the Korean Library Association establish a committee on copyright. 3. That the Korean Library Association propose guidelines for each occasion, e.g. for interlibrary loan, books and periodicals and music, etc. 4. That the Korean government establish a copyright office or an official organization for copyright control other than the copyright committee already organized by the government. 5. That the Korean Library Association establish educational programs on copyright for librarians through seminars or articles written in its magazines. 6. That individual libraries provide librarian's copyright kits. 7. That school libraries distribute subject bibliographies on copyright law to teachers. However, librarians should keep in mind that limitations on exclusive rights are not for an exemption from library reprography but as a convenient access to library resources.

The purpose of this study is to induce a librarian to construct databases lawfully and the user with a copyright and the fair use. Based on information from web sites, the domestic medical libraries(32) were investigated for analyzing how to deal with copyright problems. The results show that only 28% of the medical libraries provide users with information on copyright at their web site. The terminology used was different among libraries. 44.4% of the libraries use 'copyright law' and 33.3% 'copyright' The terminology appeared at the 'notice' menu and 'library guidance' menu. The detail part of copyright contents was shown at 'the data copy and transmission', 'full text DB use', 'thesis and dissertation service', 'FAX/file transfer', 'Image(Ariel)', and 'interlibrary loan'. In general, there was a necessity to the correct understanding of the copyright and fair use.
Nowadays the numbers of the aging population are rapidly increasing in Korea, which became the 'aged country' from the year 2000. These aged people are getting more important consumer group and the products and services related to the silver industry are getting bigger. Universal fashion design is based on the concept of universal design that pursues the 'design for all'. This study aims to understand the physical, physiological, and psychological characteristics of the elderly women and apply the principles of universal design to universal fashion design for the elderly. Korean traditional vest, 'Baeja' was used as the design inference for the target of age 55 and older. This group is also called as 2Y2R(too young to retire), Tonk(too only no kids), Y-O(young-old) generation, or OPAL(old people with active life). Principles of universal design such as accessibility, flexibility in use, fair in use, aesthetics, safely-oriented were applied in developing the vest. This universal fashion products enable the elderly to have physical independence and make them have the self respect and better life.
This study examined the relationship among perception on information, purpose of information use, and trust in government. It also identified different patterns of groups by their ideological inclination via a national survey on sample population over the age of twenty. The result showed the statistical significance of the relationship among information perception, purpose of information use, ideological inclination, and trust in government. The analysis result implies that the role of government should be readjusted in terms of publicness toward meta-data provider which is transparent and fair without any discrimination by individual difference and economic condition. This will increase the level of trust in government data and its utilization will be tied into the individual connectedness for social integration. The role of government as an information provider needs to establish the role of mediator which always keeps social rules and tracks down violators in a timely manner in the process of information production. With transparent information flow and fair game, the richness of information and a positive production environment will be created.
The purpose of this study is to research and development of 'Korea B(Benefit)-impact Model' for Sustainable Development. A concept evaluation model is 'B(Benefit)-impact model' in U.S.A. We use the results of surveys that examined the importance of social value issues to stakeholders in Korea to implement the benefit-impact model in Korea. In particular, in this paper, we use the KSI(Korean Sustainability Index) survey data conducted by the Korea Standards Association to evaluate the social value of the construction industry for representative stakeholders in the construction industry. The social value pool and the activity indicator pool used for the survey are created based on relevant International Standards; ISO 26000, ISO 14001, ISO 37001. As a result, Korea B-impact model for construction industry included the following five core social value issues; Strengthen transparency of corporate management, Ensure fair employment and employment relations, Efforts to prevent corruption, Conduct fair competition, Efforts to prevent environmental pollution. In addition, the US B-impact model has three limitations. First, it is unclear whether the key indicators have been derived while considering all issues of social value. Second, US B-impact model indicators are developed by the social responsibility experts, so it is necessary to review by stakeholders in each industry. Finally, it would be more effective for companies to use the B-impact model index as a more detailed activity indicator. When developing a Korea B-impact model, the following methods are used to supplement it. First, we reviewed all social value issues using international standards. Secondly, we used the KSI(Korean Sustainability index) survey results to derive the importance of the social value issue of construction industry in Korea. Finally, we have clearly matched the activity indicators by social value core issues based on the GRI Standard so that companies can actually use the Korea B-impact model for the construction sector. The digital copying and digital transmission are rapidily Increasing with the innovation of information technology and the development of networking technology. But It Is Inevitable to limit copyright for the public benefit and cultural development In the digital environment in like manner with the analog environment. First, this study examinated the international trends and legulations relating to the copyright limitations In the U.S. and Japan for the fair use. Second, it dealed with the problems of the digital copying relating to the temporary storage In RAM and screen display that are recently becoming international issues. Third, it concretely explored and analyzed the problems according to the application of the fall use of the private copying, the library copying, and the copying for the purpose of school education in the network environment. In conclusion, to solve these problems that Is occurred from legulations In the analog environment Is needed the revision of the existing copyright law in Korea. Finally, this study suggested 'the copyright collecive management system' and 'the private copying levy system' as the systemic devices to control the digital private copying.
Article 1 of the Korea Copyright Act stipulates that the purpose of this Act is to protect the rights of authors and the rights neighboring on them and to promote fair use of works in order to contribute to the improvement and development of culture. Hence, the improvement and development of culture is the final goal of the Copyright Act and should be the essential standard of the interpretation and application of the law. However, most of Korean copyright scholars do not explain the meaning of it and they even assume that protection of the copyright and promotion of fair use themselves are deemed as it. The meaning of the improvement and development of culture should be derived from the Constitution and there is a principle of the nation of culture as one of the basic constitutional principles. Pursuant to the principle of the nation of culture, the improvement and development of culture means maximization of the right of enjoyment from culture by the building of the ecology for the sustainable production and consumption of the works. This should be not only the legislative purpose of the Copyright Act but also the goal of culture policy.

Copyright is challenged by the rapid development of digital technology. This study investigated a number of new copyright-related issues : electrocopying, digital transmission, legal definition of multimedia, moral right, fair use et al. To use copyright works we need licensing of rights and permissions. Then at this paper we examined the scopes and contents of permission with copyright owners or publishers, also considered relationships of copyright owners with distributors and end-users. Finally, to protect rights of copyright owners and use freely copyright works, we suggested introduction of 'collective management system of copyright' and construction of 'copyright management information system' .
Credibility theory has provided with a useful tool the assignment of weighting factor that reflects the credibility of the observed individual and collective experience to secure fair experience rate-,making. We review credibility models which can effectively estimate risk premiums using credibility theory, and suggest an empirical Bayed model based on the collective statistics to estimate the structural parameters. To illustrate the use of evolutionary models, the models are applied to the actual data, such as loss ratio, claim frequencies and severity, in the Korean automobile insurance. Also the possibilities of generalizations and applications of empirical models are discussed.
