인쇄환경에서의 도서관은 장서 구입을 통하여 이용자에게 무제한 접근과 영구 이용을 지원한다. 이와 달리 전자환경에서의 도서관은 대부분의 전자정보 서비스를 일정기간 동안만 접속할 수 있고 특정 조건하에 이용 가능하도록 지원한다. 전자정보의 접속은 라이선스 취득을 통하여 가능하며 전자정보의 라이센싱이란 전자정보를 제공하는 출판사 혹은 정보제공자인 라이센서(licensor)와 전자자원을 구입하려는 도서관인 라이센시(licensee)간 협상한 내용에 상호 동의하여 계약하는 절차라 할 수 있다. 도서관에서는 이제 필요한 전자정보를 확충하기 위하여 구입(purchasing)하는 것이 아닌 라이센싱(licensing)을 해야 한다. 본 논고에서는 라이센싱 관련 현안들을 살펴보고 전자정보의 선정 기준과 라이센싱 관련 원칙 및 고려사항에 대하여 문헌을 중심으로 조사한다. 본 논고에서 정리하여 제시한 사항들이 국내 대학도서관의 해외 전자정보 담당자 업무에 참고자료가 될 수 있으리라 기대한다.

The article is devoted to the problems and prospects of integration of informational technologies in the administration of justice as a necessary component of the development of the informational society in Ukraine. In general, informational technologies make it possible to create new forms of organization and interaction of bodies of public authorities with society, to introduce innovative solutions for legal regulation and organization of public relations. More and more services for citizens are moving to electronic format. Judicial reform is aimed at ensuring more comfortable and convenient interaction with the courts. The need for the usage of informational technology in the proceedings is preconditioned by the global informatization of modern society, the development of new forms of interaction in the civil sphere with the usage of electronic means of communication: the global Internet, mobile, and satellite communication systems and more. "Electronic justice" involves the use of information and communication technologies in the implementation of procedural law.

Multi-user Multiple-Input and Multiple-Output (MU-MIMO) has potential for prominently enhancing the capacity of wireless network by simultaneously transmitting to multiple users. User selection is an unavoidable problem which bottlenecks the gain of MU-MIMO to a great extent. Major state-of-the-art works are focusing on improving network throughput by using Channel State Information (CSI), however, the overhead of CSI feedback becomes unacceptable when the number of users is large. Some work does well in balancing tradeoff between complexity and achievable throughput but is lack of consideration of fairness. Current works universally ignore the rational utilizing of time resources, which may lead the improvements of network throughput to a standstill. In this paper, we propose TOUSE, a scalable and fair user selection scheme for MU-MIMO. The core design is dynamic-time-warping-based user selection mechanism for downlink MU-MIMO, which could make full use of concurrent transmitting time. TOUSE also presents a novel data-rate estimation method without any CSI feedback, providing supports for user selections. Simulation result shows that TOUSE significantly outperforms traditional contention-based user selection schemes in both throughput and fairness in an indoor condition.

본 연구는 디지털 환경 하에서의 복제·전송과 관련한 도서관 면책 규정을 WCT와 EU 지침, 미국, 일본 및 호주 저작권법을 대상으로 하여 각각 면밀하게 분석하여 그 법문의 변화와 특징을 총체적으로 명확하게 규명하였다. 나아가 이러한 분석결과를 바탕으로 하여 디지털도서관의 복제·전송을 규율하는 우리나라의 현행 저작권법과 개정안의 제28조를 각각 분석하여 문제점을 지적하였으며, 이를 정비하기 위하여 수정·보완되어야 할 법적 개선방안을 구체적으로 제시하였다.

This paper sets out what can be said in general about pricing within transport sectors. In this paper we briefly restate the economic principles of pricing that hold for two transport sectors-road and rail. This is used as a basis for a discussion of pricing principles in the transport sector. Here we focus on the pricing of user charges of transport infrastructures. We start this paper to analyse road transport sector and compare it with rail sector. In fact as a result of the trend towards rail reform, the issue of charging mechanisms for the use of rail infrastructure has become increasingly important. In this paper, we just take the problem in theory and present some foreign cases. But our long-run objective will be the design of efficient user charges of infrastructures based on fair intermodal competition.

The number of participants in an online dispute resolution(ODR) system is crucial to its survival. Securing participation is nonetheless difficult. Clearly, it is important to offer a system that is fair, transparent and offers an efficient service at low cost. These factors are fundamental to ensure trust and to build a returning customer base to the system, but are not what attracts a party to submit a dispute for settlement. This paper describes and discusses four main categories of legal measures found in the online dispute resolution services offered by SquareTrade and WIPO. In spite of shortcomings in the offered, the legal measures have contributed to attract large numbers of participants. Large participation secures the long-term economic viability of an online dispute resolution system. The four categories of legal measures described and discussed in this paper need to be part of the specifications and the design and development of future ODR system.

The use of L-carbohydrates and their corresponding nucleosides in medicinal application has greatly increased. For example L-ribose has been much in demand as the starting material for curing hepatitis B. High performance liquid chromatography (HPLC) method was studied for the analysis of ribose and arabinose fractions from ion exchange chromatography (IEC). Dowex Monosphere 99 Ca/320 resin was packed in IEC to separate ribose and arabinose under various operating conditions. $NH_{2}$ and sugar HPLC columns were then used to analyze the fractions from the IEC column. Pulse input method (PIM) was also used to measure adsorption isotherms of ribose and arabinose in the Dowex column and HPLC columns. Experimental results and simulations by ASPEN chromatography were compared with fair agreement.

In addition to the increased used for smart phones daily, various characteristics and problems for social commerce have been drawn attention recently, and also, have been analyzed by various impact factors which were given to the purchasing behaviors of consumers through social commerce. The study investigated consumers' use of social commerce based on SNS by using articles of Fair Trade Commission, Korea Consumer Agency and so on. As a result, cost reduction characteristics of social commerce, the impulse buy, and to understand in Review effect, latest mobile shopping growth of increases explosively, market by market conditions to move from offline to online, the social commerce it was found to have a significant impact on the time of the purchase of the consumer. In addition, the study has discussed the results of the significance and limitation. With those things, they can be a suggestion for future research. More than half of the consumers were satisfied with social commerce. The consumers made use of social commerce 1 or 2 times a month and when they were watching banner advertising. In detail, food and beverage tickets such as restaurants, café and bars occupied 35%, and they showed the highest. 'We-make-price', 'Ticket Monster' and 'Coupang' were used to investigate as representative social commerce companies.

To achieve high-speed communication and to improve QoS characteristics, ATM is now being used as underlying transfer mechanism of Internet protocols, or TCP/IP. When TCP uses the ABR service in ATM networks, the ABR service control is important to improve the performance of TCP/IP traffic as long as there is no interaction between ABR rate control and TCP flow control. In such environment, the interoperability of EFCI and ER switches becomes unavoidable in order to more effectively control ABR traffic in ATM network. In this paper, we use the model of mixed EFCI-ER environment and discuss the performance issues, e.g., the fairness of bandwidth allocation, drop rate, throughput by using various ER switch algorithms. Among various ERSwitch algorithms, we present one algorithm that have a less network topology and allocate the fair share of VC bandwidth by simulation results.

Reaseach efforts regarding the handicap system for the fair determination of the ranking of yacht racing for various sizes have started in the end of 19th century led by Europe and America.The development of the handicap system started in 1952 as inshore and offshore races began. A simple empirical handicap system has been selected by IOR and IMS rule in mid 70's, and more advanced technique based on theoretical and computer simulation has been selected in late 70's by IMS rule. While each techniques have relative merits, it is found that the simple empirical handicap system is more effective than the advanced technique in term of reliability and easiness of use as more racing records are accumulated.
