There is a growing dissatisfaction with use of conventional statistical methods for the prediction of extreme events. Conventional methodology for modeling extreme event consists of adopting an asymptotic model to describe stochastic variation. However asymptotically motivated models remain the centerpiece of our modeling strategy, since without such an asymptotic basis, models have no rational for extrapolation beyond the level of observed data. Also, this asymptotic models ignored or overestimate the uncertainty and finally decrease the reliability of uncertainty. Therefore this article provide the research example of the extreme rainfall event and the methodology to reduce the uncertainty. In this study, the Bayesian MCMC (Bayesian Markov Chain Monte Carlo) and the MLE (Maximum Likelihood Estimation) methods using a quadratic approximation are applied to perform the at-site rainfall frequency analysis. Especially, the GEV distribution and Gumbel distribution which frequently used distribution in the fields of rainfall frequency distribution are used and compared. Also, the results of two distribution are analyzed and compared in the aspect of uncertainty.

The storm water management and drainage relation are the key variable that plays a vital role on hydrological design and risk analysis. These require knowledge about spatial variability over a specified area. Generally, design rainfall values are expressed from the fixed point rainfall, which is depth at a specific location. Concurrently, determine the areal rainfall amount is also very important. Therefore, a spatial rainfall interpolation (point rainfall converting to areal rainfall) can be solved by areal reduction factor (ARF) estimation. In mainland of South Korea, for dam design and its operation, public safety, other surface water projects concerned about ARF for extreme hydrological events. In spite of the long term average rainfall (2,061 mm) and increasing extreme rainfall events, ARF estimation is also essential for Jeju Island's water control structures. To meet up this purpose, five fixed rainfall stations of automatic weather stations (AWS) near the "Hancheon Stream Watershed" area has been considered and more than 50 years of high quality rainfall data have been analyzed for estimating design rainfall. The relationship approach for the 24 hour design storm is assessed based on ARF. Furthermore, this presentation will provide an outline of ARF standards that can be used to assist the decision makers and water resources engineers for other streams of Jeju Island.

Climate change, abnormal weather, and unprecedented extreme weather events have appeared globally. Interest in their size, frequency, and changes in spatial distribution has been heightened. However, the events do not display regional or regular patterns or cycles. Therefore, it is difficult to carry out quantified evaluation of their frequency and tendency. For more objective evaluation of extreme weather events, this study proposed a rainfall extreme weather index (STARDEX, 2005). To compare the present and future spatio-temporal distribution of extreme weather events, each index was calculated from the past data collected from 66 observation points nationwide operated by Korea Meteorological Administration (KMA). Tendencies up to now have been analyzed. Then, using SRES B2 scenario and 2045s (2031-2050) data from YONU CGCM simulation were used to compute differences among each of future extreme weather event indices and their tendencies were spatially expressed.The results shows increased rainfall tendency in the East-West inland direction during the summer. In autumn, rainfall tendency increased in some parts of Gangwon-do and the south coast. In the meanwhile, the analysis of the duration of prolonged dry period, which can be contrasted with the occurrence of rainfall or its concentration, showed that the dryness tendency was more pronounced in autumn rather than summer. Geographically, the tendency was more remarkable in Jeju-do and areas near coastal areas.

In this study, new stochastic point rainfall models which can consider the correlation structure between rainfall intensity and duration are developed. In order to consider the negative and positive correlation simultaneously, the Gumbels type-II bivariate distribution is applied, and for the cluster structure of rainfall events, the Neyman-Scott cluster point process is selected. In the theoretical point of view, it is shown that the models considering the dependent structure between rainfall intensity and duration have slightly heavier tail autocorrelation functions than the corresponding independent mode]s. Results from generating long time rainfall events show that the dependent models better reproduce historical rainfall time series than the corresponding independent models in the sense of autocorrelation structures, zero rainfall probabilities and extreme rainfall events.

Recently, frequency of extreme rainfall events in South Korea has been substantially increased due to the enhanced climate variability. Korea is prone to flooding due to being surrounded by mountains, along with high rainfall intensity during a short period. In the past three decades, an increase in the frequency of heavy rainfall events has been observed due to enhanced climate variability and climate change. This study aimed to analyze extreme rainfalls informed by their frequency of occurrences using a long-term rainfall data. In this respect, we developed a Poisson-Generalized Pareto Distribution (Poisson-GPD) based rainfall frequency method which allows us to simultaneously explore changes in the amount and exceedance probability of the extreme rainfall events defined by different thresholds. Additionally, this study utilized a Bayesian approach to better estimate both parameters and their uncertainties. We also investigated the synoptic patterns associated with the extreme events considered in this study. The results showed that the Poisson-GPD based design rainfalls were rather larger than those of based on the Gumbel distribution. It seems that the Poisson-GPD model offers a more reasonable explanation in the context of flood safety issue, by explicitly considering the changes in the frequency. Also, this study confirmed that low and high pressure system in the East China Sea and the central North Pacific, respectively, plays crucial roles in the development of the extreme rainfall in South Korea.

This study investigated typhoon characteristics that provoke precipitation which is much attacking periodically in our country, and calculated probability precipitation of extreme rainfalls using Empirical Simulation Technique. The typhoon influenced in Korea was happened 3.18 times per, and year exposed to affect Korea during 107 hours. The depth of precipitation with the typhoon was different according to observation points. The extreme precipitation of typhoon events has analyzed by change and trend analyses. In the results, mean and standard deviation of extreme rainfall has been increasing than the past events in some areas. Also, About 143 typhoons influenced Korea was applied in EST techniques using center position, central pressure, time precipitation data using rainfall observatory in Korea. Therefore, we applied EST techniques and calculated probability precipitation. In the results, Jeonla-do, Gyeongsang-do and Gangwon-do will have heavy rain with typhoon events in high probability.

In South Korea, annual maximum precipitation often occurs in association with mature typhoons in the western Pacific and from summer monsoon rains. In addition, certain years have no significant typhoon activity. Therefore, the characteristics of frequency distributions differ between extreme typhoons and monsoon events. Those extremes are also influenced from climate conditions in a different way. Application of nonstationary frequency analysis to the AMP data combined with typhoon and monsoon events might not always be reasonable. Therefore, we propose a novel approach of nonstationary frequency analysis to integrate extreme events of AMP induced from two main sources such as typhoons and monsoon in the current study. In this way, we were able to model the nonstationarity of extreme events from tropical storms and monsoon separately.

In statistical hydrology, various extreme distributions such as the generalized extreme value (GEV), generalized logistic (GLO) and Gumbel (GUM) models have been widely used to analyze the extreme events. In the case of rainfall events in South Korea, the GEV and Gumbel distributions are known to be appropriate among various extreme distribution models. However, the proper probability distribution model may be different depending on the type of extreme events, rainfall duration, region, and statistical characteristics of extreme events. In this regard, it is necessary to apply a wide range of statistical properties that can be represented by the distribution model because it has two shape parameters. In this study, the statistical applicability of rainfall data is analyzed using the Burr XII distribution and the dimensionless L-moment ratio for 620 stations in South Korea. For this purpose, L-skewness and L-kurtosis of the Burr XII distribution are derived and L-moment ratio diagram is drawn and then the applicability of 620 stations was analyzed. As a result, it is found that the Burr XII distribution for the stations of the Han River basin in which L-skewness is relatively larger than L-kurtosis is appropriate, It is possibility of replacing the distribution of commonly used Gumbel or GEV distributions. Therefore, the Burr XII model can be replaced as an appropriate probability model in this basin.

Parametric method of flood frequency analysis involves fitting of a probability distribution to observed flood data. When record length at a given site is relatively shorter and hard to apply the asymptotic theory, an alternative distribution to the generalized extreme value (GEV) distribution is often used. In this study, we consider the beta-P distribution (BPD) as an alternative to the GEV and other well-known distributions for modeling extreme events of small or moderate samples as well as highly skewed or heavy tailed data. The L-moments ratio diagram shows that special cases of the BPD include the generalized logistic, three-parameter log-normal, and GEV distributions. To estimate the parameters in the distribution, the method of moments, L-moments, and maximum likelihood estimation methods are considered. A Monte-Carlo study is then conducted to compare these three estimation methods. Our result suggests that the L-moments estimator works better than the other estimators for this model of small or moderate samples. Two applications to the annual maximum stream flow of Colorado and the rainfall data from cloud seeding experiments in Southern Florida are reported to show the usefulness of the BPD for modeling hydrologic events. In these examples, BPD turns out to work better than $beta-{\kappa}$, Gumbel, and GEV distributions.

The occurrence causes of the extreme rainfall to happen in Korea can be distinguished with the typhoons and local downpours. The typhoon events attacked irregularly to induce the heavy rainfall, and the local downpour events mean a seasonal rain front and a local rainfall. Almost every year, the typhoons and local downpours that induced a heavy precipitation be generated extreme disasters like a flooding. Consequently, in this research, There were distinguished the causes of heavy rainfall events with the typhoons and the local downpours at Korea. Also, probability precipitation was computed according to the causes of the local downpour events. An evaluation of local downpours can be used for analysis of heavy rainfall event in short period like a flash flood. The methods of calculation of probability precipitation used the parametric frequency analysis and the Empirical Simulation Technique (EST). The correlation analysis was computed between annual maximum precipitation by local downpour events and sea surface temperature, moisture index for composition of input vectors. At the results of correlation analysis, there were revealed that the relations closely between annual maximum precipitation and sea surface temperature. Also, probability precipitation using EST are bigger than probability precipitation of frequency analysis on west-middle areas in Korea. Therefore, region of west-middle in Korea should prepare the extreme precipitation by local downpour events.
