Recent studies show the possibility of more frequent extreme events as a result of the changing climate. These weather extremes, such as excessive rainfall, result to debris flow, river overflow and urban flooding, which post a substantial threat to the community. Therefore, an effective flood model is a crucial tool in flood disaster mitigation. In recent years, a number of flood models has been established; however, the major challenge in developing effective and accurate inundation models is the inconvenience of running multiple models for separate conditions. Among the solutions in recent researches is the development of the combined 1D-2D flood modeling. The coupled 1D-2D river flood modeling allows channel flows to be represented in 1D and the overbank flow to be modeled over two-dimension. To test the efficiency of this approach, this research aims to assess the capability of HEC-RAS model's implementation of the combined 1D-2D hydraulic simulation of river overflow inundation, and compare with the results of GERIS and FLUMENS 2D flood model. Results show similar output to the flood models that had used different methods. This proves the applicability of the HEC-RAS 1D-2D coupling method as a powerful tool in simulating accurate inundation for flood events.

In recent years in Korea, Typhoon Rusa (2002), Typhoon Maemi (2003), and the localized extreme rainfall followed by Typhoon Ewiniar in 2006 devastated residential areas, roads, and agricultural lands in Gangwon province where 90% of the area is in mountainous regions. Most of the economic losses and casualties were concentrated in the area near the mountain valleys and creeks due to the floods and debris flows. In this study, DATABASE, which includes a total 180 debris flow events in the Gangwon area, was created by collecting the hazard records and field investigations of existing debris flow sites. Analysis results showed that the most of the debris flows in Gangwon province initiated from the small slope failure with relatively steep slope of $18.1^{\circ}$. And they flowed short distances about 420 m in gentle slope with the average angle of $18.1^{\circ}$. In addition, rainfall condition was important for the triggering of debris flow not only at the day of debris flow but also extended period of rainfall before debris flow.

지구온난화에 따른 기후변화로 인하여 설계빈도를 상회하는 집중호우가 증가하는 추세이며, 불규칙한 강우패턴 및 강우강도의 변화, 그리고 급격한 도시화는 도시지역의 침수피해를 가져오고 있다. 본 연구에서는 극한호우사상에 따른 도심지역 침수분석을 실시하기 위해 서울시 상습침수지역인 강남역 일대를 연구대상유역으로 선정하여 도시유출모형을 구축하였으며, 극한호우사상에 따른 강우시나리오 선정을 위해 기왕최대강우, PMP, 확률강우량을 분석하였다. 또한, 극한호우사상에 따른 도심지역 홍수피해액 산정을 위해 국내외 산정방법에 대해 조사하고, 방법에 따른 피해액 산정결과를 제시하였다.
According to 5th IPCC Climate Change Report, there is a very high likelihood that the frequency and intensity of extreme rainfall events will increase. In reality, flood damage has increased, and it is necessary to estimate the future probabilistic design rainfall amount that climate change is reflected. In this study, the future probabilistic design precipitation amount is estimated by analyzing trends of future annual maximum daily rainfall derived by RCP 8.5 scenarios and using the scale-invariance technique. In the first step, after reviewing the time-scale characteristics of annual maximum rainfall amounts for each duration observed from 60 sites operating in Korea Meterological Administration, the feasibility of the scale-invariance technique are examined using annual daily maximum rainfall time series simulated under the present climate condition. Then future probabilistic design rainfall amounts for several durations reflecting the effects of climate change are estimated by applying future annual maximum daily rainfall time series in the IDF curve equation derived by scale-invariance properties. It is shown that the increasing trend on the probabilistic design rainfall amount has resulted on most sites, but the decreasing trend in some regions has been projected.

Characterizing the performance of precipitation (hereafter PRE) products in estimating the uncertainties in daily PRE in the era of global warming is of great value to the ecosystem's sustainability and human survival. This study intercompares the performance of different PRE products (gauge-based, satellite and reanalysis) sourced from the Frequent Rainfall Observations on GridS (FROGS) database over diverse climate zones in Africa and identifies regions where they depict minimal uncertainties in order to build optimal maps as a guide for different climate users. This is achieved by utilizing various techniques, including the triple collection (TC) approach, to assess the capabilities and limitations of different PRE products over nine climatic zones over the continent. For daily scale analysis, the uncertainties in light PRE (0.1 5mm/day) are prevalent over most regions in Africa during the study duration (2001-2016). Estimating the occurrence of extreme PRE events based on daily PRE 90th percentile suggests that extreme PRE is mainly detected over central Africa (CAF) region and some coastal regions of west Africa (WAF) where the majority of uncorrected satellite products show good agreement. The detection of PRE days and non-PRE days based on categorical statistics suggests that a perfect POD/FAR score is unattainable irrespective of the product type. Daily PRE uncertainties determined based on quantitative metrics show that consistent, satisfactory performance is demonstrated by the IMERG products (uncorrected), ARCv2, CHIRPSv2, 3B42v7.0 and PERSIANN_CDRv1r1 (corrected), and GPCC, CPC_v1.0, and REGEN_ALL (gauge) during the study period. The optimal maps that show the classification of products in regions where they depict reliable performance can be recommended for various usage for different stakeholders.

According to the IPCC analysis, severe climate changes are projected to occur in Korea as the temperature is expected to rise by 3.2 ℃, the precipitation by 15.6% and the sea level by 27cm by 2050. It is predicted that the occurrence of abnormal climate phenomena - especially those such as increase of concentrated precipitation and extreme heat in the summer season and severe drought in the winter season - that have happened in Korea in the past 30 years (1981-2010) will continuously be intensified and accelerated. As a result, the impact on and vulnerability of the water management sector is expected to be exacerbated. This research aims to predict the climate change impacts on streamflow of Daecheong Lake area of Geum River in South Korea during the summer and winter seasons, which show extreme meteorological events, and ultimately develop an integrated policy model in response. We projected and compared the streamflow changes of Daecheong Lake area of Geum River in South Korea in the near future period (2020-2040) and the far future period (2041-2060) with the reference period (1991-2010) using the HEC-HMS model. The data from a global climate model HadGEM2-AO, which is the fully-coupled atmosphere-ocean version of the Hadley Centre Global Environment Model 2, and RCP scenarios (RCP4.5 and RCP8.5) were used as inputs for the HEC-HMS model to identify the river basins where cases of extreme flooding or drought are likely to occur in the near and far future. The projections were made for the summer season (July-September) and the winter season(November-January) in order to reflect the summer monsoon and the dry winter. The results are anticipated to be used by policy makers for preparation of adaptation plans to secure water resources in the nation.

In this study, spatial patterns of the urban flood vulnerability index in Seoul are examined by considering climate exposure, sensitivity, and adaptability associated with floodings for recent 5 year (2006~2010) period by the smallest administrative unit called Dong. According to the results of correlation analyses based on the IPCC(Intergovernmental Panel on Climate Change)'s vulnerability model, among many variables associated with urban flooding, rainwater tank capacity, 1-day maximum precipitation and flood pumping station capacity have statistically-significant, and relatively-high correlations with the number of flood damage in Seoul. The flood vulnerability map demonstrates that the extensive areas along Anyang and Joongnang streams show relatively high flood vulnerability in Seoul due to high sensitivity. Especially in case of Joongnang stream areas, climatic factors also contribute to the increase of flood vulnerability. At local scales, several Dong areas in Gangdong-gu and Songpa-gu also show high flood vulnerability due to low adaptability, while those in Gangnam-gu do due to high sensibility and climate factor such as extreme rainfall events. These results derived from the flood vulnerability map by Dong unit can be utilized as primary data in establishing the adaptation, management and proactive policies for flooding prevention within the urban areas in more detail.

Recently, increasing heavy rainfalls due to climate change and/or variability result in hydro-climatic disasters being accelerated. To cope with the extreme rainfall events in the future, hydrologic frequency analysis is usually used to estimate design rainfalls in a design target year. The rainfall data series applied to the hydrologic frequency analysis is assumed to be stationary. However, recent observations indicate that the data series might not preserve the statistical properties of rainfall in the future. This study incorporated the residual analysis and the hydrologic frequency analysis to estimate design rainfalls in a design target year considering the non-stationarity of rainfall. The residual time series were generated using a linear regression line constructed from the observations. After finding the proper probability density function for the residuals, considering the increasing or decreasing trend, rainfalls quantiles were estimated corresponding to specific design return periods in a design target year. The results from applying the method to 14 gauging stations indicate that the proposed method provides appropriate design rainfalls and reduces the prediction errors compared with the conventional rainfall frequency analysis which assumes that the rainfall data are stationary.

Extreme hydrologic events cause serious disaster, such as flood and drought. Many researchers have an effort to estimate design rainfalls or discharges. This study evaluated parameter estimation methods to estimate probability rainfalls with low uncertainty which will be used in design rainfalls. This study collected rainfall data from Incheon, Gangnueng, Gwangju, Busan, and Chupungryong gage station, and generated synthetic rainfall data using ARMA model. This study employed the maximum likelihood method and the Bayesian inference method for estimating parameters of the Gumbel and GEV distribution. Using a bootstrap resampling method, this study estimated the confidence intervals of estimated probability rainfalls. Based on the comparison of the confidence intervals, this study recommended a proper parameter estimation method for estimating probability rainfalls which have a low uncertainty.

Extreme rainfall will become intense due to climate change, increasing inundation risk to agricultural land. Hydrological and hydraulic simulations for the entire watershed were conducted to analyze the impact of climate change. Rainfall data was collected based on past weather observation and SSP (Shared Socio-economic Pathway)5-8.5 climate change scenarios. Simulation for flood volume, reservoir operation, river level, and inundation of agricultural land was conducted through K-HAS (KRC Hydraulics & Hydrology Analysis System) and HEC-RAS (Hydrologic Engineering Center - River Analysis System). Various scenarios were selected, encompassing different periods of rainfall data, including the observed period (1973-2022), near-term future (2021-2050), mid-term future (2051-2080), and long-term future (2081-2100), in addition to probabilistic precipitation events with return periods of 20 years and 100 years. The inundation area of the Aho-Buin district was visualized through GIS (Geographic Information System) based on the results of the flooding analysis. The probabilistic precipitation of climate change scenarios was calculated higher than that of past observations, which affected the increase in reservoir inflow, river level, inundation time, and inundation area. The inundation area and inundation time were higher in the 100-year frequency. Inundation risk was high in the order of long-term future, near-term future, mid-term future, and observed period. It was also shown that the Aho and Buin districts were vulnerable to inundation. These results are expected to be used as fundamental data for assessing the risk of flooding for agricultural land and downstream watersheds under climate change, guiding drainage improvement projects, and making flood risk maps.
