The Comparison of Waste Home Appliances Recycling System in Japan, Korea, and Taiwan - From an Extended Producer Responsibility (EPR) Perspective-

  • Although Japan, Korea, and Taiwan are all East Asian countries, there are marked differences in the recycling policies, motivations, and methodologies of each country. One reflection of differences is the approaches each country has taken toward the OECD proposal for Extended Producer Responsibility (EPR). I consider the relationship of local governments and producers for Japan, Korea, and Taiwan from the perspective of EPR. First, I provide an outline of the establishment of waste home appliances (WHA) recycling systems. And then, consider the responsibility of related subjects. Lastly, I prepare the differences of EFR concept of each country.

Current Status for Resources Recycling in Korea (자원리싸이클링의 현황과 전망)

  • In order to prospect current recycling status in Korea, legislative system and policies relating to recycling, wastes generation and recycling rate were reviewed. Approximately 260,400 ton/day of wastes was generated in 2001. 48,400 ton/day of household waste and 212,000 ton/day of industrial waste. During the last ten years, waste management laws such as waste disposal law, recycling law and environment friendly industry law were prepared. In this article, concerning over waste generation and recycling, recycling law, Extended Producer Responsibility System and the problems and technological developments associated with recycling were summarized.

Efficient Operation Policy in a Closed-loop Tire Manufacturing System with EPR

  • This paper deals with a closed-loop remanufacturing system with one manufacturer and one remanufacturer. The manufacturer sells new products bearing the 'Extended Producer Responsibility (EPR).' It is assumed that the manufacturer's collection rate of used products depends only on the buy-back cost, while that of the remanufacturer depends on the minimum allowed quality level of used products in addition to the buy-back cost. Through the development of mathematical models with the objective function of maximizing profit, we study an efficient operation policy of each party. The decision variables are the unit selling price of new products and remanufactured products, the unit buy-back cost of the used products of the manufacturer and remanufacturer, and the minimum allowed quality level. The validity of the model is examined through numerical examples and sensitivity analysis.

  • The introduction of Extended Producer Responsibility(EPR), voluntary agreements and operating were analyzed in this study. The voluntary agreement to participate in the manufacturers, recyclers and management reporting agency data and literature data to verify through research and analysis assessing the performance of the management plan for this system was analyzed. The effectiveness of Voluntary Agreement(VA) on waste analysis system of voluntary agreements with the voluntary agreement of waste reduction savings exemption amount and reductions in greenhouse gases, such as comparison and understanding of business organizations participate waste recycling effects were verified. The Voluntary Agreements as a means of future regulatory system for the ongoing operation of the waste recycling operations and systems effectiveness analysis of the problems appearing in operators and manufacturers suggest ways to improve it.
