  • The Personal Information Protection Act has been revised continuously since its establishment, and as a way to secure stability properly, the guidelines as well as enforcement ordinances and regulations have been changed, too. It seems that people's recognition and awareness of private information have already evolved to a certain level that is regarded to be fairly high. However, no one can exactly imagine how much ripple effect scrapping discarded paper regarded simply as waste material which is often and easily practiced in our everyday lives exerts and how many socially significant events it may arouse in our lives. Private information is produced, operated, preserved, utilized, distributed within the frame of law unidentified, and then discarded with a particular purpose. While going through a series of processes, each piece of that private information comes to be reproduced melting a lot of information. It is used and also changed beneficially sometimes to richen our lives or as basic material for welfare. Meanwhile, its importance is decided by its weight or mass and then often gets discarded after all. It means that the process of disuse is being done in a way to arouse the possibility of invasion of personal rights and also the second and third and also more exposure of private information. Therefore, approaching the meaning of automation politically, this study aims to suggest how to secure stability in the process of discarding private information in terms of logical automation.

동종조직에서의 방사선 멸균효과에 대한 연구 (THE EFFECT OF STERILIZATION OF GAMMA IRRADIATION ON ALLOGENEIC TISSUE MATERIALS)

  • Allograft donations are commonly found to be contaminated. The most of tissue banks has promoted the use of ionizing radiation for the sterilization of biological tissues. The potential for transmission of human infectious diseases and contamination of microorganism has created serious concern for the continued clinical use of hard and soft-tissue allografts. Tissue banks have employed 15-25kGy for sterilization of hard and tendon allografts, which, according to the national standards, approaches the level at which the tissue quality is adversely affected for transplantation. The donations of allogeneic tissues to the Korea Tissue Bank over a 2-year period were reviewed, and the incidence and bacteriology of contamination were detailed. Clinical outcomes were determined for donors who had positive cultures at the time of retrieval and during the processing and they were compared with those of post sterilization. After exposure of the frozen block bone to 25kGy and the processed tissues to 15kGy of gamma irradiation, the authors were able to demonstrate complete inactivation of the bacteria. The aim of this study was to obtain the effects of gamma irradiation and the irradiation dose according to the type of tissue, through conventional microbiologic test without on influence of biocompatibility in allografts. The contamination rate after the final irradiation sterilization is 0% in the processed allografts. This may be due to the fact that the gamma radiation and processing steps are effective to control contamination.

Performance Analysis of Low-level Radiation Shielding Sheet with Diamagnetic Nanoparticles

  • In this study, the authors attempted to produce a medical radiation shielding fiber that can be produced at a nanosize scale and that is, unlike lead, harmless to the human body. The performance of the proposed medical radiation shielding fiber was then evaluated. First, diamagnetic bismuth oxide, an element which, among elements that have a high atomic number and density, is harmless to the human body, was selected as the shielding material. Next, 10-100 nm sized nanoparticles in powder form were prepared by ball milling the bismuth oxide ($Bi_2O_3$), the average particle size of which is $1-500{\mu}m$, for approximately 10 minutes. The manufactured bismuth oxide was formed into a colloidal solution, and the radiation shielding fabric was fabricated by curing after coating the solution on one side or both sides of the fabric. The thicknesses of the shielding sheets prepared with bismuth oxide were 0.1, 0.2, 0.3, 0.4, 0.5, 0.6, 0.7, 0.8, and 1.0 mm. An experimental method was used to measure the absorbed dose and irradiation dose by using the lead equivalent test method of X-ray protection goods presented by Korean Industrial Standards; the resultant shielding rate was then calculated. From the results of this study, the X-ray shielding effect of the shielding sheet with 0.1 mm thickness was about 55.37% against 50 keV X-ray, and the X-ray shielding effect in the case of 1.0 mm thickness showed shielding characteristics of about 99.36% against 50 keV X-ray. In conclusion, it is considered that nanosized-bismuth radiation shielding fiber developed in this research will contribute to reducing the effects of primary X-ray and secondary X-ray such as when using a scattering beam at a low level exposure.

신축공동주택내 실내유해공기오염물질(HAPs)의 건강위해성평가 (Health Risk Assessment of Indoor HAPs in New Apartments)

  • This study accomplished to grasp the present condition of HAPs and to examine efficiently carcinogenic and non-carcinogenic health effects through health risk assessment in new apartments from June, 2004 to May,2005. Moreover, we performed uncertainty analysis by Monte-Carlo analysis to control uncertainty of exposure factors. The major results obtained from this study were as follows. Firstly, cancer risk of formaldehyde for male was $1.67{\times}10^{-5}$ in CTE in point estimation. Cancer risk of formaldehyde was showed $2.94{\times}10^{-3}$ in RME that applied worst case used results of 95 percentile in point estimation. It exceeds $10^{-6}$ of guide line in US EPA. Moreover, cancer risks of formaldehyde for female were $3.98{\times}10^{-5}$ in CTE and $3.93{\times}10^{-3}$ RME. Secondly, every hazard index for non-carcinogenic pollutants was less than 1 of permitted standards in CTE. However, in RME of male, hazard indexes of 1,2-Dichloropropane and Toluene were 1.3 and 2.0, respectively. Hazard indexes of 1,2-Dichloropropane and Totuene for female in RME were 1.7 and 2.6, respectively.

자동차검사 공정 근로자의 소음노출 특성 (Workers' Exposure Characteristics to Noise in Car Inspection Processes)

  • Workers engaged in car inspection works have been exposed to many occupational hazards including noise, particulate matter, and volatile organic substances. Noise-induced hearing loss(NIHL) is one of the leading health hazards among Korean workers. The aim of this study is to evaluate the noise levels in several car inspection shops by introducing the evaluation methods of KMOEL/OSHA and ACGIH. Six sites in central area of Korea were selected to monitor the noise levels of workers by personal and area sampling methods for two consecutive days in spring, summer, fall and winter seasons. Dosimeters have been used for this noise monitoring program. Obtained noise levels by the evaluation method according to KMOEL/OSHA are the range of 50.2~88.2 dB(A), these are lower than KOEL/OSHA standards level of 90 dB(A). But highest noise by ACGIH's evaluation methodology is recorded 92.3 dB(A) and is greater than NIHL standard level of 85 dB(A). So that many workers may be exposed to the dangerous noise environment. The higher the car inspection loads daily, the higher the noise levels in the sites. Seasonal fluctuation of noise levels at the process might give monitoring results with high variations. Area noise levels showed higher than those of personal sampling, which illustrate some high noise spots in the car inspection areas.

도농간 급성중독환자의 임상적 비교 고찰 (Clinical Comparison of Acute Poisoning Victims Between Urban and Rural Areas)

  • Purpose: The living standards vary between the urban and rural areas in Korea. This study aims to compare the characteristics of acute poisoning victims in urban and rural areas. Methods: A retrospective study was conducted over a period of 2 years from 2008 to 2009. The study group included adults over 19 year old with acute poisoning and who were later were admitted to the local emergency medical center located in Daegu, Korea. The exclusion criteria were 1) the victims of adverse effects of therapeutic doses of drugs, 2) the victims with chronic exposure and 3) the victims who were missing data in their emergency medical records. We divided the victims into the adult group (19-64 years old) and the old group (over 65 years old). Results: There were 569 acute poisoning victims during the study period, and they constituted 1.11% of the total ED visits (51,199). Four hundred seventy six patients were enrolled in this study. Out of the 359 acute poisoning victims, 252 victims were from urban areas and 107 victims were from rural areas. They showed statistical differences for gender, ED access, transport, toxins and the time to the ED. In the old group, 61 victims out of 117 were from urban areas and the remaining 56 victims were from rural areas. They showed statistical differences for gender, ED access, toxins and transport. Conclusion: Through the clinical comparison between the acute poisoning victims of urban and rural areas, we exposed the clinical differences between the urban and rural areas, and we concluded that prevention and education for acute poisoning should be generated differently between the two groups.

가속열 노화로 열화된 탄성받침 고무재료의 전단 특성(2): 합성고무 (Shear Characteristics of Elastomeric Bearing Rubber Deteriorated by Accelerated Heat Aging(2): Chloroprene Rubber)

  • 유연한 고무재료와 강재 보강판을 적층으로 구성한 탄성받침은 우수한 수직강성과 유연한 횡강성으로 교량의 내진보강용으로 널리 사용되고 있다. 무엇보다 시공이 간단하고 비용이 높지 않다는 장점을 지니고 있다. 고무재료의 한 종류인 합성고무는 천연고무에 비해 노화에 대한 저항성이 크지만 이 역시 다양한 열화요인으로 성능이 저하된다. 내진설계기준 및 내진성능평가요령에서는 이러한 노화의 특성을 반영하고 있지 않지만 관련 연구가 축적되면 이를 반영하는 것이 합리적이다. 합성고무를 대상으로 노화촉진시간과 노출시간을 변수로 하여 노화촉진시험을 수행하여 전단특성의 변화를 분석하였다. 노화가 진행될수록 최대전단응력과 전단변형율은 감소한다. 또한 동일한 전단변형률에서 전단강성이 크게 증가한다.

Pozzolanic properties of trachyte and rhyolite and their effects on alkali-silica reaction

  • The alkali-silica reaction (ASR) is a highly complex chemical reaction which causes damage to concrete and thus adversely affects the durability and service life. Significant damage can occur in concrete structures due to cracking because of the chemical reactions taking place. Various mineral and chemical additives have been used so far to mitigate ASR and/or to reduce its adverse effects. In this study, ground trachyte and rhyolite provided from Rize-Çağrankaya region, Turkey, were used to investigate their effectiveness in controlling ASR-induced damage by substituting them with cement at certain ratios. In this context, initially the possible use of trachyte and rhyolite as pozzolanas was determined in accordance with BS EN 450-1 and TS 25 standards by considering their pozzolanic activities and then their effectiveness in mitigating the ASR was evaluated as per ASTM C 1567-13. In experimental study, blends of trachyte and rhyolite were prepared by substituting them by cement at 25%, 35%, and 50% percentage. Totally 7 mixes were prepared and three samples of 25×25×285 mm mortar bars were prepared from each batch. The length changes of the mortar bars were determined at the end of 3, 7, 14 and 28 days of exposure. SEM, along with XRD analyses were performed to examine and elementally determine the ASR products that have been formed. The results obtained have shown that ground trachyte and rhyolite used in this study can be used as pozzolanas in concrete and they can also significantly mitigate ASR-induced damage as the substitution ratio increases.

의료기관 리모델링의 법적 제문제 (Legal Issues of Medical Institution Remodeling)

  • 의료기관은 환자의 만족도 충족과 타 의료기관과의 경쟁력 향상을 위해 신축보다는 기존 병원 건물을 리모델링하게 된다. 의료기관 리모델링은 의료의 질과 환자 안전의 수준 향상을 위해 강화된 법과 제도로 인하여 점차 증가하고 있다. 다만 선행연구들은 의료기관 리모델링에 대해 건축적 요소 등 제한된 범위에서만 논의가 이루어졌다. 이에 본 연구는 의료기관 리모델링의 법적 제문제를 다각적으로 검토함으로써 향후 리모델링을 계획하는 의료기관에게 기본적인 자료를 제공하고자 한다. 의료기관 리모델링은 공사 여건의 제한으로 공사 기간이 길어지고, 환자에게 소음·분진 등의 피해를 발생시킨다. 따라서 사전에 환자의 피해를 예방하고 적정한 의료기관의 리모델링을 지원하는 방안이 필요하다. 이에 의료기관 리모델링 활성화 및 지원에 관한 법률 마련이 필요하다. 그리고 의료기관은 공사기준 자율 준수 체크리스트, 사전 방지조치 및 사후 개선조치, 병원 내 감염과 방사선 노출에 대한 대책을 마련해야 한다.

유방 촬영 장치의 국제 규격 Beam Quality 기준에 따른 평균 선량 평가에 관한 연구 (A Study on Radiation Beam Quality Set-up of Mammography Equipment and Average Glandular Dose)

  • 유방암의 조기 진단에는 X선을 이용한 유방 촬영이 현재 가장 많이 이용되고 있다. X선 장치의 사용 빈도가 증가함에 따라 유방 X선 촬영에서 기인하는 방사선의 위해해 대한 관심이 고조되고 있는 추세이다. 이에 본 연구에서는 고 대조도 및 고해상력을 요구하는 X선 유방촬영에서 유선의 피폭선량을 측정하기 위하여 International Atomic Energy Agency (IAEA)에서 규정한 검사 기준에 대해 IEC 62220-1-2에서 제시하는 국제 권고안의 beam quality 기준을 바탕으로 평균 유선 선량을 평가하는 가이드라인을 제시 하고자 하였다. 그 결과 4.5 cm PMMA 팬톰의 평균 유선선량 값은 30 kV 범위 이내에서 최대 2.3 mGy였으며, 28 kV를 기준으로 1.19 mGy로 평가되었다.
