Analysis on the exit strategy of ODA for sustainability: a case study from the Greenbelt Plantation Project of Mongolia

  • Official development assistance (ODA) projects are conducted under the auspices of donor countries and on the principle of time-limited implementation for economic development and welfare improvement in a host country. Exit strategies on how to end official assistance are therefore crucial. Sudden economic recession in a donor country could lead to the suspension of ODA projects, which would affect diplomatic relations and project outcomes. Further, exit strategies can help continue the original project and create links with other ODA projects. This study shows how to employ exit strategies in the Korea-Mongolia Greenbelt Plantation Project and has implications for sustainability of development assistance. Exist strategies were not taken into consideration initially. In the course of implementation and management transfer upon the completion of plantation, various facets were considered later on in developing exit strategies. An ideal exit strategy is to reach the extent to which a host country no longer needs official assistance or has capacity of project implementation on its own. A year-by-year transfer of planted areas can be a phase-over strategy. The Korea Forest Service fulfilled transparent cooperation with Mongolian local governments, established appropriate arrangements with stakeholders, secured institutional and financial foundation for follow-up management by a host country, and realized predictability, responsibility, and sustainability. As a local institution, the plantation technology management center has been established for follow-up activities such as the introduction of agro-forestry. When the Korea Forest Service designed an urban forest project as an exit strategy, sustainability was ensured, which has implications in implementing other ODA projects.

Regional Multinationals: Evidence from Wal-Mart's Withdrawal from the South Korean Market

  • Purpose - This study aims to understand the phenomenon called "regional multinational" in the geographical expansion of multinational enterprises and to find some evidence whether globalization of multinational enterprises tends to have a strong home region bias. Research design, data, and methodology - Through an in-depth case analysis, we analyze the series of strategic behaviors Wal-Mart made in South Korea from its entry in 1998 to its withdrawal in 2006. Then, we discuss the plausible causes of this exit, seeking to provide some evidence on the "regional multinational" phenomenon. Result - This study finds some evidence on the regional-based expansion of multinational enterprises. Our case study shows that Wal-Mart in South Korea focused on global standardization strategy and made an exit from the market as they were faced with increasing localization demands. From the perspective of multinational enterprises' globalization strategy, Wal-Mart's exit from the South Korean market can be considered as a strategic exit. Conclusion - The findings of this study suggest that while national responsiveness and localized adaptation are considered as a panacea for penetrating international markets, in reality most multinational enterprises attempt to add value primarily by capitalizing on similarities across markets and remain as regional multinationals.

감응식 신호제어를 이용한 도시고속도로 진출부 교차로 제어전략 개발 (Development of an Urban Freeway Exit-Intersection Control Strategy using Actuated Traffic Control)

  • 도시고속도로의 확대와 더불어 일반 간선도로에 접속되는 도시고속도로 진출램프 또한 증가하고 있으며, 진출램프가 혼잡한 간선도로 상에 접속시 간선도로에서의 차량 혼입으로 인한 혼잡 가중 및 이로 인한 진출램프에서의 대기행렬이 역류하여 도시고속도로 본선에 혼잡의 영향이 미치는 현상이 발생하고 있다. 이러한 문제를 해결하고자 본 연구에서는 도시고속도로 진출부 교차로 제어의 개념으로 접근하여 도시고속도로 진출차량을 포함한 간선도로에서의 교통상황(하류부 링크 포함)까지도 고려하여 간선도로가 포화된 경우, 진출램프가 포화된 경우, 간선도로와 진출램프 모두 포화된 경우로 나누어 각 교통상황별 제어전략의 효과를 분석하였으며, 제어전략의 효과에 영향을 미치는 기하조건을 반영하기 위하여 COSMOS에서 제시한 하류부 링크저장공간 200m를 기준으로 이상일 때와 이하일 때로 구분하여 전체 6가지 CASE에 대한 감응식 신호제어전략 적용 전 후의 효과를 평가하였다. 그 결과, 전체 네트워크 차원에서 하류부링크 저장공간 200m 이하일 때 CASE I${\sim}$III에서는 4.4%${\sim}$6.2%, 200m 이상일 때 CASE Ⅳ${\sim}$Ⅵ에서는 6.1%${\sim}$16.2%의 지체 감소 효과가 발생하였으며, 상대적으로 하류부 링크저장공간이 큰 네트워크에서 효과가 더욱 크게 발생한 것으로 분석되었다.

빈곤의 세대간 탈피 경험 (Experience of Poverty Exit across Generations)

  • 본 연구에서는 센의 실현가능능력 접근을 활용하여 보다 확대된 개념으로 빈곤을 조망하면서, 빈곤의 세대간 탈피에 관한 삶의 경험을 이해하고자 한다. 이를 위하여 생애초기 빈곤을 경험했으나 현재 이를 탈피한 자녀세대와 부모세대 참여자와의 심층 면접을 실시하였고, 빈곤의 세대간 탈피과정에서 발생하는 경험과 상호작용을 보다 심도있게 파악하고자 근거이론을 활용하였다. 분석결과 '빈곤' 의 의미는 자원 및 상황에 대하여 개인이 통제를 발휘하는 주체성의 성취와 자유가 부족한 상태임을 확인할 수 있었다. 따라서 빈곤의 탈피는 기능의 성취뿐만 아니라 실현가능능력을 회복한 상태라고 볼 수 있다. 이에 기초하여 세대간 탈피과정을 살펴본 결과, 관계로부터의 도움과 생애주기에서 단계별 이행이 연속적이었다는 것이 중심 현상으로 등장하였다. 이러한 중심현상은 빈곤의 탈피에서 중요한 사건이지만 동시에 불완전한 속성을 가지고 있다. 왜냐하면 관계로부터의 도움은 개인의 통제범위를 일정부분 벗어난 것이고, 참여자들이 이행의 과정에서 충분한 기간을 가지지 못해 2차 노동 시장에서 벗어나지 못하고 있기 때문이다. 따라서 본 연구에서는 관계로부터의 도움이 가지는 한계와 이행이 주는 소득상실의 위험을 최소화하기 위한 우선과제로서 국가복지의 확대와 이행지원 전략을 제안하였다.

SVM을 이용한 시스템트레이딩전략의 선택모형 (Selection Model of System Trading Strategies using SVM)

  • KOSPI200 선물 트레이딩을 위해 업계에서는 여러 전략으로 포트폴리오를 구성해서 운용한다. 동일한 전략 모음을 갖고 있더라도 포트폴리오를 어떻게 구성하느냐에 따라 수익은 크게 차이가 난다. 시장 상황에 맞는 전략들로 포트폴리오를 구성하는 것은 오랜 경험과 탁월한 노하우가 있어야하는 어려운 작업이다. 본 논문에서는 SVM을 활용하여 쉽고 빠르게 적절한 전략 포트폴리오를 구성하는 방법을 제시하였다. 본 논문에서 제안한 시스템의 성과는 벤치마킹의 성과와 비교하여 2배 이상의 수익을 내는 것을 확인하였다. 1990.01.03~2011.11.04 동안의 KOSPI200 데이터 중 이전 80%의 데이터로 학습을 하고 최근 20%의 데이터로 성능을 시험하였다. 각 전략별로 선택여부를 판별하는 SVM모델을 만들고 그 결과를 바탕으로 포트폴리오를 구성하였다. 벤치마킹을 위해 KOSPI200 선물을 2계약 매수한 경우의 수익, 시험 시작 직전 30일간 최고 수익을 낸 2개 전략의 수익, 실제 최고 수익을 낸 전략 2개를 보유했을 때의 수익과 비교하였다. 매매 비용을 반영하지 않을 때는 벤치마킹은 132.2~510.37pt의 수익을 냈고, 본 시스템은 1072.36~1140.91pt의 수익을 보여주었다. 그리고 거래비용을 감안하면 벤치마킹은 130.44~502.41pt의 수익을 냈고, 본 시스템은 706.22pt~768.95pt의 수익을 나타내었다. 본 논문은 기계학습을 통한 전략 포트폴리오를 구성하는 방안이 유의미하며 실전에 활용할 수 있음을 보여주었다. 이를 바탕으로 여러 전략과 다양한 시장에 적용해서 안정성을 검증하면 견고한 상용 솔루션으로 발전시킬 수 있을 것이다. 그리고 자금관리 기법을 더 반영한다면 수익을 더욱 크게 향상시킬 수 있을 것이다.

펄스파 강도증가를 위한 피동제어 (Passive Control for the Augmentation of a Pulse Wave)

  • The present paper describes experimental and computational work to augment the magnitude of the impulsive wave. An experiment was performed using a simple shock tube with an open end and numerical calculations were carried out to solve the unsteady, axisymmetric, inviscid, compressible governing equations. The control strategy applied was to alter the exit geometry of a straight tube to a sudden enlargement tube and a flare tube. The effects of the configurations of the tube exit on the magnitude of the impulsive wave were investigated over the range of the weak shock Mach number from 1.01 to 1.10. The results obtained were compared to those of the straight tube tests. The numerical result predicted the magnitude of the experimented impulsive waves with a good accuracy. The present passive control technique enabled the magnitude of the impulsive wave to augment by about 23 percent, compared to that of the straight tube of no control.

CORE DESIGN CONCEPTS FOR HIGH PERFORMANCE LIGHT WATER REACTORS

  • Light water reactors operated under supercritical pressure conditions have been selected as one of the promising future reactor concepts to be studied by the Generation IV International Forum. Whereas the steam cycle of such reactors can be derived from modem fossil fired power plants, the reactor itself, and in particular the reactor core, still need to be developed. Different core design concepts shall be described here to outline the strategy. A first option for near future applications is a pressurized water reactor with $380^{\circ}C$ core exit temperature, having a closed primary loop and achieving 2% pts. higher net efficiency and 24% higher specific turbine power than latest pressurized water reactors. More efficiency and turbine power can be gained from core exit temperatures around $500^{\circ}C$, which require a multi step heat up process in the core with intermediate coolant mixing, achieving up to 44% net efficiency. The paper summarizes different core and assembly design approaches which have been studied recently for such High Performance Light Water Reactors.

Union Characteristics and its Impact on Absenteeism in the Context of Metal Industry in South Korea

  • Purpose - This study aims to examine whether key differences in characteristics of unions have significant implications for absenteeism. To uncover what characteristics of union made workers make decisions to be absent, this study used such key dimensions of unionism as democracy, cooperative strategy of a union, and d density rate. Research design and methodology - The research model of this study is that absenteeism has positive relations with union's democracy and density. But it has negative relations with union cooperative strategy. This study was conducted by survey method on 333local unionized business entities of metal industry in South Korea. Results - The result shows that significant and positive relationship between unions with high density rates, democracy and absenteeism which is in line with the argument of the previous studies. Different from the expectation, the hypotheses 2, it has been shown that there is positive relation between cooperative strategy of union and the decision of workers to be absent. Conclusions - Employers with unions with high density rates could not fully exercise disciplinary power against those workers absent at workplace since a strong union shields them effectively from punishments by employers.

과포화교통상태에서의 SPLIT COORDINATION신호제어전략 (Green-Split Coordination Strategy in Oversaturated Signal System)

  • The subject this paper is the signal control strategy under oversaturated conditions. The nature of traffic control for oversaturation is essentially different from the standard control modes. While under non-saturated situation traffic control is needed for the sake of safety and efficiency, the throughput is essential under oversaturated conditions. Therefore berth objective and strategies differ. For an oversaturated stream the cycle time and the signal offset are thought to be of rather secondary importance. For this case the green split may well be the most important control variable to serve the excessive demand. Up to now, however, most efforts have concentrated on the strategy with the concept which lies just on the extension of Webster's. "Green-split Coordination Strategy for Over-Saturated Networks", presents newly contrived three types of strategies named Forward-coordination, Backward-coordination and Network-coordination respectively and describes the algorithms with the evaluations. The forward coordination strategy treats the forward wave of flow between two signals. The aim is to prevent the outbreak of queue due to the accumulation of temporary excess of demand in near-saturation or saturation flow. The backward coordination strategy treats the backward rave of flow between two signals. The goal is to prevent the waste of green time caused by the exit block at the upstream signal. for this purpose a feedback regulation is provided of the upstream green-split so that the inflow-outflow balance is kept zero. The resultant surplus of green time is alloted to other signal stages. Also here the examination is made of the appropriate value of the feedback control parameter. The network coordination strategy is operated to maximize the network throughput in a specific direction applying a bang-bang control at the bottleneck intersection. This is a type of intervenient control for policy reasons. For this strategy the green-split coordinations, particuarly the backward coordination, are essential as the tactical elements. In order to evaluate the preposed strategies those are compared with the latest existing strategy called saturation-degree-ratio control by the simulation experiments in an assumed 4$\times$4 grid network. The results are satisfactory showing a 10-15% reduction in delays and a 15% increase in network capacity.
