정보환경의 변화와 대학도서관의 발전방향 (Changing information environment and academic libraries)

  • Information technology will inevitably and profoundly alter every aspect of university life. New information technologies are creating new patterns in the research and teaching, with networks enhancing information sharing and data transmission. The revolution in information technology requires that universities integrate information technology with their traditional missions of teaching, research, and public service. Enhanced mode of information access and changing information-seeking behaviors suggest the need for new library services. New technologies have opened up many new services options for libraries. The nature of and potential for new information services suggest that libraries should become better connected with other campus units. Some of these issues will no doubt be addressed by the a n.0, pplication of new technologies and by building campus information infrastructure. An important element of the needed change for enhancing the library information services is the integration of the libraries and computing centers. Libraries and computing centers deal with the same commodity-information and delivering information. For the sake of scholarship and research, the two must devise an integrated a n.0, pproach to delivering the common commodity. Computing centers have special skills in system development and telecommunications. Libraries have good human interface skills and skills for organizing knowledge. Together they could be a particularly productive team. Noting this, some universities have created new information service units which unify the present-day computing, library and telecommunication functions. Existing models range from true merging to situations where some cooperative activities are being conducted. The purpose of this study is to suggest the direction in developing of information services in academic libraries by examining the changing information environment and trends of integrating libraries and computing centers. This paper inquires into the changing information environment, the impact of imformation technology on universities and libraries, some casses of integration of academic libraries and computing centers, and effects of integration of two and suggests the developing direction of information services in academic libraries.

넷세대 이공계 학부생과 대학원생들의 학업 및 일상생활에서의 정보이용과 정보기기 활용 비교분석 (Comparative Analyses of the Uses of Information and Information Technologies in the Everyday Life of Undergraduate and Graduate Students Majoring Science and Engineering)

  • 다양한 최신 정보기기가 학업과 여가를 위한 일상 속 정보이용에서 매우 폭넓게 사용되고 있는 최근 동향을 볼 때, 학생들의 정보기기 활용행태에 대한 이해는 정보행동연구에서 필수적이다. 본 연구에서는 차세대 과학기술발전을 담당할 주역인 과학기술전공 대학생과 대학원생들이 그들의 일상 속에서 사용하고 있는 정보기기의 유형과 사용 목적, 그리고, 최신 스마트 정보기기의 활용도와 활용 패턴 등을 조사하고자 하였다. 본 연구에서는 대학생과 대학원생의 정보기기활용 패턴을 비교하는 한편, 학업과 비학업 영역에서의 활용패턴도 함께 비교분석하였다. 연구방법으로 일상관찰기록법과 설문지법을 사용하여 국내 4개 대학에 재학 중인 총 83명의 과학기술전공 학생을 대상으로 조사하였다. 본 연구의 결과는 넷세대 과학기술전공 대학(원)생들의 스마트기기를 포함한 총체적 정보기기 활용 패턴을 그들의 일상생활을 통해 파악함으로써 차세대 과학기술자들을 위한 정보서비스 및 시스템 설계에 토대가 될 기초자료를 제공할 것으로 기대된다.

장기적 금연 지속기간 예측 모형: 스트레스 대처를 중심으로 (Decision-Tree Model of Long-term Abstention from Smoking: Focused on Coping Styles)

  • Objectives: Smokers who had failed to quit smoking were frequently reported that life stress mostly interrupted their abstention. Stress vulnerability model for smoking cessation has been considered, and most of contemporary smoking cessation programs help smokers develop coping strategies for stressful situations. This study aims to investigate the appropriate coping styles for stress of abstention from smoking. The result of investigating the relationship between abstention following smoking cessation program and coping styles would suggest useful information for those who want to stop smoking and health practitioners who help them. Methods: Participants were 69 smokers (62 males, 7 females) participated in a hospitalized smoking cessation program, whose mean age was 44.89 (SD=9.61). Participants took medical test and completed questionnaires and psychological tests including: Fagerstrom Test for Nicotine Dependence and Multidimensional Coping Scale. To identify participants' abstention, researchers followed them for 2 years. To identify whether abstained or not and encourage them to abstain, researchers called them on the telephone once a week for 3 months. After 3 months, they were contacted every other week till 6 months passed since they left smoking cessation program. And they were contacted once a month for other 18months. Researchers also contacted their family to identify their abstention. Data Mining Decision Tree was performed with 37 variables (13 variables for the coping styles and 24 smoking-related variables) by Answer Tree 3.0v Results: Forty four (63.8%) out of sixty nine for 2 weeks, 34 (49.3%) for 6 months, 25 (36.2%) abstained for 1 year, and 22 (31.9%) abstained for 2 years. Participants of this study abstained average of 286.77 days from smoking. Included variables of a Decision Tree model for this study were positive interpretation, emotional expression, self-criticism, restraint and emotional social support seeking. Decision Tree model showed that those (n=9) who did not interpret positively (<=7.5) and criticized themselves (>6.5) abstained 23 days only, while those (n=9) who interpreted positively (>7.5), expressed their emotion freely (>6.5), and sought social support actively (>11.5) abstained 730 days, till last day of the investigation. Conclusion: The results of this study showed that certain coping styles such as positive interpretation, emotional expression, self-criticism, restraint and emotional social support seeking were important factors for long-term abstention from smoking. These findings reiterate the role of stress for abstention from smoking and suggest a model of coping styles for successful abstention from smoking. Despite of limitation of this study, it might help smokers who want to stop smoking and health practitioners who help them.

전자정부 추진과 기록관리방안 (A Study on the Promotion of Electronic Government and Plans for Archival Management)

  • This paper is aimed at proposing the policies for managing archives in the process of promoting Electronic Government System. Although there have been many studies of electronic government project and plans for its establishment, this research examines the electronic government system and its problems on the basis of archival science. What I acquired in this paper is as follows. The development of information technology needs great changes ranging from the nation to the individuals. It becomes common that the use of computerized program for business purposes, computerization of information materials and the effective way of search use of electronic documents. Therefore, more and more countries all over the world have been seeking to promote 'Electronic Government', which applies the fruits of the development in information technology to administration process. Recently, Korea has been rapidly entered into the 'Electronic Government' system being against the traditional way of administration. In electronic government system, the 'Life Cycle' of public records will be computerized. Therefore, it is important to change and develop along with the government's policies for 'electronic government project' in the archival management system. This means that the archival management system which have put emphasis on the textual records should be converted to electronic records system. In other words, the records management in electronic government system requires not the transfer and preservation of the records but the consistent management system including the whole process of creating, appraising, arranging, preserving and using the records. So, the systematic management of electronic records plays an important role in realization of electronic government, but it is a subject to be realized by electronic government at the same time. However, the government have overlooked the importance of archival management for long time, especially the importance of electronic records management system. First of all, this research attempts to infer limits and problems through the theoretical considerations of the existing studies for electronic government and to clear up the relations between electronic government and archival management. Based on this, I'll seek to progress the study through reviewing the present condition of archival management in the process of promoting electronic government and suggesting the policies for enhancing the successful electronic government and the construction of scientific archival management system. Since early 1990, many countries in the world have been making every effort to concrete 'Electronic Government'. Using the examples in other nations, it is not difficult to recognize that the embodiment of electronic government is closely connected with the archival management policies. Korea have completed legal and institutional equipments including the new establishment of "Electronic Government Law" to realize electronic government. Also, Korea has been promoting electronic government with the Ministry of Government Administration and Home Affairs and Government Computer Center as a leaders. Though managing records, especially the management of electronic records is essential in electronic government system, we haven't yet discussed this section in Korea. This is disapproved by the fact the Government Archives and Records Service has played little role in promoting electronic government project. There are two problems relating this environment. First, present system can't meet the consistent 'Life Cycle' ranging from the creation to the preservation of electronic records. Second, the 'Life Cycle' of electronic records is divided into two parts and managed separately by GCC and GARS. The life of records is not end with the process raged from creation to distribution. On the other hand, the records are approved their value only whole procedures. Therefore, GARS should play a deading role in designing and establishing the archival management system. The answer to these problems, is as follows. First, we have to complete the electronic records management system through introducing ERMS not EDMS. This means that we should not change and develop towards ERMS simply with supplementing the current electronic records management system. I confirm that it is important and proper to establish ERMS system from the very beginning of the process of promoting electronic government. Second, I suggest the developmental integration of GARS and GCC. At present, the divided operations of GCC and GARS, the former is in charge of the management center for electronic business and the latter is the hub institution of managing nation's records and archives result in many obstacles in establishing electronic government system and accomplishing the duties of systematic archival management. Therefore, I conclude that the expansive movement towards 'National Archives' through the integration among the related agencies will make a great contribution to the realization of electronic government and the establishment of archival management system. In addition to this, it will be of much help to constitute and operate the 'Task Force' regarding the management of electronic records with the two institution as the central figures.
