A Study on the Identification of Hazardous Factors and Prevention of Accident in Old Boilers (노후보일러 유해인자 발굴 및 사고예방에 관한 연구)

  • Large-scale industrial boilers operating at high temperature and high pressure, have a large amount of water, and a large amount of energy is released at the time of explosion. Currently, most industrial boilers use gas fuel such as LNG and LPG, etc. and fuel exists in the same space as equipment, so there is a high possibility of secondary damage such as fire or explosion in the event of a boiler accident. Both special care and management are required to operate the very dangerous equipment that causes casualty 2.51 per accident. For boilers of a certain size or more, the Korea Energy Agency conducts inspections in accordance with the Energy Usage Rationalization Act, KS, and public notice of the Ministry of Industry, Trade and Resources. In this research, based on the results of the inspection, the hazard factorss are configured, and a questionnaire is conducted to the inspector, the equipment manager, the maintenance person, and the person in charge of the manufacturer. We analyzed the results by using AHP (Analytic Hierarchy Process). As a result of analysis, generally recognized hazard factorss are not good management, measurement failure, specification failure, water leak, leak analysis, but connection, welding, scale, and corrosion, etc. are relatively less important. It is judged that the adverse factors that are recognized to be highly important among all groups and careers are already well managed, but less important and adverse factors should be well managed to ensure that the safe usage of the boiler.

Numerical Modeling for Effect on Bund Overtopping Caused by a Catastrophic Failure of Chemical Storage Tanks (저장시설의 순간 전량 방출 시 방류벽의 월파 효과에 대한 수치모델링)

  • As the industry develops in Korea, the use of hazardous chemicals is increasing rapidly and chemical accidents are increasing accordingly. Most of the chemical accidents are caused by leaks of hazardous chemicals, but there are also accidents in which all the substances are released instantaneously due to sudden high temperature/pressure or defection of the storage tanks. This is called catastrophic failure and its frequency is very low, but consequence is very huge when it occurs. In Korea, there were 15 casualties including three deaths due to catastrophic rupture of water tank in 2013, and 64 instances of failures from 1919 to 2004 worldwide. In case of catastrophic failure, it would be able to overflow outside the bund that reduces the evaporation rate and following consequence. This incident is called overtopping. Overseas, some researchers have been studying the amount of external overflow depending on bund conditions in the event of such an accident. Based on the previous research, this study identified overtopping fraction by condition of bund in accordance with Korea Chemicals Controls Act Using CFD simulation. As a result, as the height increases and the distance to the facility decreases while meeting the minimum standard of the bund capacity, the overtopping effect has decreased. In addition, by identifying the effects of overtopping according to atmospheric conditions, types of materials and shapes of bunds, this study proposes the design of the bund considering the effect of overtopping caused by catastrophic failure with different bund conditions.

  • Business organization have developed in close association with the society afterward. Moreover, under capitalism business archives, though they are created in private sector, have started to have public characteristics and be used in public domain beyond internal use in business organization. Records and Archives management at a corporate level increasingly become indispensible. Business organization can use archive management to improve job efficiency and customer service and to facilitate legal matters, marketing, advertising, property management, personnel management and publicity. Additionally, They can secure corporate identity and social reliability as well as transparency in management. This is turn helps secure corporate competitiveness to play as a medium for creating new profit, which will enhance corporate brands. The records and Archives management, which recently kicks off among business organization, are to collect scattered archives and seek systemic management through archives management systems. This study present ways to collect archives scattered before archives management systems were adopted according to archives management. As a prior investigation, the scope and characteristics of business archives are defined. Visit to business organization to collect data and interview with officials responsible were carried out as a preliminary investigation to conduce acquisition policy. Based on the results of the investigation, acquisition policy of Meritz was conducted. into internal and external collection activities, event collection activities. Value appraisal and display appraisal of archives were established as a appraisal policy for efficient management and utilization of collected business archives. This study takes the case of Metitz Fire & Marine Insurance Co, Ltd (Meritz) as a example to present ways to manage business archives specifically.

Impact Assessment of Climate Change on Disaster Risk in North Korea based on RCP8.5 Climate Change Scenario (RCP8.5 기후변화시나리오를 이용한 기후변화가 북한의 재해위험에 미치는 영향 평가)

  • In this paper, in order to evaluate the impact of future climate change in North Korea, we collected the climate data of each station in North Korea provided by WMO and expanded the lack of time series data. Using the RCP climate change scenario, And the impact of climate change on disasters using local vulnerability to disasters in the event of a disaster. In order to evaluate this, the 11 cities in North Korea were evaluated for Design Rainfall Load, human risk index (HRI), and disaster impact index (DII) at each stage. As a result, Jaffe increased from C grade to B grade in the Future 1 period. At Future 2, North Hwanghae proved to be dangerous as it was, and Gangwon-do and Hwanghae-do provincial grade rose to C grade. In the case of Future 3, Pyongyang City dropped from C grade to D grade, Hamgyong and Gyeongsang City descend from B grade to C grade, Gangwon-do and Jagangdo descend from C grade to D grade and Pyongyang city descend from C grade to D grade. Respectively.

  • The number of deaths in Korea is higher than the OECD average. Therefore, an e-Call system is being developed as a vehicle ICT-based emergency rescue system that automatically detects an accident in the event of a vehicle accident and transmits related information to the center. In order to overcome the limitations of social acceptability and function of e-Call system, we propose a model that allows users to be aware of the necessity of service voluntarily. We predicted the market share of e-call services according to the proposed business model and analyzed it through B/C analysis. Benefits are calculated on a penetration basis, and device purchase and communications costs are calculated for each period. B/C analysis shows that pessimistic scenarios are 0.98 in 2025 and 1.01 in 2030. In an optimistic scenario, it is 1.05 in 2025 and 1.20 in 2030, which is more economical.

Study on the Shortening Effect of the Egress Travel Time Based on an Escape Scenarios by Using Shuttle Elevators for Lotte Tall Building's Evacuation Plan (초고층건물 피난계획시 피난용 엘리베이터 이용에 의한 피난소요시간의 단축효과 연구)

  • A total of 19 elevators for evacuation were installed in the Lotte World Tower and it is planned to operate the shuttle using the manual key from five refuge floors to the 1st floor in an emergency. In the event of a fire or other disaster, it is necessary to conduct intensive analysis to determine how much RSET reduction could be achieved using the evacuation elevator compared to the existing evacuation plans. When the optimal transportation sharing ratio by the evacuation elevators was 40% at the Lotte World Tower, the RSET of the evacuation scenario in parallel with the elevators in the entire building was calculated to be 1 hour and 2 minutes. The RSET of a conventional evacuation scenario (Walking along the stairs without using the elevators) was calculated to be 1 hour 29 minutes, therefore, the former evacuation scenario were found to have a shortening effect of approximately 27 minutes compared to the latter. On the other hand, to maintain this effect, each part of the evacuation route using the elevator must have the capability to protect the evacuee from any hazards caused by fires, such as smoke, flame, and radiant heat during the evacuation. Moreover, the evacuation route should be continuous from the residence position of the elevator user to the final evacuation site, and be recognized easily.

Derivation of Synergistic Aerosol Model by Using the ECMWF/MACC and OPAC (ECMWF/MACC와 OPAC자료를 이용한 시너지 에어로솔 모델 산출)

  • The microphysics and spatio-temporal distribution of atmospheric aerosols are responsible for estimating the optical properties at a given location. Its accurate estimation is essential to plan efficient simulation for radiative transfer. For this sake, synergetic use of reanalysis data with optics database was used as a potential tool to precisely derive the aerosol model on the basis of the major representative particulates exist within a model grid. In detail, mixing of aerosol types weighted by aerosol optical depth (AOD) components has been developed. This synergetic aerosol model (SAM) is spectrally extended up to $40{\mu}m$. For the major aerosol event cases, SAM showed that the mixed aerosol particles were totally different from the typical standard aerosol models provided by the radiative transfer model. The correlation among the derived aerosol optical properties along with ground-based observation data has also been compared. The current results will help to improve the radiative transfer model simulation under the real atmospheric environment.

Assessment of Environmental Radioactivity Surveillance Results around Korean Nuclear Power Utilization Facilities in 2017

  • Background: Government conducts environmental radioactivity surveillance for verification purpose around nuclear facilities based on the Nuclear Safety Law and issues a surveillance report every year. This study aims to evaluate the short and the long-term fluctuation of radionuclides detected above MDC and their origins using concentration ratios between these radionuclides. Materials and Methods: Sample media for verification surveillance are air, rainwater, groundwater, soil, and milk for terrestrial samples, and seawater, marine sediment, fish, and seaweed for marine samples. Gamma-emitting radionuclides including $^{137}Cs$, $^{90}Sr$, Pu, $^3H$, and $^{14}C$ are evaluated in these samples. Results and Discussion: According to the result of the environmental radioactivity verification surveillance in the vicinity of nuclear power facilities in 2017, the anthropogenic radionuclides were not detected in most of the environmental samples except for the detection of a trace level of $^{137}Cs$, $^{90}Sr$, Pu, and $^{131}I$ in some samples. Radioactivity concentration ratios between the anthropogenic radionuclides ($^{137}Cs/^{90}Sr$, $^{137}Cs/^{239+240}Pu$, $^{90}Sr/^{239+240}Pu$) were similar to those reported in the environmental samples, which were affected by the global fallout of the past nuclear weapon test, and Pu atomic ratios ($^{240}Pu/^{239}Pu$) in the terrestrial sample and marine sample showed significant differences due to the different input pathway and the Pu source. Radioactive iodine ($^{131}I$) was detected at the range of < $5.6-190mBq{\cdot}kg-fresh^{-1}$ in the gulfweed and sea trumpet collected from the area of Kori and Wolsong intake and discharge. A high level of $^3H$ was observed in the air (Sangbong: $0.688{\pm}0.841Bq{\cdot}m^{-3}$) and the precipitation (Meteorology Post: $199{\pm}126Bq{\cdot}L^{-1}$) samples of the Wolsong nuclear power plant (NPP). $^3H$ concentration in the precipitation and pine needle samples showed typical variation pattern with the distance and the wind direction from the stack due to the gaseous release of $^3H$ in Wolsong NPP. Conclusion: Except for the detection of a trace level of $^{137}Cs$, $^{90}Sr$, Pu, and $^{131}I$ in some samples, anthropogenic radionuclides were below MDC in most of the environmental samples. Overall, no unusual radionuclides and abnormal concentration were detected in the 2017's surveillance result for verification. This research will be available in the assessment of environment around nuclear facilities in the event of radioactive material release.

A Review on Clinical Research Trends in the Treatment of Post Traumatic Stress Disorder (PTSD) in Korean Medicine (외상후 스트레스장애 치료에 대한 한의학 임상연구 동향)

  • Objectives: The purpose of this study was to review the clinical research trends in the treatment of post traumatic stress disorder (PTSD) in Korean medicine (KM). Methods: We searched MEDLINE, CENTRAL, EMBASE, Google Scholar and five Korean databases through May 2019, for studies on KM to treat PTSD. Clinical research that conducted KM treatment of PTSD patients were included. Two researchers independently conducted study selection and data extraction process. Results: Totally, eight studies were included in this review. Types of traumatic events that patients experienced included physical violence/threatening, traffic accidents, sexual violence and personal tragic events. KM interventions performed included acupuncture, moxibustion, herbal medicine, physical therapy, and KM-based psychotherapy. Treatment duration varied from two days to more than five months. Follow-up began at least one week to three months after the end of treatments. It was reported that the major psychological and/or somatic symptoms of PTSD, such as anxiety, depression, insomnia, and musculoskeletal pain, subjectively improved, as well as other objective outcomes: Impact Event Scale-Revised Korean version (IES-R-K), Beck's Depression Inventory (BDI), State-Trait Anxiety Inventory, Hwabyung Symptoms/characters, Electroencephalography (EEG) change, etc. Statistical studies were conducted in three studies only. Outcomes such as Visual Analogue Scale (VAS), BDI, and IES-R-K showed statistically significant improvement after KM treatments. There was no study reporting adverse events during or after the interventions. Conclusions: According to this review, diverse types of KM treatments have been used among PTSD patients in eight studies. The KM treatments effectively improved psychological and somatic symptoms of PTSD patients. However, the lack of high quality research as well as the lack of standardization of KM treatments for PTSD are limitations. Further methodologically robust clinical trials should be performed, and the standardization of KM treatments for PTSD should be sought.

Improvement on the System of Information to the Public for Chemical Accident Emergency Response (화학사고 응급정보에 대한 주민제공 체계 개선 방안)

  • To minimize the damage from chemical accidents, a risk management plan (RMP) has been implemented since 2015. According to this regulation, operators who handle more than the designated quantity of the accident preparedness chemicals should provide emergency response information to the public within the affected areas of accidents. The information, including chemicals, affected areas and evacuation instructions should be provided to the public in advance so that they can evacuate immediately in the event of a chemical accident. Currently, the information notification can be provided in various methods by being registered in the notification system, sent with written documents or delivered directly to the public. To examine the status of the operation method, this study analyzed similar cases overseas, investigated the degree of awareness of providing information through the number of the annual visitor of the Information Provision System, and obtained survey results from some residents. This current operation method are problems because the public, who do not have sufficient information about chemicals, do not understand the emergency information properly or it is difficult to recognize where the residents should find this information because of the convenient operation based on the information provider. In this study, measures were proposed to minimize the damage by making it easier for the public to understand the emergency information and the information communicated appropriately in advance by dividing them into an information providing method and post management.
