  • In regard to the planning of building evacuation in high-rise buildings, the current ruling provisions in domestic Acts are divided into the Building Act and the Fire Services Act to stipulate the requirements of evacuation facilities and the egress plan for fire safety. This fact of two divided Acts is the one reason that the planning of complete building evacuation in case of fire in the high-rise buildings could not have been accomplished successfully on the basic design basis with the current applying procedure of the two Korean Acts.

The Estimated Evacuation Time for the Emergency Planning Zone of the Kori Nuclear Site, with a Focus on the Precautionary Action Zone

  • Background: The emergency planning zone (EPZ) of the city of Busan is divided into the precautionary actions zone (PAZ) and the urgent protective action planning zone; which have a 5-km radius and a 20-km to 21-km radius from the nuclear power plant site, respectively. In this study, we assumed that a severe accident occurred at Shin-Kori nuclear unit 3 and evaluated the dispersion speed of radiological material at each distance at various wind speeds, and estimated the effective dose equivalent and the evacuation time of PAZ residents with the goal of supporting off-site emergency action planning for the nuclear site. Materials and Methods: The total effective dose equivalent, which shows the effect of released radioactive materials on the residents, was evaluated using the RASCAL 4.2 program. In addition, a survey of 1,036 residents was performed using a standardized questionnaire, and the resident evacuation time according to road and distance was analyzed using the VISSIM 6.0 program. Results and Discussion: According to the results obtained using the VISSIM and RASCAL programs, it would take approximately 80 to 252.2 minutes for permanent residents to move out of the PAZ boundary, 40 to 197.2 minutes for students, 60 to 232.2 minutes for the infirm, such as elderly people and those in a nursing home or hospital, and 30 to 182.2 minutes for those temporarily within the area. Consequently, in the event of any delay in the evacuation, it is estimated that the residents would be exposed to up to $10mSv{\cdot}h^{-1}$ of radiation at the Exclusion Area Boundaries (EAB) boundary and $4-6mSv{\cdot}h^{-1}$ at the PAZ boundary. Conclusion: It was shown that the evacuation time for the residents is adequate in light of the time lapse from the initial moment of a severe accident to the radiation release. However, in order to minimize the evacuation time, it is necessary to maintain a system of close collaboration to avoid traffic congestion and spontaneous evacuation attempts.

Evacuation Efficiency on School Auditorium Floor Layout (학교강당의 평면적 특징에 따른 대피효율에 관한 연구)

  • This study compared evacuation effectiveness between the conventional school auditorium plan and a suggested hypothetical plan that was generated by a mathematical model, which is commonly applied in the field of industrial engineering. Recent school buildings became much more complicated in floor planning due to new social needs and modern curriculum than the old days. Nevertheless, architect's approach to floor composition in terms of fire emergency evacuation planning, still has no relation to optimized effective but relies more on an conventional school planning. Therefore, since school buildings are much more likely to be exposed to any fire related events than any other building types, emergency exit effectiveness based on spatial composition has to be seriously evaluated with a scientific method. The algorithm, which acquires the number of persons in each spatial type(node) per floor and the minimum physical distance between spatial types(arc), can propose the most optimized spatial layout per floor regarding emergency evacuation event. Consequently, this study evaluated school's fire exit effectiveness focusing on auditorium area with the scientific tool and suggested the most reliable spatial layout regarding possibile emergency evacuation event.

Improved Social Force Model based on Navigation Points for Crowd Emergent Evacuation

  • Crowd evacuation simulation is an important research issue for designing reasonable building layouts and planning more effective evacuation routes. The social force model (SFM) is an important pedestrian movement model, and is widely used in crowd evacuation simulations. The model can effectively simulate crowd evacuation behaviors in a simple scene, but for a multi-obstacle scene, the model could result in some undesirable problems, such as pedestrian evacuation trajectory oscillation, pedestrian stagnation and poor evacuation routing. This paper analyzes the causes of these problems and proposes an improved SFM for complex multi-obstacle scenes. The new model adds navigation points and walking shortest route principles to the SFM. Based on the proposed model, a crowd evacuation simulation system is developed, and the crowd evacuation simulation was carried out in various scenes, including some with simple obstacles, as well as those with multi-obstacles. Experiments show that the pedestrians in the proposed model can effectively bypass obstacles and plan reasonable evacuation routes.

  • Purpose: This study derived the planning factors affecting the evacuation route of facilities for the disabled and to identify the planning factors that affect each facility. Method: The PLS(Partial Least Square)Regression analysis was used to solve the problem of multicollinearity and number of samples. Result: As a result of analysis, The most important planning elements for each facility were derived as door: closing time (1.131), corridor: ramp for wheelchairs (1.227), stairs: emergency lighting for stairs (1.117), and evacuation space: evacuation space convenience facilities (1.106). Conclusion: In order to plan an effective evacuation route for the disabled, a universal design should be applied to consider the perception, needs, and satisfaction of the disabled, rather than a comprehensive reflection.

  • Purpose: This study aimed to present an analysis model evaluating evacuation performance considering patient types and procedural evacuation in the medical facility. The user group of the medical facility, including users challenged in evacuation behavior, entails the risk of many casualties. Therefore, it is necessary to plan an evacuation procedure that considers the evacuation characteristics of users. Methods: Through the review of precedent studies, the evacuation procedure of the medical facility, the classification of patient types, and the evacuation procedure was set as conditions and variables for the analysis. The result caused by a variety of conditions and variables were explored. Results: 1) The total evacuation completion time and congestion time were shortened at the procedural evacuation. Moreover, it derived many users from evacuating at the initial phase. 2) The proposed model can provide a basis for proposing a space planning direction that considers the possibility of not carrying out the evacuation plan. 3) It supports safe evacuation by identifying variables that reduce overcrowding by comparing the congestion time of overcrowded spaces. 4) The analysis model can identify the overcrowded space through the evacuation route and suggest the basis for architectural improvements that reduce overcrowding. Implications: The study results can be used to analyze the performance of evacuation procedures and support the establishment of evacuation procedures and building plans for safe evacuation for medical facilities.

A Study on the Reform of the Evacuation Planning in the Nursing home for the Elderly (노인요양시설 피난계획 제도적 개선방안 연구)

  • The nursing home for the elderly has a weak point for evacuation from the fire because most of all the users are suffering from a dementia or paralysis. When it comes to night shift, it is much difficult to get them evacuated due to the lack of staffs. In addition to that, the nursing home for the elderly has such a strict control system for access that does not have a utility for escape opening. That is why they need the differentiated evacuation planning. This study is to consider the point at issues on the present conditions of law, system, and evacuation plans for the nursing home for the elderly that has some difficulties because of impaired functions of residences. This study dealt with the point at facilities and operations of the emergency evacuation system. First of all, for the point at the facilities, I found that it need to be considered on the characteristics of the elderly who has any difficulties of the self evacuation. And the established regulation did not reflect the characteristics of closed area of the nursing home for the elderly. The second, for the point at the operation of the institutions, it is pointed that there seems to be a lack of ways to manage to a emergency situation and educations on the operation staff. And the last, for the point at the operation, the requirement for the managers of fire prevention facilities are similar to that of a normal building. Furthermore there is a lack of corporation with the fire station.

Developing an Evacuation Evaluation Model for Offshore Oil and Gas Platforms Using BIM and Agent-based Model

  • Accidents on offshore oil and gas platforms (OOGPs) usually cause serious fatalities and financial losses considering demanding environment platforms locate and complex topsides structure platforms own. Evacuation planning on platforms is usually challenging. The computational tool is a good choice to plan evacuation by emergency simulation. However, the complex structure of platforms and varied evacuation behaviors usually weaken the advantages of computational simulation. Therefore, this study developed a simulation model for OOGPs to evaluate different evacuation plans to improve evacuation performance by integrating building information modeling (BIM) and agent-based model (ABM). The developed model consists of four parts: evacuation model input, simulation environment modeling, agent definition, and simulation and comparison. Necessary platform information is extracted from BIM and then used to model simulation environment by integrating matrix model and network model. During agent definition, in addition to basic characteristics, environment sensing and dynamic escape path planning functions are also developed to improve simulation performance. An example OOGP BIM topsides with different emergent scenarios is used to illustrate the developed model. The results showed that the developed model can well simulate evacuation on OOGPs and improve evacuation performance. The developed model was also suggested to be applied to other industries such as the architecture, engineering, and construction industry.

  • From the viewpoint of ICT-based disaster prevention design, evacuation route planning is one of the hot topics to be solved. Since we have quite a lot of natural disasters these days, its role has become important more and more than before. In order to deal with this tough problem, a genetic algorithm (GA) is adopted, and a revised selection procedure for preserving variety of individuals in each generation is introduced. As a result of some computer simulations applied to Hizen-Hamashuku, one of the model areas in this research project, it is found that the proposed method is effective.
