Analysis on the Technology R&D of the Fuel Cell Systems for Power Generation in Ships (선박 동력발생용 연료전지시스템 기술개발의 전망에 대한 고찰)

  • Now, there are two big issues threatening global society, which are the depletion of fossil fuels and the environmental disruption. Therefore, marine diesel engine, taking up over 95% share of the marine power market, has met the environmental and economical problems, too. These problems have caused a necessity of new, alternative power systems in ships and fuel cell systems has been playing a central role as one of the alternatives. This paper analyzes the characteristics of marine fuel cell systems, R&D trends of advanced countries, and mapping out R&D strategy of Korea.

Redesigning A Program of Ecosystem Conservation Fund (생태계보전협력금 제도의 개선방안)

  • A program of ecosystem conservation fund was proposed by the Ministry of Environment in Korea and has been supposed to come into force in early 2001. However, currently the program is withheld because there are strong objections to it for several reasons. The prime purpose of this paper is to analyze the reasons and problems involved in the program, to suggest some guidances to revise the program, and to design a new program by using a multiattribute index based on environmental significance. We found that there are two major problems of the program: first, inequity in choosing those whom the fund are levied on; second, irrationality of the way the fund are imposed. The paper also provides a simulation study to analyze the effects of four scenarios concerning feasible alternatives. We argue that natural resource damages caused by development works cannot be fairly prevented by the existing environmental impact assessment system only and should be used in harmony with the new system.

  • According to growing interest in environmental quality with improvements of a standard of living site selection problems such as waste landfill sites, caused regional conflicts. This study investigates a waste landfill estimation method that was used to for storage, management, analysis and display of environmental information provided by geo-spatial information system(GIS) and analytic hierarchy process(AHP) as a decision-making method. If GIS is integrated with AHP, site selection problems of environmental hatred facilities shall be able to be very useful, because of AHP with flexibility which appropriately reflects opinions of the related group.

  • Multiple Objective Programming(MOP) has been suggested for the solution of completed decision problems. Decision analysis in numerous areas, including energy and environmental planning, necessarily requires consideration of multiple conflicting objectives, MOP has been successfully applied to a number of these problems. The objective of this paper is to present a MOP process which are integrated model with the Input-Output(I-O) analysis for energy and environment planning in industrial sectors. In the model, three objectives are observed such as (1) value added (2) total energy consumption and (3) environmental impacts. Special emphasis is placed on the police implications of industrial structures.

  • Classical membrane processes like microfiltration (MF), ultrafiltration (UF) and reverse osmosis (RO) are being applied in the last years more frequently in environmental and effluent process problems. Newer technologies and developments like pervaporation (PV) and gas sepaxation (GS) recently found commercial applications in the treatment of waste waters and gas streams. The incentive here is either the clean-up from organic components to comply with federal emission regulations or the recovery of the organics for economical reasons. Processes still in their development stage are combinations of chemical reactions with membrane processes to separate and treat $SO_x$ and $NO_x$ laden waste gas streams in the clean-up of stack-gases. In this paper we will first give a short overview of the more recent developments in MF, UF and RO. This is followed by a closer look on newer technologies applied in environmental problems. The applications looked at are the recovery of organic components from solvent laden gas streams and the separation of organic volatiles from aqueous waste waters via pervaporation. Technical solutions, the advantages and disadvantages of the processes and. where possible, cost estimations will be presented.

Treatment of ballast water by complex process of advance filtration system

  • There have been several problems in treating shipboard sewage due to special environmental conditions of ship, such as limited space, rolling and pitching, change of temperature and so on. It was suggested that Sequence Batch Reactor (SBR) might be suitable process for overcome these problems in terms of small size, high capacity of treating wastewater and full automation. In this study a SBR process was employed for biological treatment of organic wastes in the shipboard sewage. This process was able to remove nitrogen and phosphorus as well as organic matter efficiently. More than 95% of chemical oxygen demand(COD) were removed. In addition, about 97% of total nitrogen (T-N) was reduced. The total phosphorus(T-P) reduction averaged 93%. A disturbance operation caused by the treatment of Methylene Blue Active Substances(MBAS) was not observed.

  • The role of environment-friendly and energy-efficient rail transportation is on the rise as a "sustainable transportation means" to cope with environmental changes that are major concerns around the world. Along with the environmental problems, the CO2 inhibition issue became critical for mankind to prepare global warming and high oil prices. It has come to a point where an alternate means are needed to revitalize plans including renewable energy, bicycle utilization, and prepare new solutions for decreasing number of cars within the city The personal rapid Transit(PRT) is the revolutionary future transportation means that can replace cars to deal with ever-increasing traffic congestions, vehicles, and environmental/energy problems. Expected as an efficient means, technology development has already taken place in developed countries such as U.S., England, and Germany. To meet the future demands, PRT installation around the nation's new and existing towns is being examined to produce important factors. The factors are produced for examining the availability of system requirements during design and construction practice.

  • Promulgation of the Environment Preservation Act of 1977 has tried to conserve the environment encroached by the development projects. Since 1983, this act has included tourism development in EIA project and public participation as a part of EIA process since 1991. Still, there are many problems in applying the gathered opinions of local residents in such development plans. Therefore, it is necessary to develop a new system in whole project process as well as EIA to reflect these opinions. This study aims to investigate the problems in the process of the public participation and to suggest more effective solutions from the developer's point of view. Studies include theories of public participation developed in the planning process and the opinion survey of developers.

  • In this paper, a method of vegetation spectrum measurement using multi spectrum camera was studied. Each pixel in taken images using multi spectrum camera have spectrum data, the relationship between spectrum data and distribution, structure, etc. are directly turned out. In other words, detailed spectrum data information of object including spatial distribution can be obtained from those images. However, the camera has some problems for applying field measurement and data analysis. In this study, those problems are solved.
