Pulp and paper mill wastewater has been treated by biological treatment, but the secondary effluent still contains high lignin, chemical oxygen demand, color and total dissolved solids. Tertiary treatment by land application, referred to as 'Project Green,' has been implemented to treat such high quantities of undesirable matters. The impacts of seepage from Project Green diffusing into receiving streams on the water quality and fish pen aquaculture were studied via the integration of technical and social approaches. The determination of the water quality was performed for 13 sampling stations along the receiving stream, including the Chot stream, Chot lagoon and the Pong River. The water quality was generally at normal levels, with the exception of total dissolved solids. The levels of matter were higher at the Chot stream, but became more diluted at the Chot lagoon and the Pong River, respectively. The social approach was conducted through the voluntary participation of the villagers as research assistants for the fish aquaculture study. Fish could grow at three fish pens within the study sites at the location of Project Green, the Chot lagoon and the Pong River. Fish growth at the Chot lagoon was better at the site of Project Green and the Pong River. The integration of technical and social approaches was a meaningful tool not only for the technical feasibility but in helping to solve the conflict between the community and industry.
The objective of this study is to analyze and suggest the policy on devolution of environmental administrative function between central and local government in Korea. This study also research to make the prospect of power from central government to local government's officers by analyzing the characteristics and contents, standards of local devolution and the attitudes of central and local governments on its process from September 2001 to April 2003. The date collected from the more than 675 questionnairs of government officers included as the Ministry of Environment and local government. The date also collected from interview and field survey. The questionnaire had collected in two times between 2001 and 2003. The environmental administrative function has reallocated from central government to local government since 2001. The devolution focused on simple implemental services and institutional delegated services might result in the lack of initiative and locality of local governments. Therefore, devolution should be proceed towards reinforcing the decision-making capacity and financial and manpower of local government. This paper also showed the weakness on speciality and experience on local bureaucratic in Korean society. This study announced that local government's officer has appeared the negative impact on environmental regulation and the conflict between central and local government.
The goal of current study is to carry out comparative analysis on the relationship between nature perspectives and their corresponding utilities by taking integrated approach combining economic values with environmental ones. The results are as follows. First, empirical evidence shows that the structures of happiness function differ according to nature perspectives. The anthropocentric-nature perspective is centered on economic value. Whilst, environment and social trust play an statistically insignificant role in deciding happiness levels. Secondly, the eco-centric perspective possesses a multi-facted structure of happiness function composing of income, environment, and social trust. In this vein, it is no reasonable behavior, from happiness maximization view, to focus on economic value vis-a-vis use value.
The purpose of this study is to describe the acknowledgement of the cause of the illness in the patients with RA. I used naturalistic inquiry as a research methodology. The purposive sampling was conducted. 23 subjects who experienced RA, lived in middle-sized city in Korea, and 19 women and 4 men. I collected data using indepth structured interview, "What is the acknowledgement of the cause of the illness?" I used inductive data analysis-such as unitizing and categorizing. This process is used constant comparative method. Summerising the results of this study, the acknowledgement of the cause of the illness are composed of physical constitution, fatalism, the attribution of physical overload, the attribution of stress, the lack of nutrition. The factors which affect the acknowledgement of the cause of the illness are composed of internal factors, external factors, environmental factors. The internal factors are the weakness of the childhood, the illness experience in the family members, juvenile rheumatoid arthritis, personality, lack of nutrition. The external factors are pregnancy, delivery, role burden and conflict, economic problem. The environmental factors are humid condition, abrupt environmental change. It is needed to explaine the coping pattern according to the acknowledgement of the cause of the illness in the next research.
The applicability of the USEPA's (United States Environmental Protection Agency) three criteria of enhanced coagulation (criterion 1-TOC level less than 2 mg/l. before chlorination; criterion II-% requirement of TOC removal; criterion III-point of diminishing return) for Korean waters was evaluated in this study. This study also investigated an effect of enhanced coagulation on turbidity removal, and attempted to identify the best coagulant for enhanced coagulation. Three different waters were used in this study: one river water and two lake waters. five different coagulants were used: alum, liquid alum, PACl, ferric chloride with and without water. Results of this study showed that all three criteria were achievable for the tested waters. For these waters, controlling criterion was found to be different depending upon raw water characteristics. When initial Toe level was low(< 4 mg/L), criterion I (< 2 mg/L) could be the controlling criterion. As TOC level increased, criterion II (% TOC removal) became the controlling criteria. It was possible to achieve different goals of turbidity and TOC removals. Although the optimum region of TOC removal was more acidic than that of turbidity removal, there was no conflict between these two removals. The best coagulant was found to be different depending upon the evaluation tool: maximum and optimum removal. ferric chloride was more effective than alum in terms of the maximum TOC removal, while Al-based coagulant such as alum or PACl was the best coagulant in terms of the optimum TOC removal.
This study was performed to identify the relationship and effects of nursing work environment and role conflict on job embeddedness among nurses working in long-term care hospitals. The data were collected from 200 nurses working in 10 long-term care hospitals from G - province from July to August 2018. Structured questionnaires assessing general characteristics and three major variables were distributed to the study participants and final 190 data set were analyzed using SPSS ver 25.0 program. Study results were as follows; mean score of job embeddedness was 2.98±0.46 out of 5 and the score of sub-domains were in order of fit, links, and sacrifice. The average score of the nursing work environment was 3.14 ± 0.42 and the leadership was the highest sub-domain followed by the working system, the relationship with peers, and the support of the institution. Overall role conflicts score was 3.43 ± 0.51, and environmental disorder, role ambiguity, lack of ability, lack of cooperation were reported in order as sub-domains. Job embeddedness of the study participants showed a statistically significant positive correlation with the nursing work environment and negative correlation with the role conflict. Factors affecting job embeddedness were nursing work environment, age, and role conflict, and the explanatory power of the model was 50.4%. The findings suggest that the overall level of job embeddedness of nurses working in long-term care hospitals is below middle level and efforts to improve job embeddedness through strategies related to nursing work environment and role conflict in organizational level. In addition, the relationship between age and job embeddedness needs to be studied further.
Rapid industrial growth based on massive fossil fuel energy consumption has caused serious damages on natural environment and every aspects of human life. As demands for clean and pleasant living circumstance increases, conflicts and disputes around environmental problems have also been widespread. Given the 'environmental rights' is a relatively new legal concept, however, resolving environmental disputes through the traditional legal principles and litigation procedures could be restrictive and, in some sense. inefficient as well as expensive. With efforts to develop new legal principles on environmental disputes, the environmental dispute adjustment system has been introduced as an alternative dispute resolution to the traditional legal dispute procedures. The Korean Environmental Dispute Resolution Commission introduced as the environmental dispute adjustment system has been well established for the past twenty-seven years, given the steadily increasing numbers of applications to the Commission over environmental disputes. However, as most cases are still small in money terms and mainly subject to adjudication, the effectiveness and practical contribution of the Commission in the resolution of environmental disputes have in fact been limited. For the enhancement of the status and roles of the Commission as the prior instrument of the alternative dispute resolution(ADR) in environmental disputes, several suggestions could be considered as follows: First, mediation needs to be more activated than adjudication in order to meet the primary purpose of ADR that resolves environmental disputes according to free will of concerned parties. Second, the scope of mediation could be expanded to the areas including potential environmental damages. Third, the roles and responsibilities of the Environmental Dispute Resolution Commissions at both central and local levels need to be evenly distributed. Fourth, the mechanism and procedures of environmental dispute resolution should be standardized. Fifth, the status of the Environmental Dispute Resolution Commission could be elevated in rank by shifting its current affiliation from the Ministry of Environment to the Office of Prime Minister. Sixth, the organizational structure and human resources of the Commission need to be reinforced. Seventh, the current situation that tends to give priority to litigation procedures when an environment dispute is simultaneously pending in litigation and mediation should be eased and properly adjusted. Eighth, the adoption of mandatory mediation in advance to litigation needs to be discussed. Ninth, the legal authority of the Commission's decisions should be further guaranteed. If above suggestions are thoroughly reviewed and properly adopted, the roles, authority and power of the Environmental Dispute Resolution Commission would be increased in the era when environmental conflicts get widespread, requiring an effective alternative environmental dispute resolution mechanism.
This study analyzed the repeated causes of policy failure focusing on Yangyang International Airport cases. Yangyang International Airport, which opened in 2002, was built with about 360 billion won, but it is considered as a representative example of policy failure of local airports. According to the policy failure theory, the failure factors of Yangyang International Airport are anlyzed by rationalistic, political, and environmental complexity viewpoint. The results are as follows. First, from a rationalist point of view, Yangyang Airport failed to achieve the policy goal of securing passengers and revitalizing local economy, This is due to the pressure of politics and the lack of geographical infrastructure. Second, the failure of the stakeholders to resolve conflicts in the flow of politics can be seen as the conflict between the airline and the airport, and the failure to reconcile conflicts between the government and the airports on the low cost airline permits and subsidies. Third, from the viewpoint of environmental complexity, Yangyang International Airport can be regarded as a failure to adapt to environmental changes such as the opening of nearby expressways and railway lines, and the sharp decline of Chinese tourists. This study sugeests the establishment of an independent organization that can prevent unreasonable business promotion by politics in the case of large scale national projects, the linkage with the surrounding infrastructure and related businesses in the case of transportation facilities such as airports and railways, and institutionalization of cooperative governance for coordinating conflict among stakeholders.

Waste disposal problem is one of the most important social welfare indicators in urban area, because the volume of waste generated from urban area is remarkable. So far most waste of Seoul has been disposed at landfills. However, this landifill disposal method is confronted with several difficulties in recent. As public concern on environmental problem increases and autonomy system is settled down, local community people of the landfills refuse to receive the waste produced other places any more. It brought reginal confliction problem between waste sending and receiving by refusing to accept waste from certain region. Furthermore, it is difficult to find another place to fill up the waste, while the existing landfiis is reached at the limit in the near future. In terms of environmental aspects landfill method is not the best way to dispose waste. It contaminates the soil and ground/underground water by leaking water containing many serious pollutants as well as offensive oder. In terms of equity, this waste disposal method is not fair. Environmental pollution causes damage to residence near to the landfills, while the waste produced other places. In order to satisfy the equity aspect, the waste generated a region should be disposed within the region. Incineration of Waste has been provided as the alternative. Government plans to construct waste incinerator in every anatomy, so the waste produced by local community is disposed within their local autonomous area. However, the location decision is not easy, since waste incinerator is one of the facilities to the community people. We can not apply the existing location models for this problem, because they show strong NIMBY phenomenon for the location. The location of waste incinerator should be determined very carefully with consideration of various location factors and criteria. This study proposes a methodology for determining the location of the waste incinerators by utilizing GIS, which is a power research tool for location decision where various geographical factors related. We drive the location factors which should be considered in the determination of waste incinerators. They involve environmental, socio-economic, and institutional factors. In first, we eliminate the area which is located within the environmental location criteria such as slope, fault line, distance to river, and then eliminate ares which is conflict with the social and institutional criteria.
Recently, as e-commerce has been activated and the demand for daily logistics services has increased due to the COVID-19 pandemic, the development of small logistics facilities has increased rapidly. Logistics facilities are concentrated in certain areas in Gyeonggi-do, where transportation is convenient, with large hinterland cities, showing a rapid increase. This study analyzed development characteristics such as development scale, development method, floor area ratio, and use area for a total of 259 logistics facilities developed in three local governments: Anseong, Yeoju, and Icheon. Logistics facilities developed in a specific area are developed in the form of undeveloped development in non-urban areas, causing damage to the national land environment and social conflict. This study proposed institutional improvement measures and evaluation guidelines for eco-friendly development that can solve problems such as indiscriminate development, environmental impact, and conflicts with residents caused by logistics facility development.
