Current world population is rapidly ageing and the disabled population is expected to age seriously as well. The concern about the elderly and the disabled is increased largely not just the field of social welfare and service but the housing planning where the physical environment of everyday life is. Recently in Ireland, 'Universal Design Guideline for Homes' is established and proposed in public. It is considered as initial and special national policy for the socially venerable. The purpose of this research is to analyze the User Benefit Characteristics(UBC) of 'Universal Design Guideline for Homes in Ireland' and clearly organize the characteristics for comprehensive communication. The research subjects are 444 guidelines of 'Universal Design Guideline for Homes in Ireland.' The research is conducted by contents analysis technique, and each guideline is analyzed by the 4 main concepts of UBC- 'Behavioral Facilitation(BF)', 'Physiological Maintenance(PhM)', 'Perceptual Maintenance(PM)', 'Social Facilitation(SF).' As results, the User Benefit Characteristic of 'Universal Design Guideline for Homes in Ireland' is ordered by PhM>PM>BF>SF. The design guidelines are supposed to support ageing in place and sustainable living in the existing houses even though people are ageing or being disabled. 'Universal Design Guideline for Homes in Ireland' supports safe behavior and comfort cognition especially in indoor and surrounding outdoor environment. This research is significant for sharing the knowledge and comprehension of decreasing environmental stress of the elderly in specific, and could be utilized for developing new elderly housing in future.
The purpose of this paper is to analyze economic adequacy by estimating the benefit-cost for bird eco-park, eco-center, eco-river, and eco-waterway, which will be built in the new town of Kimpoo, Yangchon. This paper attempts an economic analysis for the development of an eco-friendly new town. The rates of B/C (benefit-cost) in all scenarios are over one. Especially, the B/C rate of the eco-center is the most efficient of the four eco-facilities by 5.02 - 3.75. In addition, the construction costs of the five eco-facilities are assumed to be 50 percent higher, though their economic soundness is maintained. This paper implies that providing ecological variety is one of the core components in constructing housing complexes and suggests that the construction of housing be harmonized with zero-carbon and energy efficient methods.
PURPOSES : This study aims at proposing the methodology for benefit evaluations in pavement maintenance methods and timings using KoPMS(Korean Pavement Management System) software which was developed for efficient pavement management. METHODS : This study classified pavement sections into 4 clusters considering AADT(Annual Average Daily Traffic) and ESAL(Equivalent Single-Axle Load) using cluster analysis and used the deterioration models in each cluster. Increased user costs due to pavement deterioration as time goes by and agent costs for maintenance were estimated. Based on deterioration model and KoPMS software, Methodology for benefit evaluation was proposed in pavement maintenance methods and with/without implementation using real pavement section data. RESULTS : This study verified that considering agent costs only would be constrained to decide pavement maintenance methods and timings, and ascertained that decision making with agent and user costs would be effective. In addition, this study revealed that pavement maintenance methods and timings can be affected by AADT and ESAL and frequent pavement maintenances can be more efficient for benefits in pavement sections with more AADT and ESAL. Also this study found that user costs would be more affected to decision making than agent costs. Moreover, Delay of conducting pavement maintenance caused increased vehicle operating costs and environmental costs because of poor conditions of pavements. CONCLUSIONS : This study proposed LCCA and benefit estimation methodology of pavement with considering agent and user costs. The results of this study can be used for baseline data of efficient pavement asset management.
The purpose of this study is to research and development of 'Korea B(Benefit)-impact Model' for Sustainable Development. A concept evaluation model is 'B(Benefit)-impact model' in U.S.A. We use the results of surveys that examined the importance of social value issues to stakeholders in Korea to implement the benefit-impact model in Korea. In particular, in this paper, we use the KSI(Korean Sustainability Index) survey data conducted by the Korea Standards Association to evaluate the social value of the construction industry for representative stakeholders in the construction industry. The social value pool and the activity indicator pool used for the survey are created based on relevant International Standards; ISO 26000, ISO 14001, ISO 37001. As a result, Korea B-impact model for construction industry included the following five core social value issues; Strengthen transparency of corporate management, Ensure fair employment and employment relations, Efforts to prevent corruption, Conduct fair competition, Efforts to prevent environmental pollution. In addition, the US B-impact model has three limitations. First, it is unclear whether the key indicators have been derived while considering all issues of social value. Second, US B-impact model indicators are developed by the social responsibility experts, so it is necessary to review by stakeholders in each industry. Finally, it would be more effective for companies to use the B-impact model index as a more detailed activity indicator. When developing a Korea B-impact model, the following methods are used to supplement it. First, we reviewed all social value issues using international standards. Secondly, we used the KSI(Korean Sustainability index) survey results to derive the importance of the social value issue of construction industry in Korea. Finally, we have clearly matched the activity indicators by social value core issues based on the GRI Standard so that companies can actually use the Korea B-impact model for the construction sector. With the increasing obligation to reduce greenhouse gas emissions to the building sector, the government has been gradually expanding its obligation to zero-energy buildings since 2020. Since the ZEB certification took effect in 2017, 48 preliminary and main certifications have been completed as of March 2019, and most of them are public buildings or even certified, but have earned Grade 5 of ZEB. This means that compared with the number of annual building permits registered in Korea, the figure is insignificant, and that it receives little if not mandatory. Therefore, this study investigated empirical cases of ZEB additional construction cost and conducted cost benefit analysis according to changes in ZEB additional construction cost based on a preliminary feasibility analysis project recently conducted by the KDI. In addition, considering the public buildings, the social costs were considered, and the cost-benefit analysis method was the same as the KDI's preliminary feasibility analysis method. The analysis shows that if the ratio of ZEB additional construction cost is more than 5 percent, it is analyzed that there is no economic feasibility, and considering that the ratio of additional construction cost in the cases of ZEB in Korea is 17 percent to 38 percent, it will not be easy to obtain ZEB certification in terms of cost. Finally, to narrow these differences in cost and economic aspects, the overseas low energy and ZEB incentive examples proposed measures such as the concept of subsidy payment in Illinois and the compensation of social costs to private ZEB.

Activated carbon is carbon produced from carbonaceous source materials, such as coconut shells, coals, and woods. In this study, an activated carbon production system was analyzed by carbonization and activation in terms of environmental impact and human health. The feedstock of wood wastes for the system reduced fossil fuel consumption and disposal costs. Life cycle assessment methodology was used to analyze the environmental impacts of the system, and the functional unit was one tonne of wood wastes. The boundary expansion method was applied to analyze the wood waste recycling process for activated carbon production. An environmental credit was quantified by avoided impact analysis. Specifically, greenhouse gases discharged from 1 kg of activated carbon production system by feeding wood wastes were evaluated. We found that this system reduced global warming potential of approximately $9.69E+00kg\;CO_2-eq$. compared to the process using coals. The environmental benefits for activated carbon production from wood wastes were analyzed in contrast to other disposal methods. The results showed that the activated carbon system using one tonne of wood wastes has an environmental benefit of $163kg\;CO_2-eq$. for reducing global warming potential in comparison with the same amount of wood wastes disposal by landfilling.

This study provides economical installation capacities for wastewater reclamation and reusing system in 7 areas of South Korea applying to contact aeration process using NPV(net present value) model based on cost-benefit. First. considering only private benefits. economical installation capacities for wastewater reclamation and reusing system applying to contact aeration process in household use were more than $500m^3/day$ in Pusan. $1,000m^3/day$ in Taegu. $2,000m^3/day$ in Kwangju. However. installation capacities in Seoul. Inchen, Taejon, and Ulsan were not optimal for $3,000m^3/day$. Therefore, supply ways of wastewater reclamation and reusing system in household use in the latter areas were more optimal local recirculation system than individual recirculation system. Economical installation capacities for wastewater reclamation and reusing system in business use were more than $100m^3/day$ in Seoul. Pusan. and Kwangju and which were $300m^3/day$ in Taegu, Inchen, Taejon, and Ulsan. Economical installation capacities for wastewater reclamation and reusing system in commercial use were more than $100m^3/day$ in Seoul, Pusan, Taegu, Kwangju, Taejon, and Ulsan, and which were $300m^3/day$ in Inchen. Second, considering only social benefits. economical installation capacity for wastewater reclamation and reusing system applying to contact aeration process was more than $100m^3/day$.
In the area of such a nature-friendly stream improvement, it is not established yet which engineering method is suitable for stream environment, due to lack of technology. Therefore, although nature-friendly stream improvement was done with expensive engineering method, the effect has not been fully confirmed, which results from the absence of overall valuation tool of stream improvement. In this regard, it is necessary to develop and apply comprehensive and diverse valuation methods covering stream functions to the analysis of stream improvement. In this study, we collected data from years' of monitoring on the Gyeongcheon river, which is located in Sunchang-eup, Jeollabuk-do and recently underwent an nature-friendly stream improvement work. Based on the data, we developed a series of valuation methods such as stream naturalness evaluation, life cycle evaluation, amenity evaluation, and economic benefit analysis to consider the environmental function of stream from a comprehensive perspective. Stream naturalness evaluation is a quantitative analysis of how natural a stream is, and includes additional valuation items such as ecosystem and water quality for the purpose of overall valuation, unlike existing research focusing on physical elements and structural characteristics of a stream. We developed a method of stream valuation with life cycle assessment to river reorganization project. Amenity evaluation method was developed as a means to analyze residents' satisfaction with stream improvement through questionnaires. Economic benefit analysis was developed as a means to determine the attributes of environmental water supply, ecosystem, river maintenance, and water quality and predict economic benefits using contingent valuation method (CVM) and multi-attribute utility analysis (MAUA) method in order to analyze economic benefits brought in by stream improvement. It is considered that the four methods developed in this study make possible to conduct an overall and quantitative analysis of stream improvement.
Occupational health services in Korea have been operated as dual types : one is operated by occupational health care manager and the other is health care agency without their own personnel. The performance of occupational health service should be different due to the variety of characteristics of health care manager and workplace, qualification of health care manager. This study is to analyze performance of occupational health care services with a particular consideration of job performance shape and efficiency, based on comparing those two types of health care management to show on the basic data for the settlement of more qualitative health care management system at workplace. For this study, total 391 places in Seoul and Inchon city area ; 154 places (39.4%) managed by designated health care manager and 237 places (60.6%) by the agency with their commission are selected as research samples. Tools for data collection are questionnares that have been investigated during the period of 20 September 1993-20 December 1993. Those data are compared with percentiles, mean, standard deviation and B/C ratio using SPSS PC program. Conclusions observed from the tests and each comparison could be summerized as follows : 1. Occupational health care have been accomplished at workplaces with designated people than with agencies people, and coverage rate of the occupational health care services has differences, due to management types. The reason of these results is due to visit only one or two times monthly by the agencies, while their own health care manager obsess, at the workplaces all the times. 2. Most of the expense for environmental control of all health care services expenditures shows that there is almost no fundamental improvement because more expenses are needed for procuring personal protective equipment and measuring work environment instead of environmental improvement. 3. It is investigated how much the cost of occupational health care services needs per worker, and calculated how much the cost needs per service hour per worker. The results from this show that the cost of occupational health services at workplaces with their own managers used less than the cost of health care agencies, eventually the former gives better services with less cost than the latter. 4. Benefit/Cost ratio is also produced by total benefit/total cost. The result from the above way reads 4.57 as a whole, while their own manager having workplaces reads 4.82 and the agencies do l.56. Even if their own manager performing workplaces spent more cost, this system produces more benefit than the agencies management. 5. The B/C ratio for medical organization such as local clinic, health care center and pharmacy shows more than or equal to at the workplaces controlled by the agencies. It is inferred that benefit would be much less than the cost used, with so being inefficient. 6. It is assumed that the efficiency ratio of health education is equal to reduction rate of workers medical organization visit. Estimated reduction rate 5%, 10%, 15%, show that the efficiency ratio of health education have an effect on producing benefits. It is estimated that more benefit can be produced if more qualitative education will be provided for enhancing health care efficiency. 7. Results of this study cannot be generalized because there are large scale of deviation in case of workplaces with less than 300 full time workers, but B/C ratio reads 2.69 as a whole and 3.25 at workplaces with their own health care manager are higher than 1.63 at the workplaces manged by the agencies. Finally, all the benefit concerning health care services could not be quantified, measured and shown on the value of money. This is a reason that a considerable part of benefits are so underestimated. This is also thought that measurement tools should be developed for measuring benefits of health care services with a comprehensive quantification. in the future. It is also expected that efficiency of occupational health care services should be investigated using cost-effectiveness analysis.
