HOW TO DEFINE CLEAN VEHICLES\ulcorner ENVIRONMENTAL IMPACT RATING OF VEHICLES

  • How to compare the environmental damage caused by vehicles with different foe]s and drive trains\ulcorner This paper describes a methodology to assess the environmental impact of vehicles, using different approaches, and evaluating their benefits and limitations. Rating systems are analysed as tools to compare the environmental impact of vehicles, allowing decision makers to dedicate their financial and non-financial policies and support measures in function of the ecological damage. The paper is based on the "Clean Vehicles" research project, commissioned by the Brussels Capital Region via the BIM-IBGE (Brussels Institute for the Conservation of the Environment) (Van Mierlo et at., 2001). The VriJe Universiteit Brussel (ETEC) and the universite Libre do Bruxelles (CEESE) have jointly carried out the workprogramme. The most important results of this project are illustrated in this paper. First an overview of environmental, economical and technical characteristics of the different alternative fuels and drive trains is given. Afterward the basic principles to identify the environmental impact of cars are described. An outline of the considered emissions and their environmental impact leads to the definition of the calculation method, named Ecoscore. A rather simple and pragmatic approach would be stating that all alternative fuelled vehicles (LPG, CNG, EV, HEV, etc.) can be considered as ′clean′. Another basic approach is considering as ′clean′ all vehicles satisfying a stringent omission regulation like EURO IV or EEV. Such approaches however don′t tell anything about the real environmental damage of the vehicles. In the paper we describe "how should the environmental impact of vehicles be defined\ulcorner", including parameters affecting the emissions of vehicles and their influence on human beings and on the environment and "how could it be defined \ulcorner", taking into account the availability of accurate and reliable data. We take into account different damages (acid rain, photochemical air pollution, global warming. noise, etc.) and their impacts on several receptors like human beings (e.g., cancer, respiratory diseases, etc), ecosystems, or buildings. The presented methodology is based on a kind of Life Cycle Assessment (LCA) in which the contribution of all emissions to a certain damage are considered (e.g. using Exposure-Response damage function). The emissions will include oil extraction, transportation refinery, electricity production, distribution, (Well-to-Wheel approach), as well as the emission due to the production, use and dismantling of the vehicle (Cradle-to-Grave approach). The different damages will be normalized to be able to make a comparison. Hence a reference value (determined by the reference vehicle chosen) will be defined as a target value (the normalized value will thus measure a kind of Distance to Target). The contribution of the different normalized damages to a single value "Ecoscore" will be based on a panel weighting method. Some examples of the calculation of the Ecoscore for different alternative fuels and drive trains will be calculated as an illustration of the methodology.

Importance of the Temporal Variability of Rainfall Statistics in Stochastic Rainfall Modeling (추계강우모형에서의 강우통계의 시간적 변동성 연구)

  • A novel approach of Poisson cluster stochastic rainfall generator was validated in its ability to reproduce important rainfall and watershed response characteristics at 104 locations of the United States. The suggested novel approach - The Hybrid Model(THM), as compared to the traditional ones, has an additional function to account for the year-to-year variability of rainfall statistics. The two-sample Kolmogorov-Smirnov test was used to see how well THM and traditional approach of Poisson cluster rainfall model reproduce the distribution of the following hydrologic variables: monthly maximum rainfall depths with 1, 3, 6, 12, and 24 hour duration, monthly maximum flow peaks at the virtual watersheds with Curve Number of 50, 60, 70, 80 and 90; and monthly runoff depths at the same virtual watersheds. In all of the testing variables, THM significantly outperformed the traditional approach. This result indicates that the year-to-year variability of rainfall statistics contains important information about the characteristics of rainfall processes that were not considered by the conventional approach of Poisson cluster rainfall modeling and that further considering it in rainfall simulation will enhance the performance of the rainfall models.

Dynamic analysis of concrete gravity dam-reservoir systems by wavenumber approach in the frequency domain

  • Dynamic analysis of concrete gravity dam-reservoir systems is an important topic in the study of fluid-structure interaction problems. It is well-known that the rigorous approach for solving this problem relies heavily on employing a two-dimensional semi-infinite fluid element. The hyper-element is formulated in frequency domain and its application in this field has led to many especial purpose programs which were demanding from programming point of view. In this study, a technique is proposed for dynamic analysis of dam-reservoir systems in the context of pure finite element programming which is referred to as the wavenumber approach. In this technique, the wavenumber condition is imposed on the truncation boundary or the upstream face of the near-field water domain. The method is initially described. Subsequently, the response of an idealized triangular dam-reservoir system is obtained by this approach, and the results are compared against the exact response. Based on this investigation, it is concluded that this approach can be envisaged as a great substitute for the rigorous type of analysis.

  • This paper finds out that the WTO's member countries' environmental measures have sometimes reflected the interests from their domestic industrial fields under the name of environmental protection. For the harmonious linkage between the trade and environments under the WTO mechanism, it is required for the concerned parties to reach the consensus for the measures to be imposed domestically and internationally, as well as the WTO's judicial efforts to make more scientific approach. Such coordination and consensus among the concerned parties to the domestic and international environments would be the efficient way to solve the conflicts between the trade and the environments, together with the WTO's more scientific approach in interpreting and applying the environmental provisions.

  • In this paper, we design a green supply chain (gSC) network model. For constructing the gSC network model, environmental and economic factors are taken into consideration in it. Environmental factor is to minimize the $CO_2$ emission amount emitted when transporting products or materials between each stage. For economic factor, the total cost which is composed of total transportation cost, total handling cost and total fixed cost is minimized. To minimize the environmental and economic factors simultaneously, a mathematical formulation is proposed and it is implemented in a genetic algorithm (GA) approach. In numerical experiment, some scales of the gSC network model is presented and its performance is analyzed using the GA approach. Finally, the efficiencies of the gSC network model and the GA approach are proved.

Ecosystem service quality assessment with an application of revised Importance-Satisfaction Analysis - The case of Seoul, Korea - (수정된 중요도-만족도 분석(ISA)을 활용한 수요자 기반 생태계서비스 수준 평가 연구 - 서울시를 대상으로 -)

  • Ecosystem services (ES) are the benefits that people obtain from ecosystems. Traditional ES assessment methods have focused on the supply of ES, using biophysical data. However, these methods often fail to capture the full value of ES, which is also determined by social and cultural factors. This study proposes a new approach to ES assessment that incorporates socio-cultural perspectives. The study was conducted in Seoul, South Korea. A survey was conducted of 1,805 residents of Seoul to assess their satisfaction with ecosystem services. Exploratory factor analysis was used to identify bundles of ES that were perceived as important by residents. A revised importance-satisfaction analysis was used to calculate the urgency level of each bundle. The results of the study showed that the 21 ES that were considered in the survey could be grouped into three bundles: urban green area-based, biodiversity-based, and resilience-based. The urgency level analysis showed that some bundles were more important than others, and that some bundles were more urgent than others. The findings of this study have several implications. First, they suggest that a socio-cultural approach to ES assessment can provide a more comprehensive and accurate assessment of ES. Second, they show that this approach can be used to identify areas where ES management is most needed. Third, they suggest that this approach could be used to inform ES management and policy decisions.
