A Study on the Application of the Strategic Environmental Assessment(SEA) Model(II): with reference to Suwon Urban Comprehensive Plan (전략환경평가 모형의 적용에 관한 연구(II): 수원 도시기본계획 평가를 사례로)

  • In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. This model was applied to the Suwon City urban comprehensive plan and was tested to derive the future application program and the adaptability to the current research issues. The results of this study can be summarized as follows: First, we defined basic items for environmental assessment as to be used in the developed SEA model. We also defined three ranges and twelve items for the environmental assessments, which can be used in the assessment of the urban comprehensive plan through the expert advices. Second, we performed the case study by applying the developed SEA model to the Suwon City urban comprehensive assessment, and investigated the environmental impacts through an expert inquiry at the "phase 5" of the model. The results of the case study showed that Suwon City urban comprehensive plan contained partially discrepancies at the goal of the planning. The spatial strategy for leisure, park and open space, and green belt was analysed not to be effective in energy use. The case study also indicated that the environments of Suwon City are expected to be much worse in each sectional plan, if the City was to implement the present five sectional plans for life boundary and distribution of population, land use plan, transportation plan, industrial development plan, and life environmental plan. Third, according to the result of the case study, an mitigation plan for urban comprehensive plan of Suwon City was proposed as the following four stages; modification of planning goal, modification of site alternatives, modification of planning contents, and proposal of mitigation measures.

Application of Probabilistic Health Risk Analysis in Life Cycle Assessment -Part I : Life Cycle Assessment for Environmental Load of Chemical Products using Probabilistic Health Risk Analysis : A Case Study (전과정평가에 있어 확률론적 건강영향분석기법 적용 -Part II : 화학제품의 환경부하 전과정평가에 있어 건강영향분석 모의사례연구)

  • Health risk assessment is applied to streamlining LCA(Life Cycle Assessment) using Monte carlo simulation for probabilistic/stochastic exposure and risk distribution analysis caused by data variability and uncertainty. A case study was carried out to find benefits of this application. BTC(Benzene, Trichloroethylene, Carbon tetrachloride mixture alias) personal exposure cases were assumed as production worker(in workplace), manager(in office) and business man(outdoor). These cases were different from occupational retention time and exposure concentration for BTC consumption pattern. The result of cancer risk in these 3 scenario cases were estimated as $1.72E-4{\pm}1.2E+0$(production worker; case A), $9.62E-5{\pm}1.44E-5$(manger; case B), $6.90E-5{\pm}1.16E+0$(business man; case C), respectively. Portions of over acceptable risk 1.00E-4(assumed standard) were 99.85%, 38.89% and 0.61%, respectively. Estimated BTC risk was log-normal pattern, but some of distributions did not have any formal patterns. Except first impact factor(BTC emission quantity), sensitivity analysis showed that main effective factor was retention time in their occupational exposure sites. This case study is a good example to cover that LCA with probabilistic risk analysis tool can supply various significant information such as statistical distribution including personal/environmental exposure level, daily time activity pattern and individual susceptibility. Further research is needed for investigating real data of these input variables and personal exposure concentration and application of this study methodology.

Elementary Teachers' Professionalism for Teaching Environmental Subjects (초등교사의 환경관련 수업에 대한 교사전문성)

  • The purpose of this study was to analyze the professionalism of elementary school teachers and to draw out factors which elementary teachers should try to improve their professionalism for environmental education. For the study, both Quantitative analysis and qualitative methodologies were applied: First, randomly selected 483 elementary teachers from Seoul and Gyeonggi self responded to 5 evaluation areas by Hungerford et al. (1994) to evaluate their environmental education professionalism through the use of five point Likert scale. Second, 2 elementary teachers' environmental classes were observed for the purpose of analyzing strengths and weaknesses in classroom instruction, and then the results of self-evaluation on environmental education professionalism and teacher professionalism as shown in the classes were compared. It was found that 483 elementary teachers including 2 teachers fer analyzing classroom instruction who performed a self-evaluation gave themselves mid-scores on the Hungerford et al.'s 5 evaluation areas. However, the result of self-evaluation did not correspond with the result of actual class observation and teacher interview. That is, the actual environmental classes conducted by 2 teachers did not seemed to reflect the evaluation areas which were the foundation of the study: the conceptual awareness, the investigation & evaluation, environmental action skills, and educational application. The results of this study can be used as the basis reference to develop teaching-learning program and in-service programs for professional development of teachers for successful application of environmental education in elementary school classes.

A Study on the Development and Application of Environmental Education Program in Liberal Arts. (대학 교양환경 교육자료의 개발과 적용에 관한 연구)

  • The aim of this study is to establish an object of environmental education in liberal arts, and to develop a teaming program and search for the most effective environmental teaching method. At first this study analyzed the current situations and problems of the present environmental education in the liberal arts. As a result of this analysis, I found that, most of environmental educations have been conducted mainly by an approach of natural science, inevitably they should have limits in which students can't have holistic view in solve the environmental problem. Due to the fact that, many students were attending lectures, teaching methods were limited in the forms lecture and video tapes. As I applied educational programs with various teaching methods for students in order to change cognition and value toward environment, I found that there was no significant difference of cognition even after applying the programs. This may be interpreted as, most students already had very sound and sustainable environmental view. But some programs with teaching method using role play, debate, cyber-debate lead students to have interest in environments, thus actively participating in the class. These methods, taking into consideration, the hundreds of enrolled students, seem to pose a problem in actual application. The most important matter is, how to develop a cognition and value toward environment into environmental behavior. Therefore, in the future, aim is to study what determines the factors for causing environmental behavior from a cognition and value of the environment, and a development of programs in this regard will be necessary.

Effect of Phyllite Application on Physical and Chemical Properties of Soil, Growth and Inorganic Nutrient Uptake of Crops (천매암의 시용이 토양의 이화학적 특성과 작물의 생육 및 무기성분 흡수에 미치는 영향)

  • BACKGROUND: Clay mineral is well known to improve physico-chemical of soil. The objective of this study was to investigate the growth characteristics and inorganic nutrient contents of crops with application levels of phyllite.METHODS AND RESULTS: Both young radish and lettuce were selected as target crops for this study. The experiment was conducted in a wagner pot(1/5000a) in glass house at Sunchon National University. Treatment conditions were divided P0NPK(No phyllite + NPK), P5NPK(phyllite 5 Mg/ha + NPK), P10NPK(phyllite 10 Mg/ha + NPK) and P15NPK(phyllite 15 Mg/ha + NPK) by crops, respectively. Bulk density and porosity of soil in control without treatment conditions were ranged from 1.02 ∼1.04 g/cm3 and 56.5∼57.0%, respectively, and those for treatments with phyllite were in the ranged from 0.94∼1.00 g/cm3 and 58.4∼63.5%, respectively. Dry weights of young radish and lettuce were higher in P15NPK treatment than those in other treatments. The amounts of T-N, T-P and K uptake in young radish with phyllite application treatments were increased 36∼115, 18∼67 and 20∼76% than without phyllite application treatment, respectively. In lettuce treatments, amounts of T-N, T-P and K uptake were intended to all tested treatments similar with result of young radish treatment.CONCLUSION: Therefore, these results confirm that phyllite application to the soil improves physico-chemical of soil in addition to improving growth of young radish and lettuce.

Effects of Compost Application and Plastic Mulching on Soil Carbon Sequestration in Upland Soil (밭토양에서 퇴비시용과 비닐멀칭이 토양탄소 축적에 미치는 영향)

  • BACKGROUND: In most studies, soil carbon sequestration has been evaluated simply with change of soil organic carbon content. So far, information regarding stability of soil organic carbon is limited. METHODS AND RESULTS: This study was conducted to determine changes in soil organic carbon (SOC) content and stability of carbon in response to compost application rates and plastic mulching treatment during the hot pepper growing season. Under the pot experiment condition, compost was mixed with an arable soil at rates corresponding to 0, 10, 20, and 40 Mg/ha. To determine effects of plastic mulching on soil carbon sequestration, plastic mulching and no mulching treatments were set up in soils amended with the application rate of 20 Mg/ha. The SOC content did not significantly increase with application of compost and plastic mulching at harvest time. No significant changes in bulk density with compost application and plastic mulching was found. These might result from short duration of experiment. While hot water extractable organic carbon content significantly decreased with compost application and plastic mulching, humic substances increased. Belowground biomass of hot pepper was biggest at the recommended application rate (20 Mg/ha) of compost. CONCLUSION: From the above results, continuous application of compost at the recommended application rate could improve increase in SOC content and stability of carbon in long term aspect.
