Improvement Directions of the National Crisis Alert System in Korea (우리나라 국가위기경보체계의 개선방향)

  • The 'alert' is to provide a signal or information beforehand, in order to prepare against situations in which abrupt incidents or disasters are expected. In other words, the purpose of alert is to help people or respondents to take precautions against and quickly cope with disasters or incidents, before those actually occur. This paper draws requirements of alert system from definitions of the alert and cases of it home and abroad. Following requirements of alert system are derived to allow subjects responsible for alert issue to quickly handle changes of situations; 1) identification of subjects responsible for alert issue, 2) use of definite terms regarding alert levels, for prompt actions, and 3) distinct separations among alert levels. This paper suggests improvement directions by extracting several problems of National Crisis Alert System according to such requirements.

  • Bluetooth has been developed to be applied over the course of several versions in different environments. Especially low is moving to address the constraints, it gives a high utilization rate is faster than the Zigbee wireless LAN communication. To gather information on children's environmental copper transition to multiple versions. AR Gardening system with an interactive learning companion (AR Gardening : 상호작용형 증강 에이전트 기반 증강 원예 체험 시스템)

  • Recently, many researchers have studied on agent-based edutainment systems to improve students' learning experience. In this paper, we present AR Gardening which makes users experience interactive flower gardening with a bluebird, a learning companion agent, squatting in an augmented picture. The proposed system augments the animated bluebird to support interactive edutainment experiences. The bluebird perceives users' actions as well as environmental situations. It then appraises situational information to provide participants with problem-solving guidelines. Moreover, the bluebird responds like a companion than an instructor through anthropomorphic expression. To demonstrate our work, we exhibited the implemented AR Gardening and reviewed participants' responses to the system. In this exhibition, we could find that the learning companion-like bluebird helped users experience how to properly grow the flower in our educational setting. Ultimately, we expect that an augmented peer learning agent is one of the key factors for developing effective edutainment applications.

An Experimental Study on Heating Manufacture of Recycled Aggregate by Design of Experiment (실험계획법을 이용한 가열방식의 순환굵은골재 제조를 위한 실험적 연구)

  • The use of wasted concrete can settle the environmental pollution and shortage of natural aggregate. However, recycled aggregate includes substantial amount of cement paste, so that these aggregates are more porous, and less resistant to mechanical actions than natural aggregates. Recently, the new manufacturing processes of high quality recycled aggregates were suggested such as heating. In this paper, for the purpose of manufacture of high quality recycled aggregates, the heating processes was considered to the existing process of recycled aggregates. To find the optimum process, the experiment was performed through the statistical design of experiment. The heating temperatures of 4 levels (300, 450, 600 and $750^{\circ}C$) and heating duration time (5, 20, 40, 60minute) were main experimental variables. Through the test results, it was found that the optimum manufacturing condition of coarse recycled aggregate was evaluated to be $600^{\circ}C$ and 40minute.

Papaya: A gifted nutraceutical plant - a critical review of recent human health research

  • The plant kingdom is considered to be a repository of modern medicine, attributable to their rich source of bio-active molecules and secondary metabolites. It is indeed the Nutraceuticals that enhance immunity and ensure a healthier life because of their prophylactic and therapeutic values. Over centuries, papaya [Caricaceae; (Carica papaya Linn.)] is a renowned nutritious and medicinal plant. Each part of the papaya like root, stem, leaf, flower, fruit, seed, rinds, and latex has its own nutraceutical properties. It serves as food, cooking aid, and Ethnomedicine to prevent and treat wide-range of diseases and disorders. It has also been traditionally used as appetite enhancer, meat tenderizer, purgative, medicinal acne, abortifacient and vermifuge. Over decades, a series of scientific attempts were made to authenticate the nutraceutical properties of papaya. These studies validated that the papaya has antiplasmodial, antitrichochramal, antitrichomonal, antidengue, and anti-cancer activities. They have also exhibited that papaya possesses antiseptic, antiparasitic, anti-inflammatory, antidiabetic, and contraceptive features, and it helps in the management of sickle-cell anaemia, HIV, heart diseases and digestional disorders too. Nevertheless, the responsible bio-active molecules and their mode of actions remain indistinct and imprecise, and this calls for further pharmacological and clinical research on them. Conclusively, papaya is one of the naturally gifted plants; though its nutraceutical properties as a food or as a quasi-drug are poorly understood or undervalued by people. Accordingly, this scrutiny, demand for instigation of public health awareness campaigns to promote papaya consumption, so that the society shall acquire optimal benefits of papaya and in turn prevent and alleviate various diseases and illness.

Dynamic Positioning of Robot Soccer Simulation Game Agents using Reinforcement learning

  • The robot soccer simulation game is a dynamic multi-agent environment. In this paper we suggest a new reinforcement learning approach to each agent's dynamic positioning in such dynamic environment. Reinforcement learning is the machine learning in which an agent learns from indirect, delayed reward an optimal policy to chose sequences of actions that produce the greatest cumulative reward. Therefore the reinforcement learning is different from supervised learning in the sense that there is no presentation of input pairs as training examples. Furthermore, model-free reinforcement learning algorithms like Q-learning do not require defining or learning any models of the surrounding environment. Nevertheless it can learn the optimal policy if the agent can visit every state- action pair infinitely. However, the biggest problem of monolithic reinforcement learning is that its straightforward applications do not successfully scale up to more complex environments due to the intractable large space of states. In order to address this problem. we suggest Adaptive Mediation-based Modular Q-Learning (AMMQL)as an improvement of the existing Modular Q-Learning (MQL). While simple modular Q-learning combines the results from each learning module in a fixed way, AMMQL combines them in a more flexible way by assigning different weight to each module according to its contribution to rewards. Therefore in addition to resolving the problem of large state effectively, AMMQL can show higher adaptability to environmental changes than pure MQL. This paper introduces the concept of AMMQL and presents details of its application into dynamic positioning of robot soccer agents.

  • The immediate causes of accidents are often identified as human error or technical failure but the investigation and analysis of the circumstances surrounding major industrial accidents such as Three Mile Island, Chemobyl and Kings Cross have revealed issues beyond the immediate causes. These issues relate to wider considerations of the safety culture. The safety culture of an organization is very complex and hard to study, but it is possible to examine norms that make up the culture. This paper focuses on environmental attitudes and actions among managerial and non-managerial workers in high risk industry such as chemical industries. The main purpose is to get a better understanding of safety culture and to develop measuring tool by examining their nature and strength and by analysing underlying factors that offer explanations for attitudinal differences.

  • Disaster Preventing Zone (DPZ) is one of the zoning for land use regulation. Though the purpose of the designating of DPZs is to improve the area be safer, people has the negative recognition on DPZs. They think DPZs are regulation to restrict the actions and finally causes decrease on the land price. In this context, the aim of this study is to investigate the correlation between the designation of the DPZs and the land price of the DPZs in Seoul Metropolitan City. We applied the Difference in different (DID) which is one of the research methods to verify the cause and effect of specific policy. As a result, it was found statistically significant that land price of parcels designated as DPZs was 420,000 won higher than those not designated. The same results were obtained when the land characteristics were added, and the robustness of the model was indirectly confirmed. Based on the results, the designating of the DPZs was contrary to the expectation. Although it is necessary to analyze the result of the study more microscopically, It will be necessary to change the perception that it will decline.

Penetration of Weathered Oil and Dispersed Oil and its Ecological Effects on Tidal Flat - as Infiltration of Dissolved Matter - (유출된 풍화유와 분산유의 조간대 침투 및 생태계 영향 - 용존상 물질의 침투량 변화 -)

  • The purpose of this study is to quantify the penetration behavior of spilled weathered oil and dispersed oil and to evaluate the influence of the penetrated oils on seawater infiltration in tidal flat environment. The penetration depths of the spilled oils into the tidal flat sediments were gradually deeper according to increase the stranded oil volume. The penetration depth of stranded oil were abruptly dropped at first falling tide, but were not significantly fluctuated after that. Moreover, hydrocarbon concentration was most high within the upper 2 cm. Seawater infiltration was decreased in proportion to the stranded oil volume. Dispersed oil was easily permitted the seawater infiltration than weathered oil and crude oil. Therefore, quick cleaning actions fur penetrated oil will be required far recovery of seawater infiltration, because the seawater contains oxygen and nutrients required for the survival of benthic organisms in tidal flat.

Strategies to Improve Functional Competency and Effectively Respond to Environmental Changes of Environment, Health and Safety (EHS) Team in Companies (기업의 환경, 보건, 및 안전 (EHS) 조직의 직무능력 개선과 환경변화 대응 방안)

  • Our nation has experienced remarkable growth over the half a century. Nonetheless, there is still much room for improvement in the area of Environment, Health and Safety (EHS). In particular, frequency and severity of industrial accidents did not considerably improve compared to the economic and social progress we made. The main objective of this research is to analyze what plans and actions are required for companies to promote industrial safety by 1) fostering functional competencies of EHS staffs and 2) effectively and proactively responding to rapidly changing EHS environment. For this research, EHS staffs from five large companies in Korea were surveyed. Most respondents indicated that one of key expertise required by EHS staffs is capabilities to effectively deal with changes to various domestic and international EHS-related laws and regulations. Furthermore, a predominant number of respondents commented that it is imperative for EHS staffs to have a broad knowledge of business management. As for internal issues that EHS staffs encounter within their organizations, many pointed out that their EHS vision is not sufficiently shared throughout the organization, and that the rules of leadership are critical in solving this issue. On the other hand, the survey respondents also raised an issue of limited EHS-related investments due to slow economy. As a solution, they proposed ways to align EHS organization's performance with the company's performance. Based on this survey, issues and solutions for EHS organizations were identified. Results of this research can benefit companies that plan to newly establish or further expand EHS organization.
