은퇴 전후 세대 재정안정성 -노년기 삶의 수준에 대한 기대와 지원- (The Financial Stability of Before-and-after Retirement -Expectation and Support for the Quality of the Elderly Life-)

  • 최근 들어 노인 빈곤층문제가 심각한 사회적 이슈로 대두됨에 따라, 중장년층 은퇴 전후 세대들의 소득과 소비를 중심으로 재정안정성 문제를 살펴보았다. '고령화연구패널조사'자료를 활용하여, 은퇴자그룹과 비은퇴자그룹을 나누고, 연령별 차이를 비교 분석하였다. 연구의 주요결과는 다음과 같다. 첫째, 은퇴자그룹의 개인총소득은 비은퇴자그룹의 개인총소득에 비해 소득이 3배 이상 낮았다. 둘째, '공적연금소득' 수급비율은 은퇴자그룹은 전체의 30%에 불과하고, 공적연금의 비중은 개인총소득의 40% 이하로 나타났다. '개인연금소득'은 두 그룹 모두 수급비율이 1%내외로 매우 낮은 것으로 조사되었고, 은퇴자그룹에서는 '사적이전소득'이 전체소득에서 차지하는 비중이 크다는 것을 확인하였다. 셋째, 소득이 줄어든 만큼 소비는 은퇴를 하더라도 크게 줄지 않기 때문에, 연령이 증가함에 따라 재정안정성이 낮아지는 것으로 나타났다. 넷째, 국가로부터의 노후생활 지원에 대한 기대감은 양 그룹 모두 낮은 것으로 조사되었다. 다섯째, 은퇴자그룹의 공적연금소득에 미치는 영향요인을 비은퇴자그룹 개인 총소득에 미치는 주요 요인과 비교한 결과, 성별, 연령, 학력, 건강상태가 주요 요인으로 나타났다. 본 연구는 은퇴 전후 세대의 노후소득보장을 위한 정부차원에서의 공적연금 확대와 개인연금 활성화 지원의 필요성을 제안한 점에서 기여도가 있다.

한부모가 된 후의 변화 및 어려움에 대한 잠재프로파일 분석: 우울 수준의 차이를 중심으로 (Latent Profiles of Perceived Changes and Difficulties in Single-Parent Family: Focusing on Depression Level)

  • 본 연구에서는 한부모가 된 후의 변화 및 어려움에 기초한 차별적인 특징을 보이는 잠재집단을 탐색하고, 확인된 잠재집단에 한부모의 배경 변인이 영향을 미치는지, 그리고 확인된 잠재집단에 따라 한부모의 우울 수준에 차이가 있는지 살펴보았다. 이를 위해 2018 전국 한부모 가족 실태조사 자료의 2,500명을 분석 대상으로 하였으며, 잠재프로파일 분석 방법을 사용하였다. 분석 결과, 첫째, 8개 항목에 대한 한부모가 된 후의 변화 및 어려움에 기초한 잠재집단은 '양육 안정 집단', '보통 집단', '경제적 안정 집단', '잠재적 위험군 집단'의 4개 잠재집단이 존재하는 것으로 확인되었다. 그리고 한부모의 배경변인 중 학력보다는 성별과 경제적 측면의 정부지원유형 및 취업 여부가 잠재집단 분류에 영향을 미치는 것으로 확인되었다. 특히, 여성 한부모, 미취업, 저소득지원가구 일 때 잠재적 위험군에 속할 가능성이 높은 것으로 나타났다. 잠재집단에 따라 한부모의 우울 수준에 차이가 있는 것으로 나타났으며, 잠재적 위험군 집단이 양육 안정 집단, 보통 집단, 경제적 안정 집단보다 우울 수준이 높은 것으로 확인되었다. 본 연구는 한부모가 된 후 한부모가 겪는 변화 및 어려움의 모습은 다를 수 있으며, 각 잠재집단의 특성을 고려한 사회적 지원이 제공될 때 한부모지원정책의 실효성을 높일 수 있음을 시사한다.

Quantum Bacterial Foraging Optimization for Cognitive Radio Spectrum Allocation

  • This paper proposes a novel swarm intelligence optimization method which integrates bacterial foraging optimization (BFO) with quantum computing, called quantum bacterial foraging optimization (QBFO) algorithm. In QBFO, a multi-qubit which can represent a linear superposition of states in search space probabilistically is used to represent a bacterium, so that the quantum bacteria representation has a better characteristic of population diversity. A quantum rotation gate is designed to simulate the chemotactic step for the sake of driving the bacteria toward better solutions. Several tests are conducted based on benchmark functions including multi-peak function to evaluate optimization performance of the proposed algorithm. Numerical results show that the proposed QBFO has more powerful properties in terms of convergence rate, stability and the ability of searching for the global optimal solution than the original BFO and quantum genetic algorithm. Furthermore, we examine the employment of our proposed QBFO for cognitive radio spectrum allocation. The results indicate that the proposed QBFO based spectrum allocation scheme achieves high efficiency of spectrum usage and improves the transmission performance of secondary users, as compared to color sensitive graph coloring algorithm and quantum genetic algorithm.

어선원 임금채권의 보장을 위한 제도적 개선방안 (A Study on the Institutional Improvement for the Guarantee of Fisher Wage Claims)

  • A fisher means any person employed to provide his/her labor in a fishing vessel in exchange for a wage. There is no concept of a fisher in Seafarers Act. This act shall not apply to seafarers who are in service on board a fishing vessel the gross tonnage of which is less than 20 tons. However, of the total 63,112 fishing vessels, only 2,829 fishing vessels have a total tonnage of more than 20 tons. Fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons are not guaranteed to be paid arrears through the Wage Claim Guarantee Fund for Seafarer (Article 56). In addition, fishermen working on a fishing vessel are excluded from the Wage claim Guarantee Act. The Labor Standards Act shall apply to fishermen engaged in fishing vessels with a gross tonnage of which is less than 20 tons. Fishermen and seafarers are at a higher risk of living security than regular workers. Guaranteeing the payment of wages is essential for fishermen to improve the life and employment stability. In order to guarantee fisher wage claims, the concept of a fisher in the Seafarers Act must be realized by sources such as the Wage Claim Guarantee Fund of Ministry of Oceans and Fisheries, step by step expansion of members in the wage claim guarantee fund for seafarers and interest for delayed payment of wages, etc.

전해 인프로세스 드레싱 연삭에서 AE를 이용한 가공안정성 감시에 관한 연구 (A Study on the Monitoring of Grinding Stability Using AE Sensor in Electrolytic In-Process Dressing Grinding)

  • Electrolytic in-process dressing grinding technique which enables application of metal bond wheels with fine superabrasives in mirror surface grinding operations has developed. It is possible to make efficient precision machining of hard and brittle material such as ceramic and hard metal by the employment of this technique. However, in order to ensure the success of performances such as efficient machining, surface finish, and surface quality, it is important to sustain the insulating layer that has sharply exposed abrasives in wheel surface. Using AE(Acoustic Emission) sensor, this paper will show whether the insulating layer sustains stably or not in real grinding time. And by comparing AErms value and surface roughness their thresholds for stable electrolytic in-process dressing grinding will be determined.

조기재취업수당 제도의 효과: 2010년 제도 변화를 중심으로 (The Effectiveness of the Early Reemployment Bonus: the Role of the Policy Change in 2010)

  • 본 연구는 2010년 조기재취업수당 제도 변화 전후의 수급자 특성을 살펴보고, 실업자 재취업 촉진에 대한 성과 변화를 살펴본다. 조기재취업수당 수급자에 대한 특성 분석 결과, 제도 변경 이후로 여성 및 고령층의 수급확률이 증가하고 중졸 이하 저학력층의 수급확률이 증가하였다. 이는 실제 수혜집단이 취업 애로계층으로 다소 전환되어 노동시장 취약집단의 취업촉진이라는 조기재취업수당의 정책 목표에 보다 근접해졌음을 시사한다. 제도 변경전 후의 재취업률과 재취업된 일자리 유지율을 비교한 결과, 재취업률에는 큰 변화가 없어서 수급요건 강화로 인한 구직자의 재취업 유인 감소 효과가 크지 않은 것으로 판단된다. 이와 더불어, 조기재취업수당 수급자의 재취업 일자리 유지율은 제도 변화 이후 높아진 것으로 나타났다.

International Comparison between Korea and Other Countries, in Terms of Retail Regulations

  • Purpose - This research is to provide new insights for policy makers in Korea, comparing South Korea and foreign countries such as Japan, UK, France, Germany, Netherlands, Sweden, Spain and the forth, in terms of the effects of retail regulations on a retail trade industry. Research design, data, and methodology - After introduction, the research begins with literature review on the background why advanced countries have introduced retail legislations, then, will present their effects. The fourth section will compare the South Korea with the above foreign countries. Finally, the authors will draw conclusions and mention not only research limitations but also future research directions. Results - Based on the previous research, the authors compared Korea and advanced countries, in terms of how retail regulations influence retail employment, retail productivity, retail price, and the protection of independent retailers. The authors found that industrialized countries have made a significant effort to protect small shops for social stability with many different regulations and/or budget. With regard to results, however, the degree of its achievement is lower than expected. Conclusions - In order to protect small- and medium-sized retailers efficiently and effectively, policy makers need to develop better sophisticated retail regulations than those of advanced countries.

Poverty Alleviation Efforts through MDG's and Economic Resources in Indonesia

  • The objective of this study is to examine and provide guidelines for regional governments, communities, and the private sector in planning and implementing poverty-reduction activities that are more effective, efficient, and targeted. Besides, this research's specific aims are: 1) increasing the rate of regional economic growth through optimization of potential sources of local income, 2) increasing per-capita income, and 3) reducing poverty, unemployment, and social-economic inequality of the community. The study was conducted in North Morowali District, Central Sulawesi Province, Indonesia, in 2018-2019. The research approach used quantitative and qualitative descriptive analysis. Data sources include sources from the Focus Group Discussion (FGD) and Regional Statistics. The results of this study are based on the Millennium Development Goals (MDG's) indicators that there are four priority scales in poverty reduction, namely, Health and Infrastructure (Priority I), Education (Priority II), Food stability (Priority III), and Population and Employment (Priority IV). Therefore, as a solution to poverty alleviation strategies, the cost approach through regional economic optimization and local income sources and community empowerment factors are essential. Apart from that, the involvement between elements (government, organizations, society, universities, and institutions) is expected to continue as an effort to realize poverty reduction can be optimally overcome.

임상간호사에서 의료급여관리사로의 역할 전이 과정: '척박한 땅에 뿌리내리기' (Role Transition from Clinical Nurse to Case Manager for Medical-aid Beneficiaries: Taking Root in a Barren Land)

  • Purpose: The purpose of this study was to explain the role transition process to nurse case managers (NCMs) for Medical-aid beneficiaries in Korea. Methods: Fourteen NCMs were interviewed regarding their experiences of becoming proficient in the new role of case manger. Data were analyzed through the application of grounded theory. Results: 'Taking root in a barren land' was the core category explaining the role transition process of NCMs. They engaged in four stages: launching, trial and error, proficiency, and wait-and-see stages. NCMs showed not only fear but also passion for case management practice. Despite their passion and effort, NCMs went through a period of trial and error. After becoming skilled, NCMs went through a stage of wait-and-see often because of job insecurity related to temporary position or few opportunities for promotion. Factors influencing NCMs' role transition process included their understanding of client characteristics, belief in case management, and support from their colleagues and families. Conclusion: NCMs experience many challenges in the process of becoming proficient NCMs. To help with their role transition, there is a need for education programs, preceptorship programs, research on their roles and functions, and regulation for securing NCMs' employment and career stability.

노인의 직업활동 활성화 방안 구축을 위한 기초연구 (The Activation of Job Performance of the Elderly in Korea)

  • In modem society, elderly people's continual working is not only effective for realizing elderly welfare but is also an efficient scheme for improving national competitive power with the aging of societies. Therefore, the purpose of this study was to obtain confirmed data on the methods by which people can prepare for elderly people's working and increase the workforce participation rate. The study subjects were 300 male and female elderly people over the age of 60, living and working in Seoul. The method of sampling was purposive sampling in which the subject are extracted and assigned according to their occupations and gender. The results were as follows. Firstly, elderly people have a strong desire for employment stability. Secondly, they lack knowledge on obtaining information about jobs and approaching their desired job field. Thirdly, the subjects suggested that it is necessary to raise the level of social recognition about elderly people's working and to develop an environment that is conducive for increasing the working rate of the elderly.
