This article aims to analyze main features of activation policy and compare major programmes in terms of their impact on employment performances in Korea. Since the introduction of National Basic Living Security Act in 2000, a series of activation policies have been in place for social assistance recipients, low-income employees, and youth unemployed by means of providing tailored employment and social services via in-depth counselling and case management. These activation policies carry both enabling and demanding elements: requiring programme participation in exchange for public assistance benefit receipts on the one hand, and providing various social services to remove barriers to employment through case management on the other hand. Therefore, it merits attention to analyze how various features of activation programmes affect employment outcomes, the effectiveness of delivery system and policy instruments as well. In analyzing employment outcomes of activation policy of which main characteristics lie in provision of employment and social services, this article points out the features and policy instruments of the activation policy that contribute to labor market entry of public assistance recipients and low income employees. In addition, it also delineates the determinants of exit from benefit receipts. Results from statistical analysis show that activation policy with intense employment service helps both benefit recipients and low income employees enter into the labor market at a faster rate. However, tailored social service provision enables social assistance recipients to exit from benefit receipts. These results suggest theoretical and policy relevant implication in regards to redesigning the delivery mechanisms and service instruments of activation policy.
Based on social capital theory, this study intends to understand accessed and mobilized social capital of married women with young children and the difference between two types of social capital in terms of their employment status. Factors related to accessed and mobilized social capital are also investigated. The subjects are 571 married women (284 employed and 287 unemployed) who have children younger than 5 years old. Their networks are revealed to show different composition and resource distribution according to the respective employment status. No significant difference is found in accessing social capital depending on the employment status. However, working women are capable of mobilizing more social capital for economic resources and child-care assistance than non-working women. The employment status is significant only in mobilizing social capital related to child-caring assistance. The effects of variables related to social networks of married women differ according to the types of resources sought for. The choices of married women on the employment status and child-rearing are observed in the findings of the ability to mobilize social capital for child-care assistance. The importance of kin ties and various social services for building social capital are discussed.

This study aims to verify the relationship between employer's perception of employment for the disabled and employment satisfaction, and the mediating effect of perception of employment assistance for the disabled and the moderating effect of education and training support. For the purpose of this study, 4,332 companies were reorganized among the data of the 2021 Survey on Employment of Persons with Disabilities conducted by the Korea Employment Agency for the Disabled. Data analysis used SPSS 23.0 and AMOS 23.0, and structural equation model analysis was performed to understand the relationship between variables. As a result of the study, there was a significant influence between employer's perception of employment for the disabled and employment satisfaction, and the partial mediating effect of employment company contribution was confirmed. In addition, it was found that there was a moderating effect according to the presence or absence of education and training support. Through the results of this study, it is significant that factors that can affect environmental composition were considered in various ways to increase the employment rate of the disabled, and based on these results, implications for increasing the employment rate of the disabled were presented.
This study aimed to analyze characteristics of employment and factors affecting of employment of person with Brain disorder. Participants were 317 individuals with brain disorders. Data were analyzed using Chi-square test, regression analyses. according to the Panel Survey of Employment for the Disabled in Korea. These factors were classified into disability and health factors, employment related factors, and household related factors. First, The employment group showed significantly severe disorder, higher health status, absent of daily life helper, absent of assistive devices, higher level education, licenses, public employment service, job arrangement of acquaintance, find a job oneself, married, absent of basic living security assistance, greater supports of family compared to the unemployed group. Second, Factors affecting employment of individuals with brain disorders included daily life helper, education level, job arrangement of acquaintance, married, basic living security assistance. Base on these results, developing dailylife and education system and social supported system and modifying the benefit system can promote employment acquisition of individuals with brain disorder.
This paper examined the impacts of the welfare reform program, California Work Pays Demonstration Program(CWPDP), implemented in 1992. CWPDP was designed to move welfare recipients into the labor market by reducing the amount of AFDC grants and one-third earned income disregard. The evaluation of the policy impacts on the welfare recipients was conducted in two areas: employment and earnings. This study used a subset of a database created by the California Department of Social Services, and University of California Data Archive and Technical Assistance. The subset is composed of 3,936 AFDC-FG cases selected in LA County: 1,311 control cases and 2,625 experimental cases. The control group was kept on the AFDC rules as of September 1992, while the experimental group was subject to AFDC rule changes implemented under CWPDP. The analyses of the employment and earnings using the random effects probit model and the random effects regression model, respectively, indicated that CWPDP did not effectively encourage female heads to participate in the labor market. It also revealed that CWPDP did not significantly increase the earnings of female heads. The findings imply that the disincentive structure of the public assistance program is not the main barrier preventing female heads from getting jobs and leaving the welfare rolls. Rather, participation in the labor market and exit from welfare is mainly determined by their own demographic characteristics and the economic cycle. Based on the findings, policy implications are suggested on the National Minimum Protection Program in Korea. Those include a flexible exemption rate for the earned income of beneficiaries, affordable child care services, and guaranteed public jobs.
This study examined how employment status changes affects poverty transition of workable youth using 3years panel data from KoWePS(Korea Welfare Panel Study, 2007-2009). Findings and implications of this study as follows. First, although relative poverty rate of aged 18-34 is lower than other age groups, significant amount of youth experienced poverty once in 2007-2009(14.59%). This means that there are some of youth suffering for poverty and the aspect of youth poverty is very dynamic. Second, much of workable poor of youth had high level of education(45.9% in 2009) and they were unemployed or inactive in labor market(55.3% in 2009). These findings consistent with previous studies of youth poverty or youth employment. Third, workable youth who had changed employment status from employed to unemployed or inactive in labor market were likely to enter poverty and less likely to exit from poverty. Moreover youth who were non-standard employed had more possibility to be poor and less possibility to be not poor. These show that employment instability makes youth vulnerable to economic hardship, poverty. The result of this study suggest that anti-poverty programs which are related with the work-related programs and active labor market policy, should consider workable youth who have high level of human capital comparing other ordinary working poor. Because of much of youth are not poor in fixed time point, they can't be supported from existing social assistance program, like National Basic Livelihood Protection Program. As youth who experienced poverty in changing time need social support to prevent long-term poverty, government should contemplate adopting assistance program for workable poor youth.
The purpose of this study was to explore the possibility of recruiting married immigrant women to participate in the Official Development Assistance (ODA) program. We used focus group interviews to understand their experiences with ODA, their intent to participate in the ODA, and the resources and barriers to ODA participation. The data were collected from 14 married immigrant women who were actively engaged in the labor force in Seoul and Gyunggi areas. Data were analyzed based on the thematic analysis method. Four themes were identified including the women's experiences, motivation, barriers, and resources for ODA participation. Out of the 14 women, three had participated in the ODA and were happy with the experiences. The rest of the women wanted to participate in the ODA that supported their home countries. The results also highlighted that these married immigrant women had capabilities including a strong desire to participate in vocational development and support from their families, but they also had barriers to overcome such as a lack of work capacity, child care burden, and difficulty forming relationships with Korean colleagues. Despite these barriers, they were motivated to participate in the ODA since it would be very meaningful for them to help their home country and to improve awareness of Korea and married immigrant women. It is important to develop vocational education programs for these women to enhance the work skills that are needed in the ODA.
Purpose - The purpose of this study was to explore the model that supports the recipient country by using the ODA (Official Development Assistance) project and at the same time fits the global start-up/employment support of donor country with CSV business model. Specifically, we wanted to examine the feasibility of the project based on the existing ODA projects. Research design, data, and methodology - As the methodology, case studies and interview were conducted as well as literature studies. The case analysis is based on a press release of the entire KOICA's ODA project, which has been implemented for one year, based on 2017. After consideration, the actual results and future feasibility were analyzed. The interviews were conducted on senior Korean officials and Indian officials involved in Vietnam's ODA project. Results - As a result, some of the project cases applied and analyzed according to the model of this study were judged to be highly potential. Based on the results of this analysis, as the model derived from this study pursues, the global business model is developed under the CSV (Creating Shared Value) strategy through ODA projects to support recipient countries and global start-up/employment support of donor country. The possibility of simultaneously pursuing this model based on CSV business model was also confirmed. Conclusions - In the past, free aid agencies like KOICA focused solely on supporting recipient countries, but in terms of sustainability, they could discover the potential of supporting the global start-up/employment of the donor country using CSV business model in ODA project. In this study, we tried to find the theoretical background and potential possibilities in some ODA projects based on CSV business model. As a result of the analysis of KOICA ODA projects in 2017 and interviews, some ODA projects could be used to improve the economic development of the recipient country as well as the global start-up/employment of the donor country. Therefore, it is necessary for the ministries of the government to promote ODA projects to understand the framework that achieves these two objectives simultaneously and to promote ODA projects based on various strategic considerations.
The recent experience about self-employment shows three main trends: first, its share out of the total workers has steadily increased, recording 37.6% in 2001, implying its prevalence and importance; second, its share out of male workers has caught up female workers', implying its importance to males as well as females; and finally, during the recent Economic Crisis when there was mass layoff and large scale bankruptcy, its share rapidly increased, reflecting its role of a buffer to economic fluctuation. However, there have been few studies on self-employment, mainly focusing on what makes someone choose it as an alternative to being employed. This study analyzes the determinants of the duration to terminate self-employment, by applying the proportional hazard model to the Korea Labor and Income Panel Survey(KLIPS) by the Korea Labor Institute. The KLIPS started the first wave in 1998 with the 5,000 household sample (and about 12,000 individual sample of household members aged 15 and more). In this study, the first four waves are used for analysis. The average duration of 5,357 spells of self-employment is 130 months. It shows slight difference between males(124 months) and females(138 months) while it widely ranges over industries (296 months for agriculture industry while 50 months for restaurant and hotel industry). Estimates of the proportional hazard model of the self-employment duration show that females are more likely to terminate self-employment while it is not statistically significant. The effect of age at starting self-employment on the hazard shows the inverse V-shape, which implies that, until a certain age(47 years), the hazard become higher as aging while, since then, it become lower as aging. The level of education has a positive effect on the hazard, implying that more education is related to the higher probability to be employed. The measures of economic performances, annual sales and earnings, are positively related to continuing self-employment while hardship at the start of self-employment measured by several ways has a negative effect. Training before opening business has a positive effect on keeping on self-employment and its effects are different over its providers, significantly positive for public providers while insignificant for private providers. More and further research on self-employment is urgent in the rapidly ageing society. To help workers to be self-employed, more public assistance is necessary for education, training, financing, marketing, management, and human resource management in order to make the olders consider self-employment as a good alternative rather than an inevitable one.
Purpose - This study empirically investigates the effects of Official Development Assistance (ODA) on the economic activities of private actors in recipient countries. As a proxy for the economic activities of private actors, we utilize the job creation activities of foreign subsidiaries in recipient countries. The foreign subsidiaries provide a foundation for economic development by creating paying jobs. That is, if ODA has been successfully transferred to foreign subsidiaries, then these foreign subsidiaries should help economic growth and help create a boom in the local market by providing jobs. These jobs eventually lead to the achievement of the primary aims of foreign aid, including poverty reduction. Thus, this study empirically examines the relationship between ODA and the number of jobs created by foreign subsidiaries in recipient countries. Design/methodology - This is the first study to examine the effects of the ODA on the job creation of foreign subsidiaries because it has been hard to obtain internal information related to the employment status of foreign subsidiaries. Fortunately, we have a unique panel dataset provided by the Export-Import Bank of Korea (KEXIM) for 2006 to 2013. In terms of the empirical specification, we use the generalized least squares (GLS) method. The panel GLS estimator allows us to have an efficient estimation that overcomes the limitations of the panel data. It employs assumptions about the heteroscedasticity between the panels and makes an autocorrelation of the error term within each panel. Findings - We find that ODA influences job creation in foreign subsidiaries. In particular, we found that ODA creates more jobs in sales than in managerial or production positions. This study also shows that the effect of the ODA on the foreign subsidiaries' job creation activities depend on the purpose of the ODA. By examining ODA effects on the foreign subsidiaries' economic activities (e.g., job creation), this study fills a gap in the current literature. Originality/value - Existing studies that focus on the ODA effect have either a macroeconomic point or a microeconomic point of view. However, both approaches do not explain how well foreign aid has influenced private economic actors of recipient countries. In essence, previous researchers found it difficult to obtain the necessary data for internal employment status from foreign subsidiaries. However, thanks to the Korea Export-Import Bank, this study shows that ODA indeed influences the job creation activities of foreign subsidiaries even after controlling for other factors such as FDI, GDP growth rate, employment rate, household expenditure, mother firms' share, etc. By doing so, we can examine how ODA influences the job creation of foreign subsidiaries, which might help economic development and reduce the amount of poverty in recipient countries.
