  • 대기오염물질 배출계수는 국가기관, 연구기관, 학교, 배출사업장, 환경영향평가사업 등 수많은 분야에서 실질적으로 활용되고 있으며, 배출원에 대한 배출특성을 간접적으로 파악할 수 있을 뿐만 아니라, 기본부과금의 산정, 대기오염방지설비의 설계, 오염저감계획의 수립 등에 매우 유용하게 이용되고 있다. 따라서, 대부분 선진외국에서는 많은 비용과 인력을 동원하여 대기배출자료를 국가적으로 목록화하는 작업을 추진하여 왔으며, 전 세계적으로 강화된 국제적 환경협약과 환경보호를 위한 무역규제에 대처하기 위하여 국가 대기배출량을 일정한 형식과 산정방법에 의하여 체계적으로 관리하고 있다. Estimation of Air Pollutant Emissions from Port-Related Sources in the Port of Incheon (인천항 항만시설에서의 대기오염물질 배출량 산정)

  • A port has been regarded as a significant contributor to air pollution in the surrounding areas. Port-related air pollutants are released from not only marine vessels, but also various land-side sources at ports, which include cargo handling equipment, vehicles, locomotives, and fugitive dust sources by port activities such as bulk handling and vehicle movements. However, most studies in Korea have only focused on vessel emissions and there is a lack of information on the emissions from other sources at port. In this study, in order to establish the port-related emission inventory and evaluate the relative contribution of these sources to air emissions from the Port of Incheon, the emissions from land-side sources were estimated and the CAPSS (Clean Air Policy Support System) data for vessel emissions were used. In particular, the detailed information and activity data for the cargo handling equipment source were collected and the emission factors and emissions by equipment types were calculated using U.S. EPA methodologies. Total HC, CO, $NO_x$, $PM_{10}$, and $SO_2$ emissions from port-related sources including the vessel in 2007 were calculated as 229 ton/year, 638 ton/year, 4,861 ton/year, 307 ton/year, and 3,995 ton/year, respectively. It was found that the vessel was the largest contributor to air pollutant emissions from the port, the cargo handling equipment was responsible for about from 8% to 13% of HC, CO, and $NO_x$ emissions and the resuspended road dust contributed about 39% for $PM_{10}$ emissions. The results of this study will be used to establish the management and reduction strategies of air pollution in the port.

Estimation of Particulate Matter Emission Factors from Open Burning (노천소각에서 배출되는 먼지 배출계수 산정에 관한 연구)

  • It is very important to investigate air pollutants and emissions emitted from open burning in order to control nonpoint sources effectively. In this study, we utilized incineration simulator proposed by U.S. EPA and investigated concentrations of TSP, PM10, PM2.5 from woods and household wastes burning to calculate emission factors and build emission inventories. The results of experiment with 15 kg of woods and 3 kg of household wastes using the incineration simulator were as follows: in case of woods burning, TSP concentration was $66.4mg/m^3$, PM10 concentration was $28.4mg/m^3$, PM2.5 concentration was $17.9mg/m^3$, respectively; in case of household wastes burning, TSP concentration was $118.4mg/m^3$, PM10 concentration was $66.8mg/m^3$, PM2.5 concentration was $55.2mg/m^3$, respectively. Concentrations from household burning, as stated above, were higher than those from woods burning. Emission factors (EFs) for woods and household wastes burning were calculated as 2.45 and 6.75 g/kg for TSP, 0.86 and 5.45 g/kg for PM10, 0.78 and 4.81 g/kg for PM2.5, respectively. EFs of TSP, PM10, PM2.5 calculated from household wastes burning were higher than those of woods burning. When we added PM emissions from woods burning and household wastes burning to Korean National Emission Inventory named as Clean Air Policy Support System (CAPSS), CAPSS annual emissions of TSP, PM10, PM2.5 were increased by 0.08~0.26% (An increase rate for TSP, PM10, PM2.5 were 0.08~0.10%, 0.16~0.20% and 0.18~0.26%, respectively). Note that we assumed that the 1% of household wastes is emitted by open burning.

A Case Study on the Air Quality Impact Assessment for the Large Scale Urban Development (대규모 도시개발사업에 대한 대기질 평가 사례 연구)

  • The air quality modeling was carried out to assess the impact of air quality for large scale urban development. The site for the assessment is Multi-fuctional Administrative City which locates in Yeongi-gun, Chungcheongnam-do and estimated population in 2030 is 500,000. Two automatic weather monitoring stations were installed to monitor the meteorological variables for a year and upper air meteorological parameters were measured using radiosonde for 5 days with 4 hours interval in every season. The air quality of standard air pollutants were also measured for 5 days continuously in every season. The results of wind field analysis based on the site measurements and CALMET modeling showed that the valley and mountain winds were prevailed when the sypnotic wind was weak. It also showed that wind speed and directions were highly space-variable within the site basin. The variable wind characteristics implies that the Gaussian dispersion model such ISC3 and AERMOD are not appropriate and the unsteady-sate Lagrangian model such as CALPUFF is preferable. CALPUFF model was applied to assess air quality impact of new sources. The new sources were those for individual and group heating facilities as well as the traffic increases. The results showed that the estimated concentrations of CO and $SO_2$ pollutants by summing the impact concentration of new sources by the dispersion model and the ambient air concentrations by the site measurements were acceptable but those of PM-10 and $NO_2$ would violate ambient air quality standards at several locations due to high ambient air concentrations. It is recommended that the emission reductions near the site should be enforced to improve the ambient air quality.

Characteristics of Heavy Metal Emissions from Stationary Sources (고정오염원에서의 중금속 배출특성 연구)

  • The results of HAPs emission data using TRI (Toxic Release Inventory), SODAM (Source Data Management system) were investigated and the emissions of 7 heavy metals from their sources and emission processes were also analyzed. Questionnaire for source data analysis as well as the stack sampling were carried out for 17 factories among 6 selected industrial types. The annual amount of emissions was estimated based on the measured concentration and flow rates. All sources were operated with high efficiency control devices and the concentration levels of all heavy metals were shown to be below 0.1 to of regulation standard. The highest emission source of heavy metals was steel manufacturing industry with the annual emission of 342.9 kg/yr and followed by hazardous waste incinerator, paint manufacturing, nonferrous metal manufacturing, rolling & press goods manufacturing and storage battery manufacturing. In the case of Hg, the emissions were quite significant from electric acros of steel manufacturing industry, although the concentration level was below the emission standard, showing the necessity of specific care for its management.

Evaluation of sampling and analytical method for emission experiment of pollutants in building materials using small chamber (소형챔버를 이용한 건축자재 오염물질 방출시험방법 평가)

  • This study was carried out to evaluate the performance of a small chamber sampling and analytical method for the measurement of total volatile organic compounds (TVOC) and formaldehyde (HCHO) emission from building materials. While VOC was determined by the adsorbent tube sampling and sequential thermal desorption coupled with GC/MSD analysis, formaldehyde sampled with DNPH-silica cartridge was analyzed by HPLC. Wide-range performance criteria such as repeatability, desorption efficiency, emission chamber recovery test, duplicate precision, breakthrough volume and method detection limits were investigated for the evaluation of small chamber method. The overall precision of the small chamber sampling and analytical methods was estimated within 20~30% for target compounds. In conclusion, this study demonstrated that the small chamber sampling and analytical method can be reliably applied for the measurement of building materials pollutants.

A Study on the Status of Air and Water Pollutants Emission from Industries in Korea (전국(全國) 산업장(産業場)에서 배출(排出)되는 오염물질량(汚染物質量)에 관(關)한 연구(硏究))

  • In order to provide some basic data for the control of air and water pollution in Korea, the authors have estimated the amount of air and water pollutants emitted from industries which are employed over 20 employees. This study have done from July 1, 1972 to the end of March 1973. The results are as followings; 1. Total number of establishments with over 20 employees is 5,197 in Korea and the largest group establishments was the manufacturing of textiles with 1,363 establishments (26.2%). 2. By order of number of employees it was observed that there 2,800 industries with 20-59(53.9%) employees, 1,101 with 50-99 (21.2%), 571 with 100-199 (11.0%), 501 with 200-499 (9.6%) and 225 with over 500 (4.3%) respectively. 3. By order of regional distribution, it was observed that there were 2,257 industries in Seoul (43.2%) and 736 industries in Pusan(14.2%). 4. Industrial coal consumption was 596,154 M/T in 1972, but it' 11 be 315,000 M/T in 1980. Fuel consumption was 4,972,000 K1 in 1972, and estimated volume will be 19,370,000 K1 in 1980. 5. Total amounts of air polutants entitled from industries by fuel combustion were sulfur oxides 79,459 tons, carbon monoxide 33,908 tons, particulate 31,304 tons and hydrocarbon 30,280 tons in 1972 but in 1990 there will be sulfur oxides 1,010,474 tons, nitrogen oxides 204,575 tons, carbon monoxide 68,014 tons, particulate 64,820 tons and hydrocarbon 67,622 tons, respectively. 6. Annual emitted air pollutants through the working processes were sulfur oxides 91,250 tons and nitrogen oxides 32,485 tons in 1972, but sulfur oxides 118,625 tons and nitrogen oxides 42,555 tons will be present in 1980, respectively. 7. Annual emitted air pollutants by national unit area amounted to $0.77ton/km^2/year$ in 1965 and $14.7ton/km^2/year$ in 1980. 8. Total industrial wastes from all industries in Korea were estimated at 810,360 tons/day in 1972; manufacturing of chemicals and plastic products showed the highest amount of wastes at 470,000 tons/day. 9. The amounts of water pollutants due to industrial wastes were the B.O.D., 471.5 tons/day, suspended solid 331.5 tons/day, CN, 2.3 tons/day, and Cr. 3.4 tons/day in 1972, but it might be evident of a B.O.D. of 3,388 tons/day, suspended solid 2,544 tons/day, CN 20.1 tons/day, and 26.5 tone/day in 1990. 10. Total population equivalent of B.O.D. was 943,000 in 1972, and the estimated value in 1950 will be 6,780,000.

On the Origin of Visibility Degradation in Seoul (서울지역의 시정 장애 요인에 관한 연구)

  • Visibility is a good indicator of comprehensive alto quality. The prevailing visibility in Seoul is no better than the past although the average concentration of SO2 and TSP (total suspended particulate) has decreased quite significantly in the past decade, owing to the government efforts to reduce the emission. Then, a question arises why visibility has not been improved. In order to answer this question we have investigated which components of air pollutants are most responsible for the visibility degradation in Seoul. Analysis on the visibility vs the aerosol sixte distribution measured by an optical particle counter shows that the particles of the size interval between 0.5mm and 2.5mm are most responsible for the visibility degradation. Among the criteria air Pollutants, NOB concentration is found to be moot responsible, rather than PM10. ton analysis of the particulate collected by a high volume sampler shows that the nitrate component increases more significantly than other ions when visibility becomes very poor. Therefore, we conclude that the major causes of visibility degradation in Seoul are the increase of NOB, nitrates and the particles of the size range between 0.5mm and 2.5mm.

Gas-Phase Mercury Control Technology from Flue Gas (연소배가스로부터 가스상 수은 처리기술)

  • In Korea, not much interest has been paid yet to mercury among flue gas HAPs (Hazardous Air Pollutants), but mercury is expected to become a major problem in the near future. The present paper investigates the current state of mercury emission and control technologies. Interest of the U.S. and European countries in the area of air pollution has been recently directed to mercury emitted from power plants. There are largely two mercury removal technologies applied to power plants. One is removing mercury by oxidizing elemental mercury in WFGD (Wet Flue Gas Desulfurization), and the other is spraying an adsorbent such as activated carbon or other novel sorbents (low-cost sorbents). Developed country is requiring that all power plants be equipped with mercury control facilities by 2007. This paper aims at contributing to the establishment of future strategies in response to the problem.
