Reservoir Operation by Drought Forecasting and Warning (가뭄 예ㆍ경보에 의한 저수지 운영에 관한 연구)

  • In this study, the efficient reservoir operation is studied by comparing results from reservoir operation using a basin drought forecasting and warning system with an existing reservoir operation rule. As a result, it is found that the reliability and average annual storage of reservoir operation using a basin drought forecasting and warning system and release coefficients is better than those of reservoir operation using the existing operation rule. The release coefficients for Yongdam dam located in the Geum river basin selected as a case study are found to be the most effective for the value of 0.95 for the drought watch, 0.9 for the drought warning and 0.85 for the drought emergency. The reservoir operation using a drought forecasting and warning enables the use of the limited water resources effectively during drought and will contribute the national water resources management.

Comparison of the National Early Warning Score+Lactate score with the pre-endoscopic Rockall, Glasgow-Blatchford, and AIMS65 scores in patients with upper gastrointestinal bleeding

  • Objective We compared the predictive value of the National Early Warning Score+Lactate (NEWS+L) score with those of other parameters such as the pre-endoscopic Rockall score (PERS), Glasgow-Blatchford score (GBS), and albumin, international normalized ratio, altered mental status, systolic blood pressure, age older than 65 years score (AIMS65) among patients with upper gastrointestinal bleeding (UGIB). Methods We conducted a retrospective study of patients with UGIB during 2 consecutive years. The primary outcome was the composite of in-hospital death, intensive care unit admission, and the need for ${\geq}5$ packs of red blood cell transfusion within 24 hours. Results Among 530 included patients, the composite outcome occurred in 59 patients (19 inhospital deaths, 13 intensive care unit admissions, and 40 transfusions of ${\geq}5$ packs of red blood cells within 24 hours). The area under the receiver operating characteristic curve of the NEWS+L score for the composite outcome was 0.76 (95% confidence interval, 0.70 to 0.82), which demonstrated a significant difference compared to PERS (0.66, 0.59-0.73, P=0.004), but not to GBS (0.70, 0.64-0.77, P=0.141) and AIMS65 (0.76, 0.70-0.83, P=0.999). The sensitivities of NEWS+L scores of 3 (n=34, 6.4%), 4 (n=92, 17.4%), and 5 (n=171, 32.3%) were 100%, 98.3%, and 96.6%, respectively, while the sensitivity of an AIMS65 score of 0 (n=159, 30.0%) was 91.5%. Conclusion The NEWS+L score showed better discriminative performance than the PERS and comparable discriminative performance to the GBS and AIMS65. The NEWS+L score may be used to identify low-risk patients among patients with UGIB.

A Range-based Relay Node Selecting Algorithm for Vehicular Ad-hoc Network (차량 애드혹 네트워크를 위한 영역 기반 릴레이 노드 선택 알고리즘)

  • VANET has several different characteristics from MANET such as high mobility of nodes and frequent change of node density and network topology. Due to these characteristics, the network topology based protocol, often used in MANET, can not be applied to VANET. In this paper, we propose an emergency warning message broadcast protocol using range based relay node selecting algorithm which determines the minimal waiting time spent by a given node before rebroadcasting the received warning message. Because the time is randomly calculated based on the distance between sender node and receiver node, a node chosen as a relay node is assured to have a minimal waiting time, even though it is not located at the border of radio transmission range. The proposed emergency warning message broadcast protocol has low network traffic because it does not need to exchange control messages for message broadcasting. In addition, it can reduce End-to-End delay under circumstances of low node density and short transmission range in VANET.

A Study on the Active Safety Features Assessment through Test Drive (도로 주행평가를 통한 능동 안전장치 연구)

  • This study examined the drivers' acceptance level of various active safety features with Korean drivers on Seoul urban and city roads. The test vehicle, 2013 Cadillac ATS, was equipped with FCA(Forward Collision Alert), LDW(Lane Departure Warning), SBZA(Side Blind Zone Alert), FRPA(Front/Rear Park Assist), RCTA(Rear Cross Traffic Alert), ACC(Adaptive Cruise Control), and AEB(Autonomous Emergency Braking). Participants had chances to run the tests on those systems in the parking lot accompanied by the 106km long stretch of predetermined route including local road and interurban highway in Seoul and Gyeonggi-do under normal traffic flowing environment. After the test, participants completed a series of questionnaires about the features they experienced. The results revealed that RCTA and SBZA systems received more favourable ratings compared to the other features in avoiding crashes. The respondents preferred sound alerts to haptic ones even though haptic warning methods were better in providing directional information.

  • As various crimes such as theft, assault, and sex crimes are increasing, each local government is installing CCTVs to prevent them, and operating and managing control centers for emergency response. When the control center detects a dangerous situation in the field, it responds immediately in connection with the police or 911. However, since it is managed by humans, the response speed is anomalous and the reality is that it is mainly used for post-processing. Therefore, through the artificial intelligence LED signage, it notifies the emergency situation at the site, and it serves as a warning function before getting help from passers-by or an accident occurs. In this paper, we design and research a warning system such as changing the lighting color of the LED signboard or making a sound by reflecting the artificial intelligence algorithm. We intend to contribute to public safety and social safety through this study.

  • Purpose: This study aimed to provide basic data for the improvement of the standards related to the performance improvement of the firefighting equipment standards for special ambulances. Methods: Among the domestic firefighting equipment standards, the special ambulance standard was compared with the NFPA 1917 standard for the United States automobile ambulance 2019 and European Union European standard EN 1789 medical vehicle and its equipment, a road ambulance. Results: Anti-skid performance based on indoor noise standards, performance standards for interior lights, seat belt warning device, child car seat fixing device, safety handle, auxiliary footrest, and flooring materials should be supplemented. Conclusion: It is necessary to strengthen the production and performance standards for improvement to a level corresponding to the national standards, such as the United States and European Union.

  • Hydrogen sulfide is a by-product of decayed organic material and is ubiquitously found as an ingredient of manufacturing reagents or as an undesirable by-product of the manufacturing or industrial processing. Hydrogen sulfide is a chemical asphyxiant and interferes with cytochrome oxidase and aerobic metabolism. It has thus been deemed an important cause of work-related sudden death. This gas is particularly insidious due to the unpredictability of its presence and concentration and its neurotoxicity at relatively low concentrations, causing olfactory nerve paralysis and loss of the warning odor. Here, we report two cases of comatose patients presenting after accidental exposure to hydrogen sulfide gas.

Risk Communication Networks in South Korea: The Case of the 2017 Gangneung Wildfire

  • Wildfires have become increasingly common and intense in South Korea because of climate change, but few have recognized the catastrophic level of the problem. Given the significant impact of wildfires, emergency management stakeholders must have effective risk communication structures for rapidly responding to such phenomena and overcoming geographical difficulties. Despite the country spending billions of dollars to build a big databased early warning system, risk communication flow during the 2017 Gangneung wildfire was ineffective, thereby causing substantial economic, social, and environmental losses. To examine the patterns of information exchange in South Korea's risk communication networks and their structural characteristics during the wildfire, we conducted semantic and network analyses of real-time data collected from social media. The results showed that the inefficient flow of risk information prevented emergency responders from adequately assessing the emergency and protecting the population. This study provides new insights into effective risk communication responses to catastrophic events and methods of research on webometric approaches to emergency management.

Random Backoff Scheme of Emergency Warning Message for Vehicle-to-Vehicle Communications (차량 간 통신에서 충돌을 완화하기 위한 랜덤 백오프 방안)

  • In this paper, we propose a random backoff scheme for Emergency Warning Messages (EWMs) in the vehicle-to-vehicle environment. The EWMs are disseminated from a vehicle that detects an emergency situation to other vehicles in a multi-hop fashion. Since the vehicle-to-vehicle communication based on IEEE 802.11 adapts CSMA/CA, the density of vehicles increase the probability of collisions between transmissions. Moreover, in the presence of background traffic, the EWM should have a higher priority than that of other messages in neighboring vehicles. To that end, we propose the Distant-Dependent Adaptive Backoff (DDAB) scheme, which set a different contention window for random backoff depending on the distance from the sender to the receiver. In the case when a vehicle is expected to located in the outskirts of the communication boundary, the proposed scheme makes the contention window size small in order to compete the background traffic transmission. Otherwise the contention window is set to a large number to reduce the collision possibility among the EWM transmissions. Via simulations, we show that the proposed scheme performs better than the previous schemes for EWM.

Design and Implementation of the Multi-Mode Mobile Broadcasting EWS Encoding and Decoding Systems (멀티모드 이동 방송용 EWS(Emergency Warning System) 송·수신 시스템 설계 및 구현)

  • This paper presents the design and implementation of a multi-mode mobile broadcasting Emergency Warning System (EWS) transmission and reception system which enables the propagation of disaster information using the encoding and transmission, reception and decoding methods specified in diverse mobile broadcasting standards. The implemented system supports global mobile broadcasting standards such as Terrestrial Digital Multimedia Broadcasting (T-DMB), Digital Video Broadcasting-Handheld (DVB-H), Integrated Services Digital Broadcasting-Terrestrial (ISDB-T), and the Digital Radio Mondiale (DRM) digital radio standard. The system consists of two key part: an encoding/transmission part and a reception/decoding part. The multi-mode mobile broadcasting EWS encoding and transmission system generates EWS data according to each broadcasting specification. The generated EWS data is then transmitted through a channel interface which meets the commercial broadcasting equipment specification. The receiver system receives and decodes the EWS data on a single hardware platform and can display the results on screen. Verification and conformity testing has been carried out on the implemented system by transmitting emergency data for each mode in real-time and displaying the received information in text on the receiver display.
