Flexible Protocol Reconfiguration for Emergency Communication Systems

  • The necessity for services of emergency communication systems to be uninterrupted and reliable has brought forward strict requirements for express software upgrades of base stations. Based on reconfigurability technology, this paper presents a protocol reconfiguration scheme for emergency communication base stations. By introducing the concept of 'local safe state,' the proposed scheme could make the updating and replacement of the protocol software flexible and maintain interactions during the updating procedure to achieve seamless system upgrades. Further, taking TETRA protocol stack and VxWorks operating system as an example, specific processes and realization methods of reconfiguration are proposed in this paper, along with the measurements of the factors impacting on the system performance. Simulation results show that, compared with traditional technology, the method proposed significantly improves the system efficiency and does not interrupt system services.

  • A commercial nuclear power station contains at least tow emergency diesel generators(EDG) to control the risk of severe core damage during station blackout accidents. Therefore, the reliability of the EDG's to start and load-run on demand must be maintained at a sufficiently high level. Probabilistic safety assessments(PSA) are increasingly being used to quantify the public risk of operating potentially hazardous systems such as nuclear power reactors. In this paper, to perform PSA, we will introduce three different types of data and use Bayes procedure to estimate the error rate of nuclear power plant EDG, and using practical examples, illustrate which method is more reasonable in our situation.

Concept of an intelligent operator support system for initial emergency responses in nuclear power plants

  • Nuclear power plant operators in the main control room are exposed to stressful conditions in emergency situations as immediate and appropriate mitigations are required. While emergency operating procedures (EOPs) provide operators with the appropriate tasks and diagnostic guidelines, EOPs have static properties that make it difficult to reflect the dynamic changes of the plant. Due to this static nature, operator workloads increase because unrelated information must be screened out and numerous displays must be checked to obtain the plant status. Generally, excessive workloads should be reduced because they can lead to human errors that may adversely affect nuclear power plant safety. This paper presents a framework for an operator support system that can substitute the initial responses of the EOPs, or in other words the immediate actions and diagnostic procedures, in the early stages of an emergency. The system assists operators in emergency operations as follows: performing the monitoring tasks in parallel, identifying current risk and latent risk causality, diagnosing the accident, and displaying all information intuitively with a master logic diagram. The risk causalities are analyzed with a functional modeling methodology called multilevel flow modeling. This system is expected to reduce workloads and the time for performing initial emergency response procedures.

  • 원자력 발전소의 비상운전절차서는 작성단계부터 난점이 많이 있고, 작성된 절차서를 착인 및 검증하는 데에도 많은 어려움이 따른다 캐나다의 원자력 규제기관인 AECB에서도 원자력발전소의 운전 허가를 받는 데 있어 발전소 비상운전 절차서를 하나의 요구조건으로 삼고 있는데, 그 요구조건은 발전소 내외의 비상상황에 대처하기 위한 상세한 계획 및 절차를 개발하는 것이다. 본 보고서에서는 미국의 원자력 발전소 비상운전 계획을 참고하고 있는 캐나다 원자력 발전소용 비상운전절차 표준지침서를 검토하고, 캐나다 비상운전 절차서 들의 현재 경향을 알아보았으며, 캔두형 발전소들의 비상운전 절차를 사고의 범위(개별적인 사고의 종류 지정), 사고진단 방법(사건 대응적, 징후 대응적, 또는 이 두 가지 방법의흔합형), 절차서 형식 등을 중점으로 비교 검토하고, 각 절차서의 내용을 포괄적으로 종합하여 현재 건설중인 월성 원자력 발전소 2, 3, 4호기용 비상운전절차서의 기본방향을 징후 대응적절차서(사고진단이 안될 경우 사용)와 논리도표와 문장이 혼합된 형식의 사건파악적절차서로 이루어진 비상운전절차서로 제시하였다.

  • 국내인증규격으로는 유일한 정보화관련인증규격인 정보화경영체제의 실효성을 검증하고자 정보화경영체제의 규격에 따라 정보시스템을 도입한 중소기업이 운영하고 있는 기간업무시스템의 핵심기능인 회계정보시스템의 활용정도와 정보화경영체제의 수준과의 관계를 파악함으로서 논리적 경영시스템인 정보화경영체제가 지향하는 '사용자로 하여금 정보시스템을 적극적이고 효율적으로 사용하게 하는가'하는 정도와 정보화경영체제의 구성항목별로 회계정보시스템의 활용도에 영향을 미치는 정도는 어떻게 차이가 나타나는가를 연구함으로써 중소기업이 정보시스템을 도입하는 과정에서 중점적으로 관리하여야 할 항목들을 제시하였다.

  • 본 연구에서는 수소충전소에 대한 교육 및 가상체험 프로그램을 구축하였으며, 수소와 안전모듈, 수소 충전소 모듈, 가상현실 체험공간 모듈 및 전문가 그룹을 대상으로 한 사고 시나리오 모듈 4가지로 구성되었다. 본 프로그램을 통해 사용자는 수소충전소 이론과 운전상태를 간접적으로 체험하고, 수소충전소 관련 정보를 습득할 수 있다. 또한 수소충전소에서 발생이 가능한 다양한 유형의 사고 시나리오 체험과 수소충전소의 안전운전과 사고대응을 위한 emergency response plan 및 standard operating procedure를 습득하여 관련 종사자에게 실질적인 사고발생 메커니즘과 그에 따른 대응방안에 대한 교육 및 안전홍보가 가능하다. 본 연구를 통하여 개발된 버츄얼리얼리티 프로그램은 수소에너지 시장도입에 필수적인 수소충전소 기술개발 및 건설 활성화에 도움이 될 것으로 기대된다.

Four-Year Experience Using an Advanced Interdisciplinary Hybrid Operating Room : Potentials in Treatment of Cerebrovascular Disease

  • Objective : To describe our experiences with a fully equipped high-end digital subtraction angiography (DSA) system within a hybrid operating room (OR). Methods : A single-plane DSA system with 3-dimensional rotational angiography, cone-beam computed tomography (CBCT), and real-time navigation software was used in our hybrid OR. Between April 2014 and January 2018, 191 sessions of cerebrovascular procedures were performed in our hybrid OR. After the retrospective review of all cases, the procedures were categorized into three subcategorical procedures : combined endovascular and surgical procedure, complementary rescue procedure during intervention and surgery, and frameless stereotaxic operation. Results : Forty-nine of 191 procedures were performed using hybrid techniques. Four cases of blood blister aneurysms and a ruptured posterior inferior cerebellar artery aneurysm were treated using bypass surgery and endovascular trapping. Eight cases of ruptured aneurysm with intracranial hemorrhage (ICH) were treated by partial embolization and surgical clipping. Six cases of ruptured arteriovenous malformation with ICH were treated by Onyx embolization of nidus and subsequent surgical removal of nidus and ICH. Two (5.4%) of the 37 cases of pre-mature rupture during clipping were secured by endovascular coil embolization. In one (0.8%) complicated case of 103 intra-arterial thrombectomy procedures, emergency surgical embolectomy with bypass surgery was performed. In 27 cases of ICH, frameless stereotaxic hematoma aspiration was performed using $XperGuide^{(R)}$ system (Philips Medical Systems, Best, the Netherlands). All procedures were performed in single sessions without any procedural complications. Conclusion : Hybrid OR with a fully equipped DSA system could provide precise and safe treatment strategies for cerebrovascular diseases. Especially, we could suggest a strategy to cope flexibly in complex lesions or unexpected situations in hybrid OR. CBCT with real-time navigation software could augment the usefulness of hybrid OR.

응급실에 내원한 두부외상환자의 2차 평가로써 초음파를 이용한 시각신경집 지름 측정은 유용한가? (Availability of the Optic Nerve Sheath Diameter Measured by Using Ultrasonography as a Secondary Survey for Patient with Head Injuries in the Emergency Department)

  • Purpose: Bedside ultrasonography is available in most emergency departments, and detecting the intracranial pressure is elevated is critical. Our objective is to evaluate the availability of bedside optic nerve ultrasound (ONUS) as a secondary survey for patients with head injuries in the emergency department (ED). Methods: From September, 2012, to March, 2013, we performed a prospective study of patients presenting to the ED after an accident. Patients with head injuries but without obvious ocular trauma or ocular disease were included. The ONUS was performed using a 3 to 12 MHz linear probe on closed eyelids after a primary survey. We analyzed the correlation between the brain computed tomography (CT) findings that suggested elevated intracranial pressure (ICP) and the Optic nerve sheath diameter (ONSD) measured by using ONUS. Results: A total of 81 patients were enrolled. Forty-seven had CT results consistent with elevated ICP, and their mean ONSD was $5.98{\pm}0.59$ mm; the mean ONSD of patients who showed no signs of elevated ICP on CT was $4.63{\pm}0.21$ mm. The sensitivity and the specificity for the ONSD, compared with elevated ICP, were 98.87% and 100%, respectively, when the cut-off value was set to 4.96 mm. The area under curve (AUC) was 0.997 in the receiver operating characteristic curve (ROC curve). Conclusion: An evaluation using ONUS is a simple noninvasive procedure and is a potentially useful tool as a secondary survey to identify an elevated ICP.

119 구급대원의 비외상성 심정지 환자의 병원전 처치실태 및 전문 처치율 향상을 위한 개선 방안 (Prehospital Care of 119 EMT for Non-traumatic Cardiac Arrest and Improvement to Increase Advanced Care Rate)

  • 병원 밖에서 발생한 비외상성 심정지 환자에 대한 119 구급대원의 처치 현황과 개선방안을 연구하기 위해 대전충남에 근무하는 119 구급대원 322명에게 설문을 실시하였다. 119 구급대원들은 병원전 비외상성 심정지 환자에 대해 CPR은 96.9%(309명), AED는 53%(169명)에서 거의 매번 또는 매번 실시한다고 하였다. 1급 응급구조사와 간호사의 경우 IV는 94.7%(143명)에서 가끔 실시하거나 실시한 적이 없다고 하였고 약물처치의 경우도 90.7%(136명)에서 실시한 적이 없다고 응답하였다. AED, 기도확보 및 IV 를 실시하지 못했던 이유에 대해서는 구급인원이 부족하고, 시간이 부족하며, 흔들리는 구급차 때문이라는 의견이 많았다. 임상실습이나 병원실습의 경험이 있는 119 구급대원이 IV나 약물처치를 더 자주 실시하는 것으로 나타났다. 결론적으로, 심정지 환자의 소생률을 향상시키기 위해서는 구급차에 탑승하는 구급인원을 보강하고, 일반인들도 할 수 있는 기본심폐소생술 처치에서 더 나아가 전문심장소생술을 실시할 수 있도록 1급 응급구조사에게 에피네프린의 사용을 허가하며, 임상실기 교육을 강화하고 구급대원을 법적으로 보호할 수 있는 방안이 마련되어야 할 것이다.
